Mr. Deputy Chairman, Sir, I rise to speak on the Supreme Court (Number Of Judges) Amendment Bill. I speak with some experience; I am a Senior Advocate of the Supreme Court. The problems of the Judiciary are not going to be solved by passing through Ordinance and increase of four more Judges in the Supreme Court. There are these problems. The problems are: The Central Government will not appoint women to the judiciary. …(Interruptions)… They will not appoint lower caste to the judiciary. They will not appoint religious minorities to the judiciary. They will not appoint gay people to the judiciary. …(Interruptions)…
Sir, there are 30 per cent vacancies in all the High Courts. Women are 14 per cent! Women constitute only 14 per cent of all the High Court judges! The reality is that the Scheduled Castes, the Scheduled Tribes and the women together make up under 20 per cent of the judiciary. Between 2018 to 2026, this Government appointed just 3 per cent Scheduled Caste Judges, 2 per cent ST Judges and 12 per cent OBC Judges. These are the issues. …(Interruptions)
