West Bengal has an area called Sundarbans area. It is a jungle area and has a huge tree-cover. There are Royal Bengal Tigers, the famous tigers in the world. In South
Africa if you go for a tour, there is ‘Walk with Lions’ tour. People walk with lions. Similarly, in Sunderban area in West Bengal, the Government can take an initiative. Madam, Nirmala Sitharaman, I want you to consider about a tiger safari in the State. It can be a national safari also. Millions of people who are fond of watching animals, like tigers and lions can go and see them. Lion safari is there but tiger safari is nowhere there in the world. So, Sunderbans cannot be left out. It is not that only when the proposal from the State Government will come, we will
respond. Why can the Government of India not take a proposal of their own that Sunderbans will be considered and will be taken up for formation a tiger safari. It is my humble submission.

Pratima Mondal’s speech on Scheduled Castes and Scheduled Tribes (Second Amendment) Bill, 2022

Sir, I rise to speak on the Constitution (Scheduled Castes and Scheduled Tribes) Orders (Second Amendment) Bill, 2022. Sir, in modern India, caste system is prohibited by law, but that does not restrict it from being practised in the society. Division of the society on grounds of caste is still a reality. The mind behind the Indian Constitution, namely, Dr. B. R. Ambedkar understood the need to actively empower these communities socially, economically and financially, and to provide them with equal opportunities to participate in the country’s governance and functioning, and to uplift and promote their growth. This led the Government to make ways for laws and regulations, which aimed at their development. Among all other provisions, the most important is the Scheduled Caste and Scheduled Tribe (Prevention of Atrocities) Act. It was implemented to address the crimes committed against these communities, but the results are far from satisfactory because there is a continuous rise in the number of cases every
year all across the nation. According to the National Crime Record Bureau, the crime rate has increased from 22.8 per lakh population to 25 per lakh population in 2020, which obviously will be even higher in 2021. Uttar Pradesh stands at the top with 10,138 cases in 2016 to 10,430 cases in 2020. This is the number that we are aware of. So, just imagine if all the unreported cases are also taken into account. The condition of women is terrible. A total of 4,372 cases were lodged for rape, 3,373 for assault on women, 855 for murder, and 1,119 for attempted murder. नहींहोना चाधहए था और यह सोचनेिालीबात है। Actually, this scares me to my core, as a mother, and there must be stricter provision to bring an end to these atrocities. I would also like to say that protection of women beyond their division of caste should be the priority of the nation.  Coming to the front of reservation, though there are regulations to ensure the same, they are being flouted repeatedly and the Government is hardly taking any steps to curb the unconstitutional incidents. Being a part of the Scheduled Caste and Scheduled Tribe Welfare Committee, I have time and again come across a peculiarly similar scenario in different Departments of Government and bodies having the provision of reservation, and the funds that are allocated for the development of the Scheduled Caste and Scheduled Tribe are lying unutilized and then diverted to other areas. This is absolutely unacceptable Proper steps should be taken to prevent this. Not only this, innumerable instances have reflected that the reservation policy is not being implemented properly. The latest incidents involving the IITs on November, 2021, the Supreme Court has directed the Central government to follow reservation guidelines because currently they are following: “completely unconstitutional, illegal and arbitrary process”. The crime and discrimination in educational institutions against the SC and ST candidates is also a common scenario. The divide and barrier that is put up is very difficult and mentally exhausting for the students. The youth of the nation who are so aware of different facets of mental health must take a moment and think before uttering hurtful words to the candidates of SCs and STs, which make the candidates ponder upon their selfworth. I would not like to go into much details because these words are enough to make my message clear. Inclusion of more categories and making regulations are not enough, and will not serve the real purpose. Allocation of more funds, implementation and real change through education are the need of the hour. Castes-tribes divide sparks a sense of high and low among the school-going children which then becomes permanent. Chapter on inclusivity and equality must be included in school curriculum to build a better generation, and thus, their future. The Gond community will be excluded from the Scheduled Castes list, and included in the Scheduled Tribes list. Should it serve the real purpose or else even this piece of legislation will remain on paper with zero result on ground? The real picture is that Gonds have been deprived of their rights. The forest of the Gondwana area had always belonged to them. In order to exploit the forests and the greed of land, led to snatching of their homes. Though the captured areas have been developed, Gonds are pushed back into severe poverty and helplessness This finally resulted in armed revolution or simply put, naxalism. The Government must ensure that the agricultural lands that were taken away from them should be returned. Brutality on the Gonds must stop. Not very long, in
2016, the house of a Gond family in Shivpur Diyar Limbdi Village in Ballia district was burnt down. To quote: “We too want a permanent settlement but no one allows us to own our own land. Now, we are landless for generation.” Here, I quote: “The plea of the Gonds in Uttar Pradesh is that if the Government does not guarantee that this cruelty will end, there can never be peace in these areas. Just treating the SC and the STcommunity or people as the source of vote bank is no less humiliating than crime committed against our community.” Here, I would like to mention that due to the sincere efforts of hon. Chief Minister, the Government of West Bengal, has been largely successful in
abolition of mining activities through implementation of different developmental schemes in the district. In the district, which has the highest population of the SCs and the STs like South 24 Parganas, North 24 Parganas, Bhirbhum, Bankura, Jhargaon, Purulia and different areas of North Bengal have showed a significance rise in education and employment level. Women from the SC and ST community are getting Rs.1,000 per month under the Lokirbanda Scheme, a symbol of women empowerment and the people above the age of 60 are also receiving Rs.1,000 per month under Jai Johar Scheme for the STs and Taposuti Bandu for the SCs. This should be ensured in all the areas dominated by the SCs and STs. Preservation of the tribal culture is also of utmost importance in areas
dominated by the STs. We should impart education on cultural aspects of the respective tribal communities through cultural programmes. These small steps will result into big positive difference. Keeping this mind, the Government must look forward to establishing equality in the country. With these words, on behalf of my party, All India Trinamool Congress, I support this Bill.

Pratima Mondal’s Zero Hour mention wanting to know why the govt has reduced NOS Scheme scholarships

Hon. Chairperson, Sir, the National Overseas Scholarship Scheme of the Ministry of Social Justice and Empowerment provides funding for students from Scheduled Castes, Scheduled Tribes, and landless agricultural labourer families to pursue post-graduate education in top-ranked foreign universities. It is disheartening to note that the Scheme provides the scholarship only to 125 students per year whereas the total number of students going abroad every year is 5.5 million. Further, Sir, if you see the record, only 39 in 2021, 76 in 2020, 46 in 2019, and 15 in 2018 were actually awarded the scholarship. The hon. Minister owes an answer for such low numbers of students. Is
the Government trying to imply that meritorious students even did not apply for this scholarship? Why were 125 students not given the opportunity every year? Moreover, the Government, without any consultation and just two months before, has stated that it will no longer fund the students who want to study culture and heritage of India from abroad. The Government is again creating a divide and intending to keep the marginalised at their current position. So, the Government must immediately look into the matter and let the House know the reasons behind such steps and statistics.

Saugata Roy opposes introduction of Indian Antarctic Bill as Antarctica is not an Indian territory

Sir, under Rule 72(1) of the Rules of Procedure and Conduct of Business in Lok Sabha, I oppose the introduction of
the Indian Antarctica Bill, 2022. I do not know what authority our Government has over Antarctica! Antarctica is still an uncharted territory. Countries have gone there. We have set up two research stations, including one called Maitri. Our people are going there. Some tourists are going there. Now, the Minister wants to prohibit Indian expedition to Antarctica without a permit. He wants to establish a Committee on Antarctica Governance to provide for inspection in India by an officer. आप अं टाकर्िटक मेंभी अपनी ब्यूरोक्रेसी पह�ं चा दें गे ? If anything is to be done in Antarctica, it has to be done multilaterally after entering into an agreement with several countries. What is the point in bringing an Indian Antarctica Bill when Antarctica is not our territory? Sir, it is legally not tenable to have a law on an area which does not belong to us. This effort to impose an Indian law in Antarctica is wrong, and not a properly
thought-out step. I hope, the Minister will desist from this, and if not, will send the Bill to the Standing Committee immediately without any discussion. सभापित महोदय, �ल 72(1) मेंरोज अपोिजशन बोलनेके िलए बोलती है। सं िवधान केबाद �ल 253 में… It is our right.

Jawhar Sircar’s Supplementary Ques on the reason for not extending PMGKAY for the whole year

Sir, my question is to the senior Minister. Sir, my question is to the senior Minister, to the MoS and to the Government. We have been stocking about 90 lakh metric tonnes more per year over the last three years, before COVID also. Our stock, as the hon. Minister has replied to one of my queries, is comfortable. We are now at 516 lakh metric tonnes against the mandatory stocking requirement of 214 lakh metric tonnes, more than double. Why are you being so miserly extending it only up to September? Why don’t you go for the whole year? This is the only scheme that reaches the poorest of the poor. That is all. Thank you, Sir.

Abir Ranjan Biswas’s Special Mention on accessibility for rural households to reliable electricity supply

Sir, India’s electricity access challenge is formidable. About 300 million people lack electricity, while an additional 100 million have less than four hours of electricity per day, and possibly several million more suffer from unreliable supply. Poor supply leads to low interest among rural consumers which further leads to low returns/revenues for DISCOMs, forming a vicious cycle. Decentralized renewable energy, which is usually small scale and generated close to the point of use, benefits entire households in many ways, maximizing the impact of clean energy. In general, rural electrification is costlier than urban electrification due to high infrastructural, servicing and billing costs, arising
from low population density and low industrial/commercial needs. Additionally, decentralized renewables have immense potential for creating jobs, empowering entrepreneurship, and enhancing livelihood opportunities for the rural communities. Adoption of local climate-friendly clean energy solutions can also help address the ongoing challenges of reliability, quality and affordability of energy in rural areas. Interventions, such as large-scale adoption of decentralized renewable energy, can make clean energy accessible to all while also meeting climate commitments.
Supply-side concerns necessitate streamlined technology and policy pushes, whilst demand-side concerns can be addressed by focused interventions such as capacity building and facilitating access to funding. Empowering women, who are often involved in agricultural activities, with clean energy generation at the village level can truly improve energy access and advance in livelihoods. I urge the Government to take necessary steps in this regard. Thank you, Sir.

Shanta Chhetri’s ZH, requesting Home Min to direct Meghalaya to grant minority status to Hindus

Thank you, Sir, for allowing me to speak. I would like to draw the kind attention of this august House to the fact that the Centre has told the Supreme Court that States can consider granting Hindus the minority status, if the community is not in a majority within their jurisdiction. If the Hindus are in minority in a particular State, they should be able to establish and administer educational institutions of their choice, in keeping with the rights guaranteed to the minorities by the Constitution. I humbly urge the august House to draw the kind attention of the hon. Home Minister to urgently direct the Meghalaya Government to grant minority status to Hindus via notification, as per Articles 29 and 30 of the Constitution of India.
