Saugata Roy speaks in LS on Chinese incursion in Uttarakhand

Madam, the Chinese troops were active in the Bara Hoti area of Chamoli District, Uttarakhand. Uttarakhand Chief Minister on Wednesday confirmed that the People’s Liberation Army (PLA) had transgressed the area earlier this month. The transgression came to light when Chamoli district officers had gone to Bara Hoti on July 19 to collect data on landholding. They noticed Chinese troops on the ground while a helicopter even hovered over the area five minutes before returning to their side.

According to Home Ministry officials the PLA troops told the officials to go back as the area belonged to them. They told the Indian team that they recognized the area as ‘uje’. The official said Chinese helicopter could have carried out a real photography of Bara Hoti. The PLA troops however did not cross the canal in Bara Hoti that has become the unofficial demarcation line between India and China.

Uttarakhand shares a 350 km boundary with China. And this instance is not the first incident of transgression by China. The Central Government should take immediate steps to counter Chinese aggression and transgression into our land. And we expect a statement from the Home Minister or the Defense Minister on this issue.

 

West Bengal to get All India Coordinated Rice Improvement Project award

West Bengal has been selected for the All India Coordinated Rice Improvement Project Award 2015. This is the first time when the state would be receiving the award. The state had received Krishi Kamran Puraskar for the three consecutive years. The 51st committee from the Indira Gandhi Krishi Bikash Kendra has selected the state for the award.

The state has been selected for the award for its achievement in four key areas that include scientific research for seeds. The State Government has also bagged the award of the second position for participating in International Agriculture and Horticulture Expo. It was held for three days from July 22 to 24 at Pragati Maidan in Delhi.

Meanwhile, the state horticulture minister had a discussion with representatives from food processing companies in US and Malaysia to attract investment in the state. Besides the firing companies, major players in the sector in the country have also shown interest in further investment in food processing sector. Monitoring committees have been formed in districts. Social groups of farmers will also be formed. The Minister will be visiting the districts from August.

Centre for Child Rights being set up in Bengal

West Bengal National University of Juridical Sciences (WBNUJS) has collaborated with United Nations Children’s Fund (UNICEF) to set up the Centre for Child Rights at the university’s campus in Kolkata. It will be inaugurated on Saturday. The centre will provide integrated support to different layers of institutional governance at the local, State and national levels for the protection of children’s rights. Minister for Women &  Child Development Dr Sashi Panja and State Law and Labour Minister Malay Ghatak will be present at the inauguration.

The centre will create a framework of research support and logistical backup to the statutory processes concerning protection of children. The centre will reach out to marginalised children in society and facilitate better protection of their rights by providing complementary support to the stakeholders involved in upholding children’s rights.

The working of the centre has been divided into three broad areas – as a research centre on various dimensions of children’s rights and as a nodal centre of children’s rights in West Bengal; as a documentation centre for socio-legal and action research on children’s rights; and, as a centre for national and international conferences on children’s rights.

The centre will be engaged in capacity-building exercises for stakeholders in the juvenile justice system and in civil society. It will organise training programmes for the stakeholders and enable them to appreciate the need for convergence as well.

The centre’s major role will be in advocacy and policy-influencing. It will contribute to initiate legal reforms in the area of children’s rights by participating in discussions and drafting processes.

শিশু অধিকার কেন্দ্র তৈরি হল বাংলায় 

ইউনিসেফ এবং WBNUJS-র সহযোগিতায় কলকাতায় শিশু অধিকার কেন্দ্র উদ্বোধন করা হয়েছে শনিবার।

কেন্দ্র স্থানীয়, রাষ্ট্রীয় ও জাতীয় পর্যায়ে শিশু অধিকার রক্ষার জন্য এই কেন্দ্র সবরকম সহায়তা প্রদান করবে। রাজ্যের আইন এবং শ্রমমন্ত্রী মলয় ঘটক এবং নারী ও শিশু কল্যাণ মন্ত্রী ডঃ  শশী পাঁজা উদ্বোধনী অনুষ্ঠানে উপস্থিত থাকবেন।

এই কেন্দ্রের কাজ তিনটি থিমে ভাগ করা হয়েছে।

প্রথমত, শিশুর অধিকারের বিভিন্ন বিষয়ের উপর গবেষণা হবে এবং রাজ্যে শিশু অধিকারের একটি নোডাল কেন্দ্র হিসেবে কাজ করবে।  এটা শিশুর অধিকার আর্থ আইন এবং প্রায়োগিক গবেষণার জন্য একটি ডকুমেন্টেশন কেন্দ্র হিসেবে কাজ করবে। এছাড়া শিশু অধিকার বিষয়ক জাতীয় ও আন্তর্জাতিক সম্মেলন অনুষ্ঠিত হবে।

কিশোর বিচার ব্যবস্থায় এবং সুশীল সমাজে অংশীদারদের মধ্যে সক্ষমতা বাড়াতে এই কেন্দ্র সহায়তা করবে। এই কেন্দ্র অংশীদারদের জন্য একটি প্রশিক্ষণ কর্মসূচীর আয়োজন হবে এবং সেই সঙ্গে তাদের একসঙ্গে থাকার প্রয়োজনীয়তার বিষয়টি উপলব্ধি করাতে সক্রিয় হবে।

এই কেন্দ্রের প্রধান ভুমিকা হবে প্রচার ও নীতি ভিত্তিক। আলোচনায় অংশগ্রহণ এবং প্রসেস খসড়া  প্রস্তুতি দ্বারা শিশু অধিকার সংক্রান্ত আইনি সংস্কারের সূচনা হবে।

WB CM seeks debt relief from Centre

Seeking loan waiver and adequate Central funds for West Bengal, Chief Minister Mamata Banerjee Wednesday met the Prime and Union Finance Minister.

“The government should do some plan to restructure the debt. Otherwise all States in the country will be heavily debt-ridden,” she told reporters.

Debt stress

“We have ₹53,000-crore budget and we have to pay ₹60,000 crore for loan payment. This is not possible,” she said. Discussing various issues concerning the State, she also raised the flood situation in the State. “The State is witnessing heavy rains, causing road blocks and damage. Monsoon is on and it will continue for two more months,” the CM said.

Referring to the Central flood relief and disaster fund, she said “Last time we had demanded about ₹9,000 crore but the Centre gave only ₹600 crore and that also in phases.”

Aadhar issue

WB CM also added that only 40 per cent people in West Bengal have Aadhar cards and unless it is 100 per cent it should not be linked to DBT.

On Aadhar issue, she also directed party MPs to raise it strongly at all fora and asked the government “not to destroy the fundamental rights of the people”.

 

কেন্দ্রের কাছে রাজ্যের দাবিদাওয়া নিয়ে সরব হলেন মুখ্যমন্ত্রী

ঋণ মকুব ও বরাদ্দ কেন্দ্রের কাছ থেকে রাজ্যের বকেয়া পাওনার দাবি নিয়ে প্রধানমন্ত্রী এবং কেন্দ্রীয় অর্থমন্ত্রীর সাথে দেখা করলেন মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়। তিনি বলেন, “কেন্দ্রীয় সরকারের উচিত ঋণের বোঝায় জর্জরিত রাজ্যগুলিকে সাহায্য করা।”

“আমাদের বাজেট ৫৩০০০ কোটি টাকা কিন্তু ঋণ মেটাতেই দিতে হয় ৬০০০০ কোটি টাকা। এই ভাবে চলতে পারে না।”

তিনি উত্তরবঙ্গের বন্যা পরিস্থিতির প্রসঙ্গও তোলেন। “গতবছর বন্যাত্রাণের জন্য আমরা ৯০০০ কোটি টাকা চেয়েছিলাম কিন্তু কেন্দ্র আমাদের মাত্র ৬০০ কোটি টাকা বরাদ্দ করে, তও ধাপে ধাপে,” বলেন মুখ্যমন্ত্রী।

আধার প্রসঙ্গে তিনি বলেন পশ্চিমবঙ্গে এখনো ৪০% মানুষের আধার কার্ড নেই। এই পরিস্থিতে এতগুলো মানুষকে পরিষেবা থেকে বঞ্চিত করা উচিত না। ১০০% মানুষ আধার কার্ড না পেলে সেটি যেন বাধ্যতামূলক না করা হয়।

West Bengal Government roles out consumer friendly initiatives

The West Bengal Consumer Affairs department, which has been helping out the customers for years, has started reaching out to the masses from every social strata, by campaigning on roadsides and meeting people personally to let them know about facilities the department generally gives.

“Our officers are reaching out to people in the streets. We have started to make people aware about their consumer rights. Chief Minister Mamata Banerjee has taken a strong consumer policy. We have got tremendous response from the people. The helpless consumers are reaching out to us for lodging complaints and also asking for opinions,” said Sadhan Pande, State Consumer Affairs Minister.

There is a simple process that a consumer can find for lodging the complaint with the department. First of all, the consumer needs to find the place where he can lodge the complaint. The office of the accused company or the place of the transaction has to be written there. It could be in any district or Kolkata. The offices of the consumer affairs department are spread across the Bengal.

The complainant can demand up to Rs 20 lakh in the district consumer forum. But if the consumer demands more than 20 lakh, then he or she needs to go to state consumer commission to settle the matter. If any consumer is demanding more than Rs 1 crore against the vendor, then he needs to go to national consumer commission to settle the dispute.

The State Consumer Affairs department generally campaigning against the fraudulent health schemes, the doubtful non-banking organisation and developers. But it has also received complaints against some organisations which are not issuing cash-memos to the customers. Some are flouting the rules, some businessmen are also using tampered weighing machines to cheat the customers.

Even, some cell phone service providers are starting various services to the phones without prior permission of the customers. The department has taken note of those allegations and will act duly.

Aparupa Poddar speaks on The Child Labour (Prohibition and Regulation) Amendment Bill, 2016

Thank you, Deputy Speaker Sir, for allowing me to speak on The Child Labour (Prohibition and Regulation) Amendment Bill.

Child is the future of not only the family but also the future of our nation. It is unfortunate to say that children, who are innocent, are exploited and put to inhuman treatment and abuse. A child is like a bud. He or she needs nurture and care to bloom into a flower.

Child labour is a highly social evil and the root cause of child labour is poverty. Employing children in any work that deprives them of their childhood and that interferes with their ability to attend school affecting them mentally, physically, socially or morally is child labour, which is very dangerous, harmful and a serious concern.

Bonded labour is a hidden phenomenon as a majority of the children are engaged in it and it is a form of slavery. Hundreds of factories across India have so much of child labour. As a developing nation, it is disheartening for us. They are made to work in factories without any protection. Is it legal? Or, is it in any way justified? We say India is going to be a superpower in 2020. We need to develop our human resources.

It focuses on the laws of employment, focuses on the amenity the employees should be given, and on how to develop our employees for a better future. Our Act of Right to Education is nullified by child labour. Our efforts for giving mid-day meal are nullified by child labour. When the Mid-Day Meal Scheme was started, it was for the children to go to school, get education and have food. Child labour is the biggest problem of the future India.

This Act contains four Parts and one Schedule. The Schedule is further made into two parts, namely, Part (A) – Prohibited Occupation and Part (B) – Prohibited Process. This restriction of prohibition is not applicable if any workshop or any process is carried on by the occupier with the aid of his family or any school which maintains or is recognised by the Government.

The Central Government has a Committee to look after all the laws that are followed and the child should not get involved in any hazardous work. The Child Labour Technical Advisory Committee should monitor the injustice faced by children by taking care of their working hours, their health and safety, getting proper rest and getting holidays in a week. This Committee is to take all the steps for the betterment and the welfare of children and take strict action against those people who do not follow the law.

Deputy Speaker Sir, hamare desh mein garibi itni buri tarah hai ki hum child labour ko poori tarha rok nahi pa rahe hain. Azadi ke lagbhag 70 saal hone wale hain. Kabhi kabhi baat sexual offence tak bhi aa jati hain aur inhuman treatment dekhne ko milta hain. Consequence bahut kharab hain, jo desh ko andar hi andar kha rahe hain. Iss desh main illegality aur criminal activities badti ja rahi hain. Iss Bill ke Clause 3 mein jo family enterprise ke bare mein pravdhan hain, yeh sochne wala vishay hain ki iss cheez ko hataya jaye, kyunki yeh cheez baal shram ko aur aura age badne ka mauka de rahi hain. Isse ek bachhe ko daabe mein kaam karne ke liye force kiya ja sakta hain, usko shops mein kaam karne ke liye force kiya ja sakta hain. Yeh sochne ka vishay hain. Jab uska padai karne ka samay hain, tab usko yeh sab karna parega, iss liye yeh section par dhyan diya jaaye. Yehi main sarkar se arj karti hoon. Gandhi Ji ne kaha tha, “Education is something that can give a child a great future.”

Paschim Bangal ke Mananiye Mukhye Mantri Mamata Banerjee Ji ne bachhe ke liye tarah-tarah ki schemes shuru ki hain, jaise Kanyashree, Shikshashree, Sabuj Sathi, Shishu Sathi. Iss tarah ki schemes wey bachho ke liye layi hain aur bachho ke future inse badal rahe hain. Mein apni baat sirf char line keh kar khatam karna chahungi. Yahan par Mananiye Mantri Ji hain, aap iss par thoda gaur kijiye:

Inn hawayon se tum bachaye rakhna,
Umeed ka diya dil mein jalaye rakhna,
Jisne mitne na di Bangal ki laaj,
Uss Mamata Banerjee ko dil mein basaye rakhna, basaye rakhna, basaye rakhna.

With this, I conclude. I request the Government to send the Bill to the Select Committee to make the Bill child-friendly. Thank you, Sir.

D Bandyopadhyay speaks during a discussion on construction of barrages on Mahanadi River affecting farmers

I have got three short questions. I don’t have a lengthy speech.

Question 1 (Centre-State and inter-State relations)

There is a 1983 water-sharing agreement between the States of Odisha and Madhya Pradesh dealing with the arrangement on Mahanadi River. Now, at the behest and the request of the Chhattisgarh Government, this inter-State agreement is being encroached upon and bypassed by the Centre. There is a breakdown of all the principles of federalism enshrined in the Constitution – this is not cooperative federalism, of which we hear all the time, it is definitely a ‘not operative’ federalism.

Were consultations held with all relevant stakeholders, including officials from both State Governments, before the Centre decided on the matter? What were the inputs given by the Chhattisgarh Government that merited a unilateral move on the part of the Central Government?

Question 2 (on inter-State agreement)

Whether the State of Chhattisgarh is in breach of the inter-State contract signed in 1983 between Odisha and the undivided Madhya Pradesh? Does the Mahanadi basin fall within the ambit of this contract? What steps will be taken by the Centre to ensure that the spirit of federalism will be maintained between the two States in resolving this issue?

Question 3 (on CWC clearance and environmental assessment)

What is the nature of the project and whether Central Water Commission’s (CWC) clearance was obtained for the project? Has the Centre conducted any study to assess the environmental impact of constructing new barrage projects on the river Mahanadi and if so, are these studies available in the public domain?

 

Bengal Finance Minister starts preparation for Bengal Global Business Summit

West Bengal Finance Minister Dr Amit Mitra Monday held a meeting with the Ambassadors of 22 countries in preparation to the Bengal Global Business Summit to be held in January, 2017.

Ambassadors of nations including Germany, France, Britain, Belgium, Singapore and Bangladesh were present at the meeting with the Bengal Finance Minister where the State Government showcased a presentation.

Dr Mitra informed the Ambassadors about the scopes and opportunities in the State for doing business in areas like ports, solar energy and many other areas.

This is the first time the State Finance Minister held a meeting with the Ambassadors of different countries.

 

বেঙ্গল গ্লোবাল বিজনেস সামিটের প্রস্তুতি শুরু করলেন অর্থমন্ত্রী

পশ্চিমবঙ্গের অর্থমন্ত্রী ডঃ অমিত মিত্র সোমবার বিশ্বের ২২টি দেশের রাষ্ট্রদূতের সঙ্গে দিল্লিতে বৈঠক করলেন। ২০১৭ সালের বেঙ্গল গ্লোবাল বিজনেস সামিটের প্রাথমিক প্রস্তুতির জন্যই এই বৈঠক।

দিল্লির ফিকির দফতরে আয়োজিত এই বৈঠকে জার্মানি, ফ্রান্স, ব্রিটেন, উত্তর কোরিয়া,বেলজিয়াম, সিঙ্গাপুর এবং বাংলাদেশসহ ২২ টি দেশের রাষ্ট্রদূত অংশগ্রহণ করেন। রাজ্য সরকারের তরফ থেকে অর্থমন্ত্রী একটি উপস্থাপনা পেশ করেন।

ডঃ মিত্র পোর্ট, সৌর শক্তি এবং অনেক অন্যান্য স্থানসহ রাজ্যের বিভিন্ন এলাকায় ব্যবসার সুযোগ-সুবিধার কথা জানান রাষ্ট্রদূতদের।

Transport minister wants department to cut costs

The transport department is now pondering how to prevent additional expenditure in administrative management in its different offices. State transport minister Suvendu Adhikari wants cost-cutting measures in the transport department offices across the state.

During a meeting with officials of the transport department last week the minister directed them to prepare a report how to take measures to reduce the expenditure relating to the administrative management. . The directive however does not mean to terminate any serving employee of the department as well undertakings.

As a first step, the government has already brought three premier transport corporations — Calcutta State Transport Corporation (CSTC), Calcutta Tramways Company (CTC) and West Bengal Surface Transport Corporation (WBSTC) — under one roof.

The minister has also asked officials to generate more revenue using resources such as vacant land lying in different depots under the transport undertakings in the city.

 

পরিবহন বিভাগের খরচ কমাতে চান মন্ত্রী

পরিবহন বিভাগের বিভিন্ন অফিসে প্রশাসনিক ব্যবস্থাপনায় অতিরিক্ত ব্যয় কিভাবে কমানো যায় তা নিয়ে চিন্তা ভাবনা শুরু করেছে রাজ্য পরিবহন দপ্তর। রাজ্য পরিবহন মন্ত্রী শুভেন্দু অধিকারী রাজ্য জুড়ে পরিবহন বিভাগের বিভিন্ন অফিসে খরচ কমাতে চান।

গত সপ্তাহে পরিবহন বিভাগের কর্মকর্তাদের সঙ্গে বৈঠক করেন এবং প্রশাসনিক ব্যবস্থাপনা সংক্রান্ত ব্যয়কিভাবে  কমানো সম্ভব তা নিয়ে একটি রিপোর্ট তৈরি করার নির্দেশ দেন।

প্রথম পদক্ষেপ হিসেবে ইতিমধ্যেই কলকাতা রাজ্য পরিবহন কর্পোরেশন (CSTC), ক্যালকাটা ট্রামওয়েজ কোম্পানি (CTC) এবং পশ্চিমবঙ্গ ভূতল পরিবহন কর্পোরেশনকে (WBSTC) এক ছাদের তলায় আনা হয়েছে।

রাজস্বের পরিমান বৃদ্ধির জন্য অফিসারদের শহরে পরিবহণ দপ্তরের অধীনে থাকা বিভিন্ন ডিপোর খালি জমিগুলিকে রিসোর্স হিসেবে ব্যবহার করার কথা বলেন মন্ত্রী।

Trinamool MPs conclude visit to Una and Rajkot

A Trinamool Congress parliamentary delegation today visited the village of Mota Samadhiyala, about 10 km from the town of Una, in Gir-Somnath district, Gujarat, to meet the victims of the incident of July 11. On that day, in Una, a group of four Dalit men were mercilessly beaten up for skinning a dead cow.

The delegation, led by Leader, Parliamentary Party, Rajya Sabha, Derek O’Brien, expressed solidarity with the families of the Dalit victims. They also met the villagers, including the village elders, and encouraged the community to continue their fight against the injustice meted out to them.

Earlier during the day, the delegation had visited Rajkot Civil Hospital, listening to the heart-wrenching stories first-hand from the four Dalit men who were beaten up. Derek O’Brien pointed out, “Speaking about it in Parliament is one thing, as we did earlier in the week, but hearing the stories directly from these hapless victims of organised crime is another.”

He also said, “They were simply doing their work – skinning a carcass. Our view is that whatever is happening in the name of ‘gau raksha’ is wrong. We want unity in diversity. We came here to show our solidarity.”

Earlier in the week West Bengal Chief Minister Mamata Banerjee had called the incident “organised crime.”
