NKDA to set up a system for segregation of garbage at source

As a part of the Clean City Green City mission initiated by Chief Minister Mamata Banerjee, the Newtown Kolkata Development Authority (NKDA) has decided to segregate the garbage collected from different places in Newtown at their sources.

Senior officials of the agency will meet the firms that undertake recycling work, to discuss the matter.

There is also a proposal for big housing complexes to do their own composting and the NKDA authorities will sit in meetings with them to discuss the issue.

In the Nabadiganta Industrial Township Authority (NDITA), there is already a composting machine and another one has been installed in Newtown. Both the machines are doing composting on an experimental basis. Manure from the compost will be used for rooftop gardening and rooftop urban farming.

On behalf of All India Trinamool Congress, I welcome all of you. This is my first time at the new party office. Trinamool Congress is a National Party. We have 34 MPs in the Lok Sabha and in the Rajya Sabha 13 MPs. We have taken a decision to fight elections in 14 states. We have been the chief opposition party in Manipur. We had MLAs in Assam and Arunachal Pradesh.

On 19 January every anti-BJP political party came to Brigade. Around 30-35 lakh people gathered there. Around 24 different party members came there. Samajwadi party’s Akhilesh Yadav, Satish Mishra, from south H D Kumaraswamy, former Prime Minister H D Deve Gowda, N Chandrababu Naidu, M K Stalin. Yashwant Sinha, Shatrughan Sinha, Arun Shourie, Farooq Abdullah, Sharad Pawar, Arvind Kejriwal, Tejaswi Yadav, Omar Abdullah, former Arunachal Pradesh Chief Minister Gegong Apang, Jignesh Mevani, Hardik Patel. All were present there. In that meeting it was decided that there will be a small committee, who will go to the Election Commission.

We, Trinamool Congress, do not do things in a hurry. Trinamool Congress means grassroots. We will put up candidates for the Lok Sabha and Assembly elections. When and where we will do that, this decision will be taken by the Trinamool Congress working committee. The current situation of the country is dangerous. There is only big talk and nothing is happening. You know the numbers regarding unemployment.

On 8th November 2016 at 8 o’clock and 9.30 PM not a single political party had said anything about demonetisation. Only Mamata Banerjee said ‘this is a draconian measure, withdraw this,this will destroy our country’. Only Trinamool Congress went to the President of India, nobody came with us. Now every political party, all economists, are saying ‘demonetisation was a dangerous thing’.

Bengal and Odisha have a healthy relationship. Since its inception, in the Beti Bachao Beti Padhao scheme the government has spent 700 crores for 29 states. 4 crores per year per state. There is no number of the beneficiaries under this scheme. In Bengal, we have spent 5500 crores for Kanyashree scheme and around 60 lakh girl children have benefitted.

In 2014 BJP Government said in their manifesto that they will double farmer’s income. Now they are saying they will double farmer’s income in 2022. In 2011 we had promised that we will double farmer’s income. But after 7 years we have trebled their income. Previously it was 90000 and now it is 3 lakh per farmer family. For medicines we are giving 30-40% discount and we are giving free treatment also. Because of good governance, Trinamool Congress has won 211 seats in 2016. Now the ordinary people and every political party is saying ‘2019 BJP Finish’.

We are not an NGO. We are a political party. We will not divulge that in this press conference. Our aim is ‘2019 BJP Finish’. We have sent BJD the invitation for Brigade in September 2018. We respect BJD’s policy. We will contest elections in 14 states.

But now it is time for all the forces to save our Constitution, we need to save our Parliament , our institutions like CBI, RBI, whole government system, we need to save media. Media is afraid, not the journalists, we are talking about media owners, we are talking about industrialists, they frighten everyone, you can see it for yourself. Political vendetta- One day they had sent CBI to brother Akhilesh, one day to sister Mayawati, one day they will do this-that, they keep on doing poltical vendetta.

My request to all the parties when you take the BJP on, take them on strong, take the BJP and Mr Amit Shah and Mr Modi. When i say BJP, take them as Mr modi and Amit Shah’s BJP because there is another BJP within the BJP. So my request is, my urge is, do it the Trinamool way. If you take on the BJP, Amit Shah and Narendra Modi’s BJP, take them on strongly, take them on state and take them on Centre. Don’t let go.

When political parties start discussing speculative pre-election manifestos in press conferences then I’m afraid you will get into trouble. Then you will make announcements of Bharat Ratna, also speculations you will have bad news.

Trinamool doesn’t make speculations. Trinamool believes in thinking it out. When it came to GST, we supported GST, Mamata Di oposed implementation of GST. When Demonetisation happened, you please check the records, the first leader who opposed from day one, no party walked with us from first day, only National Conference came from Kashmir. Omar Abdullah ji walked with Mamata Di and all of us MP’s. Shiv Sena also walked with us on that issue, slowly all the parties came together.

The type of politics Mamata Di does is consistent politics and not T-shirt politics like one day you wear blue T-shirt, tomorrow change the shirt and wear another shirt, wear a Baniyan – these don’t happen in Mamata Di’s politics. We have no hurry in Odisha but we are doing the organisation together. Already, will not tell you the name, but atleast two famous people from Odisha have approached us to join the Trinamool but we have told them hold on we will make some good progress and then we will call another press conference and get them to join. It’s not about famous people only, we want people from civil society, doctors, lawyers. And I want to say two things to odisha –

1. You look at Bengal, see what development has been done. Talk less, work more – this happened in Bengal.

2. Look at the peace and harmony in Bengal and how the progress has been made across so many platforms.

Trinamool is like a squirrel who will do every small work, we don’t want anything from behind. Mamata Di is doing politics for 45 years, doing social work, she is a three times Union Cabinet minister, two time Chief Minister and MLA and she has such a great track record as you know. So many people, so many movements. One lady whose father was a simple man and mother was no one, simple. She came out of the Congress party by herself. Biju Janta Dal started in 1997 and they had family history. Mamata Di didn’t have this kind of history.

On 1998, 1st January, our Party was established. From 1947 till today, seventy years tell me one name who left congress and did successful politics. There’s no one. Now there is Sharad Pawar but he is in alliance with Congress. Sangma ji was in North-East, that didn’t happen. Chidambaram Ji left and then rejoined Congress Pranab Ji once left and this happens in politics.

But one lady today, she runs her own government with no support ,has one support, one alliance ,i.e, peoples support, grassroot support.
Today one will go, tomorrow one will go but look here, the credibility she has, credibility means delivery that is important.

I’m not here to make a political analysis of how they function in Congress, all i can tell you is that i have been in Parliament for 8-9 years but in the last 4.5 years i have not seen BJD vote on one bill against the BJP. I’m only stating a fact, i’m not making a political commentary but let us leave that aside. Let us look at the broader picture. The broader picture is the Constitution of our country is in danger. The parliamentary resolutions are in danger

Young people in India are watching. you must also remember this at the height of the so called promises made in 2014, BJP only got 31 percent of the votes.

One thing is certain, there are two alliances obviously- the NDA and ours what happened in 19th January, they will get 150-160 seats, it is our estimate.

Don’t worry about who will be the Prime Minister, there is a lot of matured leadership there. And when there is mature leadership with so much experience the goal is the same- UNITED INDIA.

We are expecting the elections to be announced in weeks so before that we will come back here and we will make certain announcements. What I said, Trinamool style is that we do not build parties like how you build with pack of cards. Ours is a solid foundation, slow and steady.

Bangla CM inaugurates Jeevan Shakti – an app for blood banks

Chief Minister Mamata Banerjee recently inaugurated an app named ‘Jeevan Shakti’ that will provide information regarding the availability of blood in government blood banks across Bangla.

The citizen-centric app has been developed by the State Health and Family Welfare Department. The mobile app will prove extremely handy for patients and their relatives, who will be able to trace donors and find out the availability of blood at the government-run blood banks.

The main features of the app are a list of donors in the State, along with their names, mobile numbers, addresses and the blood groups they belong to. Interested persons can enrol themselves in the app as potential donors.

State Govt comes up with Energy Action Plan

Bangla has seen a rapid growth in electricity consumption, both industrial and domestic. This is the result of the Trinamool Congress Government’s push, under the leadership of Chief Minister Mamata Banerjee, towards excellence of Bangla in all matters.

As per the government’s calculations, this is only expected to rise. To cope with that and in line with the current stress on non-conventional energy across the world because of environmental issues, the State Electricity Department has come up with an ‘Energy Action Plan’.

This is the first time that a State Government has decided to come up with a policy dedicated to exploring unknown areas on how power can be generated from unconventional sources. Power generation from non-conventional sources (also called renewable sources) like sun, wind, tides, etc. reduces emission.

This is also in line with India’s declaration at the 2015 Paris Convention that it would achieve 40 per cent power generation through renewable sources by 2030.

A senior official of the department said through the development of the ‘Energy Action Plan, the department aims to produce the best quality electricity, at par with the Western countries, in the next two to three years.

In the future, there will be a paradigm shift from conventional energy to renewable energy, and hence the government is taking all necessary steps to make the whole process more sustainable, said the official.

Stressing on the generation of hydroelectricity, the Bangla Government has taken up a number of new initiatives. Several hydroelectric projects are coming up on the Teesta River, namely Teesta-I, Teesta-II, Teesta-V, Teesta Intermediate State and Rammam Stage-I (on the Rammam River, a tributary of the Teesta) in Darjeeling, each having a capacity of 80 to 84 megawatts (MW).

In the solar energy sector, Bangla has already seen a great deal of improvement. To this end, solar panels have been set up on the rooftops of various government buildings, schools, colleges and other offices by the Power Department.

The government is also firming up plans for electricity generation from tidal energy and wind energy.

The main challenge is putting the energy produced from renewable sources into the grid. Unless the energy is supplied into the grid, the utilisation of power on a large scale cannot be possible. The Energy Action Plan would enable solutions to this issue.

In the renewable energy sector, according to another senior official of the State Power Department, Bangla has produced around 71 gigawatts (GW), and the department has set a target of reaching 175GW in the next two years.

He also said that with the increase in the demand for power in the State, hundreds of substations have been constructed in the past few years. In the last one year alone, 10 extra high voltage (EHV) substations have been constructed. Many 220 kV substations are also coming up.

Huge response to paddy procurement by State Govt

The Bangla Government’s paddy procurement scheme has got a huge response across the State, leading to an eight-fold increase in procurement compared to last year.

In the last kharif season, the State Government procured 27,000 tonnes of paddy from farmers, while during the 2018-19 kharif marketing season (KMS), 2.14 lakh tonnes have already been bought.

The primary reason for this overwhelming response is the minimum support price (MSP) set by the government, which is Rs 300 more per quintal compared to the open market.

Seeing the huge response, the government has revised upward its total procurement target to 52 lakh tonnes.

Now, to enable everyone to sell their paddy, or at least a part of it, depending on a farmer’s production and the government’s reaching its set target of 52 lakh tonnes, a limit of 90 quintals per farmer has been set. Thus, even the most marginalised of farmers would be le to sell their production.

Through Khadya Sathi, State Govt is ensuring ‘Food For All’

The Bangla Government, under the leadership of Chief Minister Mamata Banerjee, has adopted the philosophy of ‘Food For All’, being implemented through the Khadya Sathi Scheme.

The Khadya Sathi Scheme envisages a system of systematic distribution of foodgrains across Bangla through the public distribution system (PDS), and for this, the government, through the Food & Supplies (F&S) Department, has brought about end-to end reforms in the management of the PDS.

The public distribution system consists of the public distribution outlets (PDO), commonly known as ration shops, which are basically fair-price shops (FPS).

Features of Khadya Sathi, being implemented through the public distribution system

To make the process of distribution of foodgrains hassle-free, the government has provided digital ration cards to 8.82 crore people.

Of these, 7.42 crore people are getting foodgrains at Rs 2 per kg while the rest 1.4 crore are getting foodgrains at half the market rate.

Of those getting foodgrains at the rate of Rs 2 per kg are

  • 3,12,718 people of the Cyclone Aila-affected blocks and 3,619 reluctant farming families of Singur, getting 16kg foodgrains per month
  • 8,75,703 beneficiaries of the Hills and 35,11,186 beneficiaries of Jangalmahal, getting 11kg foodgrains per month
  • All working and non-working families residing in the tea gardens (enrolled under Antodya Anna Yojana), getting 35kg foodgrains per month

The more needy beneficiaries are getting foodgrains completely free

  • 1,572 beneficiaries of 139 Toto families in Alipurduar district, getting 11kg foodgrains per month
  • Almost 6,000 malnourished children and their mothers getting 5kg rice, 1kg masoor dal, 2.5kg wheat or fortified whole wheat flour (i.e., fortified atta) and 1kg Bengal gram
  • With the aim of ensuring proper nutrition, government is providing whole wheat flour instead of wheat

Festive season bonanza

  • For the important festivals – Durgotsav, Kali Puja and Diwali, Eid, Ramzan, Chhat Puja – edible oil, Bengal gram, flour and sugar supplied at subsidised rates from ration shops

Fair price shops

Part of the food distribution scheme for the needy is the setting up of fair-price shops in 120 tea gardens. The construction of 46 more is in progress.

Both supply and demand crucial for the success of ‘Food For All’

To ensure the success of the concept of ‘Food For All’, supply or production as much as distribution is required.

On the supply side, the government has ensured and is continuously ensuring better food storage capabilities, better facilities and schemes for farmers, and better food testing facilities.

These are touched upon in brief below:

Food storage capacity: Over the last seven-and-a-half years of the Trinamool Congress Government, the food storage capacity has been gradually augmented, and a lot of work is constantly being carried on, in terms of building more and better warehouses

  • Food storage capacity increased by 15 times to 9.36 lakh metric tonnes (MT)
  • Work currently in progress for enhancing the capacity by another 5 lakh MT
  • 51 Khadya Bhawans built at the district and subdivisional levels
  • Work currently in progress for construction of 14 more Khadya Bhawans

Better facilities for farmers: As part of the mantra of ‘Food For All’, the State Government has also ensured that farmers get as much help as possible in producing that food, in the form of incentives. A few of the important developments in this aspect are:

  • No incidents of distress selling
  • In the 2017-18 kharif marketing season (KMS), 32.23 lakh MT paddy procured at minimum support price (MSP) from 4.67 lakh farmers
  • For the 2018-19 KMS, registration of farmers initiated from October 1, 2018 and paddy procurement begun from November 1, 2018
  • For selling to cooperative societies (samabay samitis) and at centralised procurement centres (CPC), farmers getting incentive of an MSP of Rs 1,750 per quintal
  • For selling at CPCs, farmers getting an incentive of Rs 20 per quintal over and above the MSP
  • Another incentive recently introduced is ‘Dhan Din, Cheque Nin’ (sell paddy, get cheque) wherein farmers get immediate payment for their paddy sold through cheques

Food testing system: State-of-the-art laboratories are being set up across Bangla for carrying out for carrying food quality tests.

  • There is a central laboratory in Kolkata.
  • 15 district laboratories are being set up in 15 districts
  • 6 regional laboratories are being built in Medinipur, Bardhaman, Krishnanagar, Malda, Siuri and Siliguri

Hence, as we see, Khadya Sathi has been a resounding success for Bangla. The scheme is the brainchild of Mamata Banerjee. As a result of it, people across the State, those who require, are getting foodgrains at subsidised rates.

Mamata Banerjee and her government’s commitment to ‘Food For All’ has resulted in an unwavering commitment towards farmers right from 2011. Among other things, their average annual income has increased by more than three times, from Rs 91,000 in financial year (FY) 2010-11 to Rs 2.91 lakh in 2017-18.

 

Reforms in PDS in Bangla in the last 7 years

To ensure proper distribution and access of essential food, the State Government’s Food and Supplies (F&S) Department has brought about end-to end reforms in the management of the public distribution system (TPDS).

The public distribution system consists of the public distribution outlets (PDO), which are basically fair-price shops (FPS) and are commonly known as ration shops.

TPDS through use of ICT

Essentially, PDS has been changed to TPDS, that is, targeted public distribution system. A major reform in this regard has been the use of information and communication technology (ICT) in the management of the TPDS.

This includes:

·         Creation of electronic data bank of all the stakeholders of the PDS

·         Online allocation of foodgrains up to the FPS levels

·         Doorstep delivery by distributors to dealers

·         SMS-based information to the FPS-wise registered mobile users regarding allocation and availability of foodgrains

Other uses of ICT in the PDS

Other aspects of the use of ICT include:

·         Complete online supply chain management

·         Call centre-based public grievance redressal system including voice recording mechanism

·         Online renewal of license for more than 21,000 FPS dealers and distributors, 31,000 superior kerosene oil dealers and agents, and, 10,000 licensees of other petroleum products like LPG, lubricating oil, petrol pumps, etc.

·         Integrated online MIS generation from the level of sub-divisional controller of F&S Department and upwards

·         Publication of new PDS control orders and modified control orders for the distribution of foodgrains in tea gardens through government outlets

·         Completion of digitisation of 8.59 crore ration card data, as on January 31, 2015 and the completion of setting up of online supply chain management for the distribution of foodgrains

Awareness generation regarding PDS

·         The Food & Supplies Department has also undertaken a massive drive for public awareness generation for people’s entitlement through TPDS

·         Regular publicity through audio spots on All India Radio, display of banners, publicity through mikes and through skits by local artistes in gram panchayats and municipalities is creating improved awareness among the people

·         Advertisement through print as well as electronic media is being done at regular intervals

·         A monthly periodical named Sanbadnama is being published by the department.

·         Since 2016, January 27 is being observed as Khadya Sathi Dibas

Toll-free grievance redressal system

·         A 12×7 call centre (that is, 12 hours a day on all days of the week) equipped with call resource management and document management system

·         Two toll-free helpline numbers – 18003455505 and 1967 – for getting information or lodging complaints

·         Tracking status of grievance redressal online through the portal of the F&S Department

·         Additional district magistrate designated in every district as the district grievance redressal officer to address PDS-related complaints

Budgetary outlay apropos PDS increased

·         For achieving the above goals, the Trinamool Congress Government has increased the budgetary outlay manifold during its period in power.

·         Whereas in FY 2010-11, the total outlay for PDS was only Rs 2,199 crore, that in FY 2018-19 was Rs 8,037 crore, an increase by more than 3.6 times.

·         Hence, it can be said that Bangla’s public distribution system, the lifeline of the foodgrain supply scheme of the government, has improved hugely. Work is constantly going on to streamline the system of distribution as well as that of solving any issue that may arise.

 

Bangla to observe Khadya Sathi Dibas today

January 27 is celebrated as Khadya Sathi Dibas by the Bangla Government. On this day in 2016, Chief Minister Mamata Banerjee launched the Khadya Sathi Scheme, hence the commemoration.

Khadya Sathi Scheme is a flagship scheme and one of the most successful schemes of the Bangla Government.

Nearly 9 crore people of the State, or nearly 90 per cent of the population, get foodgrains at Rs 2 per kg under this scheme. As a component of this scheme, 100 per cent digitisation of ration cards has been completed.

Now, across the length and breadth of the State, lakhs and lakhs of people do not have to worry about sufficient nourishing food. There are even special packages for the Jangalmahal region, Cyclone Aila-affected families, unwilling land-giving farmers of Singur, workers and non-workers of closed tea gardens, Hill areas, Toto tribe (staying in Totopara), and other destitute and homeless people.

Also a part of this, from FY 2014-15, is free-of-cost nutritional support to approximately 5,200 severely acute malnourished (SAM) children and their mothers. The monthly package consists of 5 kg rice, 2.5 kg wheat, 1 kg masoor dal and 1 kg Bengal gram.

The scheme is implemented through a strong network of public distribution and food storage system.

Republic Day celebrations portray Bangla’s culture

The 70th Republic Day was celebrated with much fanfare in Bangla. The official State Government celebrations were held on Red Road. It was attended by Chief Minister Ms Mamata Banerjee and her Cabinet colleagues. The Governor hoisted the national flag.

It was followed by a march past of armed forces and police forces. A colourful parade and procession with decorated tableaux portraying the State’s culture and heritage were the highlights of the programme. Students from various parts of Bengal took part in the colourful programme.

The Chief Minister had earlier tweeted: “On Republic Day, let us pledge to protect our Constitution and uphold the principles of sovereign, socialist, secular, democratic, republic, justice, liberty, equality and fraternity, as enshrined in the Preamble.”

Bangla’s 2019 Republic Day tableau highlights Mahatma Gandhi’s ties with the State

This year, at the Republic Day parade on January 26 in New Delhi, the theme of the tableau sent by the Bangla Government was ‘Gandhi Ji in Santiniketan and Beliaghata’. The whole concept was conceived by Chief Minister Mamata Banerjee.

Responding to the invitation of Rabindranath Tagore, Mahatma Gandhi had come to Santiniketan in 1915, and stayed at the house named ‘Shyamali’. On August 13, 1947 in an effort to quell communal riots in Kolkata, Gandhi ji had started a 72-hour fast. He stayed at Hyderi Manzil during the time. On the day of independence, August 15, Gandhi ji was on fast in Kolkata.

The tableau this year had a fibreglass model of Shyamali and various other models. Ten artistes enacted the characters of Mahatma Gandhi and others on the tableau as it rolled along Janpath.

It may be mentioned that the State’s tableaus have had a successful run at the annual Republic Day parades in the national capital throughout the rule of the Trinamool Congress. After a gap of almost 13 years, when the Left Front Government had decided against sending them, Bangla restarted sending tableaus for the Republic Day parades from 2012.

In 2012, the theme was ‘Basantotsav’, as held in Santiniketan; in 2013, it was the 150th birth anniversary of Swami Vivekananda; in 2014, it was chhau dance of Purulia; in 2016, it was the baul artistes of Bangla; and in 2017, it was ‘Sharodotsav’, as the festival of Durga Puja is also known. Both in 2014 and 2016, the tableaus had won the first prize.

Controversially, in 2015, the Centre did not allow the State’s internationally-feted Kanyashree Scheme to be displayed as a tableau. Credit must however be given to Mamata Banerjee that she has not backed off, and has continued sending prize-winning concepts for the marquee show on Republic Day.
