Sukhendu Sekhar Roy makes a Point of Order regarding Triple Talaq Bill

Sir, my Point of Order is regarding Rule 125, referring to a Select Committee:

“Any member may (if the Bill has not already been referred to a Joint Committee of the Houses, but not otherwise) move as an amendment that the Bill be referred to a Select Committee and, if such motion is carried, the Bill shall be referred to a Select Committee, and the rules regarding Select Committees on Bills originating in the Council shall then apply.”

Now please refer to Rule 121 (Bills originating in and passed by House and transmitted to Council):

“When a Bill originating in the House has been passed by the House and is transmitted to the Council, the Bill shall, as soon as may be, be laid on the Table. At any time after the Bill has been so laid on the Table, any Minister in the case of a Government Bill, or in any other case, any member may give notice of his intention to move that the Bill be taken into consideration.”

We are not opposed to the Bill perse, but if we feel the Bill is faulty, and it requires suggestions from stakeholders of the cross-sections of the society, particularly to strengthen and protect the women, we also think it must be referred to a Select Committee. First, these points should be taken care of.
