Makar Sankranti will be celebrated as Lok Sanskriti Dibas: Mamata Banerjee
Bengal Chief Minister Mamata Banerjee today attended the inaugural ceremony of ‘Baul O Lok Utsab’ at Ilambazar in Birbhum district. On the occasion, she laid the foundation stone for a new bridge over Ajay river and ‘Baul Bitan’ project in the district. She delcared Makar Sankranti will be celebrated as Lok Sanskriti Dibas.
Speaking on the occasion she once again expressed her discontent over Centre’s decision not to allow Bengal’s tableaux at Republic Day parade in Delhi. She said there cannot be any us vs them in art. The CM asserted that culture is the mainstay for the progress of humanism.

My best wishes and greetings to all the folk artistes who have gathered here. Artistes registered under Lokprasar Prakalpa are performing here.
Ektara is one of my favourite instruments. Ektara completes a Baul. We have named an open-air stage in Nandan ‘ektara’.
1.94 lakh folk artistes are registered under Lok Prasar Prakalpa. They perform at government functions. They also promote our schemes.
Lok Prasar artistes will compulsorily be involved in every festival organised by the Government so that they get opportunities to showcase their talent.
The artistes who have been felicitated with Sangeet Samman today will be given certificates and financial assistance of Rs 10,000.
Music helps in the ascension of humanity. Our civilization is alive because of music. Songs help in lifting our moods when we are depressed.
Artistes are our pride. They are our asset. They play an important role in conservation of Sarva Dharma Samannaya.
The Centre did not allow our tableaux for Republic Day parade this year.
It is our responsibility to work for all. Humanism cannot exist without culture. People of Bengal respect all religions equally.
A song has more impact than a speech because songs are spontaneous. Music is the inspiration for social movements.
We do not discriminate between Hindus and Muslims. We work for all, be it poor, Dalits, Adivasis. Artistes have only one identity – culture and humanism.
Who are they do decide what I will eat, what I will wear, who I will follow?
The saffron robe does not suit all. Those who ignite the fire of communal violence do not deserve the saffron coloured robe. You must earn the right to lead the country.
We want people to live in peace. We respect all religions, languages and communities. We do not endorse divisive politics. Unity in diversity is our pride.
Today we have inaugurated a new bridge between Kanksa and Durgapur. We have also laid the foundation for a new bridge on Ajay river. We have built Ranga-Bitan in Bolpur and a Baul Academy in Kenduli. We will also set up Baul-Bitan. We have allocated Rs 14 crore for 21 more projects.
From birth to death, we have schemes for every phase of life. We distribute saplings at the birth of a child.
We have scholarships for girls, SC/ST students, minorities. 45 lakh girls have received Kanyashree scholarship, 1.3 crore minorities have received student scholarships. 70 lakh Sabuj Sathi cycles have been distributed.
We are giving soft loans of 10 lakh (for domestic) and 20 lakh (abroad) for pursuing higher education.
We are giving rice at Rs 2/kg to 8 crore people. Healthcare in free in Bengal. 5 lakh people will get ‘Banglar Bari’ free of cost.
We have Samabyathi scheme for burying/cremating poor people. We are renovating crematoriums and burial grounds. We have given land pattas to Adivasis.
We have started Samabyathi scheme for those who lost their jobs in other States due to demonetisation and had to come back. We are giving a financial aid of Rs 50,000.
We have increased maternity leave to 731 days. We have reserved 50% seats in gram sabha, panchayat, zilla parishad and municipalities for women. 33% Trinamool MPs in Lok Sabha are women; no other party has this achievement.
We have created employment for 81 lakh people in six years.
We are setting up Biswa Bangla University in Birbhum.
We have designed a separate emblem for our State, which has been accepted. It will be officially unveiled tomorrow.
The Left had incurred a debt of Rs 2 lakh crore. We are paying Rs 40,000 crore every year as instalment. In 2018, we have to pay Rs 48,000 crore.
We cannot be intimidated with threats. We have doubled our income in six years.
Centre is frying fish in fish oil. They are taking away our revenue and then not alloting our funds.
We are answerable to the people. We do not pay heed to what a few anti-socials in other parties have to say.
We are a government of the people. We can never take any decision which is anti-people.
Who are they to decide whether I am a Hindu or not? How can they decide whether I can enter Puri temple or not? I believe in Ram not Ravan. Satyameva Jayate.
We have declared Makar Sankranti as Lok Sanskriti Dibas.
BJP does not believe in Hinduism. Hinduism believes in plurality. Hinduism does not discriminate. In Assam they are targeting 1.3 crore Bengalis. We never discriminate in Bengal.
The development process of Bengal will continue.
মকর সংক্রান্তি এখন থেকে লোক সংস্কৃতি দিবস হিসেবে পালিত হবেঃ মমতা বন্দ্যোপাধ্যায়
বীরভূম জেলার কেন্দুলিতে বাউল ও লোক উৎসবের সূচনা করলেন মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়। এই উপলক্ষে, তিনি অজয় নদীর ওপর একটি নতুন ব্রিজ এবং ‘বাউল বিটান’ প্রকল্পের ভিত্তি প্রস্তর স্থাপন করেন। তিনি এদিন বলেন মকর সংক্রান্তি এখন থেকে লোক সংস্কৃতি দিবস হিসেবে পালিত হবে।
দিল্লি এবার বাংলার ট্যাবলোকে স্বীকৃতি দেয়নি সেজন্য সভামঞ্চ থেকে অসন্তোষ প্রকাশ করেন মুখ্যমন্ত্রী। তিনি বলেন, সংস্কৃতি হল মানবতার অগ্রগতির মূল ভিত্তি।

বিভিন্ন জেলা থেকে বাউল শিল্পীরা এখানে এসেছেন, সকলকে আমার অভিনন্দন ও শুভেচ্ছা। লোকপ্রসার শিল্পীরা এই অনুষ্ঠানে অংশগ্রহণ করছে।
একতারা আমার খুব প্রিয়। একাতারাই বাউলদের জীবন। নন্দনে একটি মুক্ত মঞ্চ আছে যার নাম দেওয়া হয়েছে একতারা।
১.৯৪ লক্ষ শিল্পী সরকারের লোকপ্রসার প্রকল্পের আওতায় রয়েছে। তারা সরকারী অনুষ্ঠানে ও বিজ্ঞাপনে কাজ করেন।
সব উৎসবে লোক প্রসার শিল্পীদের compulsory করে দেওয়া হবে, তাহলে সকলকে সুযোগ দেওয়া হবে।
যারা আজ সঙ্গীত সম্মান পেলেন তাদের সংশাপত্র ও ১০ হাজার টাকা দেওয়া হবে।
গানের মাধ্যমেই মানবিকতার উত্তরণ হয়। গান আছে বলে মানুষ বেঁচে আছে, হতাশ হলে গান শুনলে মন ভালো হয়ে যায়।
শিল্পীরা আমাদের গর্ব, আমাদের অহংকার, আমাদের অলংকার। সর্বধর্ম সংহতি রক্ষা করতে তারা বিশেষ ভূমিকা পালন করে।
এবার দিল্লীর সরকার আমাদের ট্যাবলোকে গ্রহণ করেনি।
সবাইকে নিয়ে চলাটাই আমাদের ধর্ম। যেখানে সংস্কৃতি নেই, সেখানে মানবিকতা থাকে না। বাংলার মানুষ সর্বধর্ম সমন্বয়ে বিশ্বাস করে।
একটা বক্তৃতায় যতটা না কাজ হয়, একটা গানের কথায় তার চেয়ে বেশি কাজ হয়। কারণ গানের কথা অনেক স্বতঃস্ফূর্ত। গানের মাধ্যমে গণজাগরণ হয় আর সেই গণজাগরণের থেকে গণআন্দোলন গড়ে ওঠে। গান হল কাজের প্রেরণা, কাজের উন্মাদনা। গানের সাথে মানুষের প্রাণের সম্পর্ক আছে।
আমরা হিন্দু মুসলমানের মধ্যে ভাগাভাগি করি না। গরীব, দলিত, আদিবাসীদের আমরা কাছে টেনে নেব। শিল্পীদের জাত একটাই তা হল মানবিকতা, সংস্কৃতি।
আমি কি খাব, কি পরব, কাকে মেনে চলব সেটা আমার ব্যাপার, অন্য কেউ কেন সেটা ঠিক করে দেবে?
গেরুয়া রঙ তাদের মানায় যারা গেরুয়া পরার অধিকারী। গেরুয়া পরে বেরিয়ে অন্য ধর্মে আগুন লাগিয়ে দিলাম সেটা হতে পারে না। এই দেশটি গড়ার জন্য আগে অধিকার অর্জন করতে হয়, নিজেকে তৈরি করতে, সবাইকে সব কিছু মানায় না।
আমরা চাই মানুষ ভালো থাকুক, নিজের ধর্ম, ভাষা, জাতিকে সম্মান জানাক। কিন্তু মানুষে মানুষে ভেদাভেদ করা আমার কাজ নয়। বৈচিত্রের মধ্যে ঐক্য, আমাদের বড় সম্পদ।
কাঁকসা-দুর্গাপুর যে নতুন সেতু তৈরী হবে ১৬৫ কোটি টাকা দিয়ে, তার উদ্বোধন হয়ে গেল। আরেকটি সেতু অজয়নদের ওপর তৈরী হবে, বোলপুরে রাঙ্গা-বিতান তৈরী করেছি, কেন্দুলিতে বাউল আকাদেমি তৈরী করেছি। আগামীদিন বাউল-বিতান তৈরী করব। আরও ২১ তা প্রোজেক্টের জন্য ১৪ কোটি টাকা দেওয়া হয়েছে।
শিশু জন্মালেই চারা গাছ দিচ্ছি সবুজশ্রী প্রকল্পে। শিক্ষাশ্রী প্রকল্পে সিডিউলড কাস্ট, সিডিউলড ট্রাইব ছেলেমেয়েরা, স্কুল যাওয়ার জন্য ৭৫০-৮০০ টাকা করে স্কলারশিপ পাচ্ছে; ৫৭ লক্ষ সিডিউলড কাস্ট সিডিউলড ট্রাইব ছাত্রছাত্রীরা পেয়েছে।
৪৫ লক্ষ কন্যাশ্রী মেয়ে আছে আমাদের, স্কলারশিপ পাচ্ছে। বিশ্ববিদ্যালয়ে বিজ্ঞান পড়লে ২৫০০, আর্টস পড়লে ২০০০ স্কলারশিপ পাবে।
তপশিলি, আদিবাসীরা হায়ার এডুকেশন করতে গেলে ১০ লক্ষ টাকার সফট লোন পায়। বিদেশে গেলে ২০ লক্ষ টাকা লোন পায়।
১ কোটি ৩১ লক্ষ সংখ্যালঘু ছেলেমেয়েদের স্কলারশিপ দিয়েছি।
বিনা পয়সায় ৭০ লক্ষ ছাত্রছাত্রী সবুজ সাথী সাইকেল পেয়ে গেছে; প্রতি বছর ৩০ লক্ষ করে দেব।
২ টাকা কিলো চাল, গম। বিনা পয়সায় চিকিৎসা। ৫ লক্ষ পরিবারকে বাংলার আবাস যোজনায় বাড়ি দেব বিনা পয়সায়।
মানুষ মারা গেলে, সমব্যাথী স্কিম আছে, ২০০০ টাকা সরকার দিচ্ছে। এ বছর ১৫০০ শ্মশান বাঁধানো হয়েছে এ বছর, বেরিয়াল গ্রাউন্ড বাধিয়ে দিচ্ছি, আদিবাসীদের জহর থানের অধিকার দিয়ে দিচ্ছি, পাট্টাও আমরা দিয়ে দিচ্ছি।
যারা বাইরে কাজ করতে গিয়ে ফিরে এসেছেন, কিছু নেই, তাদের ৫০০০০ টাকা করে দিচ্ছি।
মহিলারা যারা সরকারি কাজ করে, ৭৩১ দিনের ছুটি পায় ছেলে মানুষ করার জন্য ১৮ বছর বয়স পর্যন্ত। গ্রাম সভা, পঞ্চায়েত সমিতি, মিউনিসিপালিটি, জেলা পরিষদে ৫০ পার্সেন্ট মহিলা রিজার্ভেশন। এখনই পার্লামেন্টে ৩৩ পার্সেন্ট ইলেক্টেড মহিলা মেম্বার আছে। যা অন্য পার্টির নেই।
এই ৬ বছরে ৮১ লক্ষ বেকার ছেলে মেয়েদের চাকরি দিয়েছি।
আমরা এখানে বিশ্ব বাংলা বিশ্ব বিদ্যালয় তৈরী করছি।
আমাদের রাজ্যের নিজস্ব এমব্লেম, গ্রহণ হয়ে গেছে, আগামী কাল আমি তা লঞ্চ করব। বাংলার নিজস্বতা বাংলার ভাণ্ডার।
সিপিএম ২ লক্ষ কোটি টাকার লোন নিয়েছিল, এ বছরে ৪০০০০ কোটি টাকা দেনা শোধ করতে হল, ২০১৮ সালে ৪৮০০০ কোটি টাকা দেনা শোধ করতে হবে।
আমাদের চমকালে আমরা গর্জাই, আমাদের গর্জালে আমরা বর্ষাই, তাই মনের জড় দিয়ে কাজ করি, আমরা ইনকাম ডবল করেছি।
দিল্লী মাছের তেলে মাছ ভাজছে, আমার টাকা তুমি কাটবে না, তোমার টাকা আমি চাই না।
কয়েকটা চোর, ডাকাত, চরিত্রহীন, কুৎসাকারীর কথায় আমি কেন কান দেব? কয়েকটা ডাকাত সর্দারের জ্ঞান আমরা শুনব না, মানুষের জ্ঞান আমরা শুনব।
এ সরকার জনগণের জন্য দরকার। জনগণকে বাদ দিয়ে আমি একটি কাজও করব না। আমি সারা জীবন অনেক মার খেয়েছি, কিন্তু, মানুষের ক্ষতি করে কোনও কাজ আমি জীবনে করব না।
আমায় বলে পুরীর মন্দিরে ঢুকতে দেবে না, বলছে আমি হিন্দু নই। ওরা ঠিক করবে আমি হিন্দু না মুসলমান? আমি রাম কে মানি, রাবণকে মানি না। সত্যমেব জয়তে।
মকর সংক্রান্তির দিন লোক সংস্কৃতি দিবস ঘোষণা করেছি।
বিজেপি হিন্দু ধর্মকে ভালবাসে না, তাহলে ধরমে ধরমে বিভেদ লাগাত না। হিন্দু ধর্ম সর্বজনীন। আসামে বলছে ১ কোটি ৩০ লক্ষ বাঙালি তারাও, আমরা তো এরম করি না।
বাংলার উন্নয়ন, মানুষের উন্নয়ন চলবেই।
