Bengal no. 1 in terms of business-friendliness, according to joint World Bank-DIPP ranking
Just before the fourth Bengal Global Business Summit comes great news: the Business Reforms Action Plan 2017, published a few days back by the Central Government’s Department of Industrial Policy and Promotion (DIPP) has places Bengal as number one in the Implementation Scorecard.
This is a huge boost indeed in terms of the ranking too. From number 15 in the 2016 ranking to number one is no mean feat.
The implementation Scorecard refers to the implementation of major reforms by a state. For Bengal, for the 2017 ranking, the top five reforms implemented, which were considered for the ranking, are as follows:
- Access to Information and Transparency Enablers
- Single-Window Permission for Projects
- Availability of Land
- Construction Permit Enablers
- Environmental Registration Enablers
These rankings are based on certain parameters decided by the World Bank, and the work done by the states according to these parameters is supervised by the World Bank and DIPP. The rankings are basically an inter-state version of the annual country-wise ‘Ease of Doing Business’ ranking published by the World Bank.
Since the parameters on which the Business Reforms Action Plan ranking is based, change constantly, the states have to constantly work hard to fulfil the conditions. Chief Minister Mamata Banerjee had constituted a committee of senior bureaucrats a few years back to see to it that all the work is being implemented properly.
সেরা বাণিজ্য-বন্ধু শিরোপা রাজ্যের, বড় প্রাপ্তি
আসন্ন শিল্প সম্মেলনের মুখে বড় প্রাপ্তি রাজ্যের। চলতি বছরে দেশের সেরা ‘বাণিজ্য-বন্ধু’ রাজ্য হিসাবে স্বীকৃতি পেল পশ্চিমবঙ্গ। প্রতি বছরই কেন্দ্রীয় বাণিজ্য মন্ত্রকের অধীন ডিপার্টমেন্ট অব ইন্ডাস্ট্রিয়াল পলিসি অ্যান্ড প্রোমোশন (ডিআইপিপি) বাণিজ্য বন্ধু হিসাবে রাজ্যগুলির র্যাঙ্কিং প্রকাশ করে। ‘বিজনেস রিফর্মস অ্যাকশন প্ল্যান’ নামে ওই র্যাঙ্কিং-এ ২০১৭ সালের তালিকা শুক্রবারই প্রকাশ হয়েছে। দ্বিতীয় হয়েছে ঝাড়খণ্ড এবং তৃতীয় স্থানে গুজরাত।
আগামী ১৬-১৭ জানুয়ারি রাজ্যে বসছে শিল্প সম্মেলনের আসর। ঠিক তার আগে এই তকমা মেলায় খুশি প্রশাসন।
প্রশাসনিক অধিকর্তারা জানাচ্ছেন, বিশ্ব ব্যাঙ্ক বিভিন্ন দেশের মধ্যে কারা বাণিজ্য বান্ধব, প্রতি বছর তার র্যাঙ্কিং প্রকাশ করে। বিশ্ব ব্যাঙ্কের তদারকি এবং বাছাই করা শর্তের ভিত্তিতেই এই র্যাঙ্কিং প্রকাশ করা হয়।
মুখ্যমন্ত্রী ‘ইজ অব ডুয়িং বিজনেস’ এর শর্ত পূরণের জন্য বরিষ্ঠ আমলাদের নিয়ে বিশেষ টিম তৈরি করে দিয়েছিলেন। মুখ্যসচিবের নেতৃত্বে সেই কমিটি প্রতি মাসে বৈঠক করে রাজ্যের লগ্নি সহায়ক পরিবেশ তৈরির কাজে হাত দেয়।
এই কমিটির এক সদস্য জানাচ্ছেন, বিশ্ব ব্যাঙ্কের উপদেষ্টা এবং ডিআইপিপি প্রতি বছরই সংস্কারের শর্তাবলি বদলে দেয়। ফলে প্রতিযোগিতায় টিকে থাকতে রাজ্যকেও আইন-কানুন বদলাতে হয়।
২০১৭ সালে বিজনেস রিফর্মস অ্যাকশন প্ল্যান শুরু হয় ৪০৫টি শর্তপূরণের চ্যালেঞ্জ নিয়ে। মূলত ১২টি ক্ষেত্রে সংস্কারের জন্য এই শর্তগুলি রাখা হয়েছিল। সেগুলির কয়েকটি হল, শ্রমিক আইন সংস্কার, এক জানালা পদ্ধতির ই-প্রয়োগ, শিল্পের জন্য পরিকাঠামো যুক্ত জমি, পরিবেশ ছাড়পত্র, পুর-পঞ্চায়েত-বিভাগীয় ছাড়পত্র, তথ্য পাওয়ার স্বচ্ছতা, নির্মাণের ছাড়পত্র ইত্যাদি।
রাজ্য মূলত পাঁচটি ক্ষেত্রে সেরা সংস্কার করায় প্রথম স্থান পেয়েছে। সেগুলি হল, লগ্নি সংক্রান্ত তথ্য সহজে ও স্বচ্ছতার সঙ্গে পাওয়া, এক জানলা পদ্ধতির ই-প্রয়োগ, শিল্পের উপযুক্ত জমি পাওয়া, সহজেই নির্মাণ ছাড়পত্র ও পরিবেশ ছাড়পত্র পাওয়া।
