WB CM chairs a high-level meeting to take stock of anti-dengue drive

Chief Minister Mamata Banerjee convened a high-level meeting with the senior officials of the Kolkata Municipal Corporation (KMC), Bidhannagar Municipal Corporations (BMC) and the state health department to combat the spread of dengue in the state.

In today’s meeting, the Chief Minister asked the civic bodies about the steps being taken to fight the spread of dengue. She also asked the health department officials to make adequate arrangements to prevent the spread of the disease. The Chief Minister announced that an advisory is being issued to all the schools and organisations in an effort to spread awareness and also control the spread of various diseases duing the monsoon season.

It may be mentioned that both KMC and BMC have carried out an extensive anti-dengue drive as a result of which the spread of the disease has been checked so far.

The state government has sent letters to all the schools in the city and outskirts to take adequate steps to fight dengue and cooperate with the civic bodies.

 

Here are some highlights of her speech:

  • Today clear instructions were given out to take all measures to prevent dengue, malaria and diarrhoea during the monsoons.
  • Advisory is being given to every organisation and schools to make sure there is no stagnant water in their premises.
  • We also took a decision that the police will take firm action against anyone who tries to fill up water bodies.
  • Everyone has to follow discipline in the society. Illegal promoters will not be tolerated.
  • I request everyone not to invest in chit funds. We are making every effort to educate the people.
  • Dept of Youth Affairs will spread the message of unity and brotherhood during Raksha Bandhan on 18th August.

 

ডেঙ্গু প্রতিরোধে উচ্চ পর্যায়ের বৈঠক করলেন মুখ্যমন্ত্রী

ডেঙ্গু প্রতিরোধ এবং সচেতনতা বাড়ানোর জন্য আজ নবান্নে একটি উচ্চ পর্যায়ের বৈঠক করেন মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়। রাজ্যের স্বাস্থ্য আধিকারিক এবং কলকাতা ও সংলগ্ন জেলার পুরকর্তারা, বিধাননগর পুরসভার কর্তারাও উপস্থিত ছিলেন এই বৈঠকে।

এই বৈঠকে, মুখ্যমন্ত্রী ডেঙ্গু প্রতিরোধে কি পদক্ষেপ নেওয়া হচ্ছে সে বিষয়ে আধিকারিকদের কাছ থেকে খোঁজ-খবর নেন মুখ্যমন্ত্রী। এছাড়া রোগের বিস্তার রোধ করার জন্য পর্যাপ্ত ব্যবস্থা গ্রহণ করার জন্য স্বাস্থ্য বিভাগের কর্মকর্তাদের বেশ কিছু রূপরেখা দেন।

উল্লেখ করা যেতে পারে যে ইতিমধ্যেই কলকাতা পৌরসংস্থা এবং বিধাননগর পুরসভা এই রোগের বিস্তার যাতে না ঘটে সেজন্য প্রয়োজনীয় ব্যবস্থা নিয়েছে।

ডেঙ্গু নিয়ে সচেতনতা বাড়াতে সরকারি ও বেসরকারি স্কুলগুলিতে নির্দেশিকা পাঠিয়েছে রাজ্য সরকার। তাদের অনুরোধ করা হয়েছে সব রকম সচেতনতা অবলম্বন করতে এবং সবরকম সহযোগিতা করতে।

বৈঠকের পর নবান্নে সাংবাদিকদের মুখোমুখি হন মমতা বন্দ্যোপাধ্যায়।

WB CM to begin three-day tour of districts today

West Bengal Chief Minister Mamata Banerjee will leave for three-day tour of districts on Tuesday to hold administrative meetings. She will be visiting Purulia, Birbhum and Burdwan to hold administrative meetings and will be accompanied by senior officials and ministers.

Banerjee will hold the cabinet meeting at Nabanna Tuesday afternoon. This will the sixth cabinet meet since the new government took over in May. She will also hold two important meetings, one of which concerns the spread of dengue. Senior officials of the Kolkata Municipal Corporation (KMC) and Bidhannagar Municipal Corporation (BMC) will be present at the meeting too. Another important meeting on industry will be held on Tuesday.

The Chief Minister will leave for Durgapur Tuesday evening and will spend the night there. On August 3, she will go to Purulia to hold the administrative meeting. The administrative meeting at Bolpur will be held on August 4, while the one in Burdwan will be held on August 5. She will leave for Kolkata from Burdwan on August 5, and will meet party leaders at her residence on August 6.

 

আজ থেকে তিনদিনের জেলা সফরে যাচ্ছেন মুখ্যমন্ত্রী

পশ্চিমবঙ্গের মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায় মঙ্গলবার তিনদিনের জেলা সফরে যাচ্ছেন। সেখানে গিয়ে তিনি প্রশাসনিক বৈঠক করবেন।  পুরুলিয়া, বীরভূম ও বর্ধমান জেলা পরিদর্শন করবেন এবং সেখানকার ঊর্ধ্বতন কর্মকর্তা ও মন্ত্রীদের সঙ্গে বৈঠক করবেন। তিন জেলার উন্নয়ন কর্মসূচি পর্যালোচনা রয়েছে৷

মঙ্গলবার বিকেলে নবান্নে মন্ত্রিসভার বৈঠক করবেন মুখ্যমন্ত্রী। মে মাসে নতুন সরকার হিসেবে দায়িত্ব গ্রহণ করার পর এটি ষষ্ঠ মন্ত্রিসভার বৈঠক। এছাড়া আরও দুটি গুরুত্বপূর্ণ বৈঠক করবেন তিনি। ডেঙ্গু প্রতিরোধের জন্য মঙ্গলবার রাজ্যের স্বাস্থ্য আধিকারিকদের বৈঠকে ডেকেছেন মুখ্যমন্ত্রী। কলকাতা পুরসভার এবং বিধাননগর মিউনিসিপাল কর্পোরেশনের (বিএমসি) ঊর্ধ্বতন কর্মকর্তারা বৈঠকে উপস্থিত থাকবেন। শিল্প নিয়ে আরেকটি গুরুত্বপূর্ণ বৈঠকও অনুষ্ঠিত হবে।

মুখ্যমন্ত্রী বিকেলে দুর্গাপুর যাবেন এবং সেখানেই রাত্রিবাস করবেন। ৩ আগস্ট পুরুলিয়ায় প্রশাসনিক বৈঠক করবেন, ৪ আগস্ট বোলপুরে, ৫ আগস্ট বর্ধমানে প্রশাসনিক বৈঠক সেরে তিনি কলকাতার উদ্দেশ্যে রওনা হবেন। আগামী ৬ আগস্ট  তিনি তার বাসভবনে দলের নেতাদের সঙ্গে বৈঠক করবেন।

 

D Bandyopadhyay speaks on The National Institutes of Technology, Science Education and Research (Amendment) Bill, 2016

Sir, the business of the Opposition is to oppose but breaking that rule, I stand here today to support. While supporting the Bill, I want to make a couple of suggestions regarding the HRD policy itself. Using make-up on the outside will not help you mask the disease within. I am taking this opportunity to say a few words about the HRD policy itself.

Sir, the HRD policy in our country should be such that any citizen of India of any ethnic origin or any language or any religion should feel the policy is also for him or her. Therefore, I would say that the HRD policy should be secular, pluralistic, minority-friendly and every Indian citizen should feel that he or she has some benefit to get from the HRD policy.

Sir, I would like to say only one more thing. Generally, I speak critically about the government but this time I would also support it. IITs in India (particularly I know of IIT Kharagpur in West Bengal) have set up a beautiful example of how an institute of national importance has to be run. So I would expect that other good institutions should emulate the IITs and try to run as efficiently as they do.

Dola Sen speaks on The Indian Medical Council (Amendment) Bill, 2016 and The Dentists (Amendment) Bill, 2016 | Full Transcript

In the last 16 months, I have asked supplementary questions and have also participated in Zero Hour, Special Mention, etc., but today, Sir, is a special day as I am making my maiden speech. I am happy I am making my maiden speech at this time, and I want to dedicate my maiden speech to the historic victory of Maa-Mati-Manush in Bengal exactly two months ago.

Thank you, Sir, for allowing me to deliver some points on The Indian Medical Council (Amendment) Bill and The Dentists (Amendment) Bill, 2016.

Healthcare in India is in an abysmal state. The Centre’s share of total public expenditure on health has fallen over the last two years, and India spends less of its GDP on health than some of the world’s poorest countries. Only 1.6% of the Budget is allocated for the medical sector.

The Working Group on Tertiary Care Institutions for the 12th Five Year Plan says nearly one million Indians die every year due to inadequate healthcare facilities, 700 million people have no access to specialist care and 80% of specialists are working in urban areas. The Indian Medical Association estimates that 45% of the Indian medical practitioners, that is, 17 lakh doctors, are unqualified and lack in formal training.

Another key reason for poor health of Indians is the high proportion of out-of-pocket expenditure on health because of low insurance coverage and weak public health systems, which force even poor people to visit private medical practitioners, and drive up average health costs. High healthcare costs often lead people to delay treatment, aggravating health problems.

The Indian Medical Council (Amendment) Bill, 2016 and The Dentists (Amendment) Bill, 2016 provides a constitutional status to the National Eligibility-cum-Entrance Test (NEET) examination. Hon’ble Minister JP Nadda said there were three main objectives behind the move – end the multiplicity of examinations, have fair and transparent examinations, and adopt a non-exploitative process.

I would like to point out some problems with the implementation of the same.

Firstly, healthcare infrastructure: The basic medical infrastructure is woefully unequipped in our country to support the population. As per the World Health Organisation ratio between patient and doctor, India is lagging far behind developed countries. This needs to be addressed first and foremost before looking at other areas of reform.

Secondly, State consultation: All States do not conduct their 10+2 examinations at the same time. So the examination will have to be held at such a time when 10+2 examinations are over all across the country and the students can get about 2-3 months to prepare. Cooperative federalism demands extensive interaction between the Centre and States so that all issues can be discussed at length.

Regional language: Only 18% of the students in this country are getting the opportunity of studying in English and the rest are studying in their mother tongues or in their regional languages. The language for examinations should include all the languages in the 8th Schedule of our Constitution.

Syllabus disparity: Moreover, in many parts of the country, schools do not follow the same syllabus as CBSE schools. Thus this would create a disparity among the students appearing for a national exam. So if the standard is of the CBSE syllabus then rural students and students from poorer socio-economic backgrounds will be unable to compete with urban, elite students in common entrance examinations. The syllabus should be at par throughout the country.

Multiple exam centres: In West Bengal, we have multiple centers all over the State, in every district, covering nearly all subdivisions, so that students can easily sit for the exam at centers closer to their homes. The Centre must consider every subdivision across the country having more than one centre where they can go and appear for this examination.

Federalism: The Seventh Schedule of the Indian Constitution places education on the Concurrent List for a reason. It ensures that States can employ their resources judiciously. Thus, for cooperative federalism to be practised, States must be considered as equal shareholders; their recommendations must be heeded.

The Medical Council of India, the apex body that is tasked with regulation and monitoring of medical education and practice in India, has been in the news for all the wrong reasons. The Standing Committee on Health and Family Welfare, chaired by Hon’ble Member Mr Ram Gopal Yadav, submitted its report on the MCI on March 8, 2016. It observed various instances of irregularities and corruption. It further stated that it has become a club of influential medical practitioners who act without any fear of governance and regulations.

Thus, the Medical Council of India cannot be given the charge to hold these examinations; a different body needs to be constituted which would ensure taking care of all the factors like regional languages, the number of examination centres, the time of holding the examination, domicile and uniform syllabus for the whole country.

I would like to conclude by presenting the current initiatives taken by the West Bengal Government in terms of access to healthcare which the Centre must take as an example. Such policies must be implemented at a central level to ensure better health services to the people.

I am proud to say that in West Bengal, where the Hon’ble Mamata Banerjee has become the Chief Minister and the Health Minister as well, in the last five years, 109 Fair Price Medicine Shops have been opened, which give a discount ranging from 48% to 77.2%. Through them over 2 crore people have been able to save Rs 585 crore. Free indoor treatment is available to everyone at Government hospitals. Simultaneously all the patients admitted there are being provided with free medication. Moreover, prescriptions with generic names are a must in Government hospitals.

The institutional delivery rate has increased from 68% to 90% in the last four years, thus reducing the infant mortality rate (IMR) and maternal mortality rate, with IMR coming down from 31 to 27. The women are being brought from their homes in State ambulances for check-up and after delivery they are being sent home in those ambulances. West Bengal is the only state where, at the sub-district level, besides installing CCUs and HDUs, patients are also treated free of cost.

Over the last four years, 27,000 new beds have been added to the hospitals, 1,355 medical seats have been created, amounting to 2,900 to 3,000 doctors, and 3,100 nurses have been employed.

Trying to sum up my points:

  • One: A common entrance examination might be helpful to avoid irregularity and corruption but some important issues to be addressed before the implementation of that.
  • Two: the health service and hospitals are the responsibilities of the States, so the opinions of the State Governments should be considered before any change is attempted on this issue. Otherwise, there might be injustice to the rural people.
  • Three: the Government health system in States like West Bengal is very effective and strong in catering to the rural people and to the underprivileged effectively. The physicians should be well-acquainted with the regional language and the culture of the treating patient to deliver effectively. Hence, NEET should be conducted in all regional languages of Schedule 8 of the Constitution. Eight-five per cent of the seats should be reserved for the students in their State of domicile.
  • Four: After obtaining the degree from a particular State, utilising the infrastructure, the graduate and post-graduate physicians should serve that State for at least five years. Otherwise, they should be instructed to deposit penalty to the Government of that State before for other States or countries.
  • Five: There should be uniformity of syllabus across the country, at least in the science subjects, in all boards. Students should be given opportunity to prepare through the same syllabus from level X! before they are instructed to appear for NEET, which is presently CBESE-based, as the syllabus is for two years of their study.
  • Six: There should be regulations to limit the tuition fees by the private medical colleges, otherwise they might increase their charges to compensate for capitation fees.

 

In addition, before I conclude, in view of the severe shortage of doctors to meet the need, the Government hospitals, including the district hospitals, with large infrastructure should be considered to develop graduate and post-graduate courses similar to DNB courses, which have been very successful in West Bengal. Thus, the dependence on private medical colleges might be reduced.

Private medical colleges, which don’t have such huge infrastructure, patients and clinical services usually invest capital for their profit only, even with respect to medical education. ESI hospitals and railway hospitals, which already have huge infrastructure, should also be considered for development of this education system. Additional grants from the Central Government should be sanctioned to develop the infrastructure and system, and not merely from the contributions from insured patients who are paying only for their health.

State Government to set up centre of excellence in cybersecurity

To successfully confront cyber threats, the Mamata Banerjee Government has decided to set up a centre of excellence in cyber security. The State Cabinet has already given its approval.

Bengal has been an emerging destination for information technology (IT) scenarios. Also, now a lot of Government services are delivered through e-governance, in which West Bengal has one of the best track records. So the IT infrastructure has to be very resilient.

The Mamata Banerjee Government has been taking up various measures to combat threats from cyberattacks, but more is needed, feels the administration, especially in the areas of research and development (R&D), testing resilience of networks and high-end training for personnel. Hence the decision has been taken to set up the centre of excellence. The centre will have experts equipped with the best and most sophisticated instruments.

Most of the systems are now controlled by information technology here. A cyberattack could be prevented by such a high-end cybersecurity centre. IT networks being inter-connected, at stake is the economic and national security of the nation too.

The cyber security centre will collect, analyse and disseminate information on cyber security incidents, execute emergency measures, co-ordinate response and issue guidelines, advisories and vulnerability notes. Most of the cyber threats are being successfully tacked by the cyber crime cells of the police. The centre of excellence will act as a monitoring authority for the State, which would look at every single incident and incorporate the information for research and development.

 

সাইবার এক্সেলেন্স সেন্টার স্থাপনের সিদ্ধান্ত নিয়েছে রাজ্য সরকার

সফলভাবে সাইবার হুমকি মোকাবিলা করার জন্য, মমতা বন্দ্যপাধ্যায়ের সরকার একটি কেন্দ্র স্থাপনের সিদ্ধান্ত নিয়েছে। ইতিমধ্যে রাজ্য মন্ত্রিসভা থেকে অনুমোদন দেয়া হয়েছে।

তথ্য প্রযুক্তিতে (আইটি) বাংলাই এখন একমাত্র গন্তব্যস্থল।  এছাড়াও, এখন ই-গভর্নেন্সের মাধ্যমে অনেক সরকারি পরিষেবা দেওয়া হয়।

মমতা বন্দ্যোপাধ্যায় পরিচালিত সরকার সাইবার আক্রমণ বন্ধের জন্য বিভিন্ন পদক্ষেপ গ্রহণ করেছে। কিন্তু আরও নিরাপত্তা প্রয়োজন। সেজন্য সেন্টার অফ এক্সেলেন্স স্থাপনের সিদ্ধান্ত নেওয়া হয়েছে। ভাল মানের অত্যাধুনিক যন্ত্র দিয়ে সজ্জিত থাকবে কেন্দ্রটি।

এখন এখানে অধিকাংশ সিস্টেমই তথ্য প্রযুক্তি দ্বারা নিয়ন্ত্রিত হয়। সাইবার আক্রমণ এই সাইবার নিরাপত্তা কেন্দ্র দ্বারা প্রতিরোধ করা সম্ভব হবে। অর্থনৈতিক ও জাতীয় নিরাপত্তার স্বার্থে আইটি নেটওয়ার্ক এখন আন্তঃ-সংযুক্ত হচ্ছে।

সাইবার নিরাপত্তা কেন্দ্র সাইবার নিরাপত্তা ঘটনাগুলির তথ্য সংগ্রহ এবং বিশ্লেষণ করবে। সেন্টার অফ এক্সেলেন্স মনিটরিং কর্তৃপক্ষের কাজ করবে এবং প্রতিটি ঘটনার তথ্য  নিয়ে বিশ্লেষণ ও গবেষণা করবে।

 

State Government laying emphasis on biofertilizers

In order to increase productivity and to protect people from the ill-effects of chemical fertilizers, the State Biotechnology Department has taken up a host of new initiatives, emphasising more on the use of biofertilizers.

Chief Minister Mamata Banerjee has laid a lot of stress on improving the standards of life for farmers. She has announced lots of new projects in this regard.

The Biotechnology Department has already formed various committees for the smooth implementation of various projects. One of the main purposes of the department is to increase the productivity of various plants by administering biofertilizers and others environment-friendly manures.

There will be scientists and research fellows who will carry out various researches on how biofertilizers can be used to increase the productivity of various plants and vegetables. For example, a banana tree gives fruits once a year; the department would carry out research on how that particular plant can give fruits three times a year. The scientists will also conduct tissue culture to increase productivity. According to the Biotechnology Minister, the Department’s new initiatives will also provide employment to many youth.

The department will also carry out research on how to increase the productivity of cattle. The State Government will provide assistance to those who rear cattle. The research will be conducted on how to increase the productivity of milk in cows.

The Biotechnology Department plans to open a unit in all the districts to provide technical assistance to farmers on how to increase productivity. The department is committed to ensure that the people can get vegetables, fruits and food grains free from toxic substances at the markets. A special emphasis of the department would be on how to increase the productivity in the comparatively unfertile districts of Bankura, Birbhum and Purulia.

The Biotechnology department is also providing assistance to other departments like Agriculture and Pisciculture to augment production.

It may be mentioned here that the State Government is going to set up four biotechnology hubs – in Bardhaman, Bankura, Haldia and Kalimpong. This will prove immensely beneficial to those involved in farming.

 

জৈব সারের ওপর গুরুত্ব আরোপ করছে রাজ্য সরকার

উৎপাদনশীলতা বৃদ্ধি করতে এবং রাসায়নিক সারের মন্দ প্রভাব থেকে সাধারণ মানুষকে রক্ষা করার জন্য  রাজ্য বায়োটেকনোলজি বিভাগ নতুন একটি উদ্যোগ গ্রহণ করেছে, তা হল জৈব সার ব্যবহারের ওপর গুরুত্ব আরোপ করেছে।

মাননীয়া মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায় ক্ষমতায় আসার পর কৃষকদের জীবনযাত্রার মান উন্নত করার ওপর যথেষ্ট জোর দিয়েছেন। এই মর্মে বেশ কিছু প্রকল্পও ঘোষণা করেছেন তিনি।

বায়োটেকনোলজি বিভাগের ইতিমধ্যে বিভিন্ন প্রকল্প বাস্তবায়নের জন্য বিভিন্ন কমিটি গঠন করেছে। বিভাগের প্রধান উদ্দেশ্য হল জৈব ও পরিবেশবান্ধব সার ব্যবহারের মাধ্যমে ফসলের উৎপাদনশীলতা বৃদ্ধি।

উৎপাদনশীলতা কিভাবে বাড়ানো যায় তার ওপর একটি গবেষণাও করবে এই বিভাগ। গরু দুধ উৎপাদনশীলতা কিভাবে বাড়ানো সম্ভব তার ওপরও গবেষণা করা হবে। উৎপাদনশীলতা বৃদ্ধির জন্য বিজ্ঞানীরা টিস্যু কালচার করবেন। জৈবপ্রযুক্তি মন্ত্রীর মতে দপ্তরের এই নতুন উদ্যোগের মাধ্যমে অনেক জুবকের কর্মসংস্থান হবে।

ফসলের উৎপাদন কিভাবে বৃদ্ধি করা সম্ভব সেই সংক্রান্ত কিছু কারিগরি শিক্ষা কৃষকদের প্রদান করার জন্য একটি ইউনিট খোলার পরিকল্পনা করছে বায়োটেকনোলজি বিভাগ। মানুষ যাতে টাটকা ও টক্সিক ফ্রি শাক-সবজি, ফল পেতে পারেন সে ব্যাপারও নিশ্চিত করেছে এই দপ্তর। বাঁকুড়া, বীরভূম, পুরুলিয়া এইসব অনুর্বর জেলাগুলির উৎপাদনশীলতা বৃদ্ধির ক্ষেত্রে বিশেষ জোর দিচ্ছে এই বিভাগ।

এছাড়াও বায়োটেকনোলজি বিভাগ উৎপাদন বৃদ্ধি করার জন্য কৃষি, মত্স্য ও অন্যান্য বিভাগকেও সাহায্য করছে।

উল্লেখ্য, রাজ্য সরকার চারটি জৈবপ্রযুক্তি হাব তৈরি করছে – বর্ধমান, বাঁকুড়া, হলদিয়া এবং কালিম্পং-এ। এই হাবগুলি চাষবাসের সঙ্গে যারা জড়িত তাদের কাজে অত্যন্ত সাহায্য করবে।

West Bengal now no. 1 in small savings

In terms of small savings, after four years, the State of West Bengal has left Uttar Pradesh behind to become number one in the country.

This is a significant achievement for the State, the result of the economic policies of the Mamata Banerjee Government. As a consequence of this, the State is going to get several advantages, like the ability to borrow more money from the market for developmental purposes, and to get more foreign investment.

As per the latest data from the Ministry of Finance, after remaining second behind Uttar Pradesh for four consecutive financial years from 2011-12, in 2015-16, West Bengal toppled Uttar Pradesh to occupy the top position, with the total small savings amounting to Rs 8,362.78 crore. This amount is almost Rs 2,500 crore more than that of the second-placed Uttar Pradesh.

Over the last few years, encouraged by the people-centric policies and facilities brought in by the Trinamool Congress Government, the people of the State have been steadily increasing their investments in small savings instruments like national savings certificate (NSC), recurring deposit, Kisan Vikas Patra (KVP), etc.

According to West Bengal Small Savings Agents’ Association, the State is likely to keep up this trend in 2016-17. Already, in April and May combined, the State has accumulated Rs 200 core in small savings.

স্বল্প সঞ্চয়ে উত্তরপ্রদেশকে পিছনে ফেলে শীর্ষস্থান দখল করল পশ্চিম বাংলা। প্রায় চার বছর পর এই সাফল্য অর্জন করল রাজ্য।

মমতা বন্দ্যোপাধ্যায়ের সরকারের অর্থনৈতিক নীতির এই সাফল্য নিশ্চিত ভাবেই রাজ্যের পক্ষে ইতিবাচক। ফলস্বরূপ, এই সঞ্চয়ের ওপর নির্ভর করেই রাজ্য বাজার থেকে উন্নয়নের কাজ করার জন্য ঋণ নিতে পারে। আরো কিছু বিদেশি বিনিয়োগও আসছে।

কেন্দ্রীয় সরকারের অর্থমন্ত্রকের পক্ষ থেকে সর্বশেষ প্রকাশিত তথ্য অনুযায়ী ২০১১-’১২ অর্থবর্ষ থেকে ধারাবাহিক ভাবে স্বল্প সঞ্চয় ক্ষেত্রে প্রতিবার উত্তরপ্রদেশের পিছনে থাকলেও ২০১৫-’১৬ অর্থবর্ষে তাকে টপকে দেশের মধ্যে শীর্ষস্থান দখল করেছে রাজ্য। ২০১৫-’১৬ অর্থবর্ষে রাজ্যের কশেত্রে এই সঞ্চয়ের পরিমান বেড়ে দাঁড়িয়েছে ৮,৩৬২,৮৬ কোটি টাকা। অর্থাৎ এই বছর রাজ্যে ২,৫০০ কোটি টাকা বেশি জমা পড়েছে।

গত কয়েক বছর ধরে, তৃণমূল কংগ্রেস পরিচালিত সরকারের আনা বিভিন্ন নীতি ও সুযোগ-সুবিধা দ্বারা উৎসাহিত হয়ে জাতীয় সঞ্চয়পত্র (এনএসসি), আবর্তক আমানত, কিষাণ বিকাশ পত্রের(KVP) মত ক্ষুদ্র সঞ্চয় ক্ষেত্রে তাদের বিনিয়োগের পরিমান বৃদ্ধি করেছে।

ওয়েস্ট বেঙ্গল স্মল সেভিংস এজেন্ট অ্যাসোসিয়েশনের মতে ২০১৬-’১৭ অর্থবর্ষেঅ রাজ্য স্বল্প সঞ্চয়ের ক্ষেত্রে এই প্রবণতা বজায় থাকবে। ইতিমধ্যেই এপ্রিল ও মে মাস মিলিয়ে রাজ্যে প্রায় ২০০ কোটি টাকা স্বল্প সঞ্চয় খাতে জমা পড়েছে।

 

SS Roy speaks on the Private Members’ Resolution on the review of death penalty

I have two points to make. Mr D Raja has attracted the attention of the nation through this Private Members’ Resolution, which is very sensitive and humane, in view of the fact that many countries in the world have started reviewing whether death sentence should continue or not.

Now, Sir, what happened in our country? Some of my Samajwadi Party friends have mentioned about how our freedom fighters were hanged during the time of the British. I don’t want to travel back in history. But we have seen that Maharaja Nanda Kumar, who revolted against Warren Hastings, was hanged in a case of forgery of documents. This has also happened in our country.

Now, from that period we have travelled ahead. Now, Sir, the time has come because our apex court, our Hon’ble Supreme Court, has also opened its doors in the wee hours to review or to look into the decision-making process of the President of India whether he has considered the clemency petition of an offender who has been convicted with death punishment. So this situation has arisen, Sir. In the background of that situation, when different countries in the world have started reviewing the death penalty, I would request the Government through you, Sir, that, keeping in mind that the Supreme Court has also said, and with an eminent lawyers like Ravi Shankar Prasad Ji and the Hon’ble Law Minister present here, in three to four cases that in the rarest of rare cases only this should be applicable, possibly we should go beyond that and this matter should be referred to the Law Commission for an appropriate review of the entire gamut of the situation arising out of which we are discussing the continuance or discontinuance of death penalty.

Sir, I would urge upon the Government through you to refer the matter to the Law Commission in order to review the entire thing and make its recommendation so that this Parliament can discuss this issue in future again and come to a conclusive decision.

SS Roy’s Point of Order on the powers of the NITI Aayog

Article 280 has been referred to regarding the Finance Commission, and its expiry at the end of every five years. We know all the modalities. Previously, the other things were being done by the Planning Commission, now it is being done by another extra-Constitutional authority, that is, NITI Aayog. Most of the financial powers have been usurped by the Finance Ministry, and they are allocating the funds to the States at their whims and fancies. I want to ask whether this system should continue.

Sir, the issue that has been raised today is not only affecting Bengal or Uttar Pradesh. My colleague Dilip Tirkey ji from BJD has also given a Notice. This is a big issue. This government keeps on talking about cooperative federalism but when it comes to action, it does not pay heed to the opinion of the States.

Sir, there are a lot of people who are suffering. They are not getting pension and several other benefits. Sir, this issue of Aadhaar card subsumes all other issues, such is its importance. Minister’s response is unacceptable. We should immediately begin a discussion on this.
