Employment generation is our priority: Mamata Banerjee on Bengal Budget 2018
Highlights of the press conference of Bengal Chief Minister Mamata Banerjee after the presentation of State Budget for the fiscal year 2018-19:1
- Our government gives equal importance to agriculture and industry. Social welfare has been the focus area of our budget this year. We have schemes for different phases of life – from birth to death.
- We have created 81 lakh jobs in six years. Over 100 crore man-days have been created in case of rural employment.
- We are always pro-people. We do not want to burden the people.
- We have carried out administrative as well as economic reforms. We have increased our revenue.
- We have constructed 25 lakh houses for the poor. We provide rice and wheat at Rs 2/kg. We are committed to providing khadyo-bostro-basosthan.
- We have increased the stipend of Kanyashree scheme. We have added 34,000 new beneficiaries under pension scheme for farmers.
- We are Number 1 in ease of doing business. Our industrial policy is focussed at continuous employment generation.
- Employment generation is our priority. It was the focus of Bengal Global Business Summit. Proposals of 20 lakh jobs were received at the summit.
- We are no. 1 in rural development, MSME, skill development, Krishi Karman.
- We have conducted over 300 block-level administrative review meetings. This has helped a lot in spearheading development.
- Per capita income for farmers has doubled in Bengal in six years. We have compensated them for floods, although the Centre has not given us a penny.
- The Govt is putting a lot of emphasis on IT sector. We are setting up Silicon Valley Asia in Rajarhat – a hub like the one in California.
- The money from devolution used to reach the State on the first of every month. Now it comes on the 15th. This is not healthy for federal structure.
- The previous government did not follow the FRBM. We are following fiscal discipline. Our performance is better than others.
- Fuel prices are on the rise. Price rise is a central issue. Common people are suffering. Centre must make a plan of action to combat the issue.
- Demonetisation was a demolition of the economic system.
কর্মসংস্থানই আমাদের মূল লক্ষ্য: মমতা বন্দ্যোপাধ্যায়
আজ রাজ্য বাজেট ২০১৮-১৯ পেশ হওয়ার পর সাংবাদিক বৈঠক করেন মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়। তার বক্তব্যের কিছু অংশ:
- এই সরকার কৃষি এবং শিল্প ও কর্মসংস্থান ও মানুষের আর্থ সামাজিক জীবন ও সামাজিক সুরক্ষাকে সমান গুরুত্ব দিয়ে এই বাজেট তৈরী করেছে। এই বাজেট সঠিক অর্থে মা মাটি মানুষের বাজেট। শিশুসাথী থেকে সমব্যাথী, জন্ম থেকে মৃত্যু পুরোটাই আমাদের স্কিম আছে।
- গত ছয় বছরে আমরা ৮১ লক্ষ কর্মসংস্থান তৈরী করেছি। গ্রামীণ-কর্মসংস্থানে আমরা ইন্ডিয়ার মধ্যে নাম্বার ওয়ান, ১০০ কোটি কর্মদিবস তৈরী হয়েছে।
- এই সরকার সবসময় মানুষের পক্ষে। মানুষের ওপর বোঝা বাড়িয়ে কিছু করা আমাদের উদ্দেশ্য নয়।
- আর্থিক সংস্কার করে, ৯০টি বিভাগকে সংযুক্ত করে ৪৫টায় চলে এসেছি। আর্থিক সংস্কার করে আমরা আমাদের ইনকাম যা ২০১১য় ছিল, তা দ্বিগুন করতে পেরেছি।
- ৯০% মানুষকে ২টাকা কিলো চাল, গম দিই। আমরা অলরেডি ২৫ লক্ষ বাড়ি তৈরী করে দিয়েছি। আরও ৫ লক্ষ বাড়ি দেওয়া হয়েছে।
- কন্যাশ্রীর মেয়েরা ৭৫০ টাকা করে বছরে ওরা যেটা পেত, সেটাকে বাড়িয়ে ১০০০ টাকা করে দেওয়া হল। কৃষকদের বার্ধক্য পেনশনও ৭৫০ টাকা থেকে বাড়িয়ে ১০০০ টাকা করে দেওয়া হল। ৩৪,০০০ নতুন কৃষককে পেনশন প্রকল্পে ঢোকানো হয়েছে।
- ইস অফ ডুইং বিজনেসে এখনও নাম্বার ওয়ান আছি। কর্মসংস্থানের ওপর কেন্দ্র করেই কিন্তু আমাদের শিল্প গড়ে উঠছে।
- কর্মসংস্থানই আমাদের প্রায়োরিটি, এই জন্যই বিশ্ব বঙ্গ বাণিজ্য সম্মেলন করা হয়েছিল। তাতে যে শিল্পের প্রস্তাব এসেছে তাতে প্রায় ২০ লক্ষ কর্মসংস্থান হবে।
- গ্রামীণ বিকাশে বাংলা সেরা। ক্ষুদ্র ও মাঝারি শিল্পেও বাংলা সেরা। দক্ষতা বিকাশেও বাংলা সেরা। কৃষিক্ষেত্রেও বাংলা সেরা।
- আমরা ৩০০র কাছাকাছি প্রশাসনিক বৈঠক করেছি ব্লক লেভেলে। এই মিটিংগুলোতে অনেক কাজ হয়।
- ২০১১ তে কৃষকদের পার ক্যাপিটা ইনকাম ৯১ হাজার টাকা ছিল, এখন ২,৩৯,০০০ টাকা হয়েছে। আমরা তাদের বীজ দিই, বন্যায় ক্ষতিপূরণ দিই। কেন্দ্র তো এক টাকাও দেয় নি এখনও।
- তথ্যপ্রযুক্তি শিল্প আরও সক্রিয় করায় বাড়তি নজর দিচ্ছে রাজ্য প্রশাসন। এর আওতায় রাজারহাটে সিলিকন ভ্যালি এশিয়া গড়ে তোলা হবে।
- আগে ডেভল্যুশন এর টাকা কেন্দ্র মাসের এক তারিখে পাঠাত। এখন সেটা পাঠাচ্ছে ১৫ তারিখে। যুক্তরাষ্ট্রীয় পরিকাঠামোর পরিপন্থী এই পদক্ষেপ।
- আমাদের আগের সরকার এফআরবিএম মানেনি। আমরা ফিস্কাল ডিসিপ্লিন মেনে চলি।
- পেট্রোলের দাম বাড়ছে। এলপিজিতে ভর্তুকি নেই। নিত্য-প্রয়োজনীয় জিনিসপত্রের দাম বেড়েই চলেছে। কেন্দ্রের উচিত মূল্যবৃদ্ধির বিরুদ্ধে পদক্ষেপ নেওয়া।
- নোট বাতিল দেশের অর্থনৈতিক ব্যবস্থাকে চুরমার করে দিয়েছে।
