Saket Gokhale’s supplementary question on the results of the testing of BIS-certified electronic goods at their port of entry, including non-compliance, in the last three years

Hon. Chairman, Sir, BIS Certification under the CRS Scheme requires only lab testing, with no mandatory factory audits for electronics. Certification is granted ‘per factory’ and ‘per product’ model, meaning a manufacturer can certify one unit, obtain registration and then non-conforming products can be shipped in bulk without ongoing physical verification. Similarly, penalties under the BIS Act are capped at about Rs.5 lakh, which is a negligible cost for the large companies. Sir, my question, through you, to the hon. Minister is this. Will he inform this House about how many consignments of BIS-certified electronics were actually tested at the port of entry in the last three years and how many of these were found to be non-compliant despite holding a valid BIS certification?
