To protect the lives of fishermen at the time distress while sailing in the sea, the Bengal Fisheries department has taken a unique initiative to install emergency alert system in all the fishing trawlers.

In some trawlers, the distress alarm technology has been used but the government has a plan to set up the device in all the fishing trawlers in the state. Through the emergency alert system, the fishermen can draw the attention of the Coast Guard if there is any danger in the sea or in case of a natural calamity.

The fishermen have to press a distress alarm and the message will be automatically delivered to the Coast Guard officials and they would be able to take prompt action to help the fishermen in distress.

The State Fisheries department will install the emergency alarms in all the fishing boats. The work has already started. The department is also conducting awareness drive among the fishing folk to check the misuse of distress alarm. If the distress alarms are misused, it would be difficult for the rescue team to track down the fishing boat which is actually in distress.

The State Fisheries department is working on how to check the misuse of the distress alarm. An awareness campaign would be conducted among the fishing community so that they do not trigger emergency alarm without a purpose. The department is also contemplating on imposing a fine on the owners of the trawlers if they are found misusing the distress alarm, despite of the campaign. The department will take the final decision in this regard.

A fine may be imposed on the owners of the fishing trawlers in case of misuse. The state government may also cancel the license of the fishing trawlers if there are repeated incidents of misuse of the distress alarm by a particular trawler in addition to the fines. In few occasions, it has been noticed that fishermen press the distress alarm without a valid reason.

The Bengal government also announced financial benefits to the family members in case a fisherman dies due to an attack by pirates in the sea. The deceased’s family members would be given Rs 2 lakh.

The Fisheries department is also giving financial assistance to the fishing community during the off season. The new schemes have improved the socio-economic condition of the fishing community in the state. A pension scheme has also been introduced by the state government to improve the quality of life of people involved in fishing.

যে মৎস্যজীবীরা নিজেদের জীবন বিপন্ন করে সমুদ্রে মাছ ধরতে যান তাদের সুরক্ষা নিশ্চিত করতে এক অভিনব উদ্যোগ নিল রাজ্য মৎস্য দপ্তর। এখন থেকে মাছ ধরতে যাওয়ার ট্রলারগুলিতে ‘এমারজেন্সি এলার্ট সিস্টেম’ বসানো হবে।

বর্তমানে কিছু ট্রলারে এই ব্যাবস্থা আছে। কিন্তু রাজ্য সরকারের পরিকল্পনা অনুযায়ী এবার সব ট্রলারে বসানো হবে এই ‘এমারজেন্সি এলার্ট সিস্টেম’। এর ফলে মৎস্যজীবীরা যেকোনও প্রতিকূল অবস্থায় উপকুলরক্ষী বাহিনীর সঙ্গে যোগাযোগ করতে পারবেন। এই যন্ত্রের একটি বোতাম টিপলেই উপকুলরক্ষী বাহিনীর আধিকারিকদের কাছে তার বার্তা পৌঁছে যাবে।

ট্রলার ছাড়াও মাছ ধরার ছোট নৌকোগুলিতেও এই যন্ত্র বসানো হবে। এই কাজ ইতিমধ্যেই শুরু হয়ে গেছে। মৎস্যজীবীদের সচেতন করতে কিছু প্রশিক্ষণ কর্মসূচীও গ্রহণ করেছে মৎস্য দপ্তর।

রাজ্য সরকার আগেই ঘোষণা করেছেন জলদস্যুর হাতে কোনও মৎস্যজীবীর মৃত্যু হলে তার পরিবারকে দু’লক্ষ টাকা ক্ষতিপূরণ দেওয়া হবে।

মৎস্য দপ্তর মৎস্যজীবীদের অফ-সিজনে আর্থিক সাহায্যও করে থাকে। মৎস্যজীবীদের জন্য একটি পেনশন প্রকল্পও চালু করেছে রাজ্য সরকার।

The humane nature of Bengal Chief Minister Mamata Banerjee was once again prominent with her intention to working out an alternative plan for workers who have lost their jobs due to demonetisation. In an effort to create jobs for the gold artisans who have lost their jobs, the state is coming up with a new jewellery park — the third of its kind — beside Belgharia Expressway in Howrah.

The West Bengal Industrial Development Corporation (WBIDC), has come up with a new plan to develop a jewellery park on an eight-acre plot beside Belgharia Expressway. The Bengal Chief Minister has asked WBIDC officials to submit a detailed report on the project at the earliest. The place has road links to Kolkata, Howrah, Kharagpur and Durgapur and is 12 km from the central business district. The airport is 22 km away from the proposed site.

After the implementing agency finalizes the plan, they will submit it before the cabinet. Once the approval is obtained, there is plan to complete construction within two years.

 

নোটবাতিলে ক্ষতিগ্রস্ত অলংকার কারিগরদের জন্য নতুন জুয়েলারি পার্ক গড়তে চলেছে রাজ্য

নোটবাতিলের ফলে যারা কর্মহীন হয়েছেন তাদের জন্য একটি বিকল্প ব্যবস্থার পরিকল্পনা করছে রাজ্য সরকার। এর মাধ্যমে আবারও একবার বাংলার মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায় পরিচালিত সরকারের মানবিক মুখ স্পষ্ট। যারা কর্মহীন হয়েছেন তাদের কর্মসংস্থানের জন্য হাওড়ার বেলঘরিয়া এক্সপ্রেসওয়ের পাশে একটি জুয়েলারি পার্ক তৈরি করা হচ্ছে।

পশ্চিমবঙ্গ শিল্প উন্নয়ন কর্পোরেশন এই জুয়েলারি পার্ক তৈরির পরিকল্পনা করেছে। বেলঘরিয়া এক্সপ্রেসওয়ের ওপর ৮ একর জমিতে এই পার্ক তৈরি হবে। কর্মকর্তাদের দ্রুত এই প্রকল্পের ওপর একটি প্রতিবেদন জমা করার নির্দেশ দিয়েছেন মুখ্যমন্ত্রী। এখান থেকে কলকাতা, হাওড়া, খড়গপুর ও দুর্গাপুরের রাস্তার যোগাযোগ আছে। প্রস্তাবিত এই স্থানটি থেকে মাত্র ২২ কিমি দূরেই রয়েছে বিমানবন্দর।

রূপায়ণকারী সংস্থা এই পরিকল্পনা চূড়ান্ত করার পর তা মন্ত্রিসভার সামনে পেশ করা হবে। একবার অনুমোদন পেয়ে গেলে, দু-বছরের মধ্যে নির্মাণ কাজ সম্পূর্ণ করার পরিকল্পনা রয়েছে।

Today Bengal Chief Minister Mamata Banerjee announced Kalimpong as 21st district of the State.

“I am in the Hills because Kalimpong is becoming a new district. In April, Jhargram and Asansol will become districts,” she said on Monday.

The State Government recently created 15 development and cultural boards for different hill communities. The boards are to ensure all-round development of these communities.

On December 18, 2015, the West Bengal Cabinet gave a nod to the formation of Kalimpong district and Mirik sub-division.

At today’s public meeting, the CM laid the foundation stones several developmental projects including the development of Nature Interpretation Centre at Kalimpong, renovation of roads, Anjuman-E-Islamia Community Hall in Kurseong, Subhas Ghising Memorial Community Hall in Dow Hill, renovation of Raj Rajeshwari Hall in Kurseong, renovation of infrastructure in Naxalbari.

২১তম জেলা হিসেবে আত্মপ্রকাশ করল কালিম্পঙ

আজ কালিম্পঙের মেলা গ্রাউন্ডে মঞ্চে দাঁড়িয়ে মমতা কালিম্পংকে নতুন জেলা হিসেবে ঘোষণা করলেন। শহর আবেগে ভাসছে। চারদিকে পতাকা–‌ফেস্টুন যেন উৎসব শুরু হয়েছে।

সোমবার সন্ধ্যায় কালিম্পঙে ঢোকার মুখে মুখ্যমন্ত্রীকে অনেকেই অভিনন্দন জানান। মুখ্যমন্ত্রী হাত নাড়িয়ে তাঁদেরও পাল্টা অভিনন্দন জানান। রাস্তার দু’‌ধারে ছিলেন অসংখ্য মানুষ। শহরকে সুন্দর করে সাজিয়ে তোলা হয়েছে। চারদিকে মুখ্যমন্ত্রীর ছবি দেওয়া হোর্ডিং, তোরণ।

মহকুমা শাসকের অফিসে বসেই আপাতত নতুন জেলার কাজ হবে। এই বাড়িটি সংস্কারের কাজ হচ্ছে। ২০১১–‌য় ক্ষমতায় আসার পর মুখ্যমন্ত্রী বহুবার কালিম্পঙে এসেছেন। চারিদিকে ঘুরেছেন। কালিম্পংকে আরও সাজিয়ে তোলার ইচ্ছে আছে তাঁর।

মুখ্যমন্ত্রী বহুবার বলেছেন তিনি পাহাড়কে কিছুতেই ভাগ হতে দেবেন না। ২০১১–‌র পর থেকে এ পর্যন্ত মুখ্যমন্ত্রী ১৫টি বোর্ড তৈরি করেছেন।

State Food and Supplies department has decided to provide tabs to various Self Help Groups through whom the department would procure paddy.

State Food and Supplies Minister announced the scheme at a programme in Nadia. He said that around 10,000 Self Help Groups would be engaged from whom the state government would procure paddy at a price fixed by the government. Each Self Help Group would be given a tab so that the work can be done more smoothly.

He said that the matter relating to the procurement of paddy would be decided in the block or district level. Various blocks would shift the responsibility to the mouza level where these Self Help Groups would manage various issues.

One Self Help Group will be assigned to take care of three mouzas. One person in the Self Help Group will have the responsibilities to collect all the paddies from the mouza. Then they will inform the department which will take the paddies from them through the rice mills. Around Rs 32 per quintal paddy would be given as the wage to the Self Help Groups as commission.

 

 

ধান সংগ্রহ করতে স্বনির্ভর গোষ্ঠীর সাহায্য নেবে রাজ্য সরকার

ধান সংগ্রহ করতে এবার স্বনির্ভর গোষ্ঠীর সাহায্য নেবে রাজ্য খাদ্য সরবরাহ দপ্তর।কাজ আরও সহজ করতে  তাদের ট্যাব দেওয়ার সিদ্ধান্ত নিয়েছে খাদ্য সরবরাহ দপ্তর।

নদিয়ায় একটি অনুষ্ঠানে এই পরিকল্পনার কথা ঘোষণা করেন রাজ্য খাদ্য ও সরবরাহ মন্ত্রী। তিনি জানান, প্রায় দশ হাজার স্বনির্ভর গোষ্ঠীকে রাজ্য খাদ্য ও সরবরাহ দপ্তরের এই কাজে নিয়োজিত করা হবে। প্রতিটি স্বনির্ভর গোষ্ঠীকে একটি করে ট্যাব দেওয়া হবে যাতে তারা আরও সহজে কাজ করতে পারে।

তিনি বলেন, ধান সংগ্রহ করার বিষয়টি ব্লক বা জেলা পর্যায়ে সিদ্ধান্ত হবে। বিভিন্ন ব্লক এই দায়িত্ব মৌজাগুলিকে দিয়ে দিয়েছে যেখানে স্বনির্ভর গোষ্ঠী বিভিন্ন বিষয় দেখাশোনা করে।

এক একটি স্বনির্ভর গোষ্ঠী ৩টি মৌজা পরিচালনার দায়িত্বে থাকবে। স্বনির্ভর গোষ্ঠীর মধ্যে একজন মৌজা থেকে ধান সংগ্রহের দায়িত্বে থাকবে। তারপর তারা দপ্তরকে জানিয়ে দেবে। চাল কলের মাধ্যমে দপ্তর সেই ধান সংগ্রহ করবে। প্রতি কুইন্টাল ধান ৩২ টাকা কমিশন হিসেবে দেওয়া হবে স্বনির্ভর গোষ্ঠীগুলিকে।

The Bengal government has organised a ‘weekend Ganga cruise’ at pocket friendly rates. The West Bengal Tourism Development Corporation (WBTDC) has recently started the packaged tour, which can be booked online. The journey which starts from New Babughat Jetty and concludes at Babughat, costs only Rs 450.

The weekend Ganga cruise begins at around 3:30 pm and ends at 7:00 pm. The three-and-half-hour exceptional experience on the river Hooghly at dusk has impressed the tourists, especially foreigners who visit Kolkata. The picturesque view along both sides of Ganga, the localities alongside the riverbank, the setting sun and boats and ships makes for a beautiful experience for the tourists.

The tourists will start their journey boarding the vessel MV Sumangal. They will cross the Dakshineswar Temple and reach Belur Math. They will get down there to visit the Ramakrishna Math and Mission. Later they will return to vessel and the trip concludes at Babughat at around 7 pm.

 

উইকেন্ডে গঙ্গায় ‘ক্রুজ’ প্যাকেজ পর্যটন দপ্তরের

উইকেন্ডে গঙ্গায় ‘ক্রুজ’ এখন মানুষের আরও সাধ্যের মধ্যে। রাজ্য পর্যটন দপ্তরের উদ্যোগে শুরু হয়েছে একটি নতুন ‘উইকেন্ড ক্রুজ’। নিউ বাবুঘাট জেটি থেকে শুরু করে সাড়ে তিন ঘন্টার এই ক্রুজ শেষ হবে বাবুঘাটেই। টিকিটের দাম ৪৫০ টাকা। প্যাকেজটি অনলাইনেও বুক করা যাবে।

ক্রুজটি শুরু হবে বিকেল ৩.৩০টেয় ও শেষ হবে ৭টায়। ‘এমভি সুমঙ্গলে’ যাত্রা শুরু করে পর্যটকরা দক্ষিনেশ্বর মন্দির পেরিয়ে বেলুড় মঠ পৌছবেন। সেখানে তারা রামকৃষ্ণ মঠ ও মিশনা সময় কাটিয়ে সন্ধ্যে ৭ টায় বাবুঘাটের উদ্দেশ্যে রওনা হতে পারবেন।

The Chambers of Commerce and Business Confederations lauded the Budget statement 2017-18 by state Finance minister Amit Mitra. The state Budget was placed at the Assembly on Friday. They believe that this Budget after demonetisation can help the state’s growth.

Talking on the Budget, Rakesh Shah, President, Bharat Chamber of Commerce, Kolkata, said it is a balanced Budget.

Chandra Sekhar Ghosh, President-Designate, The Bengal Chamber of Commerce and Industry, said he believes this Budget is a welfare oriented exercise in the aftermath of demonetisation.

 

Confederation of Indian Industry (CII) also welcomed the proposals to earmark Rs 50 crore for Small and Medium Enterprises and Rs 100 crore for farmers.

The State Finance Minister’s announcement on salary increase for Anganwadi workers and Asha workers reflect the State Government’s “sincere will” to improve health and education at the grassroots level, said Rupali Basu, Vice Chairperson, CII Bengal.

In a statement released by Merchants’ Chambers of Commerce and Industry (MCCI), they said: finance minister proposed a number of steps in relation to VAT which will be subsumed over GST, is put in place.

 

রাজ্য বাজেটের প্রশংসা চেম্বার্স অফ কমার্সগুলির

অর্থমন্ত্রীর রাজ্য বাজেটের (২০১৭-১৮) প্রশংসা করল শিল্পমহল। শুক্রবার বিধানসভায় রাজ্য বাজেট পেশ করেন অর্থমন্ত্রী অমিত মিত্র। তাদের বিশ্বাস নোটবাতিলের পর এই বাজেট রাজ্যের বৃদ্ধিতে অনেক সাহায্য করবে।

রাজ্য বাজেট সম্পর্কে কলকাতার ভারত চেম্বার অফ কমার্সের রাকেশ শাহ বলেন, এটা একটি সুষম ব্যালেন্সড বাজেট।

দ্য বেঙ্গল চেম্বার অফ কমার্স এবং ইন্ডাস্ট্রির ডেজিগনেটেড সভাপতি চন্দ্রশেখর ঘোষ বলেন, নোট বাতিলের পর এটি একটি কৌশলপূর্ণ বাজেট।

ক্ষুদ্র মাঝারি শিল্পের কারিগরদের জন্য ৫০ কোটি টাকা এবং কৃষকদের জন্য ১০০ কোটি টাকা বরাদ্দের প্রস্তাবকে স্বাগত জানিয়েছে কনফেডারেশন অফ ইন্ডিয়ান ইন্ডাস্ট্রি।

সি আই আই এর ভাইস চেয়ারপার্সন রূপালী বসু বলেন, অঙ্গনওয়াড়ি ও আশা কর্মীদের বেতন বৃদ্ধির কথা ঘোষণা করেছেন অর্থমন্ত্রী, অতএব সরকার স্বাস্থ্য ও শিক্ষার উন্নতিতে বিশেষ জোর দিচ্ছেন।

মার্চেন্ট চেম্বার অফ কমার্স অ্যান্ড ইন্ডাস্ট্রি একটি বিবৃতিতে তারা বলেন, অর্থমন্ত্রীর ভ্যাট সম্পর্কিত অনেকগুলি গুরুত্বপূর্ণ পদক্ষেপ  নিয়েছেন যা জি এস টি চালু হলে তার অন্তর্ভুক্ত হবে।

Criticising the central government’s demonetisation move, West Bengal Finance Minister Dr Amit Mitra on Friday proposed Rs 50 crore to assist workers who lost their jobs due to the note ban.

Dr Mitra, in his budget presentation, also proposed a Rs 100 crore special fund for farmers and agricultural workers who suffered due to the demonetisation.

“There are many workers who have lost their jobs due to demonetisation and came back to the state. They have been suffering a lot. I am proposing to give one-time financial assistance of Rs 50,000 each to 50,000 jobless workers so that they could start their own venture. For this, I allocate a fund of Rs 50 crore in this budget,” Dr Mitra said.

“Farmers and agricultural workers, who depend on cooperative loans, have suffered a lot after implementation of note ban. I propose a Rs 100 crore special fund in order to alleviate their hardships,” he said.

Terming the note ban as an ‘unprecedented’ move, he said scrapping of higher value notes have not only impacted the small and medium enterprises but also destroyed the entire supply chain across sectors. “It adversely impacted the growth prospect of the country’s as well as states’ economy,” the Minister said.

Mamata Banerjee has been a vocal critic of note-ban and she was the first leader in the country to strongly protest against the move.

 

কেন্দ্রের নোটবন্দির ক্ষতে প্রলেপ রাজ্য বাজেটে

প্রধানমন্ত্রীর নোট বাতিলের সিদ্ধান্তের ধারাবাহিক বিরোধিতা যিনি করেছেন তিনি মমতা বন্দ্যোপাধ্যায়। বিভিন্ন রাজনৈতিক দলগুলি কখনও সামনে এসেছে, কখনও হতোদ্যম হয়ে পিছিয়ে গিয়েছে। কিন্তু মানুষের স্বার্থে লড়াই ছাড়েননি মুখ্যমন্ত্রী। আর তাই রাজ্য বাজেটে নোটবন্দিতে জর্জরিত মানুষের খানিকটা স্বস্তি আসতে পারে, এমন জল্পনা ছিলই। প্রত্যাশিতভাবেই তা পূরণ করলেন অর্থমন্ত্রী অমিত মিত্র।

এদিনের বাজেটের গোড়াতেই কেন্দ্রীয় নোট বাতিলের সিদ্ধান্তের কড়া সমালোচনা শোনা যায় অর্থমন্ত্রীর মুখে। স্বভাবসিদ্ধ নিচু গলাতেই তিনি জানিয়ে দেন, এই সিদ্ধান্ত রাজ্যের মানুষের উপর বজ্র্পাতের উপর নেমে এসেছে। গোদের উপর বিষফোড়ার মতো আছে পূর্বতন সরকারের রেখে যাওয়া বিপুল ঋণের ভার। সে সব সামলেই বাজেটে রাজ্যের মানুষকে নয়া দিশা দেখাতে বদ্ধপরিকর মমতা সরকার। আর তাই বেশ কয়েকটি অভিনব ঘোষণা পাওয়া গেল অর্থমন্ত্রীর থেকে।

কী কী ঘোষণা অর্থমন্ত্রীর?

১) নোটবন্দির জেরে কাজ হারিয়ে রাজ্যে ফিরে আসতে হয়েছে বহু দক্ষ কারিগরকে। তাঁদের সুবিধার জন্য পঞ্চাশ হাজার কারিগরকে এককালীন ৫০,০০০ টাকা করে দেওয়া হবে।

২) নোট বাতিলের জেরে মারাত্মক ক্ষতিগ্রস্ত হয়েছেন কৃষকরা। তাঁদের জন্য ১০০ কোটির তহবিল গঠন করা হয়েছে।

৩) নোটবন্দিতে ক্ষতিগ্রস্ত হয়েছেন ক্ষুদ্র ও ছোট ব্যবসায়ীরাও। তাঁদের জন্য গঠন করা হয়েছে ৫০ কোটির তহবিল। এছাড়া ভ্যাটের প্রাথমিক স্তর ১০ লক্ষ থেকে ২০ লক্ষ করা হয়েছে। যাঁদের বার্ষিক আয় ৫০ লক্ষ টাকা তাঁদের নূন্যতম ভ্যাটের আওতায় আনা হয়েছে।

Bengal Finance Minister Dr Amit Mitra slammed the Centre on the demonetisation issue during his speech while presenting the State Budget 2017.

Here is what he said:

  • Demonetisation was a bolt from the blue on the people. No democracy ever demonetised 86% currency.
  • Mamata Banerjee was the 1st leader in the country to react on demonetisation & demanded it’s immediate withdrawal.
  • GDP growth rate of India is on downward spiral. It may reduce by 1% to 3.5%.
  • Demonetisation is financial and political emergency.
  • Common people are suffering. Informal sector, MSME, workers, tea, jute, handloom, self-help groups – all are affected.
  • The goalpost of demonetisation was shifted continuously from black money to cashless. economy and now less cash economy.
  • No one knows the real aim of demonetisation. Who benefited from demonetisation?
  • The autonomy of RBI has been damaged. Demonetisation was a conspiracy to weaken federal structure.
  • Growth rate of India has reduced to 7.1% as per Centre’s data due to demonetisation effect.
  • The established supply chains and allied sectors are damaged due to demonetisation. Workers have lost jobs.
  • Growth rate of the State may dip to 9.27% due to the effect of demonetisation.
  • 2-3 years are required to recuperate fully from effects of demonetization.
  • Farmers are dependent on cooperative banks for loans. Cooperative system has been damaged by demonetisation.

 

Reacting on the State Budget 2017, Bengal Chief Minister Mamata Banerjee strongly protested one Centre’s move of Deomenetsation-Remonetisation.

Excerpts of her speech:

  • Economy has slowed down all over the country due to demonetisation. GDP growth has slowed.
  • People have lost their jobs due to demonetisation. They are returning to their home states. We have started a scheme to help them.
  • Some people are talking of digital now. We have started a host of e-services long ago.

 

 

নোট বাতিলের প্রভাব পুরোপুরি কাটিয়ে উঠতে আরও ২-৩ বছর লাগবে: অর্থমন্ত্রী  

২০১৭-১৮ আর্থিক বছরের রাজ্য বাজেট পেশ করার সময় এদিন কড়া ভাষায় কেন্দ্রের নোট বাতিলের সমালোচনা করেন বাংলার অর্থমন্ত্রী অমিত মিত্র।

তাঁর বক্তব্যের কিছু অংশঃ

  • নোটবাতিল সাধারণ মানুষের ওপর ব্যাপক প্রভাব ফেলেছে। কোন গণতান্ত্রিক দেশে এভাবে ৮৬ শতাংশ নোট বাতিল হয় না।
  • মমতা বন্দ্যোপাধ্যায়ই একমাত্র নেত্রী যিনি প্রথম নোটবাতিলের এবং টাকা তোলার নিষেধাজ্ঞার বিরোধিতা করেন।
  • ভারতের জি ডি পি বৃদ্ধির হার নিম্নমুখী, ১ শতাংশ থেকে ৩.৫ শতাংশ কমতে পারে।  
  • নোট বাতিল অর্থনৈতিক ও রাজনৈতিক জরুরি অবস্থার সমান।
  • সাধারণ মানুষ চরম ভোগান্তির শিকার। ক্ষুদ্র ও মাঝারি শিল্প, শ্রমিক, চা, জুট, হ্যান্ডলুম, টেক্সটাইল – সব ক্ষেত্র ক্ষতিগ্রস্ত।
  • নোটবাতিলের গোলপোস্ট এখন কালো টাকা থেকে ক্যাশলেস অর্থনীতিতে সরে গেছে।
  • নোটবাতিলের আসল উদ্দেশ্য কারো জানা নেই। এর ফলে কারা উপকৃত হয়েছে?
  • রিজার্ভ ব্যাঙ্কের স্বাধীনতা খর্ব করা হয়েছে। যুক্তরাষ্ট্রীয় পরিকাঠামোকে দুর্বল করার জন্য এই ষড়যন্ত্র।
  • কেন্দ্রের নোট বাতিলের ফলে ভারতের বৃদ্ধির হার কমে ৭.১ শতাংশ হয়ে গেছে।
  • নোট বাতিলের ফলে সাপ্লাই চেন ও সহযোগী শিল্প ক্ষতিগ্রস্ত, শ্রমিকরা কর্মহীন হয়েছেন।
  • নোটবাতিলের প্রভাব পুরোপুরি কাটিয়ে উঠতে আরও ২-৩ বছর লাগবে।
  • কৃষকরা কো-অপারেটিভ ব্যাঙ্ক ও লোনের ওপর নির্ভরশীল। নোট বাতিলের ফলে কো-অপারেটিভ সিস্টেম ক্ষতিগ্রস্ত।

 

 

২০১৭-১৮ রাজ্য বাজেটের ওপর প্রতিক্রিয়া দেওয়ার সময় ডিমনিটাইজেশন-রিমনিটাইজেশনের (Demo-Remo) তীব্র প্রতিবাদ করেন মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়।

তাঁর বক্তব্যের কিছু অংশঃ

  • নোটবাতিলের ফলে অর্থনীতি নিম্নমুখী। জিডিপি বৃদ্ধির হার কমে গেছে।
  • মানুষ নোটবাতিলের ফলে চাকরি হারিয়ে নিজেদের রাজ্যে ফিরে  যাচ্ছেন। তাদের সাহায্য করার জন্য আমরা একটি প্রকল্প চালু করেছি।
  • কেউ কেউ আজকাল ডিজিটালের কথা বলছে। আমরা বাংলায় ই-পরিষেবা অনেক আগেই চালু করেছি।

Reacting on the Bengal Budget 2017-18, Chief Minister Mamata Banerjee today said that despite financial compulsions and the effect of demonetisation, no scheme in the social sector has been scrapped.

“Bengal Govt is a humane govt. We believe in social justice. We are always with the people,” the CM said.

She slammed the Left Front Government for the huge legacy of debt that the present government has inherited. She said: When Left Front was in power why did they not start Kanyashree, Sabuj Sathi, Khadya Sathi? Left Front did not follow fiscal discipline. There was no FRBM. We are paying debts that they incurred in 2006.”

“She added, “CPI(M) destroyed the economy of Bengal. Centre did not take any step to avoid govt from falling. Despite paying so much debt instalments we are carrying out massive developmental projects.”

The Bengal government said neither the UPA nor the current government at the Centre gave any debt moratorium to Bengal.

We have restructured govt departments. The number of departments is down to 52 from 63. PSUs have been merged and restructured. No one lost jobs. No of PSUs is down to 44 from 90,” she added.

She also targeted the BJP over demonetisation. She said that the Centre has reduced funding to the States. She maintained that Centre must trust State governments.

 

নোটবাতিল ও আর্থিক সমস্যা থাকা সত্ত্বেও আমরা কোন প্রকল্প বাতিল করিনিঃ মমতা বন্দ্যোপাধ্যায়

২০১৭-১৮ বাজেটকে বেস্ট বাজেট আখ্যা দিয়ে মুখ্যমন্ত্রী এদিন বলেন, নোট বাতিল এবং আর্থিক সমস্যা থাকা সত্ত্বেও আমারা আমাদের কোন সামাজিক প্রকল্প বাতিল করিনি।

মুখ্যমন্ত্রী বলেন, “বাংলার সরকার মানবিক সরকার। আমরা সামাজিক ন্যায়ে বিশ্বাসী। আমরা মানুষের সঙ্গে আছি”।  

বাম সরকারের করে যাওয়া ঋণের বোঝারতীব্র সমালোচনা করে তিনি বলেন, সিপিএম যখন ক্ষমতায় ছিল তখন তারা কন্যাশ্রী, সবুজ সাথী, খাদ্য সাথী প্রকল্প কেন শুরু করেনি? ওরা FRBM ব্যবস্থার অনুসরণ করেনি। ২০০৬ সালে করা দেনা আমরা এখনও শোধ করে চলেছি”।   

তিনি আরও বলেন, “সিপিএম বাংলার অর্থনীতিকে ধ্বংস করে দিয়েছে, কেন্দ্র তখন কোনরকম পদক্ষেপ নেয়নি। বাম সরকারের করে যাওয়া পাপের বোঝা আমরা বহন করছি। এত ঋণের বোঝা থাকা সত্ত্বেও উন্নয়নমূলক কাজ বন্ধ হয়নি। না কংগ্রেস না বর্তমান কেন্দ্রীয় সরকার কেউই বাংলার সরকারকে debt moratorium দেয়নি।”

মুখ্যমন্ত্রী বলেন, “আমরা সরকারি দপ্তরগুলি পুনর্গঠন করেছি। সরকারি দপ্তরের সংখ্যা ৬৩ থেকে কমে ৫২ হয়েছে। নিগমগুলির আমরা সংযুক্তিকরণ করছি, কেউ কর্মহীন হয়নি। নিগমের সংখ্যা ৯০ থেকে কমে ৪৪ হয়েছে”।

নোট বাতিল নিয়ে তিনি আবারও বিজেপি সরকারকে আক্রমণ করে তিনি বলেন, “রাজ্যকে টাকা দেওয়া বন্ধ করে দিয়েছে কেন্দ্র। কেন্দ্রের উচিত রাজ্যগুলির ওপর আস্থা রাখা”।

Stating that the ideas of Bengal Chief Minister Mamata Banerjee for development of the state are “interesting and bold”, British High Commissioner to India, Dominic Asquith, said: “Besides education and research, Britain is interested in investing in many other sectors in Bengal.”

Asquith met the Bengal Chief Minister at the State Secretariat, Nabanna, on Thursday and the meeting continued for around an hour.

It may be mentioned that UK Foreign Secretary Boris Johnson met the Bengal CM in January, a day ahead of the Bengal Global Business Summit and had assured collaboration with Bengal in education and research sector.

He said after the meeting: “The Chief Minister has many interesting and bold ideas. We want British companies to compete in every single area of the economy besides education or research.”

The Bengal Chief Minister is trying to build and develop the economy of the state and Britain is interested in developing the relationship with Bengal in all sectors including science, medicine, trade, research and education. Asquith reached Kolkata on Thursday afternoon and he has a series of programme till Sunday when he will be meeting Finance Minister Dr Amit Mitra.
