Mamata Banerjee leads campaign procession from Joka

Mamata Banerjee led a campaign procession this afternoon from Joka to the stand for bus route number 14 in Behala.

This was the second such procession after the release of the party’s Manifesto on Friday.

Yesterday, she had led another triumphant procession through Khidderpore. Thousands of people from all walks of life had joined her in walking through the streets of the locality.

Mamata Banerjee is expected to hold more than one hundred and fifty rallies across the State, travelling to all the districts from the north to the south.

সারা রাজ্য জুড়ে ১৫০টিরও বেশি কর্মীসভা করার কথা রয়েছে মমতা বন্দ্যোপাধ্যায়ের। উত্তরবঙ্গ থেকে দক্ষিণবঙ্গের সমস্ত জেলাতেই তিনি প্রচার করবেন।

100 Days’ Work Scheme and Nirmal Bangla: Leading the way in India

Rural Bengal has progressed tremendously under the Trinamool Congress Government over the past five years. Panchayats are the agents through which the Government’s development programmes for the rural populace are implemented.

Two programmes in which the State has performed very well and has received glowing commendations are the 100-Days Work Scheme and Nirmal Bangla.

The Panchayat and Rural Development Department has ensured more job security and creation of durable assets. The State Plan expenditure has increased over five times to Rs 38,214.14 crore during 2011-2016, as compared to that during 2006-11.

100-Days’ Work Scheme

There has been more than double the rise in the expenditure incurred under Mahatma Gandhi National Rural Employment Generations Scheme (MGNREGS), also known as the 100-Days’ Work Scheme, during 2011-15, to Rs 18,742.72 crore, as compared to that during 2007-11. A total of 95.73 crore person-days were generated during 2011-16.

The State has achieved unique milestones under this scheme. West Bengal reached its peak during 2013-14 by generating 23.15 crore person-days, the highest in the country. In 2014-15, owing to the non-availability of adequate fund from the Government of India like in the previous year, only 16.77 crore person-days could be generated although in terms of expenditure the State retained its premier position with an expenditure of Rs 4,014.89 crore and a pending liability of Rs 1,823.12 crore.

Women’s participation in MGNREGS has increased to 41%, which is an all-time high in the State. The other major achievements lie in a series of innovative activities including mango orchards in Bankura and Purulia districts, support to Indira Awas Yojana housing, cowshed, goatery and poultry sheds under Individual Benefit Schemes, reclamation of land, leading to productivity enhancement, and convergence with different programmes of other departments.

Due to an outstanding convergence model, Lego Gram Panchayat in Bankura district received a national award for overall and effective performance in MGNREGS during 2012-13. Convergence in MGNREGS is now attempted in a big way and different departments are pumping in their resources to enhance productivity through combined initiatives.

Mission Nirmal Bangla

Mission Nirmal Bangla has been a revolutionary scheme of the West Bengal Government, aimed at making the State open defecation free (ODF), and it has had a great success. In 2014-15 alone, the State’s Individual Household Latrines (IHHL) count was 8.47 lakh, the highest in the country.

Among the top four districts in the country, in terms of making them ODF (counted on the basis of the construction of individual toilets), Nadia is at the number one spot and is immediately followed by Hooghly and Bardhaman. In record time, Nadia district has reached out to all the households and constructed more than 3.47 lakh toilets to ensure that everyone in the district has got access to sanitation.

Conclusion

Thus we can see that West Bengal has made tremendous progress in rural development. It is now one of the top performers in the country.

Land not a problem in Bengal, thanks to Trinamool Government

The Land and Land Reforms Department of West Bengal has performed commendably during the tenure of the Trinamool Congress Government. Mamata Banerjee has ensured that land is never a problem, be it for farmers or for industry.

The Land and Land Reforms Department has ensured secured tenure of pattas to landless persons. The number of pattas has increased from 1.10 lakh between 2007 and 2011 (March 31), to 3.05 lakh between 2011 and 2015 (March 31). This includes the pattas as part of the Nijo Griho Nijo Bhumi (NGNB) Scheme, and agricultural and forest land.

The number of disposed mutation cases has risen four times in the same time period, from 15.12 lakh to 60.26 lakh. The number of conversion cases disposed has also risen, from 1.77 lakh to 2.33 lakh.

Consequently, the amount of land revenue has also increased, from Rs 276.54 crore to Rs 569.21 crore, implying much more resources for development.

Nijo Griha Nijo Bhumi

A landmark scheme of the West Bengal Government related to the aspect of land reforms is the Nijo Griho Nijo Bhumi (NGNB) Scheme. The scheme is aimed at providing all landless and homeless families in rural Bengal 3 cottahs of land. Priority is given for available vested land. It has been provided in the scheme that the beneficiary families, by using their family labour and with support from other governmental schemes, construct their own house on the land, and generate additional income, and increase family consumption and calorific value, by consuming crops, vegetables, and eggs, milk and meat from domestic animals, and selling the excess in the market.

Till date, 2,01,070 pattas have been distributed under NGNB Scheme. Not just that, the distribution of patta (comprising NGNB Scheme, agricultural land and forest land) has increased from 1,10,000 during 2007 to 2011 (till March 31), that is, during the last four years of the Left Front Government, to 3,05,215, during 2011-2015, that is, during the first four years of the Trinamool Congress Government..

More efficient citizen-centric services

The Trinamool Cengress Government in the State has set up more efficient citizen-centric services. People are provided much quicker services; consequently, much more people have been successfully served.

Block land and land reform (BL&LRO) offices in 345 blocks have been computerised.

The process of mutation has been simplified, and the number of days taken to complete the conversion has been much reduced. The disposal of mutation cases has increased from 15,12,772 during 2007-2011 (till March 31) to 60,26,540 during 2011-2015 (till March 31). Disposing of mutation petitions for establishing industry has been reduced to 21 days and for conversion for establishing industry, to 30 days only.

Thus, as we can see, the Trinamool Congress Government has delivered on its promise of land reform. Through computerisation and efficient running of the system in general, hassles on land-related issued have been reduced to a minimum. The government is constantly striving to improve on its performances.

২০১১-১৫ সালে ৬০.২৬ লক্ষ মিউটেশনের কাজ হয়েছে যা ২০০৭-১১-র তুলনায় ৪ গুণেরও বেশি। কনভারশনের ক্ষেত্রেও যথেষ্ট সাফল্য লাভ করেছে রাজ্য। কনভারশনের ক্ষেত্রেও যথেষ্ট সাফল্য লাভ করেছে রাজ্য। ১.৭৭ লক্ষের বদলে ২.৩৩ লক্ষ কনভারশন হয়েছে।

ভূমি রাজস্বের পরিমাণ আরো বৃদ্ধি পেয়েছে। ২৭৬,৫৪ কোটি টাকা থেকে বৃদ্ধি পেয়ে ৫৬৯,২১ কোটি টাকা হয়েছে।

‘নিজ গৃহ নিজ ভূমি’ প্রকল্প

২০১১-১৫ সালে তৃণমূল কংগ্রেস সরকারের আমলে ‘নিজ গৃহ নিজ ভূমি’ প্রকল্পে ভূমিহীনদের নিরাপত্তার জন্য ৩.০৫ লক্ষ পাট্টা বিলি করা হয়েছে, যেখানে ২০০৭-১১ সালে বামফ্রন্টের আমলে ১.১০ লক্ষ পাট্টা বিলি হয়েছিল।

তৃণমূল কংগ্রেস মানুষকে এক আধুনিক নাগরিক পরিষেবা দিয়েছে। এর মাধ্যমে দ্রুত পরিষেবা পাচ্ছে মানুষ।  ৩৪৫টি ব্লকের ভূমি ও ভূমি সংস্কার দপ্তরের অফিস কম্পিউটারাইজড করা হয়েছে। মিউটেশনের প্রক্রিয়া আরও সহজ করা হয়েছে।

২০০৭-১১-র মার্চ মাসের মধ্যে ১৪,১২,৭৭২টি মিউটেশন মামলার নিষ্পত্তি হয়েছিল আর ২০১১-১৫-র মার্চ মাসের মধ্যে ৬০,২৬,৫৪০টি মামলার নিষ্পত্তি হয়েছে।

শিল্প স্থাপনের জন্য মিউটেশন প্রক্রিয়া ৩০ দিন থেকে কমিয়ে ২১ দিন করা হয়েছে।

Manifesto for the 2016 Assembly election released by Mamata Banerjee

Mamata Banerjee released the Manifesto for the 2016 Assembly election today from Kalighat.

The ideology of Trinamool Congress is fundamentally ‘pro-people’ – a Government of the people, by the people and for the people. As a result, the central idea behind its governance has been ‘development.’ And it has been eminently successful in bringing about the development of West Bengal over the last five years, a development in all sectors of governance.

The State is now one of the top performers in India in many aspects. Some of its schemes have won recognition at prominent international forums as well, besides being recognised as the best in India.

Trinamool Congress believes in policies which are necessarily people-friendly, industry-friendly and farmer-friendly, and which serve the aspirations of all people, irrespective of caste, creed and religion.

Here are the excerpts from Mamata Banerjee’s speech during the release of the 2016 Manifesto:

  • We have published manifesto in five languages, Bangla, Hindi, English, Urdu and Alchiki script. We give equal importance to all languages.
  • We have done so much work, it has not been possible to accommodate all in one book. We have newer ideas in the coming does.
  • We have outlined our vision for the future. We will work for the people of all castes, creed, and religion. We talk less, work more।
  • We will work for harmony, progress and development. Despite inheriting immense financial burden, we have performed extremely well. Several projects which are underway will be completed.
  • Making Bengal best in the world is our dream. Our focus is on youth. We have given equal importance to agriculture and industry.
  • Our achievements in the socio-economic sector are exemplary. We have performed over and above what we promised in 2011.
  • We fulfilled our commitment regarding Singur by bringing a Bill. But it has been challenged in court and is sub-judice. It is our pledge to return the land to farmers of Singur.
  • We set up over 300 clusters in the MSME sector. We started schemes like Kanyashree not mentioned in Manifesto 2011.
  • We walked out of Congress in 1998 because they were handing over the party to CPI(M). Today we have been proven right. All ideologies and principles have been sacrificed for opportunism.
  • Our party will organise rallies across the State to observe Nandigram Dibas.

Sugata Bose speaks on General Budget discussion in Lok Sabha

For the third time, my esteemed friend Mr Arun Jaitley, a distinguished lawyer, has presented a dissertation on macroeconomic management in the form of the Union Budget, and for the third time I rise in this august House to offer my critique, a constructive one I hope, on his budget proposals.

Mr Arun Jaitley’s third Budget is better than his first two, but is it good enough for our toiling millions? Mounting evidence of agrarian distress combined with electoral setback in Bihar has ensured that this Government does not wish to be seen any more as a ‘suit boot ki sarkar.’ The ‘sarkar’ now wishes to appear in a simple farmer’s garb. But does the attire – putting on a farmer’s clothes – signal a real change of heart? To answer this question, we must closely examine the budgetary allocations. It would appear that a shift in rhetoric has run far ahead of any real shift in any economic priorities.

The Honourable Finance Minister could not bring himself to utter the phrase ‘farmers’ suicides’ in his lengthy Budget speech, yet the spectre of an agrarian crisis in Bharat has made him foreground agriculture and farmers’ welfare together with the rural sector as two of the nine pillars on which his budgetary edifice is constructed. There is a belated recognition that irrigation, agricultural extension services and rural roads count as infrastructure and require enhanced public investment. A long-term irrigation fund with an initial corpus of Rs 20,000 crore is a small beginning that has to be welcomed. It must be targeted towards those about whom Rabindranath Tagore had written, “Ora mathe mathe beej boney, paka dhan katey, ora kaaj korey’ (‘they sow seeds in our fields, they reap the harvest, they work’).
Mr Jaitley has resorted to a conjuror’s trick to claim a massive increase in the Ministry of Agriculture’s allocation. If you look at the figures, at first sight it appears that he has almost doubled the allocation for the Ministry of Agriculture, but a close look at the numbers reveal that as much as Rs 15,000 crore of this amount, the interest subsidy for extending credit to farmers, has simply been shifted from the head of the Finance Ministry to that of the Agriculture Ministry. If we discount for this sleight of hand, total spending on agriculture rises from a paltry 0.17% of GDP to 0.19% of GDP, not enough to make a material difference in the lives of those who work in our farms and fields.

Mr Jaitley has congratulated himself for providing the highest-ever allocation of Rs 38,500 crore for MGNREGA, a programme that had earlier been scorned by the Prime Minister. I do not want to enter into the quibble that we had between Shashi Tharoor and the Honourable Finance Minister as to whether it was in fact the highest-ever allocation that he had announced. I will simply say this that the rural employment programme is demand-driven and the Government is required by law to fund it. The State Government of West Bengal, led by Mamata Banerjee, has efficiently administered this programme, yet it is one of at least fourteen States that suffer from the slow and late disbursement of MGNREGA funds by the Central Government.

This Government from the very outset has been reasonably clear-eyed about the investment in roads and railways, ports and airports. The total projected outlay of Rs 2,18,000 crore in 2016-17 on roads and railways is the best that can be expected if the fiscal deficit target of 3.5% of GDP is met. I appreciate the Finance Minister, in his Budget speech frankly acknowledged that he had received two contradictory opinions about the fiscal deficit. In my opinion, an excessive tightening of the fiscal belt is neither necessary nor desirable in the current economic climate. I am therefore in favour of the announcement that he has made in favour of the review of the FRBM Act by an expert committee, as there is need for flexibility in the context of global volatility. The Finance Minister’s two earlier Budgets had grossly neglected health and education. There is a feeble attempt made this year to rectify past mistakes by restoring spending levels on some flagship health and education programmes. A mission to provide LPG connection to women members of poor households will begin to combat health hazards on cooking on open fires. However, the launch of a new health protection scheme comes nowhere close to addressing the looming health crisis facing our country. There is a yawning gap between the slogan of ‘healthcare for all’ and the dismal state of our public hospitals and primary healthcare centres. Women’s and children’s health and education continue to face the cold winds of neglect. The ICDS budget has actually been cut to only Rs 14,000 crore from Rs 15,394 crore, to be spent this year.

Just day before yesterday, we observed Women’s Day in Parliament. Is this the way, Mr Chairman, to treat our anganwadi workers and helpers who take care of our deprived and underprivileged children? The Budget promises to devote a larger share of allocation under Sarva Shiksha Abhiyan to the quality of primary education, assuming that the challenge of universalisation has been largely met. Both continued access and quality of school education deserve attention. So far as higher education is concerned, I have repeatedly stated in Parliament that the ritual of announcing a few new IITs, IIMs and AIIMS-like institutions every year does very little to achieve excellence in the field of higher education. It results in spending on brick and mortar for a few years, doing nothing for the improvement of the quality of human resources. Since 2014, I have been calling for investment in 10 of the most promising institutions of higher education to make them truly world-class. That call seems to have been heard in the Finance Minister’s announcement that an enabling regulatory architecture will be provided to 10 public and 10 private institutions to emerge as world-class teaching and research institutions. The formulation of a detailed scheme still lies in the future, and the devil is likely to be in the details. We need to ensure that there is good mix of Central and State institutions in the 10 public institutions that are selected as part of this scheme. I hope that the Honourable Finance Minister, who is sitting here, will, in his reply, give us more information on the kind of enabling regulatory structure that he has in mind for the proposed world-class institutions. I hope very much that at least one or two heritage institutions from West Bengal, a State that has led in the field of higher education in this country historically, will find their place in the final list of 10 public institutions to be selected.

The Honourable Finance Minister constantly reminds us of the Asian norm of a corporate tax rate, pegged at 25%, and has taken tentative steps towards that goal in this Budget. The manifesto of the ruling party had proclaimed that spending on education would be raised from 3% to 6% of GDP, that is the norm in much of Asia. We still await the Finance Minister’s road map towards fulfilling that campaign promise.

As a member of the External Affairs Committee, I share Shashi Tharoor’s dismay that the allocation for this key ministry has been reduced from Rs 15,085 crore in 2015-2016 to Rs 14,662 crore in 2016-2017. Arun Jaitley ji must be more generous to Sushma ji, not just because she is a wonderful colleague but because it is essential for the efficient and imaginative conduct of our foreign policy. We cannot meet our foreign policy objectives by having our Prime Minister flying so low to different destinations. We need a larger and a more capable foreign policy establishment suited to meeting the challenges of the 21st century.

The banking crisis has elicited a few new initiatives from Mr Jaitley in the sphere of financial sector reforms; we welcome them. But I’m sure you will also agree there is much more to be done. Only this morning we had a debate here about a big defaulter who has just escaped from this country.

An area where the Budget falls woefully short is in its response to the jobs emergency. There are various nice-sounding schemes that have been announced but they have not yet helped our youth to stand up. A budgetary provision of Rs 1,000 crore to incentivise employers to hire unemployed persons is a pittance. The youth of this country are becoming increasingly impatient and restive, and see Mr Modi’s promise of remunerative jobs in his campaign as nothing but a mirage. The youth are being alienated for other reasons; you cannot alienate them on the jobs front as well.

Healthy output growth with anaemic job growth will spell political doom for this Government. I say to the Government of this day – you campaigned on hope; don’t dash the hopes of the young.

On the taxation side, we are relieved that the Government has withdrawn its ill-advised proposal to cast covetous eyes on the life savings of our senior citizens. I think your niyath was good, your intention was good. I know that Jayant Sinha has lived in America for many years, you have a chief economic advisor who has international experience. I know that there are advanced countries that require pensioned funds to be taken in the form of annual distributions. In addition to having a comprehensive social security net, the governments and employers of those countries provide a good deal of choice as to where pensioned contributions are invested. India has neither choice nor a proper social security net, and that is why for once I agree with the Prime Minister when he responded to public pressure and directed to the finance ministry to roll back this particular measure. The salaried class, under today’s circumstances, must have full freedom on what to do with their pensions.

I remember being very worried when my mother drew her provident fund as a senior citizen to contest two parliamentary elections in the late 1990s. I had thought then it was a very rash thing to do. But what else could she do as an honest and public-spirited person? When will this Government introduce State funding for elections to root out corruption in our political system? We are much beholden to big business who finance political parties and political candidates.

As before, this year’s Budget relies less on direct taxes (in fact, the finance minister has given away some of the direct taxes that he could have collected) and more on indirect taxes, an imbalance that is inherently regressive. Taking advantage of low global oil prices, the Government has raised revenues by indirectly taxing petroleum products instead of passing on the benefits to consumers.

By all means, tax the rich merchants. By all means, introduce transparency in their transactions. But the proposed excise tax on gold jewellery may, in fact, adversely impact goldsmith workers who are poor but skilled artisanal workers. So please direct your attention to the merchants who may be avoiding the system but please also take care of the many artisanal workers who rely on employment in this industry. This year’s Budget is littered with cesses and surcharges that will […] of tax revenues, and needless to say, it violates the spirit of cooperative federalism. Already in this financial year, the Centre has collected a larger proportion of the revenues than the Finance Minister had anticipated at the beginning of this year. In conclusion, Mr Chairman, Mr Jaitley’s third Budget is cautious like his earlier ones. Even though it does attempt some course corrections, reacting to changing political and economic circumstances, the discourse remains trapped in the binary between pro-rich versus pro-poor. In his anxiety to being labelled pro-rich, the Honourable Finance Minister has not been bold enough to introduce some pro-market measures that may, in fact, benefit the poor, beyond making them recipients of direct benefits transfers of LPG and fertilizer subsidies.

The expectation that had been raised of big bang economic reforms since 2014 has finally ended with a whimper in 2016. Our farmers and our youth will demand a reckoning in 2019, if not sooner, whether the promises made in the Budget of 2016, backed by inadequate resources so far, have been in fact redeemed or not.

Mamata Banerjee slams ‘rainbow alliance’ at Murshidabad

Trinamool Congress Chairperson Mamata Banerjee addressed workers’ meetings at Suti and Lalbagh in Murshidabad district today. This was the second day of her campaign for the 2016 Assembly elections.

Yesterday, she began her campaign by addressing a workers’ rally in Malda. The Chairperson attacked the Congress-Left ‘alliance’ in her speech, and also said that Congress, CPI(M) and BJP have formed an unholy nexus.

She asked voters to vote Trinamool Congress to power, as the party has gifted the people five years of transparent governance and development. She also said, “Bengal will show the way to the rest of the country,” which is already well on its way to being fulfilled.

Here’s what she said:

Rainbow alliance

We can now term Congress as Cong-Dhonu, the Left as Bam-Dhonu and BJP as Ram-Dhonu. The opposition forces of CPI(M)-Congress-BJP are now united. Let me see their united force. We will fight them. CPM-Congress-BJP have come together to defeat me. A section of the media is also helping them.

On Congress – CPI(M) alliance

The alliance of Congress, CPIM and BJP do not have the capability to fight alone. We have the people’s alliance by our side. I want to ask the grassroots workers of Congress and CPM and common people of Murshidabad if they support this unholy nexus. CPI(M) has given up its ideology. It believes in Congress-ism now. Both have lost their addresses. Manush kokhono gaaddari sahya korena, rajakarai sojhyo korena, biswasghatkata sojhyo karte parena. Murshidabad has a place in history because of Battle of Plassey in 1757. We respect Siraj-ud-daula not Mirzafar.

On Communal Harmony

Hindus, Muslims, Sikhs, Christians in our State stand united. Muslims are majority in Malda, Murshidabad and Uttar Dinajpur. In spite of that there is harmony. Trinamool believes in communal harmony. Eki brinte duti kusum, Hindu Musalman. This is what we believe in. I participate in Durga Puja. I go for Eid celebrations. I also attend the midnight mass during Christmas. I try to be present in the festivities of all religious communities. There have been attempts to start riots in Ilambazar and Malda. We took strict steps.

ON CPI(M)

The CPI(M) has left their Marx and Stalin. They are now left with Congress. CPI(M) has forgotten all ‘ism’s and held the hand of Congress. There has been a hidden alliance between CPIM and BJP too. Congress has forgotten that CPI(M) have killed 55,000 congress workers in 34 years. We have not forgotten State sponsored incidents at Netai, Amta, Nanoor, Singur, Nandigram, Bantala, Dhantala & other places. The Government of the Left front was one of load-shedding, of skeletons, of terror, of mal-nutrition and of bloodshed.

On Congress

We have deep respect for Lt Barkat Gani Khan Chowdhury. After him, I did the development for Murshidabad and Malda as a Railway Minister. We believe in development. We believe in change, not revenge. You have seen what CPI(M) and Congress did for this district since the last 66 years after independence. I have come here to support the local people in these two districts for many incidences. I made seat adjustments with Congress in 2011 so that they do not ally with CPI(M), but, they backstabbed our candidates.

Although, we campaigned for the Congress candidates in Malda, Murshidabad and North Dinajpur, the Congress put independent candidates against Trinamool candidates. We were the first to expose the Congress-CPM ‘friendship’. In 1998 we formed Trinamool because we wanted to fight the CPI(M). The Congress-CPM alliance is “official” now. The masks are off. Everyone knows the truth. This is the day for Poribartan. Congress has forgotten Nehru, Subhas Chanda Bose and Gandhi and chanting the slogan Marxbad-Jindabad.

On development in Murshidabad

Trinamool does not believe in hollow promises. Our actions speak louder than our words. In spite of our debt of Rs 2 lakh Crore, out of 100 people in this district, 83 have received some sort of support. Two new power units at Sagardighi Power project has been taken up at the cost of Rs 6000 crore. The 500 MW unit of Sagardighi Power plant started function from December 2015. 21 Kisan baazars are being set up in the district, 18 already in place. Kisan credit cards have been given to 100% people of the district. Seven lakh people in Murshidabad have received Kisan Credit Cards. We have set up three Karma Tirtha marketing hubs and 3000 new anganwadi centres in Murshidabad. Two new industrial estates have come up in Murshidabad district. We are rejuvenating the muslin sector in the district.

Social sector development

We are giving 40 lakh cycles for Sabuj Sathi. 25 lakh cycles have been given. 8 crore peoplein 56 lakh people in Murshidabad are getting rice at Rs 2 per kg. CPI(M) would not have given even widow allowance. There are 33 lakh Kanyashree now in the State. Have we ever asked that to which party the beneficiaries belong to? Social security schemes have been started for the labourers. 78 lakh people will receive benefits of these schemes.

On Health and Education

We never have to be told for making development. We go to the spot. There has been five fair price medicine shops in Murshidabad, free beds, free medicines. Three multi super speciality hospitals are there in Jangipur, Sagardighi and Domkal. Mother and Child Hub has been set up in Murshidabad Medical college hospital. 27,000 beds have been increased in Government hospitals in the last four years. Sobar jonno sasthya – etai amader kaj.

ITIs are being set up in the district in almost every block. Students will not have to go out. There will be campus interviews here in the district. Many schools have been upgraded to higher secondary.

Minority Development

We have introduced reservation for minorities. 69000 minority students are pursuing higher education because of this. One crore minority people have received scholarships. Bengal leads among States in India in minority welfare. We have procured 24 lakh metric tonnes of paddy at fair price. We will procure additional 16 lakh metric tons. We have been supporting over 60,00 imams and moazzems. Cast certificates are now easily available.

Job Security

We have ensured job security of casual and contractual workers. Teachers are getting their salaries on first day of the month. I want the youth of Murshidabad to prosper. We are doing everything to improve education infrastructure. We launched Lok Prasar Prakalpa to help our talented folk artists & promote our culture. 50000 artists have been registered.

On Trinamool

We have one single slogan: Maa Mati Manush. The CPI(M) and Congress had tried to corner me. I fought back and formed the Trinamool Congress with the support of the people of Bengal. Trinamool means to live with the head held high. It means to live with self respect. It means to stand against politics of riots. TMC is the light of hope in darkness. Trinamool means that we are well and you will be also well. Will the real Congress workers be able to vote for the CPI(M) ? If not Haath-Hathuri-Padma, Ebar hobe jobdo.

অনৈতিক জোটের বিরুদ্ধে মুর্শিদাবাদে সুর চড়ালেন মমতা বন্দ্যোপাধ্যায়

আজ মুর্শিদাবাদের সুতিতে একটি কর্মীসভা করলেন মমতা বন্দ্যোপাধ্যায়। এরপর তিনি চলে যাবেন লাল্বাগের কর্মীসভায়।

গতকাল মালদার কর্মীসভার মাধ্যমে শুরু হয় ভোটের প্রচার। গতকাল তিনি তার বক্তব্যে সিপিএম-কংগ্রেসের জোটকে অনৈতিক  ঘোঁট বলে আখ্যা দিয়েছেন।

তৃণমূল কংগ্রেস গত ৫ বছরে মানুষকে স্বচ্ছ উন্নয়ন উপহার দিয়েছে তাই তিনি সকলের কাছে আবেদন জানিয়েছেন এবারও তৃণমূল কংগ্রেসকে বিপুল ভোট দিয়ে আশীর্বাদ করার জন্য। মমতা বন্দ্যোপাধ্যায়ের মতে বাংলাই ভবিষ্যতে সকলকে পথ দেখাবে।

জোট প্রসঙ্গে তিনি বলেন, “সিপিএম-কংগ্রেস-বিজেপি একসঙ্গে জোট করেছে আমদের পরাজিত করার জন্য। কারণ ওরা তৃণমূলের বিরুদ্ধে একা লড়াই করতে পারবেনা। কংগ্রেসের কংধনু, বামফ্রন্টের বামধনু আর বিজেপি মিলে হল রামধনু। আমরাএকাই লড়াই করব ওদের সঙ্গে। কিছু মিডিয়া এব্যাপারে তাদের সাহায্য করছেন”। মানুষের সঙ্গে আমরা মহাজোট করেছি। মানুষ আমাদের সঙ্গে আছে। সিপিএম-কংগ্রেস-বিজেপি জোট মানুষের সঙ্গে তৃণমূলের জোটকে হারাতে পারবে না”।

“সিপিএম নিজেদের আদর্শ বিসর্জন দিয়েছে। মার্ক্সবাদ-লেনিনবাদ-স্ট্যালিনবাদ ভুলে গিয়ে ওরা এখন কংগ্রেস-বাদে বিশ্বাসী। দুজনেই এখন আশ্রয়হীন। মানুষ কখনো বিশ্বাসঘাতকতা সহ্য করে না”।

“মুর্শিদাবাদ একটি ঐতিহাসিক জায়গা। রেলমন্ত্রী থাকাকালীন আমি মালদা-মুর্শিদাবাদের জন্য কিছু উন্নয়নমূলক কাজ করেছিলাম। সিপিএম গত ৩৪ বছরে কোনও কাজ করেনি মালদা-মুর্শিদাবাদের জন্য। আমরা উন্নয়নে বিশ্বাস করি। আমরা বদলে বিশ্বাসী, বদলায় নয়। স্বাধীনতার পর থেকে ৬৬ বছরে কংগ্রেস কিছুই করেনি মালদা মুর্শিদাবাদের জন্য”।

“গত ৩৪ বছরে ৫৫০০০ কংগ্রেস কর্মীকে খুন করেছে সিপিএম। কংগ্রেস আজ সব ভুলে গিয়ে নিজেদের নীতিকে বিসর্জন দিয়েছে। নেতাই, নানুর, নন্দীগ্রাম, বানতলা, ধানতলা, আমতা, সিঙ্গুর-এর ঘটনা মানুষ ভুলে যায়নি।নেহেরু, সুভাষ, গান্ধি-র কথা ভুলে গিয়ে কংগ্রেস শুরু করেছে মার্ক্সবাদ-জিন্দাবাদ”। ২০১১তে মানুষ সিপিএমকে ক্ষমতা থেকে সরিয়েছিল, তারা চাইবেনা সিপিএম ক্ষমতায় আসুক।

এপ্রসঙ্গে স্লোগান তুলে মমতা বলেন “সিপিএম-এর সরকার/আর নেই দরকার, লোডশেডিং-এর সরকার/আর নেই দরকার, অপুষ্টির সরকার/ আর নেই দরকার। কঙ্কালের সরকার/ আর নেই দরকার, সন্ত্রাসের সরকার/আর নেই দরকার, সর্বনাশের সরকার/আর নেই দরকার”।

“তৃণমূল সব ধর্মের মানুষের জন্যও কাজ করে। সকলের জন্য আমরা সমানভাবে কাজ করি। তৃণমূল সাম্প্রদায়িক সম্প্রীতিতে বিশ্বাস করে।কংগ্রেস ও বিজেপির ঝগড়া লোক দেখানো, সবাই জোট বেঁধেছে মমতা বন্দ্যোপাধ্যায়কে হারানোর জন্য। সিপিএম-কংগ্রেসের গোপন আঁতাত প্রথম আমরাই প্রকাশ করেছিলাম। তাই ১৯৯৮ সালে তৃণমূল কংগ্রেস প্রতিষ্ঠা করেছিলাম”।

তৃণমূল কথায় নয় কাজে করে দেখায়। মুর্শিদাবাদে বাম- কংগ্রেস কোন উন্নয়ন করেনি। মুর্শিদাবাদের উন্নয়নে ২৯০ কোটি টাকা দেওয়া হয়েছে। মুর্শিদাবাদে মডেল স্কুল চালু হয়েছে। ৪ বছরে ২১টি কৃষক বাজার তৈরি হয়েছে। সরকারি প্রকল্পের মাধ্যমে মুর্শিদাবাদের ৮৩% মানুষ উপকৃত হয়েছে। মুর্শিদাবাদের ৫টি জায়গায় ন্যায্য মূল্যের ওষুধের দোকান চালু হয়েছে, সারা বাংলায় মোট ১০৯টি ন্যায্য মূল্যের ওষুধের দোকান চালু হয়েছে। ১৬ লক্ষ তপশিলি ছাত্রছাত্রী স্কলারশিপ পেয়েছে শিক্ষাশ্রী প্রকল্পের আওতায়। ১ কোটি সংখ্যালঘু ছাত্রছাত্রীদের স্কলারশিপ দেওয়া হয়েছে গত ৪ বছরে। ১৪ কোটি টাকা খরচ করে মাদার ও চাইল্ড হাব তৈরি করা হয়েছে মুর্শিদাবাদ মেডিকেল কলেজ।

শিশুদের চিকি९সার জন্য ২৫টি এসএনসিইউ তৈরি করেছে রাজ্য সরকার। একটি সিসিইউ এবং দুটি এইচ.ডি.ইউ তৈরি করা হয়েছে মুর্শিদাবাদে।

৩টি মাল্টি সুপার হাসপাতাল তৈরি হয়েছে মুর্শিদাবাদে। মাত্র ৪ বছরে ২৭০০০ বেড সংখ্যা বেড়েছে সরকারি হাসপাতালে, ৩১ লক্ষ ছেলেমেয়ে কন্যাশ্রী-র টাকা পেয়েছে। রাজ্যের ৮ কোটি মানুষ ২টাকা কেজি দরে চাল পাচ্ছেন। যুব সম্প্রদায়ের জন্য বিভিন্ন প্রশিক্ষণের ব্যবস্থা করেছে রাজ্য সরকার।  মুর্শিদাবাদে ৫টি আইটিআই তৈরি করা হয়েছে, আরও ২টি নির্মাণের কাজ চলছে। মুর্শিদাবাদের ৭ লক্ষ কৃষক কিষাণ ক্রেডিট কার্ড পেয়েছে, সারা বাংলায় মোট ৬৯ লক্ষ কৃষক কিষাণ ক্রেডিট কার্ড পেয়েছে। মুর্শিদাবাদে ২১টি কিষাণ বাজার তৈরি হয়েছে এর মধ্যে ১৮টি চালু হয়ে গেছে। সিপিএম ৩৪ বছরে কটা করেছে?

৩টি কর্মতীর্থ তৈরি করা হয়েছে মুর্শিদাবাদে। মুর্শিদাবাদে ৩০০০ অঙ্গনয়াড়ী কেন্দ্র তৈরি করা হয়েছে, আরও ২০০টির নির্মাণ কাজ চলছে। বর্তমানে অপুষ্ট শিশুর সংখ্যা ৬০০০ থেকে কমে ১৫০০-র কাছাকাছি নেমে এসেছে। ২টি শিল্প তালুক গড়ে তোলা হয়েছে, মসলিন প্রকল্পের সূচনা করেছে রাজ্য সরকার।  ২০১৫-তে সাগরদীঘি তাপবিদ্যুত কেন্দ্রের ৩নং ইউনিট চালু হয়েছে। ৬০০০কোটি টাকা ব্যয়ে আরও ২টি ইউনিট স্থাপনের কাজ নেওয়া হয়েছে।

‘মা-মাটি-মানুষকে রক্ষা করাই তৃণমূলের অঙ্গীকার। সবশেষে কয়েকটি স্লোগান দিয়ে মমতা বন্দ্যোপাধ্যায় তার বক্তব্য শেষ করেন’।।

Vivek Gupta makes a Zero Hour mention on the desecration of a Sikh gurdwara in USA

Sir, through I want to bring to the House a very urgent matter. Sir, an incident occurred last week where a 34-year-old man broke into a gurdwara in Spokane in Washington state in America. Sir, the person committed a crime, desecrating a sacred gurdwara. Sir, he posed as a naked man and vandalised it. sir, such incidents are happening within our country also. The Sikhs have been a pillar of our Indian Democracy and have made a tremendous contribution to the freedom struggle of our country, and also contributed throughout these years.

Sir, through you I want to urge the Government to take urgent action. The Minister of External Affairs should get this matter properly investigated and give some comment. This should be condemned and action of the highest order should be taken. Thank you, Sir.

Ten things Mamata Banerjee said at her Malda rally

Trinamool Congress Chairperson Mamata Banerjee today appealed to the voters of Malda to reject the unholy nexus of Congress-CPI(M) and cast all votes in favour of ‘Joraphool’. She was addressing a workers’ meeting at DSA Stadium in Englishbazar.

This was her first rally for the 2016 Assembly Elections campaign.

She raised the slogans ‘Thanda matha cool cool/ Abar ashbe Trinamool’ and ‘Haat, Haturi aar poddo/ Manush korbe jobdo’. She upped the ante against Congress and CPI(M) for forming an alliance which was bereft of ideology.

Highlighting the development in Bengal over the last four and half years, she said Bengal will show the way for the rest of the country  and the world in the future.

On CPI(M)-Congress Alliance:

Trinamool Congress chairperson Mamata Banerjee sounded the clarion call for the upcoming Assembly elations from her first campaign rally at Englishbazar in Malda. She did not spare the alliance of the Congress and CPI(M) which she termed as unholy and as selfish.She attacked the Congress and Left saying that both the parties have rejected their ideologies and has cooked up an alliance which lacks direction and logic. She launched a scathing attack on the Congress saying that the Trinamool left the UPA alliance and the Union Cabinet over FDI in retail for its ideals, but did not sell of their ideology for selfish gains.

Didi said that Trinamool was formed in 1998 because she wanted to ‘expose’ the bonhomie between Congress and CPI(M). She said the friendliness between Congress and CPI(M) which was the worst kept secret, is “official” now; masks are now off.

Trinamool is rooted to its ideology:

Stating that it is ethos of the Trinamool Congress to be with the people unlike the Congress who have time and again given up their ideology,  Mamata Banerjee questioned on how the Congress could go into an alliance with the same party which killed thousands of their own party workers. She stated that the only reason she left the Congress to form Trinamool was that the Congress had forgotten their roots and ideals.

She asked the leaders of the ‘unholy nexus’ if they could look into the eyes of the people who they will ask for votes in the coming days.

Communal harmony: 

Mamata Banerjee highlighted the communal harmony that West Bengal upholds. Trinamool is a party for the people and of the people themselves and that ‘Trinamool walks with all the people, be it Hindu, Muslim, Sikh or Christian. Not even one unwarranted incident happens in Bengal during festivals like Durga Puja, Eid or Christmas’, she said.

Bengal No. 1

Stating that Bengal ranks Number One for reservation of minorities, said Didi. Peace has returned to Bengal. Jangalmahal is smiling. ‘Bengal is Number One in Skill Development, 100 Days’ Work. We are a model in Kanyashree, rural electrification People are happy’, she said. Labourers and farmers are happy, she mentioned.

On social sector development

Bengal has become a pioneer in all round development in the last four-and-a-half-years, said Didi. Bengal is a power surplus State:

Didi mentioned that the days of loads headings are now over and that Bengal is now a power surplus state. From being a model in Kanyashree to rural electrification, in the words of Mamata Banerjee, ‘Bengal will show the way to the rest of the country and the world in the future’.

Left did not develop Bengal in 34 years

Attacking the Left, Didi stated that those who were in power for 34 years should not be so desperate to fight elections so early; instead they should try and count the seats they had.

From Food Security to Sabuj Sathi

Did said thet the West Bengal Government in the last four years have given rice at Rs 2/kg to people.” We have established Uttarkanya for north Bengal. We gave away Sabuj Sathi cycles”, she said.

Slogans from Malda

Mamata Banerjee concluded the speech saying that Trinamool is alive in Bengal on the blessings of the people and that the people will continue to shower their blessings on the candidates in the upcoming elections. Haat-Haturi-Padma, Banglar Manush korbe jobdo (Hand-Hammer-Lotus, People will teach them a lesson) and Thanda matha cool cool, abar jitbe Trinamool, were the slogans raised by Didi today from Malda.

 

মালদার কর্মীসভা মমতা বন্দ্যোপাধ্যায়ের বক্তব্যের উদ্ধৃতি

আজ থেকে ভোটের প্রচার শুরু করলেন তৃণমূল কংগ্রেস নেত্রী মমতা বন্দ্যোপাধ্যায়। আজ মালদার ইংলিশ বাজারে তিনি একটি কর্মীসভা করলেন। এটি তার প্রথম কর্মীসভা।

তিনি বলেন, ‘হাত-হাতুড়ি-পদ্ম বাংলার মানুষ করবে জব্দ’ এবং ঠাণ্ডা মাথা কুল কুল, আবার জিতবে তৃণমূল’। কংগ্রেস এবং সিপিএমএর অনৈতিক জোটের তীব্র নিন্দা করেন।

গত পাঁচ বছরের বাংলার উন্নয়নের খতিয়ান তুলে ধরে মমতা বন্দ্যোপাধ্যায় জানান, আগামী দিনে বাংলাই দেশ ও বিশ্বকে পথ দেখাবে এবং তৈরি হবে বিশ্ব বাংলা।

জোট প্রসঙ্গে তিনি বলেন সিপিএম –কংগ্রেসের জোট অনৈতিক। ওরা ওদের আদর্শ বিক্রি করে দিয়েছে। তৃণমূল ও কংগ্রেসের সঙ্গে জোট করেছিল কিন্তু নিজের আদর্শকে বিক্রি করে নয়। তিনি প্রশ্ন তোলেন যে দল তাদের শতাধিক কর্মীদের হত্যা করেছে কংগ্রেস কিকরে তাদের সঙ্গে জোট করতে পারে।

পশ্চিমবঙ্গের সাম্প্রদায়িক সম্প্রীতি প্রসঙ্গে তিনি বলেন সংখ্যালঘু উন্নয়নে পশ্চিমবঙ্গ এক নম্বরে। তৃণমূল মা-মাটি-মানুষের সরকার, এই মানুষের জন্যও কাজ করে। তৃণমূল সব ধর্মের মানুষের সঙ্গে আছে।

জঙ্গল মহল ও পাহাড়ে এখন শান্তি ফিরে এসেছে। স্কিল ডেভেলপমেন্ট, ১০০ দিনের কাজে প্রথম পশ্চিমবঙ্গ। কন্যাশ্রী প্রকল্পে সারা দেশের মধ্যে মডেল পশ্চিমবঙ্গ।

গত ৪ বছরে একগুচ্ছ উন্নয়ন হয়েছে পশ্চিমবঙ্গে। কিষাণ ক্রেডিট কার্ড থেকে শুরু করে কন্যাশ্রী, যুবশ্রী, গীতাঞ্জলী, আশা – সব প্রকল্প মিলিয়ে প্রায় ৮.৫ কোটি মানুষ উপকৃত। মাদার চাইল্ড হাব, এস এন এস ইউ, এস এন সি ইউ তৈরি করেছে সরকার। সব সরকারি হাসপাতালে বিনামূল্যে চিকি९সার ব্যবস্থা করেছে সরকার।

পশ্চিমবঙ্গ এখন বিদ্যুৎ উদ্ধৃত রাজ্য। এখন আর লোডশেডিং হয় না এ রাজ্যে। খড়া, বন্যা যেকোনো প্রাকৃতিক দুর্যোগের সময় আমরা মানুষের পাশে থেকেছি।

সিপিএমকে আক্রমণ করে তিনি বলেন গত ৩৪ বছর কোনও কাজ করেনি কু९সা করতে ব্যস্ত ছিল।

পশ্চিমবঙ্গ সরকার মানুষকে ২ টাকা কেজি দরে আমরা চাল দিয়েছে। উত্তরবঙ্গের জন্যও আমরা তৈরি করেছি উত্তরকন্যা। ‘সবুজ সাথী’ প্রকল্পের আওতায় ছাত্রছাত্রীদের সাইকেল দেওয়া হয়েছে।

দিদি বলেন তিনি তৃণমূল কংগ্রেসের মত একটি দল প্রতিষ্ঠা করে গর্বিত। তিনি গর্বিত এই দলের সদস্য হিসেবে। তৃণমূল কংগ্রেস কাজ করে মানুষের জন্য। তৃণমূল কংগ্রেস মানুষের আশীর্বাদে নিয়ে বাঁচে, মানুষের প্রতি দায়বদ্ধ তৃণমূল কংগ্রেস।

কয়েকটি স্লোগান দিয়ে তিনি তার বক্তব্য শেষ করেন। স্লোগানগুলি হল ঠাণ্ডা মাথা কুল কুল, আবার জিতবে তৃণমূল। “হাত-হাতুড়ি-পদ্ম বাংলার মানুষ করবে জব্দ’ ।

Industries set up

435 manufacturing units with a declared investment of Rs.84,923.86 crore, employing 2,29,346 people, have been set up (already operational or under construction).

Investment intentions

In addition, intentions for investment have been filed by entrepreneurs, through Industrial Entrepreneur’s Memorandum (for large-scale industries) filed with the DIPP-GoI and through Entrepreneur’s Memorandum (for medium-scale industries) filed with the Directorate of Industries, for 221 large and medium manufacturing units, with a proposed investment of Rs 70,587.15 crore, to employ 86,725 people.

Andal Airport

An airport in Andal, developed by Bengal Aerotropolis Pvt Ltd (BAPL), has been commissioned and has started flying operations. It is the first greenfield airport in the private sector in the country.

Shilpa Sathi for ease of doing business

The West Bengal Government has launched Shilpa Sathi, a single-window cell, which is a task force and relationship manager rolled into one, to assist investors in setting up industries in the State and to minimise the hassles of getting clearances and no-objection certificates (NOCs) from Government departments.

Deep-sea port in Sagar Island

An initiative for developing a deep-sea port in Sagar Island, jointly with the Central government organisation, Kolkata Port Trust (KoPT), has been taken up, with cost participation of the State as 26%.

Conclusion

The industrial growth that West Bengal has seen under the Trinamool Congress is unprecedented. In a first, as recounted above, the State’s industrial performance on many parameters is better than that of the country’s. ২০১৫-১৬ সালে পশ্চিমবঙ্গের GVA বৃদ্ধির হার ছিল ১২.০২% যখন সর্বভারতীয় ক্ষেত্রে বৃদ্ধির হার ৭.৩%। রাজ্যের মাথা পিছু ব্যয় ১২.৪৮%, সর্বভারতীয় ক্ষেত্রে বৃদ্ধির হার ৬.২%। GVA-র হিসেব অনুযায়ীশিল্পক্ষেত্রে বৃদ্ধির হার ১০.৫৯% যেখানে সর্বভারতীয় ক্ষেত্রে বৃদ্ধির হার ৭.৩%। প্রতিটি ক্ষেত্রেই এগিয়ে আছে বাংলা।

ক্ষুদ্র শিল্প উ९পাদন বৃদ্ধির জন্যও ৩৩১টি MSME ক্লাস্টার তৈরি হয়েছে।

৪৩৫টি উ९পাদন কেন্দ্র তৈরি করা হয়েছে, এর জন্যও বরাদ্দ অর্থের পরিমাণ ৮৪, ৯২৩,৮৬ কোটি টাকা। এর ফলে প্রায় ২,২৯,৩৪৬ জন লোকের কর্মসংস্থান হয়েছে।

২০১৫ সালের গ্লোবাল বিজনেস সামিটে ২,৪৩,১০০ কোটি টাকা বিনিয়োগের প্রস্তাব এসেছে। আর ২০১৬ চলতি বছরে গ্লোবাল বিজনেস সামিটে ২,৫০,২৪৫ কোটি টাকা বিনিয়োগের প্রস্তাব এসেছে।

দেশের মধ্যে প্রথম গ্রীন ফিল্ড এয়ারপোর্ট হিসেবে অণ্ডাল বিমানবন্দর চালু হয়েছে । রাজ্য সরকার ‘ওয়েস্ট বেঙ্গল মেরিটাইম বোর্ড’ গঠন করেছে এটি।

রাজ্যের শিল্পকে ত্বরান্বিত করতে পশ্চিমবঙ্গ সরকার চালু করেছে ‘শিল্পসাথী’ প্রকল্প। এটি একটি সিঙ্গল উইন্ডো সিস্টেম যার ফলে প্রত্যেক বিনিয়োগকারীর জন্য বরাদ্দ করা হবে একজন অফিসার। এর ফলে বিভিন্ন দপ্তরে ছাড় পেতে সুবিধা হবে বিনিয়োগকারীদের।

সাগর দ্বীপে গভীর সমুদ্র বন্দর উন্নয়নের কিছু পদক্ষেপ নেওয়া হয়েছে। কেন্দ্রীয় সংস্থা কলকাতা পোর্ট ট্রাস্ট এর যৌথ উদ্যোগে  ‘ভোর সাগর বন্দর’ তৈরির চুক্তি হয়েছে। এর মধ্যে রাজ্য সরকারের বরাদ্দ ২৬%।
