The Bengal Forest Department has taken up the initiative to digitise all data regarding planting of saplings, plant diseases and upkeep of trees. Under the assistance of Japan International Cooperation Agency (JICA), this platform will provide all details, like the types of saplings being planted, the number of trees in a given area, etc. along with pictures.

The process of digitisation is part of the West Bengal Forest and Biodiversity Conservation Project and a registered society will be keeping track of the data.

The districts which will fall under this project for the time being are Jalpaiguri, Bardhaman, Paschim Medinipur, Bankura, Purulia and Birbhum. Planting of saplings have also been taken up in Nadia and Howrah. Step by step, all the districts of the State will be brought under this programme.

 

সবুজ রক্ষনাবেক্ষনে রাজ্যে এ বার  চালু হচ্ছে ডিজিটাল প্ল্যাটফর্ম   

সবুজের রক্ষনাবেক্ষনে ডিজিটাল প্লাটফর্ম চালু করল রাজ্য বন দপ্তর। গাছ লাগানো থেকে সেগুলির রক্ষণাবেক্ষণ ,অসুখ -বিসুখই হোক কিংবা বনসৃজনে কত টাকা খরচ হল – সেসবের হিসাব রাখার জন্য ডিজিটাল প্লাটফর্মের ব্যবহার শুরু হয়েছে।  কোন এলাকার কত সংখ্যক গাছ লাগানো হল, সেগুলি কী কী  প্রজাতির, কবে সেগুলি রোপণ করা হল ছবি -সহ সে -সমস্ত তথ্য আপলোড করা হবে  ডিজিটাল প্লাটফর্মে।

জাইকা -র (জাপান ইন্টারন্যাশনাল কো -অপারেশন  এজেন্সি)আর্থিক সহযোগিতায় বন এবং জীব বৈচিত্র্য রক্ষায় রাজ্যে যে প্রকল্প চালু রয়েছে ,তার অংশ হিসাবেই গড়ে তোলা হয়েছে নয়া এই ব্যবস্থা।

নতুন প্রকল্পটির উদ্দেশ্যে হল, বৃক্ষ রোপন এবং সংরক্ষণে স্বচ্ছতা বাড়ানো।

এই প্রকল্পের আওতায় রয়েছে জলপাইগুড়ি, বর্ধমান, পশ্চিম মেদিনীপুর, বাঁকুড়া, পুরুলিয়া ও বীরভূম। এছাড়া নদিয়া ও হাওড়া জেলাতেও বৃক্ষ রোপণের কাজ হচ্ছে। ভবিষ্যতে সমগ্র রাজ্যেই এই ব্যবস্থা সম্প্রসারণের পরিকল্পনা রয়েছে।

 

The Labour Department had major milestones during the tenure of the Trinamool Congress Government.

The State Plan expenditure has increased from Rs 330.76 crore during 2006-11 to Rs 919.7 crore during 2011-16. Rs 330 crore has been allocated for 2017-18.

Mandays lost due to strike:

Mandays lost due to strike came down from 94 lakh in 2010-11 to nil, so far.

State Assisted Scheme of Provident Fund For Unorganised Workers:

New enrolment of 1,80,870 unorganized workers have been done during 2016-2017, under State Assisted Scheme of Provident Fund For Unorganised Workers (SASPFUW). Total number of beneficiaries under the scheme is expected to become 62 lakh at the end of 2016-2017.

Social Security Schemes:

As part of empowering unorganised workers, 82.71 lac workers have been covered under different social security schemes, against only 26 lacs as on May, 2011.

Welfare of construction workers

Registration of beneficiaries under BOCWA (Building and Other Construction Workers Act) has increased almost 10 times (during 2011-15, with respect to 2007-11), and the disbursed amount has increased almost 34 times (when compared over the same time periods).

Yuvashree Scheme:

Under this major initiative of the State Government, administered by the Labour Department, financial assistance of Rs 1,500 per month has been extended to more than 1 lakh job seekers enrolled in the Employment Bank.

Regional ‘Shrama Bhavan’:

The Foundation Stones of two regional ‘Shrama Bhavan’ have been laid by Hon’ble Chief Minister, West Bengal – one at Siliguri on 17.07.2014 and another at Asansol on 27.11.2014.

Shramik Mela:

Fairs are being organized at different places of the State for awareness generation about welfare schemes, labourers’ rights etc.

Samajik Mukti Card (SMC):

So far, 31.50 lakh Samajik Mukti Cards issued to unorganized workers. A smart card, which facilitates prompt payment of financial benefits.

West Bengal Tea Plantation Employees’ Welfare Fund:

In order to provide better housing, sanitary and drinking water facilities in the tea garden, a fund of 100 crore has been set up. This fund will also be utilized for revival of sick/closed Tea Gardens. A separate Board has been set up to administer this fund.

 

শ্রমিক স্বার্থ সুরক্ষায় এগিয়ে বাংলা

তৃণমূল কংগ্রেস পরিচালিত সরকারের আমলে শ্রম দপ্তরের অনেক অগ্রগতি হয়েছে।

• রাজ্য পরিকল্পনা ব্যয় ২০০৬-১১ সময়কালে ৩৩০.৭৬ কোটি টাকা থেকে ২০১১-১৬ সালে.

• বেড়ে হয়েছে ৯১৯.৭ কোটি টাকা। ২০১৬-১৭ সালের জন্য ৩০০ কোটি টাকা বরাদ্দ হয়েছে।

• প্রথমত ধর্মঘটের কারণে ২০১০-১১ সালে যে ৯৪ লক্ষ শ্রম দিবসের ক্ষতি হয়েছিল, তা এখন আর হয় না। অনেক শ্রমিক বর্তমানে সামাজিক নিরাপত্তা সুবিধা পাচ্ছেন।

• বিভিন্ন সামাজিক নিরাপত্তা প্রকল্পের অধীনে ২০১৫ সালের সেপ্টেম্বর মাস পর্যন্ত ৮২.৩৬ লক্ষ শ্রমিক এসেছেন। এর সিংহভাগ ৫৫.৫ লক্ষ শ্রমিক নথিভুক্ত হয়েছেন ২০১১-র মে মাস থেকে ২০১৫-র সেপ্টেম্বর মাসের মধ্যে।

• Building and Other Construction Workers Act (BOCWA)-র অধীনে নথিভুক্ত কর্মীদের সংখ্যা ২০০৭-১১ থেকে ২০১১–১৫ পর্যন্ত বেড়ে দশগুণ হয়েছে। এই সময়কালে বিতরণ করা টাকা প্রায় ৩৪ গুন বেড়েছে।

• যুবশ্রী প্রকল্প: যুবশ্রী প্রকল্প শ্রম দপ্তরের অধীনের একটি গুরুত্বপূর্ণ প্রকল্প। এর মাধ্যমে এক লক্ষাধিক নথিভুক্ত প্রার্থীদের প্রতি মাসে আর্থিক সহায়তা প্রদান করা হয়।

• সামাজিক মুক্তি স্মার্ট কার্ড: ৩১ লক্ষ অসংগঠিত শ্রমিকরা এই কার্ড থেকে উপকৃত হয়েছেন।

• চা শ্রমিকদের কল্যাণ: পশ্চিমবঙ্গ চা বাগান শ্রমিক বোর্ড ১০০ কোটি টাকা মূলধন নিয়ে স্থাপিত হয়েছে।

• মডেল শ্রম কল্যাণ কেন্দ্র: ২৫টি মডেল শ্রম কল্যাণ কেন্দ্রে সংস্কারের কাজ চলছে।

• ESI হাসপাতাল: দিল্লির ESI কর্পোরেশন পশ্চিমবঙ্গে ESI হাসপাতালের অসামান্য সাফল্যের জন্য ২০১৪-১৫ সালে ২৩,০০০ কোটি টাকা বরাদ্দ করে। ২০১৩ সালে একটি পেন ম্যানেজমেন্ট প্রতিষ্ঠান খোলা হয় শিয়ালদার ESI হাসপাতাল তৈরি হয়েছে শ্রমিকদের জন্য। মানিকতলার ESI হাসপাতালে একটি স্নাতকত্তর প্রতিষ্ঠান ও গবেষণাকেন্দ্র খোলা হয় ২০১৩ সালে।

• শ্রমিক মেলা: বর্তমানে শ্রমিকদের কল্যাণ ও অধিকার সম্বন্ধে সচেতনতা বাড়াতে বিভিন্ন স্থানে শ্রমিক মেলার আয়োজন করা হচ্ছে।

• আঞ্চলিক শ্রম ভবন: শিলিগুড়ি এবং আসানসোলে দুটি আঞ্চলিক শ্রম ভবন স্থাপিত হয়েছে।
