Chairperson Mamata Banerjee makes “last appeal“ to Centre for debt restructuring

Trinamool Chairperson Mamata Banerjee today made her `last appeal` to the Central Government for debt restructuring, from the platform of the All India Trinamool Congress Extended General Council meeting at Netaji Indoor Stadium. She said that the Party will stage dharnas at New Delhi if the demands are not met and she herself will lead the demonstrations.
The is the first Extended General Council meeting of the party after securing a landslide victory in Panchayat and municipal elections.

Apart from delegates and party workers from the around the State, the meeting was attended by party representatives from other states as well. Party functionaries from Manipur, Assam, Sikkim, Tripura, Mizoram, UP, Rajasthan, Jharkhand, Haryana, Bihar, Kerala graced the stage and some of them also addressed the gathering. Braving the rain, party delegates poured in from diverse places with enthusiasm and excitement.
The meeting began at 11 am with the State President of the party, Subrata Bakshi hoisting the party flag.
Shri Bakshi set the agenda for the meeting. Preparations for Lok Sabha elections to be the top priority for the party, he stressed.

Rising to speak amidst tumultuous applause, Trinamool Chairperson Mamata Banerjee thanked the Maa Mati Manush of West Bengal for their continued faith on the party. The fact that grassroots workers get the same respect in this party, sets Trinamool apart from the rest, the Chairperson said.
She asked party workers to work hard in Malda, North Dinajpur, Jalpaiguri and Murshidabad for the upcoming elections. She said that Trinamool Congress is an epitome of struggle and cannot be terrorised with muscle power. She reiterated that the recent poll victories were just the beginning and workers should not become complacent about the election results.
The victory in Panchayat and municipal elections will be dedicated to Maa, Mati, Manush at a rally scheduled on 25th November, at Brigade Parade ground in Kolkata, declared the party Chairperson. Maa, Mati Manush Dhonyobad. Maa Mati Manush Zindabad – this will be the slogan of the Brigade rally, she said. She asked the party leaders to reach out to people during the festive season of Durga Puja, Chhat and Eid. She said that West Bengal has always been a land of communal harmony and that any attempts by groups with vested interests to divide the people on religious lines, should be nipped in the bud.
On the question of discipline within the party, Chairperson Mamata Banerjee did not mince her words. She said that discipline is the main mantra of the party. The Disciplinary Committee of the party was given free hand to deal with anti-party activities in the strictest of ways. The party is above individuals, she said. We cannot let the image of party to take a beating because of handful of people, who use the party for vested interests, the chairperson added.
She sent a strong message to Centre over debt restructuring and moratorium issue. She asked the party MPs to submit a deputation against the Raghuram Rajan report. While she expressed happiness that some states stand to benefit from the report, she vented her ire on the Central government for the step-motherly attitude towards Bengal.
The Chairperson also attacked the CPI(M) over the party`s funding from “unknown source“. Citing a letter from the Election Commission, she asked the Communist Party to come clean on its funding. She reiterated that CPM, Congress and BJP have teamed up in the state against the government.
The Chairperson also highlighted the success of WB govt in 100 days work scheme and in setting up fair price medicine shops. She appealed to people not to invest money in chit funds and said that the State is taking an initiative to start Small Saving Schemes.
The Chief Minister also informed the crowd of the `Kanyashree` scheme that is going to be launched on 1 October. She said that 24 lakh families have been earmarked for receiving the benefits of `Kanyashree` scheme this year. She also talked about the success story of the Shishu Sathi scheme, thanks to which several children received cardiac surgeries free of cost.
She said that party leaders cannot afford to be alienated from the people. She also proposed the formation of a Panchayat task force to monitor the work of Zilla Parishads.
What Other Party Leaders Said
Sougata Roy, MP, Lok Sabha, said that the journey that began in 2008 has come of age in2013; Trinamool has reached its finest hour. He said that Mamata Banerjee`s career is one of sacrifice and struggle. Anti-party activities are thus an insult to her. Mamata Banerjee led Trinamool Congress will be the kingmaker in national politics after 2014 elections, he added. He called for nation-wide protests against Raghuram Rajan panel recommendation that will reduce WB’s share of central funds. He urged the party workers to ask themselves what they can do for the party, not what the party can do for them.
State President of the party from Uttar Pradesh, Shri Shyam Sunder Sharma, in his brief speech invited the Chairperson to visit Uttar Pradesh.
The State President of the Women’s wing of the party, and minister in West Bengal government, Chandrima Bhattacharya highlighted how the present Government has laid stress on Women`s welfare through schemes like Kanyashree.
TMC MP and President of the All India Trinamool Youth Congress, Suvendu Adhikari urged the party workers to shun complacency and serve the people to the best of their abilities, so that the mandate of Bengal in the upcoming Parliamentary elections is again in favour of Trinamool.
The State President of the party from Sikkim and the Ex-Dy CM of the State, PT Lucksom said that he was impressed reading the constitution of the party and the reference to the development of the Hills. He thanked the party Chairperson for giving him the opportunity to work for TMC
The party MP from Basirhat, Haji Nurul Islam, in his speech, informed the delegates about the initiatives taken up by the Government for development of Minority Communities.
Kim Gangte, Party head of Manipur Pradesh Trinamool Congress in her short speech reiterated her faith on Didi and said that only under Didi`s rule the people of Manipur will get real taste of independence.
Party Chairman from Tripura, Ratan Chakraborty shared some glaring facts on the misgovernance of Left Front rule in his state. Tripura needs Trinamool to get rid of CPI(M), he opined.
In his short speech, the Honourable minister for Industry and Commerce, Partha Chatterjee urged party workers to value discipline. He said that the party owes its existence to Mamata Banerjee and cannot afford to sully her credibility.
Minister for Panchayat and Rural Development, Subrata Mukherjee in his speech said that time was ripe to initiate preparations for the upcoming Lok Sabha elections. He also took a dig at those who call Trinamool a regional party and said that today`s meeting was truly an endorsement of Trinamool’s all-India presence. He also pointed out that Mamata Banerjee would be the kingmaker during the formation of next government at the Centre.
TMC MP and Leader of the Parliamentary Party in Lok Sabha, Sudip Bandopadhyay reminded party workers that the recent election results show a renewed faith the people of Bengal have placed on the party. The hard-earned faith should be retained through social work at the grassroots level. There is no place for complacency in politics, he opined.
Resolutions adopted at the Meeting
In the end, the Chairperson proposed four resolutions, which were unanimously adopted by the house. The party slammed the rising prices of essential commodities. Trinamool Congress slammed the anti-people policies of the Central government. The party reiterated that it will not tolerate any breach of discipline and anti-party activities by any member. It was also decided that the party will conduct dharna in New Delhi later this year against the Central govt’s discriminatory attitude towards Bengal.
The meeting ended with the National Anthem and slogans saluting the motherland and the party.

Chief Minister instructs Cabinet Ministers to reach out to people during Puja

In a Cabinet Meeting held on Friday at the State Secretariat, West Bengal Chief Minister Mamata Banerjee instructed all her ministerial colleagues to make tours of the districts during the festive days of the Pujas.  The Ministers have been instructed by the Bengal CM to visit the districts, keep an eye on the amenities being provided to general public during the Puja days, supervise the distribution of the cheques being paid to the duped investors of the Sharada scam and check law and order situation as well.

Compensation to duped investors before Pujas a priority, feels Chief Minister

On Monday, September 30, West Bengal Chief Minister Mamata Banerjee will be handing over compensation cheques to 927 depositors, who were duped by Saradha ponzi scheme, at Kshudiram Anushilan Kendra. The Chief Minister had announced at Jhargram that the State Government government will begin with compensating 1,000 victims before the Pujas.
Earlier, Justice Shyamal Sen, who heads the judicial commission to probe the Saradha scam, had said that the government would hand over compensation cheques to the small depositors who lost their money in the scam.
A district-wise list of total 1,03,137 victims has been made by the judicial commission. The Chief Minister has instructed her colleagues in the cabinet to oversee the distribution of cheques before the Pujas. For payment in the districts, the cheques will be sent to the district magistrates. The Chief Minister has set a deadline of October 11. Ministers have been instructed to distribute the compensation cheques on October 5 in 9 districts.
Those who had deposited below Rs 10,000 in the scheme will be paid from the Rs 500-crore corpus set up by the CM.

Khel Samman: State Govt felicitates sporting luminaries for making Bengal proud

West Bengal Chief Minister Mamata Banerjee felicitated 63 sportspersons of Bengal for their valuable contribution in different forms of sports, at a programme organized by the State Sports Department in Netaji Indoor Stadium on Monday, 28 September, 2013. Several junior and senior sportspersons were present at the occasion.
26 sports personalities received `Khel Samman` awards, 12 persons received `Krira Guru` awards and 20 persons received `Banglar Gourav` awards.
Former skipper of the Indian cricket team, and a heartthrob of Bengalis, Sourav Ganguly and ace tennis star Leander Paes were awarded with prestigious `Khel Ratna` awards for life-time achievement to their respective sports.
Several other eminent sports personalities, representing various fields – cricket, football, tennis, table tennis, volleyball, mountaineering, swimming  – were also honoured by the Chief Minister on the occasion. Their brilliant performances over time have made the state proud and hence the contribution deserved a recognition.
Krira Guru Awards were presented to Subhas Bhowmick, Amal Dutta, Prasun Banerjee, Manoranjan Bhattacharya, Syed Naeemuddin, Kuntal Roy among others.
Alok Mukherjee, Dinesh Basu, Gautam Sarkar, Bhaskar Ganguly , Utpal Chatterjee, Dibbendu Barua, Jhulan Goswami, Soma Biswas. Joydip Karmakar, Mampi Das, Sambaran Banerjee, Nimai Goswami, Shyam Thapa, Mohua das, Dola Banerjee and many more others were honoured at the occasion.
All the recipients of the sporting honours expressed their gratitude towards the state government and thanked the Chief Minister for taking the for recognizing and felicitating their contributions.
On the pious occasion, Mamata Banerjee announced the formation of a  residential football academy, first of its kind in Bengal, which will be sponsored by West Bengal Sports Council.
Apart from bestowing honours, the government also distributed cheques towards financial aid for 4395 clubs across the state to boost the sporting infrastructure.
Chief Minister Mamata Banerjee said, “Sportspersons from Bengal have achieved recognition in different parts of the world, so even I feel proud to felicitate them. “
“ Sports was an isolated discipline in Bengal previously, but I have requested my ministers to form a new Youth and Sports Policy“, she added.

Shilpa Sathi to facilitate investors in Bengal

The success of Bengal Beckons in Mumbai has been outstandingly matched by the State Industry Department, ably guided by Chief Minister Mamata Banerjee. The State Industry Department has also launched a new Industry Policy for getting investments and generating employment.
 
The State Industry Department had come up with the novel idea of Shilpa Sathi, a single window system for investors where an investor can submit a Common Application Form in the Single Window Cell at WBIDC.
 
Initially, in Phase-I, the facility of Shilpa Sathi will be available to investors, who want to set up medium and large industries in Kolkata, Howrah, Hooghly, South24-Parganas and North 24-Parganas districts. Shilpa Sathi will assist investors to apply in Common Application Form (CAF), to obtain licenses and registration from relevant important State Government departments from a single place, which are listed below :

For the above purpose, a Single Window Cell (SWC) has started functioning at the Ground Floor, “Protiti“, West Bengal Industrial Development Corporation Ltd (WBIDC), 23, Abanindranath Thakur Sarani (Camac Street), Kolkata -700 017.
 
In Phase-II. the investor will be able to submit the Common Application Form on-line in the Shilpa Sathi and get all licenses and registrations on- line. An on-line tracking system of status of the on-line application is also being made available in the G2B portal developed for the purpose with IT infrastructure in the State Data Centre.
In Phase-III, the State Shilpa Sathi will migrate to the eBiz, the Single Window Facility being developed by Department of Industrial Promotion and Policy, Ministry of Commerce and Industry, Government of India, which aims to cover all Central and State government departments which issue licenses and registrations required for setting up an industry in India.
 
Keeping up with the industrial surge, Shri Partha Chatterjee, Hon`ble Minister in Charge of C&I and IT&E Department in a recent event handed over land and module allotment letters to companies in different Industrial Parks developed by  WBIDC on 03.09.2013.

Raghuram Rajan Committee Report to make state lose more than Rs.4000 Cr of Central Funds – Mamata Banerjee

Excerpts from the Facebook post of AITMC Chairperson Mamata Banerjee dated Sept 27, 2013:
I am deeply shocked and anguished by the outright and discriminatory approach of the Central Government towards Bengal in entertaining the Raghuram Rajan Committee Report.
The state will lose more than Rs.4000 Cr of Central Funds due to this. 
The allocation of Central funds for Bengal will be reduced hugely from 6.93% to 5.50%, thus directly hitting lots of developmental projects in the state targeted to the poor and the needy. 
I am happy that some states will be benefitted. But Bengal will stand to suffer significantly in spite of being a No. 1 debt-stressed State.
No one ever thought about more than rupees two lakh crore of debt thrust upon us by the previous government.
No one ever thought that we will have to pay nearly Rs.28,000 Cr. this year towards loan repayment and interest liability.
Where is the money to do development work?
It is clear that the Central Government is acting on political lines and partisan machinations. 
We strongly protest the discriminatory attitude .

Mamata Banerjee is right in demanding more power for states: Planning Commission member Arun Maira

Ahead of the Lok Sabha election scheduled next year, Planning Commission member Arun Maira has supported the non-Congress Chief Ministers over the distribution of taxes between the Centre and state government.
West Bengal Chief Minister Mamata Banerjee has been the frontrunner in demanding the power to collect central taxes and using the amount to finance the state`s development projects. Others like Punjab, Haryana and Tripura are demanding a higher share of central taxes.
“Mamata Banerjee is right in demanding more power for states,“ Maira said on Wednesday in Kolkata. “It can`t be top down approach any more where the Centre dictate terms.“
Of the total taxes collected by the Central Government, just about 32% is being distributed among states. West Bengal receives 2.5% of it.
“The money does not come from anyone`s pocket. The funds which the Centre allocates to the state governments are collected as taxes from the states,“ she had been saying after failing to get a three-year moratorium on the state`s over Rs 2 lakh crore debt burden.
It is widely anticipated that no single party would get a majority in the next Parliamentary election and therefore a collation government would be imminent with the support of regional party chiefs. Mamata Banerjee of Trinamool Congress in West Bengal, Jayalalithaa of AIDMK in Tamil Nadu, Nitish Kumar of JD(U) in Bihar are expected to play major roles in the formation of the next Union government.
Maira said that the role of the Planning Commission needs to evolve to capture the changing dynamics of the centre-state relationship under a coalition structure of the central government and since the regional parties become more powerful like never before.
“Planning Commission`s process of working with states is outdated,“ Maira said at a seminar organised by ICRIER, FICCI and Germany`s political foundation KAS on India`s regulatory framework and the 12th Five Year Plan.

Progress made by School Education Dept. in special plan under Backward Region Grant Fund (BRGF) in Jangalmahal

One of the biggest success stories of the Maa, Mati, Manush Government led by Chief Minister Mamata Banerjee is the development of the Jangalmahal area. Consisting of the districts of Purulia, Bankura and Paschim Medinipur, the development in this area was at a standstill two years back, due to Left Wing Extremists. While on one hand, the Government successfully dealt with the Extremists by providing special packages to those who surrendered, side by side, it started a flood of developmental works for the locals.
  
Let us take a bird’s eye view of what the Government did in the school education sector to bring a turnaround.
Purulia :
Construction of 15 Girls Hostel (50 seated) for Secondary/H.S. Schools – Expected date of completion: 31-12-2013.
Construction of 8 new School Building & Hostel for LWE affected area.
 
Paschim Medinipur :
Construction of 17 Girls’ Hostels – Completed – 4 nos., Expected date of completion for others 31.3.13
Construction of 50 Girls’ Hostels (50 seated) for Secondary/H.S. Schools –   For 13 hostels work is in progress.
Construction of 11 new School Building & Hostel for LWE affected area – Work has started to build 11 School buildings and hostels.
Construction of 1 PTTI as per NCTE Norms – Procedures have started for the construction of PTTI at Ramgarh.
 
Bankura :
Construction of 15 Girls Hostel (50 seated) for Secondary/H.S. Schools –5 Girls hostels already completed. For the other 10 Girls hostels, date of completion is Sept. 2013.

KMC takes initiative for Minority Communities – An exclusive reportage

The Trinamool-led Kolkata Municipal Corporation (KMC) has been striving to give better services and provide proper amenities to the citizens of Kolkata. Being instrumental in beautifying the city, revamping its heritage, KMC has also been active in upliftment of the minority communities, especially belonging to BPL sector.
A definite untiring endeavour has been made to achieve the goal to uplift the socio-economic and educational standard of the minorities through Multi-Sectoral Development Programme. Numerous measures are being taken under different programmes to set a new tone to the life of the downtrodden people who are left castigated from the main stream of the society and deprived of the fruits of development. KMC has already geared up development programme to rejuvenate and upgrade the infra-structure of education and health to encounter the basic needs for better prospect of life in future. The Kolkata Municipal Corporation has been trying to put serious emphasis on issues related to socio-economic and educational development of the minorities.
In compliance with guidelines and proviso of MSDP Scheme, the construction of Ward Health Units, Malaria Clinic, DOTS Centre, Immunization Centre and sinking of tube-wells have been going on in uninterrupted manner to ensure congenial ambience. An adequate fund has already been allocated by the KMC for doing all the programmes in a smooth, sleek and synchronized way. The MSDP Scheme in minority areas of Kolkata is operational under the guidance of Corporation level Committee of Minority Affairs and further KMC has contemplated to strengthen the projects under MSDP.
The works undertaken for minority development are given below in a nutshell:-
a) Additional construction in 20 Urdu schools remains completed and that for 18 Units is in progress.
b) In regard to construction of Anganwadi Centre, 12 Units stand completed while the work of 40 Units is in progress.
c) Sinking of arsenic free tube-well has achieved a glaring success as cent percent work has already been completed.
d) 21 Units in regard to Ward Health Units has been completed and the work of remaining 6 Units is in progress.
e) In regard to Construction of Community toilets, it is to inform the House that the work of 10 Units has been completed the work of residual 86 Units is in progress.
f) For construction of 700ft. and 300ft. depth tube-well to have arsenic free water, 50% of the allocated fund amounting to 49.05 crore from GOI and State Government has been received by the KMC.
KMC has also planned to formulate a comprehensive policy for the development of the minorities in the line of Prime Minister`s 15 point agenda.
Proposals for Constructions of Housing under Gitanjali, BRGF schemes, Hostels for minorities, awarding pre-matric and post-matric Scholarship to students belong to minority communities, construction of Minority Bhawan are now under active consideration. To give a boost and to encourage the participation of minority students in games and sports, schemes are being devised. KMC also plans to distribute bi-cycles to Madrasah Girls.
