More than three lakh people, who are likely to lose their pension because new guidelines issued by Centre, have found a helping hand in the West Bengal Government. The State government is launching a special pension scheme for them, funds for which will be completely provided by the Bengal government. Around 3.25 lakh people will be benefitted.

Under National Social Assistance Programme, several crores of people receive financial aid from the government. Senior citizens, widows, disabled people mainly receive assistance. Bengal’s ‘quota’ in this programme is 21.31 lakh. However, the number of eligible people is 23.4 lakh. The State’s repeated requests for increasing the quota have fallen on deaf ears. Moreover, as per the new guidelines by Centre, 1.15 lakh people in rural areas would lose these pensions.

The Bengal Government has instructed all Panchayats to make a list of the people who are losing their pension, and enrol them under the special pension scheme as soon as possible, so that they continue to receive their aid.

কেন্দ্রীয় সরকারের নির্দেশিকার জেরে পেনশন প্রকল্প থেকে বঞ্চিত সওয়া তিন লক্ষ বৃদ্ধ ও অসহায় মানুষের জন্য ‘বাংলার বিশেষ ভাতা প্রকল্প’ চালু করল রাজ্য সরকার। এই প্রকল্পে প্রাথমিকভাবে ৩ লক্ষ ২৫ হাজারেরও বেশি মানুষ উপকৃত হবেন। প্রকল্পের পুরো খরচ বহন করবে রাজ্য সরকার।

ন্যাশনাল সোশ্যাল অ্যাসিস্ট্যান্স প্রোগ্রামের অধীনে দেশের বেশ কয়েক কোটি মানুষ ভাতা পান। মূলত দরিদ্র শ্রেণীর মানুষকে ন্যূনতম আর্থিক সহায়তা তুলে দেওয়ার জন্যই এই প্রকল্প। এই প্রকল্পগুলিতে প্রবীণ দরিদ্র নাগরিক, অসহায় বিধবা ও প্রতিবন্ধীদের মাসিক ভাতা দেওয়া হয়।

এই তিনটি স্কিমে রাজ্যের কোটা রয়েছে ২১ লক্ষ ৩১ হাজার। কিন্তু রাজ্যে এই স্কিমের আওতাভুক্ত হওয়ার যোগ্য মানুষের সংখ্যা ২৩ লক্ষ ৪০ হাজার। রাজ্যের আধিকারিকরা কেন্দ্রীয় সরকারের কাছে বার বার রাজ্যের কোটা বাড়ানোর আবেদন জানালেও কর্ণপাত করেনি কেন্দ্র। উল্টে প্রায় দু’মাস আগে তাদের দেওয়া নতুন নির্দেশিকা অনুযায়ী রাজ্যের গ্রামীণ এলাকার ১ লক্ষ ১৫ হাজার মানুষ এই ভাতা প্রকল্প থেকে বাদ যাচ্ছে।

প্রতিটি জেলার পঞ্চায়েত দপ্তরকে নির্দেশ দেওয়া হয়েছে, ভাতা প্রকল্প থেকে বাদ যাওয়া বাসিন্দাদের ব্লকভিত্তিক তালিকা প্রস্তুত করে বাংলার বিশেষ ভাতা প্রকল্পে তাঁদের নাম অন্তর্ভুক্ত করতে হবে। যাতে এক মাসের জন্যও তাঁরা ভাতা

The State Public Works Department (PWD) constructed 247.99 per cent more roads in the first seven years of the Trinamool Congress regime as compared to the last seven years of the Left Front regime.

This was stated by the PWD Minister in the Assembly while presenting the department’s Budget. He said that such a huge task has been carried out by maintaining transparency and quality.

From 2004 to April 2011, the PWD constructed only 1,375.52 km of state roads and 4,058.20 km of other roads. On the other hand, since the Mamata Banerjee-led Trinamool Congress took up the reins of governance, 3,535.89 km of state roads and 9,939.11 km of other roads have been built. Thus 247.99 per cent more roads have been constructed between 2011 and January 2018.

Secondly, the Left Front Government built only 76 bridges in seven years’ time while the Trinamool Congress Government constructed 109 bridges. Additionally, 52 are under construction and tender process is going on for another 13 bridges.

Another fact is that the amounts allotted in the planned budget and the amounts invested by the two governments also show a wide difference. While the planned budget of the Left Front Government was Rs 5,515.08 crore and they had utilised around Rs 3,284 crore, the present government has invested much more – a planned budget of Rs 13,001.08 crore, and timely implementation of different projects has led to an investment of an even bigger amount – Rs 13,898.81 crore.

Chief Minister Mamata Banerjee has constantly stressed on the importance of constructing roads as roads lead to development and growth, be it economic or social.

তৃণমূল কংগ্রেস সরকারের সাত বছরের শাসনকালে রাজ্য পূর্ত দপ্তর যে পরিমাণ রাস্তা তৈরী করেছে, তা বাম আমলের শেষ সাত বছরে তৈরী রাস্তার তুলনায় প্রায় আড়াই গুণ। এই তথ্য পূর্ত মন্ত্রী তুলে ধরেন বিধানসভায় বাজেট পেশ করার সময়।

তিনি বলেন, এই বিপুল কাজ দপ্তর করেছে সম্পূর্ণ স্বচ্ছতার সঙ্গে ও কাজের মানের সঙ্গে কোনও সমঝোতা না করে।

২০০৪ থেকে ২০১১ সালে পূর্ত দপ্তর ১৩৭৫.৫২ কিঃমিঃ রাজ্য সড়ক ও ৪০৫৮.২ কিঃমিঃ অন্যান্য রাস্তা তৈরী করেছিল। অন্যদিকে, তৃণমূল কংগ্রেস সরকার গঠন করার পর ৩৫৩৫.৮৯ কিঃমিঃ রাজ্য সড়ক ও ৯৯৩৯.১১ কিঃমিঃ অন্যান্য রাস্তা তৈরী করেছে পূর্ত দপ্তর। এই পরিমাণটি বাম আমলের শেষ সাত বছরের তুলনায় ২৪৭.৯৯ শতাংশ।

দ্বিতীয়ত, বাম সরকার শেষ সাত বছরে তৈরী করেছিল মাত্র ৭৬টি সেতু। তৃণমূল সরকার গত সাত বছরে তৈরী করেছে ১০৯টি সেতু। এছাড়াও ৫২টি সেতু তৈরী হচ্ছে এবং ১৩টি সেতুর টেন্ডার প্রক্রিয়া চলছে।

এছাড়াও পরিকল্পিত বাজেটে বরাদ্দ করা টাকা ও যে টাকা ব্যয় করেছে দুই সরকার, তাতেও যথেষ্ট ব্যবধান আছে। যেখানে বাম সরকারের পরিকল্পিত বাজেট ছিল ৫৫১৫.০৮ কোটি টাকা ও ব্যয় করা হয়েছিল ৩২৮৪ কোটি টাকা। সেখানে বর্তমান সরকারের এই খাতে পরিকল্পিত বাজেট ১৩০০১.০৮ কোটি টাকা ও সময়মত কাজ শেষ করার জন্য এই খাতে ব্যয় হয়েছে ১৩৮৯৮.৮১ কোটি টাকা।

মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায় সবসময় সড়ক নির্মাণে জোর দিয়েছেন, কারন, সড়ক নির্মাণের ফলে শুধু যে যাতায়াতে সুবিধা হয়, তাই নয়, এর ফলে অর্থনৈতিক ও সামাজিক উন্নয়নও হয়।

Women in rural areas of Bengal who make various items of handicraft would soon be getting more opportunities to sell their wares.

The State Government agency, West Bengal Swarojgar Corporation Limited (WBSCL), which looks after the setting up of and improving self-employment opportunities for people, especially in non-urban regions, is opening outlets in every district headquarters where the women can set up shop temporarily. No rent would be taken from them. The earnings would go entirely to them.

This would give the women access to a much wider market – the urban clientele, who have a much higher purchasing power. The outlets would be built by WBSCL at its own cost.

As of now, the government organises annual handicrafts fair, one at the state-level and at district levels, where these women sell their goods. They also sell their goods from the Karma Tirthas which the government is setting up.

গ্রামের মহিলাদের স্বাবলম্বী ও অর্থনৈতিকভাবে উন্নয়ন ঘটাতে মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায় অনেকদিন ধরেই চেষ্টা চালাচ্ছেন। বিভিন্ন দপ্তরকে তিনি এই নিয়ে ভাবনাচিন্তা করার কথা বলেছেন।

সেইমত, পশ্চিমবঙ্গ স্বরোজগার নিগম প্রতিটি জেলা সদরে একটি করে আউটলেট করার সিদ্ধান্ত নিয়েছে। আগামী আর্থিক বছরেই এই আউটলেট চালু হয়ে যাবে।

স্বনির্ভর গোষ্ঠীর যে সমস্ত মহিলা, বাড়িতে নানা জিনিস তৈরি করেন, তাঁরা ওই আউটলেটে গিয়ে বিক্রি করতে পারবেন। নিগম নিজস্ব তহবিল থেকেই এই আউটলেটগুলি তৈরি করছে।

এখানে ব্যবসা করার জন্য স্বনির্ভর গোষ্ঠীর মহিলাদের কাছ থেকে কোনও টাকা নেওয়া হবে না। সম্পূর্ণ বিনামূল্যে তাঁরা এখানে ব্যবসা করার সুযোগ পাবেন।

The Bengal Government has taken up a huge project to supply purified drinking water to almost 10 lakh families of Purulia. Japanese organization JICA will provide Rs 960 crore for the project.

The Detailed Project Report regarding the water project was prepared by the State Public Health Engineering department. According to the DPR, water will be taken from Kumari River near Manbazar in Purulia and will be treated to make it consumable.

The water plant will be constructed at Manbazar. After its completion, the plant will produce around 70 lakh million gallons of purified drinking water. The water will be supplied to households through pipelines to almost 10 lakh people in Purulia Municipality area and the Panchayat areas of five other blocks.

In near future around 20 blocks will be connected with pipelined purified drinking water and as a result, the people will avail the service even during the times of draught.

 

পুরুলিয়ায় ১০ লক্ষ পরিবারে পরিস্রুত পানীয় জল পৌঁছে দিতে প্রকল্প গড়বে রাজ্য

পুরুলিয়ায় ১০ লক্ষ মানুষের বাড়িতে পরিস্রুত পানীয় জল পৌঁছে দেবে রাজ্য সরকার। জাপানি সংস্থা ‘জাইকা’ এই প্রকল্পের জন্য ৯৬০ কোটি টাকা দেবে রাজ্যকে। এর আগেও রাজ্য সরকার জাইকার থেকে ঋণ নিয়ে বিভিন্ন প্রকল্প তৈরি করেছে।

নবান্ন সূত্রে জানা গিয়েছে, এই বিস্তারিত প্রকল্প রিপোর্ট (ডিপিআর) তৈরি করে জাইকার কাছে পাঠায় জনস্বাস্থ্য কারিগরি দপ্তর। ডিপিআরে রয়েছে, পুরুলিয়ার মানবাজারে কুমারী নদী থেকে জল তুলে পরিশোধন করে তা মানুষের পানযোগ্য করা হবে। খরাপ্রবণ এলাকায় পানীয় জলের সমস্যা মেটাতে এই প্রকল্প হাতে নেওয়া হচ্ছে।

মানবাজারেই পরিস্রুত পানীয় জলের প্রকল্প তৈরি হবে। এই প্রকল্প থেকে প্রতিদিন ৭০ লক্ষ মিলিয়ন গ্যালন পরিস্রুত পানীয় জল পাওয়া যাবে। এই পরিস্রুত পানীয় জল পাইপলা঩ইনের মাধ্যমে বাড়ি বাড়ি পৌঁছে দেওয়ার পরিকল্পনা নিয়েছে পুরসভা। পুরুলিয়া পুরসভা এলাকা ও পাঁচটি ব্লকের পঞ্চায়েত এলাকার ১০ লক্ষ মানুষ এই পরিস্রুত পানীয় জল পাবেন।

এর ফলে পুরুলিয়ার বিস্তীর্ণ অংশের মানুষ জলের আকাল থেকে মুক্তি পাবেন বলে মনে করেন জনস্বাস্থ্য কারিগরি দপ্তরের মন্ত্রী। পুরুলিয়ার ২০টি ব্লক কয়েক বছরের মধ্যেই পরিস্রুত পানীয় জল পাবে। খুব শীঘ্রই এই প্রকল্পের কাজ শুরু হবে। এটি রাজ্য সরকারের বড় সাফল্য হতে চলেছে। এমনকী খরার সময়েও পুরুলিয়ার বিস্তীর্ণ অংশে জলের অভাব হবে না।

An office of the Kamtapuri Bhasa Academy was opened in Jalpaiguri on February 22 to work for the conservation and development of the language.
“During the erstwhile Left rule, people had laid lives while organising a movement over the demand for recognition of Kamtapuri language. But it is chief minister Mamata Banerjee who has formed the academy to recognise the movement and the contribution of those people,” state tourism minister said after he inaugurated the office.
The government is moving towards introducing Kantapuri language at primary level in schools. The work for a grammar book for the language is in progress.

শুধু কামতাপুরি ভাষা আকাদেমি নয়, এবার প্রাথমিক স্তরে কামতাপুরি ভাষায় পঠনপাঠন শুরু করার জন্য সচেষ্ট হল রাজ্য সরকার।
জলপাইগুড়িতে কামতাপুরি ভাষা আকাদেমির কার্যালয় উদ্বোধন করে পর্যটনমন্ত্রী বলেন, নতুন প্রজন্মকে এই ভাষার গুরুত্ব বঝাতে এই আকাদেমির মাধ্যমে কামতাপুরি ভাষা নিয়ে গবেষণা ও বই প্রকাশ হবে। রাজ্য সরকার চায় সব ভাষাভাষীর মানুষ নিজের ভাষা ব্যবহারের মৌলিক অধিকার পাক।
কামতাপুরি ভাষায় ব্যাকরণ তৈরীর কাজ আগেই শুরু হয়েছে। প্রাথমিক স্তরে কামতাপুরি ভাষায় পঠনপাঠন শুরু করার জন্য আরও সচেষ্ট ভূমিকা নিল সরকার।

As part of a novel effort, the State Disaster Management and Civil Defence Department is providing psychological preparedness training to residents of disaster-prone areas to reduce the degree of trauma during any emergency.

According to a senior official of the department, with the help of such training, residents of an area struck by any disaster would be able to deal with a situation and reach a safe place after listening to the forecast of any disaster.
With improvement in the weather forecasting system, in most cases, people are well-informed, and that too, within a very short period of time, in case there is any prediction of heavy storm or rainfall.

They become psychologically strong, considering that they know what they need to do and what not during the time of disaster. It helps a lot as one can attempt to rescue others as well.

The trainers show videos of different natural disasters like flood, earthquake, etc. to residents of coastal areas, flood-prone areas and hills.

This comes at a time when the state government has introduced a state-of-the-art technology that will ensure prediction of lightning and dissemination of information at least 45 minutes ahead of its striking at a particular location in any part of Bengal.

 

দুর্ঘটনার জন্য মানসিক প্রস্তুতির প্রশিক্ষণ দেবে রাজ্য সরকার

রাজ্য বিপর্যয় ব্যবস্থাপনা ও অসামরিক প্রতিরক্ষা দপ্তর এক অভিনব উদ্যোগ নিয়েছে। দুর্ঘটনা-প্রবণ এলাকার মানুষদের মানসিকভাবে প্রস্তুত থাকার প্রশিক্ষণ দেবে দপ্তর যাতে বিপর্যয়ের সময় তাদের ‘ট্রমা’ লাঘব করা যায়।

দপ্তরের এক আধিকারিকের মতে, এই প্রশিক্ষণের ফলে এলাকার বাসিন্দারা দুর্ঘটনার পূর্বাভাষ পাওয়ার পর মাথা ঠাণ্ডা রেখে তাড়াতাড়ি বিপন্মুক্ত জায়গায় চলে যেতে পারবেন।

আজকাল প্রযুক্তির আধুনিকীকরণের ফলে প্রাকৃতিক দুর্যোগের পূর্বাভাষ আগে থাকতেই পাওয়া যায়। আর মানুষ যদি মানসিকভাবে শক্ত হন, তারা বিপর্যয়ের সময় উদ্ধারকাজেও সাহায্য করতে পারবেন।

উপকূলবর্তী এলাকার মানুষদের, বন্যাপ্রবণ এলাকার বাসিন্দাদের, পাহাড়ের মানুষদের বিশেষ করে এই প্রশিক্ষণটি দেওয়া হবে। বন্যা, ভুমিকম্পের এবং প্রাকৃতিক দুর্যোগের বিভিন্ন ভিডিও দেখানো হবে।

উল্লেখ্য, উন্নত প্রযুক্তির ফলে রাজ্য সরকার এখন ৪৫ মিনিট আগেই বজ্রপাতের পূর্বাভাস দিয়ে থাকে।

Chief Minister Mamata Banerjee today inaugurated a slew of projects for Uttar Dinajpur district during a public programme. She also laid the foundation stones of several projects.

Among the projects inaugurated were bridges, anganwadi centres, roads, hostels for women, godowns etc.

Foundation stones were laid for Karma Tirthas, renovation of roads, hostels for girl students, Safe Drive Save Life theme park etc.

Besides these, Mamata Banerjee distributed the benefits of schemes like Kanyashree, Sabuj Sathi, Swasthya Sathi and Gitanjali, relief for farmers affected by natural disasters, Kisan Credit Cards, etc.

Several senior ministers and local leaders were present during the function.

 

Highlights of her speech:

  • We conduct administrative review meetings in every district. These meetings ensure the people are getting benefits and projects are running smoothly.
  • Several small scale industries are coming up in Uttar Dinajpur. A new university has been set up. A new medical college with 500 beds will come up in the district.
  • More than 45 lakh girls receive Kanyashree scholarships. Their stipend has been increased from Rs 750 to Rs 1,000. Under K-2, they receive an one-time grant of Rs 25,000. Now under K-3, university students will also receive stipends.
  • SC/ST students receive Siksha Shree scholarship from Class V.
  • Primary school students receive bags, uniforms, shoes, books, mid-day meal. Madhyamik test papers are given for free.
  • We distribute saplings to the parents of newborn babies under Sabuj Shree scheme. When they grow up the families will get financial benefit by selling these trees.
  • We provide soft loans for students to pursue higher education.
  • When they were in power, CPI(M) did nothing for ASHA workers. The Centre had stopped funds for this project two years ago. Despite our debt burden, we provide remuneration to the ASHA workers.
  • 90% of the funds for ICDS project were stopped by the Centre. We are running the project with our own funds. The workers have been brought under Swasthya Sathi scheme.
  • Civic volunteers, contractual workers, ICDS/ASHA workers, municipal workers and others have been brought under the Swasthya Sathi scheme.
  • Healthcare is free in government hospitals in Bengal. We have set up 300 SNSUs, 75 SNCUs for the treatment of children. Cardiac surgeries are performed for free for children. We provide Matri Jaan ambulances for pregnant women.
  • We have launched 22 Nischay Jaan ambulances for Uttar Dinajpur district today.
  • Bidi workers, construction workers, car drivers, auto rickshaw drivers have been brought under social security scheme.
  • 70,000 Sabuj Sathi cycles have been distributed for free.
  • We procure rice for Rs 24/kg and distribute it for Rs 2/kg under Khadya Sathi scheme.
  • Girls are our assets. After the success of Kanyashree, we are launching ‘Ruposhree’ scheme from April, 2018. We will provide Rs 25,000 to families with income less than 1.5 lakh to assist them in their daughter’s wedding.
  • We provide monthly stipend to 1.9 lakh folk artistes. They also perform at government functions.
  • The local MP of Raiganj is seen on TV giving bhashans. They were in power for 34 years. Did they give rice at Rs 2/kg? Did they give cycles? And then there is Congress – na ghar ka, na ghat ka.
  • The BJP talks of Achhe Din. But their actions are all anti-people. They are taking away people’s savings.
  • The Centre has reduced the interest rate on PF yesterday. Whenever there is a loot in the country, they reduce the rate to recover the money. People’s money in banks is not safe. They are bringing FRDI Bill; now banks will have a say on your savings.
  • Whenever elections approach, they start Hindu-Muslim divide.
  • Audits are not held properly. Few rich people are running away with crores of rupees, with government’s help. Shouldn’t the government be penalised for organised loot of people’s money?
  • Common people are harassed over cash memos and GST for buying something as small as nokuldana. Some people are commiting bank fraud, and no action is taken.
  • They are denying basics in the name of Aadhaar. People do not have social security or financial security.
  • Federal structure is being demolished. Burn Standard Company, which I acquired as Railway Minister, is being shut down. Alloy Steel Plant is also being divested. Workers will lose their jobs.
  • If my heart is Hindu, kidneys are Muslim, liver is Sikh and pancreas Christian. A human body is not completely functional without even a single organ.
  • Adivasis are being persecuted by BJP. They are trying to pit Adivasis against minorities. You must not respond to their provocations.
  • We are giving official recognition to Rajbongshi, Kamtapuri and Kurmali language. We have given recognition to Kuruk, Santhali, Nepali, Gurmukhi, Hindi, Urdu. We love all languages.
  • They cannot provide two square meals to people, but create divisions between sections of the people.
  • We have created 81 lakh jobs in six years. We are No. 1 in rural job creation.
  • We respect diversity. We believe in humanity.
  • The slogan ‘Jai Hind’ was given by Netaji. ‘Bande Mataram’ was written by Bankim. Rabindranath wrote our National Anthem. This is our legacy. We must know our history.
  • We were always with the people. We are with them. We will continue to work for them.

 

বিজেপির আচ্ছে দিন মানে মানুষের টাকা কেড়ে নিন: মমতা বন্দ্যোপাধ্যায়

আজ উত্তর দিনাজপুর জেলার হেমতাবাদ থানা মাঠে পরিষেবা প্রদান অনুষ্ঠানের মঞ্চ থেকে একগুচ্ছ প্রকল্পের উদ্বোধন করলেন মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়। তিনি বিভিন্ন প্রকল্পের শিলান্যাসও করেন।

মুখ্যমন্ত্রী যে সকল প্রকল্পের উদ্বোধন করেন, তার কয়েকটি হল, পাকা সেতু, অঙ্গনওয়াড়ি কেন্দ্র, নতুন রাস্তা, মহিলা আবাসন, গুদাম ইত্যাদি।

তিনি যে সকল প্রকল্পের শিলান্যাস করেন, তার কয়েকটি হল, কর্মতীর্থ, রাস্তার মজবুতিকরণ, ছাত্রী হোস্টেল, সেফ ড্রাইভ সেভ লাইফ ট্রাফিক থিম পার্ক ইত্যাদি।

এছাড়াও তিনি কন্যাশ্রী, সবুজসাথী, সমাজসাথী, গতিধারা, ট্র্যাক্টর, কিষাণ ক্রেডিট কার্ড ইত্যাদি পরিষেবা প্রদান করেন।

এখানে উপস্থিত ছিলেন আরও অনেক মন্ত্রী ও স্থানীয় জনপ্রতিনিধিরা।

 

তাঁর বক্তব্যের কিছু অংশঃ-

  • আমি সব জেলায় গিয়ে প্রশাসনিক বৈঠক করি। এই সব অনুষ্ঠানগুলির মাধ্যমে আমরা সাধারণ মানুষকে সরকারী পরিষেবা দিই।আর কোনও রাজ্যে কোথাও এসব হয় না। এই ৬ বছরে অনেক উন্নয়নমূলক কাজ হয়েছে।
  • উত্তর দিনাজপুরে অনেক ক্ষুদ্র শিল্প হচ্ছে।এই জেলায় একটি নতুন বিশ্ববিদ্যালয় নির্মাণ করা হয়েছে। ৫০০ শয্যাবিশিষ্ট একটি নতুন মেডিকেল কলেজ নির্মাণ করা হচ্ছে এই জেলায়।
  • ৪৫ লক্ষ কন্যাশ্রী স্কলারশিপ দেওয়া হয়েছে। তাদের ভাতা ৭৫০ টাকা থেকে বাড়িয়ে ১০০০ টাকা করা হয়েছে। কন্যাশ্রী – ২ এর আওতায় তাদের এককালীন ২৫ হাজার টাকা দেওয়া হয়। এখন চালু হয়েছে কন্যাশ্রী – ৩; এর মাধ্যমে বিশ্ববিদ্যালয়ের ছাত্রীদেরও ভাতা দেওয়া হচ্ছে।
  • পঞ্চম শ্রেণী থেকে SC/ST ছাত্রছাত্রীরা ‘শিক্ষাশ্রী’ স্কলারশিপ পায়।
  • প্রাইমারি স্কুলের ছাত্রছাত্রীদের বিনামূল্যে ব্যাগ, পোশাক, জুতো, বই-খাতা, মিড ডে মিল দেওয়া হচ্ছে। মাধ্যমিকের ছাত্রছাত্রীদের বিনামূল্যে টেস্ট পেপার দেওয়া হয়।
  • ‘সবুজশ্রী’ প্রকল্পের আওতায় নবজাতকদের একটি করে চারাগাছ দেওয়া হচ্ছে তাদের ভবিষ্যৎ সুরক্ষিত করার জন্য।
  • ছাত্রছাত্রীদের উচ্চ শিক্ষার জন্য আমাদের সরকার তাদের সফট লোন দিচ্ছে। তারা বিদেশে পড়তে গেলেও তাদের ঋণ দিচ্ছে সরকার।
  • ক্ষমতায় থাকাকালীন আশা কর্মীদের জন্য কোনও কাজ করেনি বামফ্রন্ট সরকার। ২ বছর আগে কেন্দ্রীয় সরকার এই প্রকল্পের টাকা দেওয়া বন্ধ করে দিয়েছে। রাজ্য সরকারের ওপর এত ঋণের বোঝা থাকা সত্ত্বেও আমরা আশা কর্মীদের ২০০০ টাকা মাইনে দিই।
  • কেন্দ্র আইসিডিএস এর ৯০% টাকা দেওয়া বন্ধ করে দিয়েছে। রাজ্য সরকারের টাকায় এখন এই প্রকল্প চলছে। এই সব কর্মীদের স্বাস্থ্য সাথী প্রকল্পের আওতায় আনা হয়েছে।
  • সিভিক ভলেন্টিয়ার, চুক্তিভিত্তিক কর্মী, আইসিডিএস/ আশা কর্মী, হোমগার্ড, পুরসভার কর্মী সহ অন্যান্যদের এই স্বাস্থ্য সাথী প্রকল্পের আওতায় আনা হয়েছে।
  • বাংলায় বিনামূল্যে চিকিৎসা পাওয়া যায়। আমরা ৩০০ টি এসএনএসইউ, ৭৫ টি এসএনসিইউ তৈরী করেছি শিশুদের জন্য। বিনামূল্যে শিশুদের হার্ট অপারেশন করা হয়। গর্ভবতী মহিলাদের জন্য মাতৃ যান অ্যাম্বুলেন্স এর ব্যবস্থা করেছে সরকার।
  • আজ উত্তর দিনাজপুর জেলায় আমরা ২২ টি ‘নিশ্চয় যান’ এর উদ্বোধন করলাম।
  • বিড়ি শ্রমিক, গাড়ি চালক, অটো-রিক্সা চালক দের জন্যও আমরা সামাজিক সুরক্ষা প্রকল্প চালু করেছি।
  • ‘সবুজ সাথী’ প্রকল্পের আওতায় নবম-দ্বাদশ শ্রেণীর ছাত্রছাত্রীদের বিনামূল্যে ৭০ হাজার সাইকেল দেওয়া হয়েছে।
  • খাদ্য সাথী প্রকল্পে আমরা ২৪ টাকায় চাল কিনে তা জনগণকে ২ টাকা কেজি দরে দিই। কিলোপ্রতি ২২ টাকা ভর্তুকি দিচ্ছি আমরা। মানুষকে দুটো ভাত খেতে দিচ্ছি।
  • মেয়েরা আমাদের গর্ব। কন্যাশ্রীর পর আরেকটা প্রকল্প তৈরী করা হয়েছে – রুপশ্রী। ১৮ বছর বয়েস হলে, যে সব পরিবারের বার্ষিক আয় ১.৫ লক্ষ টাকার কম, যদি বলে মেয়ের বিয়ে দিতে পারছি না, সরকার আপনাদের মেয়েদের বিয়েতে ২৫০০০ টাকা করে দেবে।
  • লোকপ্রসার প্রকল্পে ১ লক্ষ ৯৫ হাজার শিল্পীকে ১০০০ টাকা করে দিই মাসে এবং বিভিন্ন সরকারি বিজ্ঞাপনে তাদের দিয়ে কাজ করানো হয়।
  • সিপিএম, কংগ্রেসের সরকার দেখেছি। বিজেপির সরকার দেখেছি, এত সামাজিক প্রকল্প কারও নেই। মানবিকতা আমাদের বড় ধর্ম।
  • রায়গঞ্জের সাংসদ টিভিতে ভাষণ দিয়ে বেড়ান, তাদের আমলে কোনদিন কোন প্রকল্প করেছেন? কংগ্রেস দল বাংলায় না ঘর কা না ঘাট কা।
  • বিজেপি আচ্ছে দিন, জনগণের টাকা কেড়ে নিন।
  • প্রভিডেন্ট ফান্ডের সুদ আরও ১% কমিয়ে দেওয়া হয়েছে। যখনই লুঠ হয়, তখনই এরা জনগণের টাকা নিয়ে ব্যালান্স করে। বয়স্ক মানুষও ব্যাঙ্কে টাকা রাখে, তাদের সুদ কমিয়ে দিয়েছে। এখন এফআরডিআই বিল আনছে, আপনি ব্যাঙ্কে টাকা রাখছেন, আপনি সেই টাকা ফেরত পাবেন কিনা জানেন না।
  • ভোট এলেই হিন্দু মুসলমান, রাম কাহিনী বলবে। নির্বাচন চলে গেলে, ব্যাঙ্কের টাকা লুঠ করবে।
  • সরকারি মদতে যদি কেউ ব্যাঙ্ক লুঠ করে নেয়, তাঁর জন্য কি করতে হয়, বলুন? ব্যাঙ্কের টাকা কেউ লুঠ করলে, তাকে কি পানিশমেন্ট দেওয়া হয়? অডিট হয় না, ক্যাগ রিপোর্ট নেই।
  • জিএসটি নিয়ে সাধারন মানুষকে হয়রান করা হচ্ছে। এরা নকুলদানার ক্যাশ মেমো চাইছে, কিন্তু, সরকার যদি ব্যাঙ্ককে বিক্রী করে দেয়, তার কত ক্যাশ মেমো হবে?
  • আধার কার্ড না থাকলে তুমি কিছুই পাবে না, আর আধার কার্ডের ডুপ্লিকেট তৈরী করে, সব টাকা তুলে নিল। আজ সাধারন মানুষের কোনও নিরাপত্তা নেই।
  • ফেডেরাল স্ট্রাকচারকে বুলডোজ করা হচ্ছে। দুর্গাপুরের বার্ন কোম্পানিও ডিসইনভেস্টমেন্ট হয়ে যাচ্ছে। অ্যালয় ষ্টীল কোম্পানি, বার্ন স্ট্যান্ডার্ড কোম্পানিও বন্ধ করে দেওয়া হচ্ছে। শ্রমিকদের রুজি রোজগার বন্ধ করে দেওয়া হচ্ছে।
  • আমার হার্ট হিন্দু, কিডনি মুসলমান, লিভার শিখ, প্যনাক্রিয়াস খৃষ্টান। কোনও একটি অঙ্গ না থাকলে, মানুষ বাঁচবে কি করে?
  • আদিবাসীদের কিছু বিজেপি নেতা কখনও ভুল বোঝায়। ওরা আদিবাসী ও দলিতদের ওপর সবচেয়ে বেশী অত্যাচার করে। আর আমাদের কাছে আদিবাসীরা সবচেয়ে বড় বন্ধু। ওদের ফাঁদে পা দেবেন না।
  • আমরা রাজবংশী, কামতাপুরি, কুরমালি ভাষাকে স্বীকৃতি দিচ্ছি। আমরা কুরুক, সাঁওতালি, নেপালি, গুরুমুখী, হিন্দি ও উর্দুকে স্বীকৃতি দিয়েছি। সমস্ত ভাষাকে আমরা ভালোবাসি।
  • ওরা দুমুঠো খেটে দিতে পারে না, কিন্তু, আপনাদের ঘরে আগুন লাগিয়ে দিতে চায়।
  • ছয় বছরে আমরা ৮১ লক্ষ ছেলেমেয়েকে চাকরি দিয়েছি। গ্রামীণ কর্মসংস্থানেও আমরা ভারতে নাম্বার ওয়ান।
  • জয় হিন্দ স্লোগান দিয়েছিলেন নেতাজী, বন্দে মাতরম জাতীয় গান লিখেছিলেন বঙ্কিম চন্দ্র চট্টোপাধ্যায়, জাতীয় সঙ্গীত রচনা করেছিলেন রবীন্দ্রনাথ ঠাকুর। দেশের ইতিহাস জানতে হবে।
  • আমাদের সরকার সব সময় মানুষের সঙ্গে ছিল, আছে ও আগামীদিনেও থাকবে।

Chief Minister Mamata Banerjee paid homage to the language martyrs on International Mother Language Day today. She paid her tributes during a public function at Gangarampur in Dakshin Dinajpur district. Programmes on this occasion are being held across Bengal, down to every block, to observe the day in a befitting manner.

After coming to power, Mamata Banerjee had taken the initiative to construct a memorial for the language martyrs at Desapriyo Park. Another memorial was built near Birla Planetarium in Maidan.

The CM said, “Bangladesh is our neighbour and our friend. India-Bangladesh have long standing ties. I had been to Bangladesh in 2015 on the occasion of 21 February.”

She added, “Bengali is the second most spoken language in Asia, and fifth in the world. We must learn all languages. But we must never forget the importance of our mother languages.”

The CM maintained that Bengal Government had given official recognition to given official recognition to Nepali, Santhali, Hindi, Urdu, Gurmukhi, Rajbongshi, Kamtapuri, and Kuruk languages.

 

সব ভাষাই শিখবো কিন্তু মাতৃভাষাকে ভুলবো না: মুখ্যমন্ত্রী

আজ আন্তর্জাতিক মাতৃভাষা দিবস, অমর ২১শে। রাজ্যের প্রতিটি জেলা ও মহকুমায় মর্যাদার সাথে পালিত হচ্ছে মাতৃভাষা দিবস।

আজ দক্ষিণ দিনাজপুরের গঙ্গারামপুরে মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায় একটি অনুষ্ঠানে উপস্থিত ছিলেন। সেখানে ভাষা শহীদদের প্রতি শ্রদ্ধাজ্ঞাপন করেন তিনি। মুখ্যমন্ত্রী বলেন, “আজ আন্তর্জাতিক মাতৃ ভাষা দিবস।কলকাতার দেশপ্রিয় পার্কে একটি কাঠামো তৈরি করে আমরা প্রথম ভাষা আন্দোলনের অনুষ্ঠান শুরু করেছিলাম। বিড়লা প্ল্যানেটরিয়ামের বিপরীতে ভাষা শহীদদের জন্য একটি মেমেন্টো তৈরি করা হয়েছে, সেখানেও আজ অনুষ্ঠান হবে।”

মুখ্যমন্ত্রী আরও বলেন, “বাংলাদেশ আমাদের বন্ধু রাষ্ট্র। ভারত এবং বাংলাদেশের সম্পর্ক চিরকালের। একবার ২১ শে ফেব্রুয়ারি আমি বাংলাদেশে গিয়েছিলাম। ভাষা আন্দোলন করতে গিয়ে যারা শহীদ হয়েছিলেন তাদের আমার শ্রদ্ধা।”

“বাংলা ভাষা আজ আন্তর্জাতিক ভাষা হিসেবে পরিচিত এজন্য আমরা গর্বিত। আমরা সব ভাষাকে সম্মান করি। আমরা সব ভাষাই শিখবো কিন্তু মাতৃভাষাকে কোনওদিন ভুলবো না” বলেন তিনি।

The way the Trinamool Congress Government has used the 100 Days’ Work Scheme (NREGA) in the service of garbage disposal by the panchayats has become a role model for the country. The Union Rural Development Ministry has sent instructions to the state and union territory governments to study and implement the Bengal model.

The solid waste management system that the panchayats have implemented is both health-friendly and environment-friendly. As an example, the union ministry has held up the solid waste disposal practiced in Hemtabad gram panchayat (GP) in Uttar Dinajpur district.

Bengal has also been acknowledged by the Centre as being the best in implementing the 100 Days’ Work Scheme. Be it making flyash bricks or growing orchards or effectively disposing garbage or so many other things, the State Government, under the leadership of Chief Minister Mamata Banerjee has been extremely effective in using the scheme to benefit people in even the farthest corners of the state.

 

জঞ্জাল অপসারণ করে দেশের মডেল এ রাজ্য

গ্রামীণ এলাকায় জঞ্জাল অপসারণের কাজে পশ্চিমবঙ্গকেই দেশের ‘রোল মডেল’ করতে চাইছে কেন্দ্রীয় সরকার৷

মমতা বন্দ্যোপাধ্যায়ের সরকার যে ভাবে ১০০ দিনের কাজের প্রকল্পে পঞ্চায়েতে জঞ্জাল অপসারণের নয়া দিশা দেখিয়েছে , তা সারা দেশে ছড়িয়ে দিতে চায় কেন্দ্রীয় সরকার৷ তার জন্য সব রাজ্যের কাছে লিখিত নির্দেশিকা পাঠিয়েছে গ্রামোন্নয়ন মন্ত্রক৷ কেন্দ্রীয় এই নির্দেশিকায় জানানো হয়েছে , বিভিন্ন রাজ্যের কঠিন বর্জ্য নিষ্কাশন পদ্ধতি খতিয়ে দেখে পশ্চিমবঙ্গকেই দেশের আদর্শ মডেল হিসেবে চিহ্নিত করা হয়েছে৷

পঞ্চায়েতমন্ত্রী বলেন , ‘১০০ দিনের কাজে প্রকল্পে সারা দেশের মধ্যে আমরা সবার শীর্ষে রয়েছি৷ তার জন্য পুরস্কারও পেয়েছি৷ ১০০ দিনের কাজের প্রকল্পে কনভার্জেন্সেও আমরা প্রথম৷ শুধু গ্রামের কঠিন বর্জ্য নিষ্কাশনই নয় , ১০০ দিনের কাজের কর্মীরা ফ্লাই অ্যাশের ইটও তৈরি করছেন৷ ফলের বাগান বানানো হয়েছে৷ আমাদের কাজকে স্বীকৃতি না দিয়ে পারছে না কেন্দ্রীয় সরকার৷’

Bengal Chief Minister Mamata Banerjee on Sunday took a swipe at Modi government over the Punjab National Bank fraud saying, money laundering happened during demonetisation.

State-owned PNB has been rocked by the fraud involving billionaire diamond jeweler Nirav Modi who allegedly acquired fraudulent Letters of Undertaking (LoUs) from a branch in Mumbai to secure overseas credit from other Indian lenders.

“This is just the tip of the iceberg. This big banking fraud was fuelled at the time of Demonetisation. Big money laundering happened during DeMo,” she said in a tweet.

She further claimed that key bank officials were changed. “Who are these people put in? There are more banks involved. The full truth must come out,” she said.

 

নোটবাতিলের সময় বেড়ে যায় ব্যাঙ্ক দুর্নীতি: মমতা বন্দ্যোপাধ্যায়

পিএনবি দুর্নীতি নিয়ে আবারও সরব হলেন মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়। এবার তিনি বলেন নোটবাতিলের সময় টাকা তছরুপ হয়েছিল।

একটি টুইটে মুখ্যমন্ত্রী বলেন, এটা তো হিমশৈলের চুড়ো (the tip of the iceberg) মাত্র। নোটবাতিলের সময় এই ব্যাঙ্ক দুর্নীতি আরও বেড়ে গেছিল। নোটবন্দির সময় প্রচুর টাকা তছরুপ হয়েছিল।

তিনি আরও দাবি করেন ওই সময় উচ্চপদস্থ ব্যাঙ্ক অফিসারদের বদল করা হয়। তিনি দাবি জানান তাদের পরিচয় জনসমক্ষে আসুক। “আরও অনেক ব্যাঙ্ক জড়িত। সম্পূর্ণ সত্য প্রকাশ হোক” বলেন মুখ্যমন্ত্রী।
