Derek O’Brien speaks on the Railway Budget 2014 | Transcript

Sir, let me go back 120 years. This is a story of an Assistant Engineer, who worked on what was the Bengal-Nagpur Railway, which later became the South Eastern Railway, somewhere between Chakradharpur and Bilaspur. This Assistant Engineer who worked in the Indian Railways had a son who dutifully, after that, joined the Indian Railways sometime in the early 1920s. He has later rose to the rank of PWI in the Railways. This is the second generation. Then this PWI in the Railways had a third generation. He had seven sons and three daughters. Of the seven sons, six joined the Indian Railways as part of the Indian Railway family and out of the three daughters, one jamaai also joined the Indian Railways. Currently, from the same family lineage, there are two who are working on the Indian Railways. Sir, that is why what the Minister said or didn’t say at the beginning of his speech has caused me much pain and concern. It doesn’t matter who this family was. Sir, you walked in five minutes late and we, in very good spirit, accepted your heartfelt apology. In your reply, Sir, after I told you the story, maybe, you would like in your wisdom and humility to consider an apology because I need to quote from your Budget speech, page 3, para 12, “We have a total track length of 1.6 lakh km, 63,000 coaches, 2.4 lakh wagons and 13.1 lakh employees.”

Sir, one of your very enthusiastic and learned honorable members, the first person who spoke from the BJP, congratulated you for all the great work you have done and what you learnt in 45 days and no one has done anything in the last 60 years. You delivered a historic opening line of your budget.

I have gone through last 30 years’ Budgets. This is the first time, and it is historic, that the Railway Mantri has not put in one word -besides the number of employees – to thank the railway family. This is a family of 13.1 lakh employees; this is the family which is the same size as the family of the armed forces with 13 fraction employees. This is the family with 13 lakh pensioners; the armed forces have 25 lakhs pensioners. This is the family who doesn’t sleep at night. Just like the army and its jawans, the brave soldiers don’t sleep at night. I would like to believe that the railway family deserves two simple words: Thank you from the Rail Mantri.

Sir you will pardon me that I have got some emotional in my opening because the story which I was telling you about the four generations is the story of my mother’s family. I had the good fortune about three or four years ago before I came to Parliament when the then hon. Rail Minister Mamata Banerjee asked me to take on the role as the Chairman of the Passenger Services Committee, which I had joined. Now, Sir, through you let me share some thoughts, some views, some constructive criticisms and the way forward, because I believe there is a chance to take this forward – one, in your reply and two, is in the next budget which you will present a few months from now.

Let us come to my first point today – passenger fares at Rs 30,000 crore negative. First, the Trinamool Congress disputes this figure of Rs 30,000 crore. Our belief is that the figure is Rs 7000-8000 crore. You have spoken a lot of things in Budget about reforms and the way forward. Very good. If you are really serious about doing some serious reforms, look at those passenger fare distribution cost. Let me take you back to 1921 where Akaweth Committee. I don’t know who Mr Akaweth was, but there was an Akaweth committee set up in 1921 and four years later, on the recommendations of Akewath Committee in 1925 the first railway budget was presented.

Sir, it has been 90 years and the way passenger fares are calculated and the heads are the same as those which were proposed by the late and genius Mr Akewath, 90 years ago. If you are serious about looking at that system I suggest you to look at the Akewath Committee. The first thing you might tell me is that why didn’t you look at the Akewath Committee when Mamata Di was the railway minister, when a lot of work was done. May be the spirit was strong but the flesh was weak and other development took prominence over that.

Sir, 95% of the fare which you have been talking about, has nothing to do with Shatabdi and Duronto and Rajdhani. 95% is the base fare. In your speech, Sir, and before that we saw the member of BJP, you told us about the China. We have heard lots about China. Just two quick points on China: one China does not touch the base fares; China hits you at the higher fare. The second point about China is that the government funds the big project.

Sir, if you relook at those numbers there is no reason a) to push those passengers’ fares up before the budget b) to put it up by fourteen fraction percent and c) finding a reason to put the fare up again may be in the next six months or eight months. We do not buy the argument that if you want better immunities and if you want better safety, you have to pay more. Who has to pay more? Our belief is that the two are not linked to each other. That’s on the passengers’ fares.

Sir, I would again like to quote from your budget because by our own admission, Mr Chairman Sir, the Rail Mantri Ji seems to be in a dilemma, these are his not mine: “he dilemma is choosing between commercial viabilities and social viabilities”. Sir, there is no dilemma. As far as the Trinomool Congress is concerned there is absolutely no dilemma. Social viability comes first. Commercial viability second. There have been enough rail budgets presented on this issue. If you are in dilemma, well please, try in next few months to get out of this dilemma. The first speaker from the BJP in this House and the Railway Minister in that House said my predecessors fell prey to the ‘Nasha’ of claps in the House when they announced these projects. And throughout the speech, not much credit given to the predecessors.

The hon. Leader of Opposition, Gulam Nabi Azad Ji when he spoke, he also gave you a few examples of how these ideas were either robbed or pinched or as the less generous would say copy-pasted. I disagree humbly with the Leader of Opposition in this part of his speech because when he was referring to the copy paste he meant the 2013 budget. True, but I want to go one step back from the Leader of Opposition. If the NDA government copy pasted the 2013 Budget, where did 2013 Budget copy-paste from? So these are copy-pastes of a copy-paste.

I want to give you few examples from where the original copy-paste has came from. Just five or six very quick examples. I quote from your budget, Sir, you talked about recruiting 17000 RPF, 4000 female RPF. Now I quote from 2010: “12 companies of women personnel to be named ‘Mahila Vahini’. 16,000 ex-servicemen to be deployed in the force.” Now a certain lady said this in her Budget speech in 2009-2010. Fair enough. If you like the idea, by all means copy it. But at least, sir, give the credit when it is due. Again, Sir, “Railways propose to introduce modern trolleys at all the important stations.” Now I’m not quoting 2014, I’m quoting from 2010.

You talked about these, but these are already in existence at stations. Let’s talk about the third one, I’ve got five/six examples. “Improved linen management to bring about quality of washing through mechanized automated laundries.” Year 2010. Now listen to 2014, this is paraphrasing like taught at a school: “Increased mechanized laundry in order to improve quality of bed rolls provided at AC coaches.” May be in 2009-10 there were only talking about pillow cases and now you are talking about bed rolls.

Regarding RO drinking water, it was mentioned in 2010-11 implemented in four or five places; the railway officers could update you sir.

Sir, ‘Mushkil Aasan’ is the brand name given in 2009-2010 to the automated vending machines from which you are selling tickets. In your budget speech, sir, you have talked about the next generations e-ticketing systems, started already from 2009-10.

Cleanliness outsourcing: here you did not refer to any Budget speeches. You referred to the Vision 2020 document. Sir, Eureka Forbes, to the best of my knowledge, have already been outsourced to do a lot of this cleanliness outsourcing. Domestic tourism: it’s a same story, repeat of 2010-11.

And bullet train. It was mentioned in the Vision 2020 Document which was UPA II project under Railway Minister Mamata Banerjee. Even though it was mentioned in the Vision 2020 document, why was it not spoken about after that? What was the logic? It is the same Vision 2020 document which you have generously copy pasted in your current speech.

Six freight corridors were also mentioned. You kept the freight corridor and you kept the bullet train. Why was the bullet train not mentioned in five years? I hope in next few minute I will tell you why.

One, the cost to build the bullet train approximately can be between Rs 150 to 200 crore per kilometer and the cost to build a dedicated freight corridor – and I am not a railway expert, so I’m giving you a loose figure – it could be anywhere between Rs 10-15 crore. Because of the huge cost differences, the idea of a bullet train is great, but this is an idea whose time has come? Other speakers before me have also mentioned about the prohibited costs of bullet train.

Sir, having generous digs at former railway minister dismissing all they have done and saying that every railway budget has been populism before this and this one is not. Fine, if you don’t want to populism don’t do populism. Then why introduce 58 new trains, may I ask you Sir? 58 new trains will require 1,000 new wagons, which is the total capacity of the integrated coach factory in Chennai. Plus you have to replace all your existing old wagons. So don’t tell us that you don’t want populism. Then slip all these in.

Sir, I think it is my duty here to recap some of big the contributions which have been made by former railway ministers. It was Sri Gopalswamy Iyenger who introduced the concept – and I am not playing politics here… we need we appreciate what has been done in the past – of railway zones. If it wasn’t for Sri Madhu Dandawate ji perhaps we still had sleepers which didn’t have a cushion. It was Madhavrao Scindia ji who had taken IT as a serious player and integrated it in the Indian Railways. Sri Nitish Kumar introduced the Tatkal Scheme and also introduced Sampark Kranti Express and that was another brand. Laluji introduced Garib Rath, Mamata Banerjee gave the Vision2020 document, Duronto Express, Izzat Passes. These Railway Ministers in the past have also created brands across parties. Laluji created Garib Rath which was a cheaper version of the Rajdhani. After Rajdhani and Shatabdi, Duronto perhaps is a big idea… these are the big ideas. Tell us in your budget, which is one your big idea. The bullet train will take many years to become a reality.

My Hindi is very bad… I am going for Hindi tuition… trying to improve but at least I am good enough to learn 4 words: Sabke Sath Sabka Vikas. I want to give you some examples of how this has remained a slogan, let me give you two examples… these have to to go into the Guinness Book of world records… Adra… remember I told you the story of Adra in the beginning… Adra Coach Factory is in Bengal and Kharagpur Coach Factory is in Bengal. The total budget for the Adra Coach Factory is Rs 176 crore and for Kharagpur is Rs 100 crore. Guess how much our very generous Rail Minister has allocated to these two projects? Maybe if he would have allocated Rs 10 crore, we would have said not bad… it would take 10 years to build. May be Rs 5 crore, we would have been happy. May be Rs1 crore… we wouldn’t have been smiling. May be Rs one lakh… we would have been shattered… but Rs 1000 rupees Sir? Rs 1000 rupees for a 176 crore project

Adra coach factory ekta 176 koti takar project, apni allocate korechhen 1000 taka… apnake ami dhonnyobad janachhi… Kharagpur Wagon factory 100 koti takar project… apni allocate korechhen 1000 taka… Bangla ki vul korechhe… Bangla ki BJP ke vote dayeni… 15% 16% vote diyechhe… 2 to MP hoyechhe, amader 34 ta hoyechhe… Seriously Dada… Bangla kintu apna der theke bhikkhe chaye na. Aaro boli apnake… aaro boli…

Kolkata Metro is the only Metro run by the Indian railways, and the first one in India. Kolkata Metror dorkar 10,000 koti taka aar apni diyechhen 500 koti… Toy train in Darjeeling is an UN heritage site. Apni eta dekhun ki bhabe toy train ke bhalo bhabe sahajyo kora jaye… Kolkata is not even included in the Diamond Quadrangle project.

I indulge the patience of my colleagues here. And I may not be shy about this because I have a list of projects to read where the outlay… total cost of the project is Rs 200-500 crore. Eigulo apnader boli: circular rail expansion dorkar 281 koti taka apnara diyechhen 2 koti, Lokhikanto-Namkhana dorkar 400 koti diyechen 1 koti, Tarakeshwar-Bishunupur dorkar 900 koti, diyechhen 5 koti. Eita shunun… Tarakeshwar Mogra Furfura 350 koti dorkar, apni diyechhen 20 lakh… Hasnabad- Himalganj dorkar 250 koti, diyechhen 50 lakh eibhabe lomba list Howrah, Digha Jwaleshwar , Tomluk to Digha..Badula to Lalgarh…Diamond Harbour Line upgradation, canning Line upgradation….

I am sure Mantriji has seen this and in his wisdom has given us this pitiful allocation to Bengal. Sir, let me move on to another very fascinating part of this subject which is rail…which is freight… 20 years ago 60% of all freight which moved in India was moved by Rail. Tthat 60% figure has come down to 31%. Freight is growing at 4.8%. If I were to believe what the Finance Minister has said, and there is no reason to disbelieve him, the economy is growing at 5.4%%. Freight cannot be growing at 4.8%. You need some ideas for freight to grow at 6-7%. Where is freight losing out to Sir? I have two points. One is Food Corporation of India moves 250 million tonnes total and the share of the rail is 50 million tonnes. And in case of cement, out of 290 million tonnes, 90 million tonnes moves from the railway.

Now where is the problem here? The problem is railways are losing out to road. The two solutions which we give you Sir, I urge you to at least try them as some of them have already been tried as pilot projects. You cannot compete with road. You cannot book a consignment today which is 1000-1500 tonnes because each railway wagon has a capacity of 60 tonnes and 10 wagons will be 600 tonnes. So where do you go? You go to the road. You need to stop competing with road and make road your partner. So we recommend what was running in Konkan, try that again Sir – RORO. The concept of RORO is ‘roll on and roll off’. Please Sir, try RORO as a pilot project. The other pilot project which you ought to try is a road railer where a steel wheel is also a pneumatic tyre. So these are two small ideas for freight. There is a thought in the Budget and I will give credit where due. There is thought on parcel, extend that thought into freight then you will be talking about 500-600 tonnes and that’s why you will not be competing with road.

Sir I will make 4 sentences and 4 quick points before concluding. The first of those points is on catering policy. Sir, there is a new catering policy in place which was put together in 2010. Sir please take a look in that catering policy. I urge you and with all responsibility in my command please find out whether one family runs the catering business in India, the name of the company is CUMSUM. It is a racket in the Indian railways. Do what you can to break this racket.

Sir, please do not link diesel hike to FS. We have spoken a lot on this. On FDI, the view of my party on defense, insurance and rail is very, very well known sir. And the magic PPP pill will not solve all your problems.

Sir I conclude with the point on safety. Before I come to any different kind of safety, I want to mention the elephant corridor, there is also a safety issue there. Between Alipurduar and Jalpaiguri elephants are being killed. There are rules are in place, railways have the rules, Sir I urge the minister through you to please implement those rules about not driving and there is also a Supreme Court order.

One out of three level crossings in this country are unmanned. Our suggestion is put a timeline in place because otherwise there is no other solution for this Sir.

I will end now. Because I also love being on the internet, love tweeting, being on Facebook and everything, so WIFI is a favourite four letter word. But I will tell you a story which might want you to rethink the four letter word. The story is goes back 10-11 years. Paresh Gathwani is a pipe dealer in Kandivali in Mumbai. It is a true story. 10 or 11 years ago Paresh Gathwani saw something horrific. He saw someone who was knocked down by a train. Then they got the advertising banners to wrap the body of this person. So, Paresh Gathwani from that time 11 years ago, religiously goes to Grant Road and to Andheri station every day. 10 shrouds are needed every day for accidents on the suburban trains of Bombay. Paresh Gathwani gives two 650 yards of cloth every year. These are not enough to prevent those rail accidents in Bombay.

Safety is an issue; on the bigger point of safety, Sir we recommend to you ACD… Anti Collision Device is the best way to go because that has been tested. Coming back to my story, Paresh Gathwani and his friends give out those shrouds to save people. The only way the figure of accidents can come down and disappear is not by a four letter word called WIFI but by another four letter world WALL. Sir, WIFI is important but you decide if you still want to go with the 2nd four letter word.

Trinamool`s cleaning force restore 21 July rally site to normalcy within hours, Kolkata Police ensure smooth traffic flow

Dharmatala was back to normalcy withinhours after the massive Maa, Mati, Manush Dibas rally ended. A team led byparty MP Mr Subrata Bakshi and MLA Tapas Roy supervised the whole process ofcleaning with a force of three thousand cleaners, employed under the 100 Days WorkScheme. The cleaning party was aided by KMC and its road cleaning machinery.By evening, the whole Esplanade East was spic and span and showed no signs oflitters like food packets, water bottles etc.

Earlier, the same procedure was adoptedafter the January 30 rally at Brigade.

The Kolkata Police did a commendable job tokeep the traffic flow normal, despite thousands of people moving towards therally site through different zones. With the experience of `man management` ,the Kolkata Police managed the crowd as well as the security of the VVIPs with ease.

The total crowd management, which wasdesignated to eight Joint Commissioners and twenty Deputy Commissioners of theKolkata Police, was done with much ease. Around 1800 vehicles carrying party supportershad reached Kolkata by 9 AM in the morning. This made the work easier and didnot clog the main roads. The parking of the cars at Strand Road, CentralAvenue, Hastings and other such places helped in making the main stretches ofthe roads movable.

The Kolkata Police were fully equipped withTrauma Ambulances and other such precautionary measures which came handy whensome supporters were taken ill.

While the rally was in progress, some partsof the Esplanade East were blocked but the Police force had informed the publicbeforehand about traffic restrictions. They also routed the traffic throughother roads.

The Kolkata Police took the help of 18CCTVs to control the situation and maintain a pace in the flow of traffic. Theaerial surveillance system of the Kolkata Police, Durdanto, kept a close eye over the rally site and adjoining areas.

London toasts Bengal for helping girls study rather than marry

On Tuesday, a significant globalrecognition will come Bengal`s way with the government`s flagship project forgirls, Kanyashree Prakalpa, being presented at the Girl Summit 2014 in London,an event being jointly hosted by the UK`s Department for InternationalDevelopment and UNICEF.

Under the scheme, which offers separateincentives to girls under and over 18 to encourage them to study, those in theage group 13-18 and studying in classes VIII to XII in an institute affiliatedto the state government get an annual stipend of Rs 500, while girls 18 andover who are still studying without getting married get a one-time grant of Rs25,000.

The London summit, part of a globalmovement to end early and forced marriage, will bring together activists andrepresentatives of organisations from across the world. In Kanyashree, UNICEFis a lead technical partner with the government, said Sohini Roy Chowdhury, UNICEFcommunications officer in Kolkata, in an email response.

“It is a proud moment for the government,”Dr Sashi Panja, WCD Minister, says of the London event.

Kanyashreee Prakalpa, launched last year,has already enrolled 1.4 million girls in the 13-18 group, and for most of themthe bank passbook and the deposits are a new possession. Kanyashree-II hasgiven Rs 25,000 to each of 83,039 older, unmarried students, says SharmisthaDas, state joint secretary, women and child welfare. Both schemes are for girlswhose family income is Rs 1,20,000 or under, a condition waived for physicallychallenged girls or residents of social welfare homes and mental institutes.

Rojina Khatoon was six months old when shesuffered severe burns at her Kolkata home. She was in the lap of her mother,who was cooking, when the flames leapt up and injured both of them. Her mother,who worked as a domestic, ensured an education for Rojina, who is now in classX at Garden Reach Nutbehari Das Girls` High School. On August 14, Rojina willstart receiving the stipend of Rs 500. And if she studies two more yearswithout getting married, she will get the one-time grant of Rs 25,000.

Halima Khatoon of Class XI proudly showsher passbook, which records the first deposit of Rs 500 on October 1, 2013,followed by an interest of Rs 3. On December 7, she withdrew Rs 500 for herMadhyamik (class X boards) fees and to have her photographs clicked. “I did nothave to ask for the money from my father, who is a tailor,” says Halima, one offive daughters in a family that also includes a son. “I am not under anypressure to get married. My parents are encouraging me to complete my studies,earn Rs 25,000 and become a teacher.”

Sanghamitra Bhattacharya, assistant headteacher of Nutbehari Das Girls` High School, says: “This is known as a schoolof the have-nots. Over 85 per cent of the girls are from Muslim families, and amajority are daughters of daily wage earners, domestic helps and tailors. Witha little financial help, most of these families are now urging their daughtersto continue studying till at least age 18.”

Renuka Khatoon is in Class IX. Her fatherSheikh Mustafa is encouraged by the Rs 25,000. “We can then think of marryingher off. We have to keep in mind that if our girls are too educated, they willnot find a match.”

Minister Panja says the government`s nextstep will be a house-to-house survey on the implementation of the scheme andits impact. A subsequent mid-level survey will be taken up in collaborationwith UNICEF. The government plans budget provisions of Rs 417 crore for 2014-15and Rs 626 crore for 2015-16.

There are still bottlenecks. In some cases,formalities were completed long ago but bank passbooks have not been generatedyet. The government estimates that eventually 1.8 million girls will benefiteach year.

Chief Minister Ms Mamata Banerjee, who hassome repute as an artist, has designed the logo for Kanyashree project. Sheposted recently on Facebook: “Bengal`s unique Kanyashree Project has receivedinternational acclaim. It is indeed a matter of great pride and recognition forour innovative scheme.”

A slice of Biswa Bangla at 21 July rally

There was a slice of Biswa Bangla at theShahid Mancha of 21 July rally at Dharmatala. The stage hosted stalwarts fromvarious fields of arts, sports and culture. People from all walks of life cameto the rally in huge numbers to pay tributes to the martyrs of 21 July 1993police firing. That apart, the occasion also marked the victory celebrations ofTrinamool in the recently-concluded Lok Sabha polls.

While celebrity singers like Soumitra Roy,Indranil Sen and Nachiketa Chakraborty enthralled the crowd with theirpatriotic folk songs, the newly elected MP from Ghatal, Deepak Adhikari (Dev)drew applauds from the young generation for his short inspiring speech.

The rally saw faces like Bhaichung Bhutia,Mehtab Hussain, Bidesh Bose, Lakshmiratan Shukla, Jhulan Goswami, Mantu Ghosh,Manas Bhattacharyya and Dibyendu Baruah. Theatre activist and MP Arpita Ghoshalong with State tourism Minister Bratya Bose was present on the occasion.

Authors, poets and artists – MahashwetaDebi, Subodh Sarkar, Arindam Sil, Amiya Chowdhury, Debesh Chattapadhyay, JogenChowdhury, Suvaprasanna – were present on the occasion. Several actors ofBengali film and television fraternity were also present.

The Trinamool Chairperson Ms MamataBanerjee spoke to each of them individually. She said she will bring back the goldenera of Bengal.

Among the audience, the ProgressiveDoctor`s Association set up a camp near the rally site to provide freetreatment to all and provided free medicines when required.

The Esplanade East area saw a colourfuldance performance from the Tusu dancers, who came all the way from Ranibandh inBankura to attend the rally. Performance by Ronpa dancers of Bankura wasanother sight to watch out for. Even tribal dancers and musicians fromJangalmahal won the hearts of the people.

Trinamool walks out of RS to protest against Rail Minister`s reply on the Budget

Trinamool walked out of Rajya Sabha today in protest against the Rail Minister's reply on the Budget, passenger/freight fare hike, deprivation of Bengal.

The Chief Whip of Trinamool Congress in theRajya Sabha, Derek O`Brien earlier today spoke on the Railway Budget 2014. At the veryoutset he shared an anecdote about a family that has served the Indian Railwaysfor generations. He lamented that for the first time in 30 years, the RailMantri did not thank the Railway family in the Budget speech.

Mr O`Brien contested the claim of theGovernment that the deficit in passenger fare collection was about Rs 30000crore. He said if all heads were taken into account, the figure would stand atRs 7-8 thousand crore.

“If you are serious about reforms, look atthe passenger fares distribution. The heads under which passenger fares arestill calculated, were formulated in the 1920s. 95% of the passenger fares havenothing to do with Rajdhani or Shatabdi,” Derek said.

“The Minister talked about China a lot. Hemust know China does not touch base fares. In China, Govt funds major projects,”he added.

He also said that while the Leader ofOpposition said this Railway Budget was a copy paste of the 2013 Budget, the2013 Budget was a copy-paste of the Budgets presented by Railway Ministers fromTrinamool. He cited examples too. Bullet trains, for instance, were mentionedin the Vision 2020 document by Mamata Banerjee, Derek said.

“There is no dilemma in choosing betweensocial viability and commercial viability. Social viability comes first. If youdon`t want to do populism, why did you announce 58 new trains, which wouldrequire 1000 new wagons?” he asked.

Mr O`Brien was vocal about the disparity inbudgetary allocations for the projects in Bengal. “The Railway Ministerallocated Rs 1000 for a Rs 176 crore project at Adra. For a Rs 100 croreproject at Kharagpur, you allocated Rs 1000” Derek said.

Bengal does not want alms from the Centre,Derek said while elucidating how the Railway Minister allocated a paltry sum ofRs 500 crore for Kolkata Metro projects worth Rs 10000 crore. He also made itclear that Trinamool was against FDI in Railways. He cautioned the Rail Mantriagainst linking fares to diesel hikes.

Regarding freight, Derek shared somesuggestions with the government. He urged them not to consider roads as acompetitor, but to treat them as partners in freight. He suggested the RORO(Roll On Roll Off) model.

On the security front, Mr O`Brienhighlighted the importance of anti-collision devices. He also urged thegovernment to ensure the safety of elephants in the Jalpaiguri-Alipurduarcorridor.

The significance of 21 July

The 21 July Martyr`s Day rally is a mass rally organized bythe All India Trinamool Congress in remembrance of 13 people shot dead by WestBengal Police in Kolkata during a protest movement by the West Bengal YouthCongress under Ms Mamata Banerjee on 21 July 1993.

Ms Banerjee, then West Bengal State President of YouthCongress, had organised Writers` Chalo Abhiyan(march towards Writers` Building) demanding that the voters` identity card bemade the only valid document to verify voters in order to put a stop to rampant`scientific rigging`.

The party workers gathered at five different points acrossthe city on that fateful day. They began marching towards their destinationalong Brabourne Road and were stopped by a large contingent of police officialsnear the Tea Board office, barely few minutes y awafrom the Writers` Building.The police force started beating up the crowd mercilessly in order to drivethem away from the vicinity of Writers` Building.

The Youth Congress supporters who were peacefully rallyingrefused to stop and walked ahead. Many rounds of teargas shells were fired butthe supporters kept moving forward. Despite Ms Banerjee`s efforts to establishpeace, the police went berserk in a spate of revenge and did not even spareher.

The place transformed into a battle zone. People startedrunning across Curzon Park. The police opened fire, killing 13 supporters andleaving hundreds severely injured. Surprisingly, the police aimed for the headsand the chests of the supporters, something unheard of in any civilisedcountry.

Since then, an annual rally is held on this day every year, dedicatedto the memory of these 13 martyrs.

 On the politicalsignificance of this day, the Trinamool Congress Chairperson Ms Mamata Banerjeesays in her book, My Unforgettable Memories, “It is the day when we rememberand offer our respect to the hundreds of people who are fighting death everyday, whose lives are a living death, who have lost life and limb in thisstruggle. For us, it is a day of sorrow and shame.”

Mr Sisir Adhikari, who was an eyewitness to the goryincident, said “Even Mamata Banerjee who was leading the rally was injured. Oneof our party workers from Midnapore, Jaidul Khan, realized what was happeningand rushed Didi to a safe destination. The CPI(M) bosses definitely knew whatwas happening as they had orchestrated the killings at Nandigram five yearsago. But now there is a commission and a probe will tell the real story.”

The main organisers of the 1993 rally ultimately broke awayto form the new party, the All India Trinamool Congress, which took on themantle of holding the Martyrs` Day rally over the years.

“Ever since 1993, every year July 21 brings backexcruciating pain and agony to our memory, of the barbaric act of violence andbrutal firing meted out by the previous Left Front government,” recallsthe Trinamool Chairperson.

“The voice of democratic demand raised in a peacefulprocession was stifled with bullets and violence…Every year, 21st July isdedicated to `Shahid family` (martyrs family) belonging to different democraticmovements,” the Trinamool Congress Chairperson said.

“Let us bow our heads down, pay obeisance and remembertheir invaluable sacrifice and also take a pledge to rededicate ourselves tocontinue to fight for the cause of `Maa Mati Manush` and build a harmonious,peaceful and prosperous Bengal,” she said.

Trinamool Chairperson gives direction to party workers for future at 21 July rally

Trinamool Congress Chairperson Ms MamataBanerjee paid her tributes to martyrs from not only Bengal, but martyrs acrossthe globe at today`s Maa, Mati, Manush Dibas rally. Originally observed asMartyrs` Day in remembrance of 13 youths killed in police firing on July 21,1993, Trinamool also observed Bijay Dibas today, after winning 34 seats in LokSabha polls.

Apart from the party leaders and electedrepresentatives -including the 34 MPs in Lok Sabha and 12 MPs in Rajya Sabha -families of the martyrs of Food Movement, 21 July martyrs, Singur, Nanoor,Netai and Nandigram movements were also present on stage today. Artistes,sportspersons, theatre activists, painters, television and cinema personalitieswere also present today along with lakhs of party workers from all thedistricts of the State.

Attacking the BJP for hiking fuel pricesand railway fares, Trinamool Chairperson Ms Mamata Banerjee said the two seatsthe party won in the recent Lok Sabha polls will be reduced to zero in the nextgeneral elections.

“The BJP had one seat. They havegained one more seat. But the way they are campaigning and behaving, it seemsas if they have achieved a lot. They now have two seats. It will never becomethree and will come down to zero in the next general elections,” she said.

Addressing lakhs of supporters who gatheredhere from across the State, the Trinamool Congress Chairperson criticized theBJP for misleading the people during election campaigns.

“They said something before theelections and have done things diametrically opposite after the polls. Within amonth of coming to power, they have hiked prices of fuel and railwayfares,” she said at the gathering.

“We will continue our democraticprotests and fight against this,” she said adding that the saffron partywas trying to incite riots in West Bengal and warned that there is no place fordivisive politics in her State. Some media houses used to act as agents of Congwhen they were in power. Now BJP is in power so the media is singing differenttune, she said.

“They are trying to indulge incommunal politics in the state. We will not let this happen. There is no roomfor communalism on the soil of Bengal,” she said.

Addressing the young generation theTrinamool Chairperson said, “We have to build a new generation of leaders. Ifyou perform, you will be recognized in the party”. She also announced that theparty will organize a rally at Brigade parade grounds in January, 2015.

She said party leaders will not be chosenby lobbying but by hard work. “Work in the villages, districts, cities,suburbs everywhere. We will find you. Leaders do not drop from trees as said bySwami Vivekananda, they are born from hard work,” she said. “I want a leader who is from the soiland who is grounded. We fought for 34 years, and now I want another generationto fight for another 40 years for people,” she said, adding that there isno lead to lobby for leadership roles.

 TheTrinamool Chairperson said she would paint and write to raise money for polls,postering and other party work. “Iwill paint, write when there would be polls. We do not have crores of rupees,we have to raise our funds like this,” she said.

Three Congress MLAs and one CPI(M)legislator joined the Trinamool Congress at the rally, marking the onward marchof Trinamool. Congress MLAs Asit Kumar Mal, Ghulam Rabbani, Umapada Bauri andCPI(M) MLA Chaya Dolui were the new entrants.

Red alert in North Bengal after Encephalitis outbreak

The North Bengal Development Minister Mr Gautam Deb, aftervisiting North Bengal Medical College and Hospital, today said health officialsof seven districts have been alerted to combat the present Encephalitis menace.

North Bengal development minister Mr Deb today visited the Male Medical-I ward of the NBMCH andinteracted with the patients admitted there as well as doctors to take stock ofthe situation.

Speaking to the reporters, Mr Deb said: “A high level meetingwith health officials will be held at Uttarkanya, the branch secretariat, onMonday to combat the present situation in seven districts of north Bengal.”

“We have alerted the district health officials to checkEncephalitis menace that prevails across the region,” he said, adding, “Thereis no need to worry. The state is trying hard to combat the situation. The situationis not alarming.”

“A fever clinic would be set up at the outdoor of the NBMCH.Two medical experts will always examine and guide patients suffering from feverso that they can avail better treatment from here,” said Mr Deb.

The minister said that the MRI machine at the hospital,which was non-functional a few days ago, is now functioning properly andanother CT scan machine would be installed at NBMCH soon.

Bengal to house hub for start-ups

The West Bengal government will allot10,000 square feet of built-up space in Salt Lake`s Sector V to NASSCOM forsetting up its first incubation centre in the eastern region.

The announcement was made by stateinformation technology minister Dr Amit Mitra at the eastern edition of the NASSCOMProduct Conclave in Kolkata.

The prospective hub, which will be aimed atmentoring start-up companies and fuelling entrepreneurship for productdevelopment, is expected to take shape within 3-6 months. It will require a stronginfrastructure back-up and is likely to draw venture capital funds, seed fundsand top names of the industry as mentors into the state.

Incidentally, software behemoth MicrosoftIndia is in the final stages of setting up a research and innovation centre inSector V to impart its expertise in IT skill training.

“Weare looking at entrepreneurial development. We accept the offer. We will give10,000 square feet ready to start with. We are also building 13 IT parks. Wewould like to request NASSCOM to help us bring IT companies into these ITparks. We want you to promote it for us,” Dr Mitra said at the conclave.

WB CM announces development projects for Darjeeling

West Bengal Chief Minister Ms MamataBanerjee and GTA Chief Bimal Gurung held a meeting at Richmond Hill inDarjeeling on Friday.

The Chief Minister said that a bipartitemeeting on the GTA`s functioning will be held in Kolkata, followed by atripartite meeting in Delhi within a month.

The meeting between the WB CM and GTA Chiefon the third anniversary of the signing of the GTA accord was followed by a `reviewmeeting` between the Chief Minister, GTA executive members, districtadministration officials, municipality officials, MLAs, and the statesecretaries.

Speaking after attending the meeting in theoffice of the Darjeeling district magistrate, Ms Banerjee said: “Today wasan important meeting as everyone has agreed to work together to developDarjeeling. This is a good message.”

The Chief Minister said that an expertcommittee comprising members from the state, GTA, district administration, andthe municipalities will be formed. “The officials concerned have beenasked to prepare a master plan for the development of the three hillsub-division of Darjeeling,” she said, adding, “The master plan isexpected to be prepared within six months.”

The plan will include improving the tourismand health sectors, rainwater harvesting, sewerage system, sericulture andhorticulture. She also announced Rs 5 crore for a bio-tech hub in Kalimpong, Rs30 crore for the improvement of the solid waste management system in Darjeelingand Rs 9.75 crore for the GTA under the Indira Gandhi Awas Yojna.
