Bengal Chief Minister Mamata Banerjee undertook a visit to Purba Bardhaman district and conducted the administrative review meeting for the district.

She was present at a public rally from where numerous developmental projects will be inaugurated. Among the projects she inaugurated today are the outdoor units of the Kalna and Asansol super-speciality hospitals, a Karma Tirtha, water projects, government buildings, a veterinary hospital, flood shelters and many other such projects.

She also laid foundation stones for power sub-stations, water supply projects, government building and some other projects.

She distributed monetary benefits under Kanyashree and Lok Prasar Prakalpa, bicycles under Sabuj Sathi, saplings under Sabujshree, houses under Geetanjali, etc.

The Bengal Chief Minister also announced the achievement of 100% rural electrification of the district.

After the inaugurations of the projects and her speech, Mamata Banerjee headeded straight for the administrative meeting at Sanskriti Lokmancha. For the first time, 60 students from Burdwan University were invited to an administrative review meeting.

On developmental projects in Bardhaman

 

I inaugurated multi-super-speciality hospitals in Asansol and Kalna today.

To mitigate long-standing drinking water problems in Kalna, I inaugurated a water purification project worth Rs 46 crore.

Today, I inaugurated the Mishti Hub in Bardhaman, which would one day enable the whole world to partake of some of the famous sweets of Bengal.

We are proud and happy for our Kanyashree girls. The Kanyashree Scheme bagged the first prize at a United Nations awards programme from among 550 projects from 66 countries. Like Kanyashree, the Sabuj Sathi Scheme would also be world-renowned one day.

We have set up schemes encompassing all phases of a person’s life. The BJP Government at the Centre is taking away Rs 40,000 crore from our revenue as repayment for the debt left behind by the CPI(M). In spite of this, we are providing 8.5 crore people rice at Rs 2 per kg as part of the Khadya Sathi Scheme. Such a thing has not been done anywhere in the world.

Farmers are our pride and our precious resource. Therefore our government has waived off the loans on agricultural land.

Today, I oversaw completion of the process of electrification of 100 per cent of the villages of Bardhaman.

In this district, ration cards have reached 100 per cent of the intended recipients. Our government has extended all manner of services to the people. Benefits under Khadya Sathi Scheme are reaching 82 per cent of the people. We have distributed 40 lakh bicycles as part of the Sabuj Sathi Scheme. We have started the Swami Vivekananda Scholarship for higher education. Various programmes have been taken up for irrigation and flood mitigation. During the next one year, 25,000 km of roads would be built in the state. The duty of our government is to serve the people with a human face.

This government of ours believes in doing deeds, not just speaking about them. Our government provides treatment free of cost, which is not available elsewhere. Those without homes have been provided homes as part of the Geetanjali Scheme. Other schemes like Gatidhara have been initiated. Those affected by demonetisation have been given Rs 50,000 each.

We have renovated the burial places and burning ghats. The government is making a payment of Rs 1000 to any family unable to pay for the last rites of its family members. We have even started insurance schemes for workers and for media personnel.

 
On demonetisation

 

People are still suffering because of demonetisation. Under the guise of demonetisation, the people’s economic rights are being held in ransom. I’ve said it before and I’m repeating it – demonetisation is more treacherous than the Emergency ever was. It will be proven in the near future that there has been no bigger scam than demonetisation.

 
On the Goods and Services Tax (GST) regime

 

We were for GST. However, we had asked for some time. A lot of changes have been made forcefully. Starting from medicines, the Central Government has imposed taxes on too many things. The Trinamool Congress Government is a pro-people government. We are the only political party which does not fear the CBI. We are ready to leave everything but not betray the common people.

 
On other issues

 

The ideal, philosophy and dream of the Trinamool Congress is getting the love of the masses.

Why should you have to pay a fee for making more than four transactions at banks and ATMs?

Today, the rights of the people are being trampled upon. People live in fear of raids by the CBI and income tax authorities.

Even the media is not being spared. A few days back, NDTV was being harassed. The media have been told to telecast whatever the Central Government instructs them to. The media of Bengal work with courage. Except a few Delhi-based media houses, nobody has the courage to protest against this injustice.

 
On the Opposition’s policies and actions

 

Air India is the pride of the country; a plan is being made to sell it off. We do not support such an action. We are not like the CPI(M) or BJP, who are happy to take away jobs of the people. The Centre is gradually selling off the railways; civil aviation will follow. The people are not getting to know the real story.

When I was the Railway Minister, I saved Burn Standard. Now plans are being made to shift the offices of Burn Standard and the Tea Board of India.

We will protest against injustice. Political parties are not saying anything because of fear. The BJP has muted the voice of the media. There is dictatorship in the country. We will break this shield of conspiracy to pieces.

The Centre is not able to solve the Kashmir issue; it has been a total failure. Now, it is poking its fingers in the Darjeeling issue, and teaching the separatists to break the state of Bengal. I will not let them break Bengal up till the last breath of my life.

The Centre’s torture is going on and will go on. But those who live in Bengal will bow their heads in fear.

We are running our government under great constraints. The Centre had rejected the Kanyashree Scheme; now this very scheme has won over the world. In the future, Bengal will win over the world. The soil of Bengal is our pride.

They spend money on advertisements while the Trinamool Congress does its utmost to serve the people. Those who win over the people are the real victors.

The Centre has always given Bengal the short shrift, has always exploited, deceived and conspired against the state. Whatever conspiracy they may hatch, we will stand united; we will never shelter communal forces.

 

 

আজ বর্ধমানে একগুচ্ছ প্রকল্পের উদ্বোধন করলেন মুখ্যমন্ত্রী 

দু’দিনের সফরে আজ বর্ধমানে গিয়েছিলেন মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়। কন্যাশ্রী প্রকল্পে বিশ্বজয় করে রাষ্ট্রপুঞ্জে সর্বোচ্চ পুরস্কার পাওয়ার পর প্রথম জেলা সফরে মুখ্যমন্ত্রীর।

আজ পর পর দুটি অনুষ্ঠানে যোগ দিলেন তিনি। প্রথমে দুপুর ২টো নাগাদ পুলিস লাইন ময়দানে প্রকাশ্য সভায় যোগ দিলেন। এই সভা থেকেই সরকারি প্রকল্পের প্রায় ৭৬ কোটি টাকার মোট ২২টি প্রকল্পের উদ্বোধন এবং প্রায় ৫৫ কোটি টাকার ২৮টি প্রকল্পের শিলান্যাস করলেন মুখ্যমন্ত্রী।

উদ্বোধন করলেন পাকা রাস্তা, প্রাণী হাসপাতাল ভবন, সেতু, পানীয় জল প্রকল্প, নদী–সেচ প্রকল্প, বন্যার্তদের জন্য আশ্রয়স্থল প্রভৃতি। শিলান্যাস করলেন পানীয় জল প্রকল্প, সেতু নির্মাণ, রাস্তা সম্প্রসারণ, পুলিস ও পদস্থ কর্মচারীদের জন্য আবাসন প্রকল্প, বেশ কয়েকটি পার্ক প্রভৃতি।

এই প্রকাশ্য মঞ্চ থেকেই কন্যাশ্রী, সবুজ সাথী, যুবশ্রী, সবুজশ্রী, গীতাঞ্জলি, লোকপ্রসার প্রকল্প, কৃষি যন্ত্রপাতি, তাপনিরোধক বাক্স ও সাইকেল প্রভৃতি প্রকল্পের সুযোগ-সুবিধা প্রদান করলেন।

এরপরই প্রশাসনিক সভা করতে তিনি পুলিস লাইন ময়দানের জনসভা থেকে সোজা চলে গেলেন সংস্কৃতি লোকমঞ্চে। এই প্রশাসনিক সভায় উপস্থিত থাকার জন্য এবার প্রথম মুখ্যমন্ত্রী আমন্ত্রণ জানিয়েছিলেন বর্ধমান বিশ্ববিদ্যালয়ের ছাত্রছাত্রীদের। এখানে প্রায় ৬০ জন ছাত্রছাত্রী ছিলেন।

Dr Amit Mitra during a media interaction at the State Secretariat, Nabanna on Tuesday informed that entire Cabinet congratulated Bengal Chief Minister Mamata Banerjee for the success of the Kanyashree Scheme and for the State Government getting the United Nations Public Service Award.

He intimated to the media that it is a matter of pride that Chief Minister Mamata Banerjee represented Bengal at the United Nations Public Service Award on June 23, where delegations consisted of central government ministers from 12 countries. Interactions were held between the delegates, in which Mamata Banerjee actively participated. Then, the head of the Sustainable Development Goals (SDG) programme of the United Nations handed over the memento for Kanyashree Scheme to the Chief Minister.

Dr Mitra said that three resolutions were adopted by the State Cabinet today.

The first resolution adopted was that the congratulate the Bengal CM for the success of Kanyashree in the Hague.

The second one was that the Cabinet congratulated the Chief Minister for the outstanding work by the outgoing Chief Secretary of Bengal. The third one was that the Cabinet welcomed the new Chief Secretary.

 

কন্যাশ্রীর সাফল্যের জন্য মুখ্যমন্ত্রীকে শুভেচ্ছা জানালো মন্ত্রীসভা

কয়েকদিন আগেই রাষ্ট্রসংঘ থেকে ‘কন্যাশ্রী’ প্রকল্প বিশ্বসেরা সম্মান পেয়েছে। মুখ্যমন্ত্রীর স্বপ্নের প্রকল্প কন্যাশ্রী, লোগো-ও তাঁর নিজের আঁকা। বিশ্বের দরবারে কন্যাশ্রীর সাফল্যের জন্য এই দিন নবান্নে মন্ত্রীসভার বৈঠকে মুখ্যমন্ত্রীকে শুভেচ্ছা জানানো হয়।

কন্যাশ্রী প্রকল্পে বিশ্বজয় করে রাষ্ট্রপুঞ্জের সর্বোচ্চ পুরস্কার পাওয়ার পর এটি প্রথম মন্ত্রীসভার বৈঠক।

এদিন অর্থমন্ত্রী অমিত মিত্র বলেন, “গত ২৩ জুন রাষ্ট্রসংঘের সম্মেলনে একই মঞ্চে মুখ্যমন্ত্রীর সঙ্গে ১২ টি দেশের মন্ত্রীরা উপস্থিত ছিলেন। রাষ্ট্রসংঘের SDG-র কার্যক্রমের প্রধান মুখ্যমন্ত্রীর হাতে পুরস্কার তুলে দেন। এটা আমাদের জন্য একটা গর্বের মুহূর্ত ছিল। কন্যাশ্রী বাংলার গর্ব। কন্যাশ্রীর সাফল্যে গর্বিত গোটা দেশ”।

এই দিনের বৈঠকে তিনটি রেজোলিউসান নেওয়া হয়। প্রথমটির মাধ্যমে কন্যাশ্রীর সাফল্যের জন্য মুখ্যমন্ত্রীকে সকলে অভিনন্দন জানান। এদিন ছিল বর্তমান মুখ্য সচিবের কাজের শেষ দিন; দ্বিতীয়টির মাধ্যমে সকলে তাঁর কাজের প্রশংসা করেন। তৃতীয়টির মাধ্যমে, নতুন মুখ্য সচিব যিনি নিযুক্ত হয়েছেন (মলয় দে), তাঁকে স্বাগত জানানো হয়।

With the aim of reviving a traditional folk theatre form of Bengal as well as attracting more people to cultural centres, the Bengal Government has planned to host regular jatra shows at the cultural tourism hubs of the state.

According to State Government sources, the target is to take jatra to a global platform. Hence, these elaborate programmes have been planned. Folk artistes from different fringes of Bengal will perform at these tourist spots.

The State Government’s Paschimbanga Jatra Academy, under the Information and Cultural Affairs Department and the Tourism Department will take a leading role in organising these shows.

The Trinamool Congress Government, under the special initiative of Chief Minister Mamata Banerjee, has taken a lot of initiatives to bring back the glory of this storied folk theatre.

Theatre personality Chapal Bhaduri has been bestowed with the Banga Bibhushan award this year. This year, for the first time, the State Government has set up booking counters for jatra groups. A book – Jatra Darpan — is also being released on an annual basis, containing details of different jatras.

An exhibition of jatra posters was also organised at Paschimbanga Jatra Academy, where the best three were awarded.

The Bengal Government gives a yearly grant of Rs 9,000 to many jatra artistes. At present around 10 lakh people are involved in the jatra industry.

 

যাত্রার আয়োজন হবে রাজ্যের বিভিন্ন সাংস্কৃতিক পর্যটন হাবে 

এখন থেকে নিয়মিত যাত্রাপালার আয়োজন হবে রাজ্যের সাংস্কৃতিক পর্যটনের হাবগুলিতে।

রাজ্য সরকার সূত্রে জানা গিয়েছে, যাত্রাকে গ্লোবাল প্ল্যাটফর্মে নিয়ে যাওয়াই লক্ষ্য। তাই এই বিস্তীর্ণ পরিকল্পনা করা হয়েছে। বাংলার বিভিন্ন প্রান্তের লোকশিল্পীরা এই অনুষ্ঠানে অংশগ্রহণ করবেন।

তথ্য ও সংস্কৃতি দপ্তর এবং পর্যটন দপ্তর-এর আওতায় রাজ্য সরকারের পশ্চিমবঙ্গ যাত্রা অ্যাকাডেমি এই সব অনুষ্ঠানের আয়োজনে অগ্রণী ভুমিকা নেবে।

মমতা বন্দ্যোপাধ্যায়ের নেতৃত্বে তৃণমূল সরকার লোক শিল্পের পুরনো ঐতিহ্য ফিরিয়ে আনার জন্য ইতিমধ্যেই বেশ কিছু পদক্ষেপ নিয়েছে।

যাত্রা শিল্পী চপল ভাদুড়ীকে এই বছর বঙ্গবিভূষণ পুরস্কার দেওয়া হয়েছে। এই বছর, প্রথমবার, রাজ্য সরকার যাত্রা গ্রুপগুলির জন্য বুকিং কাউন্টার স্থাপন করেছে। এছাড়াও বার্ষিক ভিত্তিতে ‘যাত্রা দর্পণ’ নামে একটি বই রিলিজ করা হয়েছে, যার বিষয়বস্তু ‘যাত্রা’।

পশ্চিমবঙ্গ যাত্রা একাডেমীতে যাত্রার পোষ্টারের প্রদর্শনী অনুষ্ঠিত হয়, যেখানে সেরা তিনটি পুরস্কার প্রদান করা হয়।

অনেক যাত্রা শিল্পীদের ৯ হাজার টাকা বার্ষিক অনুদান দেওয়া হয়। বর্তমানে প্রায় ১০ লক্ষ মানুষ যাত্রা শিল্পের সঙ্গে জড়িত।

The Mamata Banerjee Government will soon declare the historically important towns of Nabadwip and Cooch Behar as heritage sites. As per the Chief Minister’s instructions, the West Bengal Heritage Commission has initiated necessary measures including engaging competent authorities to undertake studies before declaring the places with immense historical importance as heritage towns.

The primary reasons behind the decision are preserving and maintaining the old monuments and encouraging tourists to visit them. The commission has engaged Indian Institute of Engineering Science and Technology (IIEST), Shibpur to carry out a study on Nabadwip and Indian Institute of Technology, Kharagpur on Cooch Behar.

A road map will be chalked out based on the reports for the restoration of the monuments and other buildings in the towns. As per rules, there has to be a museum in a town that gets a heritage tag. Hence, steps would be taken build one in each of the towns, where their histories would be laid out and also the reasons behind declaring them as heritage ones.

Nabadwip in Nadia district is the birthplace of the great Vaishnava saint and social reformer, Chaitanya Mahaprabhu. It was also known as the ‘Oxford of East’ for centuries as it was once a centre of learning and philosophy. It is a centre of pilgrimage for lakhs of people from India as well as different parts of the world. The old structures and monuments of Nabadwip portray the richness and glory of the Bhakti Movement in the medieval period.

On the other hand, Cooch Behar in North Bengal is one of the few planned cities that came up during the 19th century. The princely state of Cooch Behar  had a progressive king in the 19th century who had engaged a German town planner. As a result, the houses were built on the lines of German architecture. All the roads in the town were built following a particular plan. The banks of ponds were also beautified. The king had also planned for the setting up of an airport in Cooch Behar. Moreover, it had been a long-standing demand of the people to declare it as a heritage town. After coming to power in 2011, the Chief Minister had decided to preserve the heritage of historical towns and develop their infrastructure.

 

 

ঐতিহাসিক গুরুত্বের জন্য হেরিটেজ তকমা পেতে চলেছে কোচবিহার ও নবদ্বীপ

ঐতিহাসিক গুরুত্বের জন্য কোচবিহার ও নবদ্বীপ পেতে চলেছে হেরিটেজ তকমা – মমতা বন্দ্যোপাধ্যায় সরকারের এক অভিনব উদ্যোগ। মুখ্যমন্ত্রী এইকাজের জন্য মুখ্য সচিবকে নির্দেশ দিয়েছেন যাবতীয় পদক্ষেপ গ্রহণ করতে। কোনও স্থানকে ঐতিহাসিক দিক দিয়ে বিচার করে হেরিটেজ ঘোষণা করতে যাবতীয় পদক্ষেপ গ্রহণ করেছে ওয়েস্ট বেঙ্গল হেরিটেজ কমিশন, তাঁর মধ্যে উল্লেখযোগ্য হল নির্দিষ্ট কর্তৃপক্ষকে নিযুক্ত করা যারা ঐতিহাসিক গুরুত্ব বিচার করবে।

এই সিদ্ধান্তের মূল কারন, ওই প্রাচীন ঐতিহাসিক নমুনা গুলিকে সংরক্ষণ করা ও পর্যটকদের ওইসব স্থান পরিদর্শনে উৎসাহিত করা। কন্সারভেশন আর্কিটেক্টও বিশেষজ্ঞদের নিয়ে গঠিত ওই দলগুলি শীঘ্রই তাদের নির্দিষ্ট করা স্থানগুলিতে যাবেন। তাঁরা গভীর অনুসন্ধান করে যা রিপোর্ট দেবেন, সেটিই রাজ্যসরকারের কাছে পাঠানো হবে।

একটি কর্মসূচী তৈরী করা হবে যেটিকে অনুসরণ করে ওই ঐতিহাসিক সৌধ ও বাড়িগুলির সংস্কারের কাজ করা হবে। ওই দুটি শহরে একটি করে মিউজিয়াম গড়ে তোলা হবে যেটিকে হেরিটেজ বলে ঘোষণা করা হবে। এর পাশাপাশি ওই মিউজিয়ামগুলিকে হেরিটেজ ঘোষণা করার কারণও লিপিবদ্ধ থাকবে।

নদীয়া জেলার নবদ্বীপ হল বৈষ্ণব মহাপ্রভু ও সমাজ সংস্কারক শ্রী চৈতন্যদেবের জন্মস্থান। দর্শন শাস্ত্রের জন্য নবদ্বীপ নগর শতাব্দীর পর শতাব্দী ধরে প্রাচ্যের অক্সফোর্ড বলে পরিচিত ছিল। এই অঞ্চলটি এককালে সারা বিশ্ব ও দেশের কাছে ছিল পীঠস্থান। আজও এখানকার স্মৃতিসৌধগুলি মধ্যযুগের ভক্তি আন্দোলনের ঐতিহ্য বহন করে।

অন্যদিকে কোচবিহার হল ঊনবিংশ শতাব্দীর কয়েকটি পরিকল্পিত শহরের একটি। উত্তরবঙ্গের এই স্থাপত্যে মোড়া ঊনবিংশ শতকের শহরে এক প্রগতিশীল রাজা এক জার্মান স্থপতিকে নিযুক্ত করেছিলেন এই শহরের পরিকল্পনা করতে। তাই বাড়িগুলি তৈরি হয়েছে জার্মান স্থপতির পরিকল্পনা অনুযায়ী। সমস্ত রাস্তাঘাট তৈরি হয়েছে সুপরিকল্পিত ভাবে ও পুকুরের পাড়গুলিকেও সুন্দর ভাবে সাজানো হয়েছে। রাজা ওই অঞ্চলে একটি বিমানবন্দর নির্মাণেরও পরিকল্পনা করেন। এই অঞ্চলের মানুষের অনেক বছরের দাবী ছিল এই শহরকে হেরিটেজ ঘোষণা করা। ২০১১’য় ক্ষমতায় আসার পর ঐতিহাসিক নগর গুলির সংরক্ষণ ও পরিকাঠামোর উন্নয়নের সিদ্ধান্ত নেন মুখ্যমন্ত্রী।

The state Land and Land Reforms Department has decided to use differential global positioning system (DGPS) for a cadastral survey to update maps and land records in Bengal. The state government has decided to take it up as a pilot project. With its successful implementation, the method will be used for the same purpose in the areas where the task of updating maps and land records is still left. Initially, three mouzas in South 24 Parganas — Hiranmaypur, Miagheri and Baruipur — have been selected where it will be done. There is also a plan to execute the task using the same method at Haringhata in Nadia as well.

Each of the three mouzas is different from each other. One is an urban area, another is semi-urban and the third one is in the rural parts of the district. The areas of Hiranmaypur, Miagheri and Baruipur mouzas where it will be done are 2,133.64 acre, 630.46 acre and 2,471.88 acre respectively.

The decision to utilise the new technology was taken to ensure fast completion of the task. Earlier, the entire task had to be done manually and it used to take at least 40 to 50 days for each mouza. But the use of DGPS system will help in completion of the task within 10 to 15 days. The modern DGPS technology will enable preparation of accurate geo-referenced digital mouza maps and it will be done by identifying the latitude and longitude of different points of the mouza. The land record data and the present cadastral map have already been digitised. It will take around 40 days after the completion of the tendering process to complete the work in the three mouzas.

 

ডিজিপিএস ব্যাবহার করে এবার জমির পরিমাপ ও ম্যাপ তৈরী করা হবে বাংলায়

রাজ্য ভূমি ও ভূমি সংস্কার দপ্তর সিদ্ধান্ত নিয়েছে ডিজিপিএস পদ্ধতি ব্যাবহার করবে জমির পরিমাপ করে তফসিলভুক্ত ম্যাপের রেকর্ড তৈরিতে। রাজ্য সরকার সিদ্ধান্ত নিয়েছে এটিকে পাইলট প্রকল্প হিসেবে শুরু করতে এই পদ্ধতি চালাতে হবে প্রধানত সেই সকল অঞ্চলে যেসব অঞ্চলে এখনও অবধি ম্যাপ ও জমি নির্দিষ্টকরণের কাজ হয়নি।

প্রাথমিক ভাবে, দক্ষিণ ২৪ পরগণার তিনটি মৌজা – হিরন্ময়পুর, মিয়াঁঘেরি ও বারুইপুরে এই প্রকল্প শুরু হবে। পরে হরিণঘাটা ও নদীয়াতেও এই কাজ করার পরিকল্পনা আছে।

এই তিনটে মৌজা তিন ধরনের। একটি নগরে, একটি আধা শহরে ও তৃতীয়টি গ্রামে। হিরন্ময়পুর মৌজার আয়তন ২১৩৩.৬৪ একর, মিয়াঁঘেরি মৌজার আয়তন ৬৩০.৪৬ একর এবং বারুইপুর মৌজার আয়তন ২৪৭১.৮৮ একর।

এই নতুন পদ্ধতি ব্যাবহারের কারন জমি পরিমাপের কাজ তাড়াতাড়ি শেষ করা। এর আগে এই জমি পরিমাপের কাজ করা হত ম্যানুয়াল পদ্ধতিতে, তাতে প্রতি মৌজায় সময় লাগত ৪০ থেকে ৫০ দিন। কিন্তু, এই ডিজিপিএস পদ্ধতিতে সময় লাগবে ১০ থেকে ১৫ দিন। এই আধুনিক ডিজিপিএস পদ্ধতিতে মৌজার প্রতিটি অঞ্চল একেবারে অক্ষাংশ ও দ্রাঘিমা দ্বারা নির্দিষ্ট করা হবে। জমির রেকর্ড ও তফসিলভুক্ত ম্যাপ ইতিমধ্যেই ডিজিটাল করা হয়েছে। টেন্ডারের পর আনুমানিক ৪০ দিন লাগবে ওই তিন মৌজার জমি পরিমাপের কাজ শেষ করতে।

Kolkata Municipal Corporation (KMC) has started a local outdoor monsoon forecast service. It was inaugurated last Friday by Mayor Sovan Chatterjee.

As a part of that, seven LED monopoles have been placed at seven strategic locations across the city – at Mallick Bazar, at the Park Circus seven-point crossing (in front of Islamia Hospital), in front of the National Library, near the Tollygunge metro station, beside E-Mall, on Park Street (in front of Allen Park) and in Kankurgachhi.

Among the information to be provided on the LED screens would be the day’s current temperature, amount of rainfall that has fallen, predictions on waterlogging and the timings of low and high tides in the Hooghly.

Another service to be provided by KMC, through the website www.weatherkolkata.in, is prediction of water-logging by compiling data from the Palmer Bridge, Ballygunge and Dhapa pumping stations, gathered between the last 15 minutes to the past 24 hours.

শহরের উত্তর দক্ষিণ পূর্ব পশ্চিম জুড়ে সাতটি গুরুত্বপূর্ণ মোড়ে কলকাতা পৌরসংস্থার ‘এলইডি মোনোপোল’-গুলিতে প্রতি ঘণ্টায় দেখতে পাওয়া যাবে মৌসুমি তথ্য। এই মোনোপোল গুলি আছে, মল্লিক বাজার, টালিগঞ্জ মেট্রোর সন্নিকটে ‘পে অ্যান্ড ইউজ’ টয়লেটের পাশে, পার্ক সার্কাস সাত মাথার মোড়ে ইসলামিয়া হাসপাতালের সামনে, ই-মল-এর পাশে, পার্ক স্ট্রিট-এ অ্যালেন পার্কের সামনে, ন্যাশানাল লাইব্রেরী ও কাঁকুড়গাছিতে।

এই তথ্যের মধ্যে থাকবে ‘এলইডি মোনোপোল’-এর সন্নিহিত গুরুত্বপূর্ণ স্থানগুলির তাপমাত্রা, বৃষ্টিপাতের পরিমাণ, জমা জলের পরিস্থিতি ও হুগলী নদীতে জোয়ার-ভাঁটার খবর।

এছাড়া কলকাতা পৌরসংস্থার প্রধান পাম্পিং স্টেশনগুলির যথাক্রমে পামার ব্রিজ, বালিগঞ্জ ও ধাপালক এই স্থানগুলিতে বিগত ১৫ মিনিট আর শেষ ২৪ ঘণ্টার পরিপ্রেক্ষিতে বৃষ্টিপাতের পরিস্থিতির তথ্য জানা যাবে।

The State Government is facilitating earning through self-employment for the women of Jangalmahal, a region comprising the districts of Bankura, Purulia, Birbhum and Jhargram. The West Bengal Khadi and Village Industries Board is heading this project.

These women are the wives and other family members of farmers. They are engaged with farming only during the farming season; therefore, for most of the year they sit idle at home. It is to use their expertise and through it, to empower them, that the board has taken up the project.

A major item of production is utensils made from sal leaves – cups and plates. Sal trees are widely spread in many areas of Jangalmahal. These utensils are also environment-friendly, unlike the ones made of plastic and thermocol, which are banned at many of the tourist spots of the state.

The project has been running from the 2015-16 financial year and has been extremely successful in opening up news livelihood opportunities for rural women.

জঙ্গলমহলের গ্রামীণ মহিলাদের স্বনির্ভরতা ও বিকল্প আয়ের সন্ধান দিতে বিশেষ উদ্যোগ নিল রাজ্য খাদি ও গ্রামীণ শিল্প পর্ষদ।

বনজ সম্পদ হিসেবে এই এলাকায় শাল পাতা যথেষ্ট সহজলভ্য। তাই পর্ষদের পক্ষ থেকে এখানকার স্বনির্ভর গোষ্ঠীর মহিলা সদস্যদের শালপাতার থালা-বাটি তৈরীর প্রশিক্ষণ ও মেশিন তুলে দেওয়া হচ্ছে।

বাঁকুড়া জেলা মূলত কৃষি কাজের উপর নির্ভরশীল। চাষাবাদের কাজের সঙ্গে যুক্ত মহিলারা বছরের অধিকাংশ সময় বাড়িতে বসে থাকতেন। হাতে কোন কাজ ছিল না। তাই বনজ সম্পদকে কাজে লাগিয়ে এঁদেরকে বিকল্প আয়ের সন্ধান দিয়ে স্বাবলম্বী করতে সরকারের তরফে এই উদ্যোগ নেওয়া হয়েছে। অন্যদিকে পরিবেশ বান্ধব এই শাল পাতার থালা বাটি ব্যবহার করার ফলে পরিবেশ দূষণও অনেকাংশে কম হচ্ছে।

২০১৫-১৬ অর্থ বর্ষ থেকে মহিলাদের প্রশিক্ষণের মাধ্যমে শাল পাতার থালা বাটি তৈরীর কাজ শুরু হয়। বাঁকুড়া, পুরুলিয়া ও বীরভূম জেলার জন্য বর্ধমানের তেপান্তরে আবাসিক প্রশিক্ষণ কেন্দ্র খোলা হয়েছে। সেখানেই হাতে কলমে এই কাজের প্রশিক্ষণ দেওয়ার কাজ চলছে। এই প্রশিক্ষণ ও প্রয়োজনীয় মেশিন পাওয়ার ফলে কয়েক হাজার মহিলা আর্থিকভাবে স্বাবলম্বী হয়েছেন।

At a rural fair in Pingla, Manimala Chitrakar sits with her collection of patachitra paintings. With eyes closed, she starts singing about the benefits of the Kanyashree Scheme: “Shonen dadabhai, shonen didibhai, Kanyashree Prakalper kawtha aamra bole jai” (‘Listen brother, listen sister, let me tell you all about Kanyashree Scheme’). After it ends, she switches to singing paeans to Sabuj Sathi, another flagship scheme of the Bengal Government.

A little apart sits Nisharani Ray from Cooch Behar with her collection of traditional folk dolls for sale. She too sings songs of praise for Kanyashree and Sabuj Sathi, in between attending to customers. Customers buy the stuff, and while buying, get to know about the benefits of these Government schemes.

Not only at fairs but also in places like State Government-run hospitals, schools and markets, and at various government functions, folk artistes are being employed to spread the good word about the schemes run by the Bengal Government. This way, the government is able to convey information about its schemes to even the remotest corners of the State.

It’s not just a one-way street, though – these craftspeople and folk artistes get ample benefits from the State Government too. They get money to buy raw materials, and also Rs 1,000 for appearing in a government programme, and they get to appear in a few every month. Through Lok Prasar Prakalpa, folk singers get monetary assistance. There are various other beneficial schemes too.

Developmental schemes have been the backbone of good governance for the Trinamool Congress Government, ever since it came to power in 2011, and the strategy has been amply rewarding – both in terms of the response of the people and getting awards. The latest award was the United Nations Public Service Award for the Kanyashree Scheme, which Chief Minister Mamata Banerjee herself went to receive at a programme at The Hague in the Netherlands on June 23.

 

কন্যাশ্রী-সবুজসাথীর গুণগান পটে, পুতুলে

মেলার পাঠে পটের পসরা সাজিয়ে বসেছেন পিংলার মণিমালা চিত্রকর। চোখ বন্ধ করে গাইছেন, ‘শোনেন দাদাভাই, শোনেন দিদিভাই, কন্যাশ্রী প্রকল্পের কথা আমরা বলে যাই।’ সামনে ভিড়। কন্যাশ্রীর গুণকীর্তন শেষ হওয়ার পরে শুরু হল সবুজসাথী প্রকল্পের বৈশিষ্ট্য-বর্ণন। অদূরে পুতুল সাজিয়ে বসে আছেন কোচবিহারের নিশারানি রায়। তাঁর পুতুলেরাও কন্যাশ্রীর গল্পই শুনিয়ে চলেছে।

শুধু মেলার মাঠ নয়। সরকারি অনুষ্ঠান, স্কুল-চত্বর, সরকারি হাসপাতাল, বাজার-সহ বিভিন্ন জায়গায় রাজ্য সরকারের এই দুই প্রকল্পকে তুলে ধরতে ব্যবহার করা হচ্ছে পটশিল্পী ও পুতুল-শিল্পীদের। বস্তুত, বিভিন্ন সরকারি প্রকল্পের হাত ধরেই এ বার এই দারিদ্রে ডুবতে বসা শিল্পীরা কিছুটা লাভের মুখ দেখছেন। মাসে মাসে হাজার টাকা ভাতা তো জুটছেই। সেই সঙ্গে ঘনঘন অনুষ্ঠানের ডাকও আসছে।

পিংলার মণিমালা কিংবা স্বর্ণ চিত্রকর তাই স্বীকার করছেন, সরকারি সহায়তায় রোজগারের সঙ্গে সঙ্গে নিজেদের শিল্পী-সত্তাটাকেও বাঁচানোর সুযোগ পাচ্ছেন তাঁরা। সরকারি তরফে পট বা পুতুল তৈরির টাকা না-জোগালে বা অনুষ্ঠানের ব্যবস্থা না-করলে বহু শিল্পীই হারিয়ে যেতেন।

Chief Minister Mamata Banerjee on Sunday evening said that “Kanyashree” is the pride of Bengal. She addressed media persons at Kolkata airport after returning from Netherlands.

She received the first prize in the United Nations (UN) Public Service Award at The Hague. She congratulated the people of the state saying that Kanyashree is the pride of the state as it brought smiles on the faces of thousands of girls.

Thousands of people gathered outside the Netaji Subhas Chandra Bose International Airport to welcome the Chief Minister. They shouted slogans on the success of Mamata Banerjee in taking Bengal to the top of the world. Many came with flower bouquets to congratulate the Chief Minister for the success of the project that was her brainchild.

It may be recalled that the Chief Minister had said that the success of Bengal will be celebrated through state-wide programme.

 

দুনিয়া জিতে ঘরে মুখ্যমন্ত্রী

নেদারল্যান্ডস থেকে দুবাই হয়ে কলকাতায় ফিরলেন মুখ্যমন্ত্রী মমতা ব্যানার্জি। রাষ্ট্রপুঞ্জ থেকে কন্যাশ্রী প্রকল্পের জন্য সেরার শিরোপা নিয়ে রবিবার সন্ধের পর তিনি কলকাতায় ফিরেছেন।বিমানবন্দরে তাঁকে স্বাগত জানাতে হাজির হয়েছিলেন প্রচুর মানুষ।

রাষ্ট্রপুঞ্জে তাঁর স্বপ্নের প্রকল্প কন্যাশ্রী শ্রেষ্ঠত্বের শিরোপা পেয়েছে। বিশ্বের সর্বত্র সে কথা ছড়িয়ে পড়তে সময় লাগেনি। মুখ্যমন্ত্রী, রাজ্য সরকারের কাছে শুভেচ্ছাবার্তার বন্যা বইছে। এদিনও অনেকে তাঁকে এসএমএসে শুভেচ্ছা জানান। সাংবাদিকদের তিনি বলেন, কন্যাশ্রী বাংলার গর্ব।

মুখ্যমন্ত্রী আগেই জানিয়েছেন রাজ্যজুড়ে কন্যাশ্রী উৎসব পালিত হবে এই বিপুল সাফল্য উদযাপন করার জন্য।

The Bengal Government’s landmark Kanyashree Scheme won the prestigious UN Public Service Award. Chief Minister Mamata Banerjee received the award at UN Public Service Day celebrations at The Hague on 23 June.

Chief Minister Mamata Banerjee launched the scheme on October 1, 2013. From 2014 onwards, August 14 has been celebrated as Kanyashree Dibas.

Kanyashree Prakalpa is a peerless initiative by the West Bengal Government. It is the State’s flagship project for the girl child. Nearly 40 lakh girls have been brought under this scheme. The scheme was introduced to arrest the drop-out rate in schools and prevent early marriage among girl students.

The scheme is end-to-end IT-enabled and completely transparent, and hence easily accessible to beneficiaries. The popularity of the scheme has grown manifold since its inception due to this ease of access and focus on empowering young girl and building their confidence and self-esteem.

The scheme has garnered recognitions at major international and national forums. The scheme was represented as one of the ‘best practices’ at the Girl Summit 2014, organised by Department for International Development, UK and UNICEF in London in July 2014.

It has also received the Manthan Award 2014 for e-governance in the category of ‘Women and Empowerment’ covering South Asia and Asia Pacific region. At the national level, it won a silver prize in the National Award for e-Governance 2014-15 under the category of ‘Outstanding Performance in Citizen-Centric Service.’

 

মেয়েদের উন্নয়নে বাংলার যুগান্তকারী প্রকল্প ‘কন্যাশ্রী’

পশ্চিমবঙ্গ সরকারের একটি যুগান্তকারী প্রকল্প হল ‘কন্যাশ্রী’ প্রকল্প। প্রায় ৪০ লক্ষ মেয়েদের এই প্রকল্পের আওতায় আনা হয়েছে। এর ফলে কমেছে স্কুলছুটের সংখ্যা, কমানো গেছে অল্প বয়সে মেয়েদের বিয়ে দেওয়ার প্রবণতাও।

শুধু স্বনির্ভর করাই লক্ষ্য নয়। সবদিক থেকেই পারদর্শী হবে কন্যাশ্রীর কন্যারা। পিছিয়ে থাকবে না খেলাধূলা থেকেও।

কন্যাশ্রীর সাফল্যের জন্য ইউকে এবং ইউনিসেফের আন্তর্জাতিক উন্নয়ন দফতর আয়োজিত ‘গার্ল সামিট’-এ সেরা নির্বাচিত হয়েছে কন্যাশ্রী। মন্থন পুরস্কারও পেয়েছে এই প্রকল্প। রাষ্ট্রসংঘের তরফে বাংলাকে দেওয়া হয়েছে পাবলিক সার্ভিস আওয়ার্ডে ফার্স্ট প্রাইজ। ৬৩টি দেশের ৫৫২ প্রকল্পকে হারিয়ে প্রথম স্থান পেয়েছে বাংলার কন্যাশ্রী।

১৪ই আগস্ট রাজ্য সরকার কন্যাশ্রী দিবস হিসেবে পালন করে। প্রতি বছর এই দিনটি পালন করে রাজ্য সরকার।
