Trinamool Chairperson slams the Union Budget

West Bengal Chief Minister and Trinamool Congress Chairperson Ms. Mamata Banerjee expressed her disappointment over the General Budget 2014.  On her Facebook page she wrote that the NDA is a Government of the FDI, by the FDI and for the FDI.  She termed the Budget as visionless, missionless and actionless from the angle of the common people.

Following is the text of the post she wrote on her page:

“We heard about a strong and vibrant India before the government came to power. We thought that it will be delivered to provide good governance.

But from the beginning, we are getting disappointed. Only one positive sign of the new government is established in two budgets that they have become a government of the FDI, by the FDI and for the FDI.

Already, there is FDI in the retail. Now FDI is increased to 49% in Defence, and Insurance Sectors. In addition, disinvestment in banking sector is up to 49%.

All these will adversely affect the people of the country.

In our State `Kanyashree` project was launched for the first time with a provision of about Rs 1000 crore. It is really shocking to see that an important scheme for girl child `Beti Bachao, Beti Parao` has been announced with only a meager Rs 100 crore for all states and UTs together. Is it not a mockery?

Again Rs 100 crore has been allocated for the start-up companies for the rural youth. As against about 55 crore of rural youth population in the country, only Rs 100 crore is highly insulting to them.

Even though, West Bengal has tremendous potential for textiles sector, it does not find place among the six new textiles clusters announced in the budget.

West Bengal, even being the largest fruits and vegetables producers in the country, has been denied for Horticulture University announced in the budget.

Even in 100 days' work scheme, where the poor people are involved, not a single paise has been increased in allocation. On the other hand, prices of petrol, diesel and kerosene along with prices of fruits and vegetable and other essential commodities are increasing day by day.

The budget is visionless, missionless and actionless from the angle of the common people. It is not going to stimulate growth and development of the poor.

In both the budgets, it is noticeable that Bengal and so many other states are getting deprived.

The new government has just started functioning with a political vendetta. It is the morning that shows the day.”

এই সরকার ক্ষমতায় আসার আগে আমরা শক্তিশালী এবং ভাইব্র্যান্ট ভারতের কথা শুনতাম৷ ভেবেছিলাম, সরকার সুশাসনের মধ্যে দিয়ে সেই লক্ষ্যে পৌঁছবে৷ কিন্তু, শুরু থেকেই আমরা হতাশ৷ দুটি বাজেটে সরকারের একটাই বিষয় পরিষ্কার হল৷ এই সরকার অফ দ্য এফডিআই, বাই দ্য এফডিআই এবং ফর দ্য এফডিআই৷ খুচরো ব্যবসায় ইতিমধ্যেই এফডিআই রয়েছে৷ এবার প্রতিরক্ষা বিমাতেও এফডিআইএর ঊর্ধ্বসীমা বাড়িয়ে ৪৯ শতাংশ করা হল৷ এতে মানুষের ওপর বিরূপ প্রভাব পড়বে৷

এরাজ্যে কন্যাশ্রী প্রজেক্ট শুরু হয়েছিল এক হাজার কোটি টাকা দিয়ে৷ অথচ এটা বিস্ময়কর যে, কেন্দ্রেরবেটি বাঁচাও বেটি পড়াও”এর মতো গুরুত্বপূর্ণ প্রকল্পের জন্য মাত্র একশো কোটি টাকা বরাদ্দ করা হয়েছে৷

পশ্চিমবঙ্গে বস্ত্রশিল্পে প্রচুর সুযোগ রয়েছে৷ অথচ, টি নতুন বস্ত্রশিল্প তালুকের মধ্যে পশ্চিমবঙ্গের ঠাঁই হয়নি৷

সাধারণ মানুষের দৃষ্টিভঙ্গি থেকে এই বাজেট দিশাহীন, উদ্দেশ্যহীন এবং অকার্যকরী৷ এই বাজেটে দরিদ্রের উন্নয়ন হবে না৷

দুটি বাজেটেই পশ্চিমবঙ্গ সহ বেশ কয়েকটি রাজ্য উপেক্ষিত৷

নতুন সরকার রাজনৈতিক প্রতিহিংসা চরিতার্থ করতে কাজ করছে৷



WB CM holds an administrative review meeting in Birbhum district

West Bengal Chief Minister Ms. MamataBanerjee addressed a public meeting at Bolpur, Birbhum today. The WestBengal Chief Minister also chaired an administrative meeting with thedistrict officials at Bolpur. This was her her 63rd district-leveladministrative review meeting, in which she takes stock of the progress of developmentalworks in the districts.

TheChief Minister inaugurated a slew of projects today and laid the foundationstones for a host of other projects. She threw open several new roads, inaugurated new buildings for Excise and Health Department in the districts, SNSUs at differenthealth centres, several ITIs, girl`s hostels, Kisan Mandis, model schools among other things.

Amongthe new projects that started off are the rural distribution centers atseveral places, projects for making new roads, a Model Farm and a Farmer`sMarket, irrigation projects, pipelined water supply projects  and a production Centre for the kantha artistes. 

The Chief Minister also distributed services, including loans andgrants such as Kanyashree, Geetanjali, Kisan Credit Cards, scholarships tominority community students, power tillers, tractors,cycles to girls, land pattas and other suchbenefits.

WB Assembly unanimously adopts resolution condemning the Railway Budget

The West Bengal Assembly today unanimouslypassed a resolution condemning the Railway Budget for neglecting Bengal. Theresolution also condemned the hike in passenger and freight charges.

Trinamool Congress moved the resolutionagainst the deprivation of West Bengal in the railway budget in the House.

Trinamool Congress, along with Congress andthe Left Front moved resolutions separately under Rule 186 demanding adiscussion on deprivation of Bengal and less allocation of funds for railway projects.

“In their campaign, the BJP had promised `acchedin ane walle hai`. But within a month,the people are realising that good days have really come with 14 per cent hikein passenger fare and 6 per cent hike in freight charges,” Mr Partha Chatterjeesaid. “When Miss Mamata Banerjee wa railways minister there was no fare hike. Rather, theymobilised funds so that no pressure was created on the people,” he added.

Sir, my notice was for only one issue. Therefore, I would like to speak on that. I have given notice only on one issue, on the issue of jute. Sir, Shri Tapan Kumar Sen has raised three issues. But I have given notice only for one issue. I will speak in Bengali. I have given my notice to speak in Bengali in advance. Therefore, I should be allowed to speak.

 

Hon’ble Sir, I shall speak particularly on the issue of jute industry. Jute is produced not only in West Bengal, but also in other states of North-eastern and Eastern India, like Bihar, Orissa, Assam, Tripura, and in Andhra Pradesh in Southern India. There are about 79 jute factories in India. Most of these factories are functioning, but it is unfortunate that for the last few years, Government of India have been steadily diluting the Jute Packaging Material Act. First of all, they kept cement out of the jute packaging list; it was followed by fertilizer, and now food packaging has been excluded – the latter being diluted to 80 per cent from the compulsory 100 per cent. In case of sugar industry, it was drastically reduced to 20 per cent from the earlier 100 per cent. It was a dilution of 80 per cent.

And now the ill-famous Rangarajan Committee has recommended that the whole sugar industry should be kept out of the compulsory jute packaging. It is affecting all the jute factories. About 40 lakh jute farmers and 4 lakh jute industrial workers across the country have been suffering due to this decision. These farmers and workers belonging to the minority community, SC/ST and OBC will starve and die.

Sir, this is a matter of national importance. It is an issue of national importance. I must tell all. Only one minute I am asking from you. We should think about our environment. The government has surrendered to the plastic lobby. Plastic is an element that adversely affects our environment; on the other hand, jute is a natural fibre. A natural fibre like jute is not being provided adequate protection; rather plastic is being introduced into food packaging. This will result in life-threatening diseases like cancer. So I am demanding that from the new government that the Jute Packaging Material Act should be appropriately implemented and the dilution of jute packaging should be forthwith withdrawn.

We have to stand by the farmers of the country. I would request the hon. Minister and the Prime Minister to look into the possibility of standing by the farmers, to supply fertilizers at an affordable rate.

Our State Government in West Bengal is now supplying rice to more than 3.5 crore poor people at Rs. 2/- per kilo. My Chief Minister Mamata Banerjee is doing it, for which I am proud of her. But when you abuse her, it hurts me because she is for the poor people. She is supplying medicines at fair price shops.

From the fair price shops in West Bengal, poor people are getting medicines at very cheap rate. I would like to request the hon. Prime Minister and the hon. Agriculture Minister to look into the packaging material because every year we are losing grains up to Rs.58,000 crore worth because there is no proper storage system in the country. This year we are told that due to the rain coming late and being less in amount than other years, the crop is going to be even worse. So, we will have to take it up. We will have to stand by the farmer and extend support to him to have the best yield possible to supply to the poor people. Onion stands at Rs.32 to Rs.35 per kilo. Potato is at Rs.25 per kilo. Pulses are at Rs.80 per kilo. So, what is the poor man going to eat? Rs.58,000 crore worth of grain is being wasted due to pests because the infrastructure is not there.

I would like to bring this to the notice of the hon. Agriculture Minister, if he is around there. I do not know whether he is in. I do not know whether he is listening or not. Uncontrolled export of skimmed milk powder from the country from 2013-14 is giving hyper inflation of the price by over 70 per cent in the last one year. As you know, milk is a source of cheap protein. Being a doctor I know that it should be used and it is used by children. It is used by the aged people. It is used by pregnant mothers and it is used for the sick for their recuperation and for having taken medicine, they need milk and milk products. But what happened in the last one year? We do not know. The export and import data bank of the Ministry of Commerce and Industry says that during 2013 and 2014 export of milk powder increased by 78 per cent at Rs.210 per kilo and in the domestic market, it is being sold at Rs.250 to Rs.300 per kilo. So, it is absolutely apparent that this is not for value addition. But is it for inflation profiteering?

I would request you to look into this fact because milk is a very important source of protein. It is a very important source in the diet and it is very important for poor people. I would also request that crop insurance started by my leader, Shrimati Mamata Banerjee in West Bengal should be universally practiced. Kisan Mandi being opened by her in every block should be universally practiced. We have to stand by the farmer because if Kisan Mandi is not there, then the produce rots. If Kisan Mandi is not there and crop insurance is not there and if there is a drought or if there is a flood, then the crop is wasted and the poor farmer takes loan. The poor farmers sometimes give mortgage to the person and take money to sow the crop. But once the crop is sowed and if there is no rain, then the crops dry on the field. So, the farmer cannot pay back the mortgage.…

I would request that crop insurance be started in the whole country. Kisan Mandi be set up in the whole country. Hoarding should stop because hoarding results in inflation. So, hoarding should stop.

Modernization of the crop should be there. We are in the festive season. The Pavitra Ramzan month is going on. After a few days we have Id. After that, we have Durga Puja.

We have Diwali. The people would require lesser priced food grains to enjoy during the festive season. So, I would request you to look into this matter seriously because the people of India deserve it; the people of India want you to be affirmative in your actions and stand by them.

I would request you to look into the matter of supply of fertilizers at affordable prices to the farmers so that they can afford to buy fertilizers and grow their crops and increase the yield.  We distinctly oppose FDI in rail; FDI in retail because, I am sure, there are international houses, who are coming in the form of FDI. They are not coming here to do social work; they are coming here for profit. So, I should not allow, neither should the Government allow FDI in retail; FDI in rail. Privatisation in railways is going to adversely affect our economy. Thank you.

State`s finances have improved significantly in the last three years: Finance Minister

State Finance Minister Dr Amit Mitra Tuesdaysaid that capital expenditure has increased from Rs 2,225 crore in 2010-11 toRs 7,554 crore in 2013-14.

After placing the West Bengal AppropriationBill 2014,  Mr Mitra said that the state`sown revenue generation which stood at around Rs 21,128 crore in 2010- 11, isslated to grow to Rs 45,414 crore by the end of the current financial year of2014- 15.

The revenue receipt on this count increasedfrom virtually zero from the Left Front regime to Rs 1,283 crore as per theactual figures for 2012- 13,  Rs 1,436crore as the revised estimate figure of 2013- 14 and Rs 1,651 crore as per thebudget estimates of 2014- 15.

According to him the state`s debt to GrossState Domestic Product (GSDP) improved from 39.54% during 2010-11 which is thelast fiscal of the previous Left Front regime to 35.33% in 2013- 14.

“This is a perfect example of how thestate achieved financial improvement during the last three years,” Dr Mitrasaid while giving his reply on the debate on the West Bengal AppropriationBill, 2014 during the extended budget session of the state assembly on Tuesday.

Kolkata to get 8 new police stations soon

Eight more police stations under KolkataPolice will be carved out of the existing ones that will take the number ofpolice stations in the city to 77, from the present 69.

In the first phase, four police stations – Lake,Amherst Street, Karaya and Maniktala – will be bifurcated. The new policestations that will come into existence are Rabindra Sarobar, Vidyasagar, BondelGate and Kankurgachi. Work for the first phase will start before the Pujas.

In the next phase, four more policestations – Ultadanga, Jadavpur, Haridevpur and Kasba – will be bifurcated andthere will be four new police stations: Belgachhia, Golf Green, Barisha andRajdanga respectively.

Kolkata Police in February this yearstarted four new police stations, Sarsuna, Anandapur, Netaji Nagar andPurbasayer, and had indicated that more police stations will be carved out. Afterthese bifurcations, it will become easier for the police to look after the lawand order situation in large areas.

WB CM holds administrative review meeting in Bardhaman

West Bengal Chief Minister Ms. MamataBanerjee held her 60th district-level administrative review meeting at Bardhamanon Wednesday. The innovative measure taken by the state government under Ms. Banerjeeensures that proper developmental works are carried out in districts by theadministration.

In these meetings, Ms. Banerjee reviews theperformances of the districts and takes instant decisions to sort out theproblems that may have risen up while doing the work. As the whole contingentof secretaries from the state secretariat moves with the Chief Minister toattend these meetings, the reactions are instant.

The West Bengal Chief Minister alsoaddressed a public meeting at the Sai Complex Ground at Bardhaman. She inaugurated the Agriculture College at Bardhaman Town, a 250 MW thermal powerstation at Durgapur, several ITS, embankment projects, 16 SNSUs across thedistrict.

She ceremonially inaugurated new roads andstarted off a host of other projects. She also laid foundation stones for marketinghubs, motels (Pather Sathi), irrigationprojects, SNCUs at different district health centres, Kisan Mandis, FloodRelief Centres and other projects.

The Chief Minister also distributeGovernment services like Kanyashree, NijaBhumi Nija Griha, equipment for fishermen, cycles to girl students andseveral other such grants and loans. The Chief Minsiter has decided to completeholding administrative meetings in all districts by August this year.

WB Govt to step up vigil to rein in prices of vegetables

A meeting of the task force to preventprice rise of essential commodities was held at Nabanna on Monday to discussways to control the price hike. West Bengal Chief Minister Ms. Mamata Banerjee,apprehending a further hike in vegetable prices during the upcoming festiveseason, directed Enforcement Branch (EB) officers to intensify vigil in themarkets.

The price of vegetables usually risesduring the monsoon season but this time the prices have risen constantly in thepast few months. So, if the situation continues, prices may hike further inSeptember-October. Price of vegetables tend to increase during the Pujas.

Apart from monitoring the markets andintensifying vigil, the state government has put a tab on selling potatoes andonions outside Bengal. Ms. Banerjee has urged traders against selling potatoesand onions to the neighbouring states till the prices are controlled, he said.

The government also plans to come up withfew more fair price shops in the city to sell vegetables at cheaper rates. Atpresent, seven such shops have been put up in the KMC-run markets located inNew Market, Behala, Ultadanga, College Street and Gariahat. This apart, vanshave been put up in 20 markets to ferry vegetables at cheaper rates.

The State Government has written to theCentral Government protesting against its policies of stocking potato, onionsand other food materials. The Centre had requested all the states to stockonions. The state feels that such decision this will create a further hike inprice. The govt has requested the Centre to import onions and distribute itevenly among the States.

WB CM holds an administrative review meeting in Hooghly

West Bengal ChiefMinister chaired an administrative meeting at the Vidyasagar Auditorium inChanditala, Hooghly earlier today. She reviewed the status of the developmentalworks undertaken by the government in the district. She also held a publicmeeting at the Janai Training High School Ground.

The Chief Ministerinaugurated a number of projects including a fair price diagnostic centreat the Hooghly District Hospital, a dialysis unit of the Imamabara SadarHospital and a new building of the Red Cross Sanjiban Hospital. She alsoceremonially inaugurated several new roads and link roads.

The Chief Minister laid the foundation stones for different developmental projects and handed over certificates of schemes like Kanyashree,Anandadhara, distributed cycles togirl students, pump sets to farmers, and gave away different grants andloans to the local people.

After the GeneralElections, the Chief Minister had held administrative meetings in North Bengal,North 24 Parganas and Howrah. She will hold similar review meetings in rest ofthe districts before the Durga Puja.
