Chief Minister inaugurates various projects for Dooars

Chief Minister Mamata Banerjee today inaugurated a number of infrastructure projects for the districts of Jalpaiguri and Alipurduar at Tiyabon Ground in Jalpaiguri. Foundation stones were also laid for several projects. She also distributed benefits of various government welfare schemes to beneficiaries.

Among the projects inaugurated were Krishi Bhavan in Jalpaiguri, farmers’ training centre at Central Cooperative Bank in Jalpaiguri, 2,000 metric tonne food warehouse in Dhupguri, Malbazar model school hostel in Mal block, upgrading of infrastructure of Dharmapur Sasadhar Higher Secondary School and Churabhandar Bhelbhela School in Mainaguri block, Mal Subhashini Girls’ Higher Secondary School in Mal block and Nagrakata Higher Secondary School in Nagrakata block, etc.

Among the projects whose foundation stones were laid were minority hostel blocks of Sannyasikata Higher Secondary School and Badhunagar DN Higher Secondary School in Raiganj block, community halls in Matiali, Dhupguri, Mal block and Jalpaiguri town, five-storied building and canteen at Jalpaiguri Prasannadeb Women’s College in Jalpaiguri, tracks at Jalpaiguri Sports Complex, etc.

Highlights of the Chief Minister’s speech:

These days, people are afraid to go to Assam for business purposes. People from Jalpaiguri, Siliguri, Alipurduar, Cooch Behar are afraid. This never happens in Bengal. We do not mind if people from Assam come and do business in Bengal. This is a political problem. They are omitting names from the voter list due to political reasons.

We have to stand beside people when they are in trouble. My message to all workers is that people should not have to come to you; rather you should go to people who are in trouble and stand beside them. This is our aim, this is our goal.

Our government has provided people with digital ration cards. 43 multi super hospitals have been set up. There are HUDs in all districts. Around 300 SNSUs, CCUs, Mother & Child Hubs have been set up. The number of hospital beds have been increased by 30,000.

A Hindi college has been set up in Banarhat. A new university is being set up in Alipurduar. New Minority Bhavan and SC/ST Bhavan are also coming up.

We need to solve problems in order to move forward. New infrastructure needs to be built. We are ready to do everything. Trust us. Have faith on us.

We are observing a lot of divisive politics in this country. We believe in the politics of unity. We all are one; we want to stay united. One cannot bring ‘acche din’ by driving people away. Lies are being told. These are black days.

In Bengal, there is peace. They want to destroy the peaceful atmosphere of the State. We will not allow this. Bengal believes in unity and well-being of the nation. One needs ‘truth and honesty’ to bring ‘achhe din’.

We do not support the exploitation of tribal lands for programmes of the BJP. If people belonging to scheduled castes, the dalits, the women are not given their honour, ‘acche din’ will never come.

They have allocated only Rs 100 crore for ‘Beti Bachao Beti Padhao’ scheme. Most of it is spent on advertisement. In Bengal, the budget for Kanyashree is Rs 6000 crore. This is for just one State. They are telling lies in the name of Rs 100 crore. How will the “beti” live, how will she survive? These are all big talks which serve no purpose.

They have ruined the country in the last four years. Everyday, the price of petrol and diesel are increasing. Lynchings are happening across the country. People savings in the banks are not secure. I must warn you to be observant and alert; maintain peace and harmony.

Our young generation will never bow down to slanders and lies. This is our culture and upbringing. We are doing our very best. We are also organising Uttar Banga Utsav and other cultural festivals.

They are asking for the birth certificates of the parents. If not provided, they are asking the people to leave. They want to omit the names of around 40 lakh citizens from the voters’ list. Our brothers and sisters in Assam are in tears. In our State, there are people who have come from Opaar Bangla. They have settled in Cooch Behar, Malda, Nadia, Murshidabad, Alipurduar, or Jalpaiguri. They do their businesses here. Some of them are staying here for 40-50 years.

They are driving out Bengalis, Biharis, Adivasis and people from UP in Assam. Biharis and UPites are being targeted in Gujarat. In Bengal we do not believe in such practices. I welcome one and all to come to Bengal if they have nowhere else to go. We will treat you like our family. Assamese, Gujaratis are also our brothers and sisters. We had given refuge to people during 2014 Assam riots.

A lot of people from other states stay in Bengal. They have become Bengalis now. Can we ask them to leave? Where will they go. A citizen of this country can stay anywhere. This problem never existed in the past.

CPI(M) had done nothing for Darjeeling Jalpaiguri, Alipurduar and tea gardens for 34 years, when they were in power. No new schemes for health and education were launched.

In our State, when a child is born, we give a sapling to the parents. When these saplings turn into trees, they will cost around Rs 1-1.5 lakh. This will help in the child’s future.

We are giving scholarships to school students, along with school bags, school books, school shoes and mid day meals. ICDS and ASHA workers take care of pregnant women. Delivery of babies in government hospitals is performed free of cost. We send ambulances to homes if new born babies fall sick.

Healthcare is free in government hospitals in Bengal. Population of Bengal is 10 crore. Even people come here for treatment from Jharkhand, Bihar, Uttar Pradesh, even from Bangladesh and Bhutan. We treat all these people. No other State offers free treatment. Here, the hospitals offer free beds, free medicines.

Which Government offers free medicines? Only West Bengal Government. Only our Government offers Kanyashree, Shikshashree scholarships and bicycles for free to students. Our Government provides tractors to farmers, cars under Gatidhara.

We have the social security scheme for the unorganised sector. Construction workers, masons, auto drivers, domestic helps, bidi workers and others. They contribute Rs 25 while the Government’s contribution is Rs 30 per month. At the age of 60, they will receive a pension of Rs 2 lakh. They will get financial help from the Government during their daughter’s marriage, as well as financial support in case of accidental death.

Here, people get rice at Rs 2 per kg. The market price for the same rice is Rs 24 or 25 per kg. The tea garden workers get 35 kg of rice at just 47 paise. The Government even provides insecticide-treated mosquito nets free of cost.

We provide rice at Rs 2/kg, cycles to students from class IX, scholarships like Kanyashree and Sikshashree and for higher education. Thousands of people get pensions. The Government provides financial support for daughter’s marriage or in case of accidental deaths.

When tea gardens had closed, we had taken many initiatives. We had even waived off electricity bills. Cess on land in some tea gardens were also waived off.

We have waived off khajna tax and mutation fee on agricultural land. We have distributed scholarships to 1.7 crore minority students (33 lakh this year alone). More than 57 lakh SC/ST students have received scholarships.

We have constructed 25 lakh homes under Bangla Abaas Yojana. We have constructed at least 26,000 km roads. Additional 19,000 km will be constructed soon.

We are doing our best for the welfare of people. We could do more. But we have inherited a huge debt burden from the Left Front Government. We are paying nearly Rs 50,000 crore every year for debt servicing to the Centre. If we did not have to pay that amount, we could have carried out many more projects.

Tea gardens were treated with apathy in the past. Nobody cared about them. We have created a separate directorate for tea. We have set up Uttarkanya – a secretariat for north Bengal. We are working for the common people, the poor and the downtrodden.

Farmers’ welfare is our priority. In other States, farmers are committing suicide. We provide compensation to farmers for losses due to natural calamities. We also take care of families who lose their near and dear ones in accidents. We are taking care of those who face any problem while working in other States or countries.

Unemployment is our topmost concern. We want unemployed youth to become self-sufficient. Unemployment is increasing in the entire country, specially after demonetisation. In Bengal, unemployment has reduced by 40%. We are providing skill training to 12 lakh youths every year. We have set up polytechnic colleges and ITIs for this purpose.

There is peace in Darjeeling now. Earlier there was a lot of unrest in the Hills. Centre was fomenting trouble there. We restored peace in the Hills.

My tribute to Indira Gandhi on her death anniversary. Homage to Sardar Vallabh Bhai Patel on his birth anniversary. He wanted a united nation. This is our motherland. This is our karmabhoomi, siksha bhoomi, sanskriti bhoomi, sabhyata bhoomi. Stalwarts like Netaji Subhas Chandra Bose, Rabindranath Tagore, Babasaheb Ambedkar, Maulana Abul Kalam Azad, Dr Rajendra Prasad, Indira Gandhi, Sardar Patel were born in this land.

Administrative reforms of the Urban Development Department

The State Urban Development and Municipal Affairs Department has undertaken several administrative reforms over the last seven years of the Trinamool Congress Government to make the municipal authorities more effective, responsive and vibrant.

The primary reforms are as follows:

Ease of Doing Business: An online system for payment of property tax on land and buildings in municipal cities has been launched on a pilot basis in ten municipalities. It will gradually be extended to other urban local bodies.

Amendment of West Bengal Municipal Act, 1993: An amendment has been made to empower executive officers and finance officers of municipalities in order to strengthen municipal administration.

Parastatals have been restructured, like merging the State Urban Development Agency and Change Management Unit to support the urban local bodies in a coordinated manner and reorganising Kolkata Municipal Development Authority (KMDA) by merging Kolkata Metropolitan Water and Sanitation Authority (KMWSA) and Kolkata Improvement Trust (KIT).

Ensuring use of proper plastic: Legislation has been made for banning the use of and disposal of plastic of improper thickness within municipal areas.

Safety of residents of old buildings: Through the introduction of the section 412A in the Kolkata Municipal Corporation Act, the KMC can now enforce owners of dilapidated buildings to reconstruct the buildings for the safety of the residents.

Environment-friendly building rules: An amendment has been made to the Kolkata Municipal Corporation Building Rules, 2009, by incorporating additional floor area ratio (FAR) in respect of green and other categories of buildings.

A similar amendment has been made to the West Bengal Municipal Building Rules, 2007 for the other municipal bodies of the State. In both cases, an additional FAR of 10 per cent for green buildings and 15 per cent for mass housing projects, hospitals, IT office buildings, mega commercial projects, etc. have been granted.

Unit area-based assessment of property tax: Amendments have been made in the KMC Act and the West Bengal Municipal Act, 1993 to bring about unit area-based assessment of property tax in the areas under Kolkata Municipal Corporation and in other municipal areas of the State, respectively.

Consistent higher fund flow for urban development by Trinamool Congress Govt

The Trinamool Congress-run State Government has consistently been provided higher amounts of funds to its Urban Development and Municipal Affairs Department to ensure better development of urban areas.

Some important examples are as follows, comparing funds in financial years (FY) 2010-11 and 2017-18:

  • Fund for development of municipal areas (construction and repair of roads, market complexes, crematoria, etc.): 2010-11 – Rs 47 crore, 2017-18 – Rs 485 crore
  • Fund for basic minimum services (construction and repair of drains and culverts): 2010-11 – Rs 44 crore, 2017-18 – Rs 121 crore
  • Fund for water supply: 2010-11 – Rs 24 crore, 2017-18 – Rs 154 crore
  • Fund for social sector (urban wage employment): 2010-11 – Rs 44 crore, 2017-18 – Rs 190 crore

As a result of the higher allotment of funds, there has been huge development in municipal areas across Bangla in just seven years, only a fraction of which the Left Front Government could achieve in its 34-year rule.

Whether it is township beautification, setting up of development authorities, town planning, including in the areas of housing, sanitation and waste disposal, water supply, or administrative reforms, the State Government has consistently provided a much higher level of service.

Urban development – A priority for Trinamool led Bangla Government

The State Urban Development and Municipal Affairs Department has done a commendable job under the Trinamool Congress-run administration. Over the last seven years, it has set up eight development authorities and carried out a lot of work on township beautification.

The primary achievements are as follows:

New development authorities: For the upgrading of existing infrastructure and creation of new tourist attractions in planned manner, eight development authorities have been constituted. They are:

  • Gangasagar Bakkhali Development Authority (in 2013),
  • Furfurah Sharif Development Authority (in 2015),
  • Tarapith Rampurhat Development Authority (in 2015),
  • Bakreswar Development Authority (in 2016),
  • Patharchapuri Development Authority (in 2016),
  • Mukutmanipur Development Authority (in 2017),
  • Changrabandha Development Authority (2017) and
  • Tarakeswar Development Authority (2017).

Area extension work has been done for Gangasagar Bakkhali Development Authority, Haldia Development Authority, Tarapith Rampurhat Development Authority and New Town Kolkata Development Authority.

Green City Mission: It was launched in 2016 for all cities of the State to make them future-proof, talent-friendly and investment-oriented by adopting sustainable, environment-friendly, liveable, energy-positive (adoption of solar energy) and information technology-friendly programmes. A total of 2,596 projects with a total project cost of Rs 1,290 crore have been launched.

Gitabitan: This new township dedicated to art, culture and design is being developed in Bolpur in Birbhum district under the Sriniketan Santiniketan Development Authority.

Floating market at Patuli: For rehabilitating shopkeepers who had to move away because of the widening of the EM Bypass, a unique floating market was created at a waterbody in Patuli near Garia, Kolkata. It has become immensely popular, both among locals and visitors.

Tele Academy and Correctional Home: A Tele Academy (academy for imparting training on various aspects of the television industry) and a state-of-the-art correctional home are being constructed in Baruipur.

Eco Tourism Park: Also known as Prakriti Tirtha, this beautiful park was set up on 480 acres of land around a 112-acre waterbody, alongside Biswa Banga Sarani in New Town. It has now become one of the biggest tourist attractions of Bangla.

Other constructions in Newtown: Other important constructions in New Town, one of the green cities and now considered a model city in the country, are Rabindra Tirtha, Nazrul Tirtha, Mother’s Wax Museum, Kolkata International (Biswa Bangla) Convention Centre and the Financial Hub.

Bicycles: A dock-less, GPS-enabled bicycle sharing service has been started in New Town.

Developments in Digha: A huge illuminated Welcome Gate was constructed in Digha to welcome visitors. The gate is beautifully designed and is lit up beautifully too, and it has become a popular spot for photography. A convention centre is under construction as well as a Hawkers’ Rehabilitation Centre, beachfront beauti­fication in front of Saikatabas and other places, a central bus stand, Digha Mohana Road, bituminous road to Sankarpur and Tajpur, and from Digha Gate to Mandarmoni, and Biswa Bangla Uddyan.

Developments in Mukutmanipur: The area under Mukutmanipur Development Authority has been declared a tobacco-free and plastic-free zone. The authority has adopted the motto, ‘Green and clean Mukutmanipur’. Open consumption of both tobacco and alcohol has been banned here, along with a ban on use of plastic.

Developments in Tarakeswar: Three electrical high masts have been put up by Tarakeswar Panchayat Samity. The Tarakeswar Municipality has put up 13 electrical high masts, trident lamp posts with LED Lamps and 300 nine-metre electrical poles with LED lights.

Hospitals: Beautification and frontage development of 23 district hospitals have been completed and work has been initiated for another 13 district, sub-divisional and State General Hospitals.

Parks: Development of more than 406 parks has been completed and that of another 391 are in the works as part of a green space development programme.

Crematorium: In the Medinipur-Kharagpur planning area, an electric crematorium has been constructed to prevent pollution generated by burning of wood in funeral pyres.

Bangla Govt committed to the development of large-scale infrastructure

The State Urban Development and Municipal Affairs Department has done a lot of work on town planning, including in the areas of housing, sanitation and waste disposal, and water supply.

The primary achievements are as follows:

Flyovers/Bridges/Roads:

  • Construction of “Maa Flyover”, a 7.4 km of the elevated corridor erected to ensure an uninterrupted traffc movement from the heart of the city to ‘Biswa Banga Sarani’
  • Construction of Garden Reach Flyover, Chandannagar Flyover
  • Four Lane Flyover at Kamalgazi Intersection on EM Bypass connector at the starting point of Adi Ganga in Kolkata
  • Construction of Elevated Corridor from Kestopur to Jora Mandir on Kazi Nazrul Islam Avenue
  • Dakshineswar Skywalk and Jinjirabazar – Batanagar Flyover are going to be inaugurated soon
  • Construction of emergent Road from Chemaguri New Bus Terminal to Gangasagar Mela
  • Emergency Jetty on Battala River for facilitating Pilgrims and local people of Sagar to avail the water route of Namkhana-Benuban
  • Chemaguri within Gangasagar Bakkhali Planning Area, Sulabh complex–cum- night shelter at Bakkhali Tourist Spot, connecting road from Sridam More to Banbibi Mandir via Ganagsagar Mandir at Gangasagar
  • Construction of concrete road from Mandir Road to Burning Ghat at Bakreswar
  • Fourth Mahananda Bridge & approach road is constructed at Siliguri to help in diversifying the tra‑c channel, reducing the distance and the travel time during peak hours
  • Repairing and Strengthening of roads, beautification and other works of the area adjacent to Kangsabati Dam like fountain at triangular park, mini high mast arrangements,15 no of stalls and repairing and strengthening of road from Mukutmanipur to Baraghutu Panchapally Tourist Complex
  • For better traffic management, a Ring Road was constructed around NDITA Area and also a Link Road with New Town is near completion

Housing: Since 2011, 1,22,405 houses have been constructed for those belonging to the economically weaker section (EWS) category; another 53,504 are under construction.

Skill development: Sixty-one city livelihood centres (CLC) have been established in various urban local bodies for providing information on skill and livelihood development programmes to poor and unemployed youth in the urban areas and also to develop linkage between the citizen and citizen-centric service providers like electricians, carpenters, plumbers, etc.

Samobyathi: Under the Samobyathi Scheme of the State Government, from December 2016 to March 2018, 29,165 families in 125 urban local bodies have received various benefits.

Sanitation and waste disposal policy: The ‘Policy and Strategy on Solid Waste Management and Plastics Waste Management’ for the urban areas of the State has been published.

Cleanliness drives: Special cleanliness drives were taken up in 2016 and 2017 for 7 days and 15 days, respectively, in all the urban local bodies of Bangla.

Waste segregation at source: For improvement of waste segregation at source, a 100 per cent door-to-door collection and transportation system has been adopted in all the urban local bodies through the providing of household bins, litter bins, community bins, tricycle vans, compactors, dumpers, tippers, and other vehicles and accessories.

Solid waste management:

  • A trans-municipal solid waste disposal project is in operation across six municipalities in Hooghly district.
  • Ten integrated municipal solid waste management projects for generating compost from waste and energy from waste, under Mission Nirmal Bangla, are operational in 14 urban local bodies – Dum Dum, North Dum Dum, South Dum Dum, Baranagar, Bhatpara, Naihati, Ashoknagar-Kalyangarh, Habra, Krishnanagar, Santipur, Nabadwip, Jalpaiguri, Kolkata Municipal Corporation and Asansol Municipal Corporation.
  • Another 13 solid waste management projects have been initiated in Durgapur Municipal Corporation, Bankura, Purulia, Coochbehar, Bardhaman, Arambagh, Raghunathpur, Kharagpur, Panihati, Kanchrapara, Baruipur, Garulia and Asansol Municipal Corporation

Major water supply schemes:

  • Daily twenty-four hour water supply schemes have been set up for the municipalities in Panihati, Bhadreswar, Budge Budge and Uluberia.
  • Trans-municipal water supply projects have been developed for the municipal towns of
  • Madhyamgram, New Barrackpore, Barasat, Titagarh and Khardah.

To ensure water supply in drought-prone areas during the dry season, the department has provided 260 two-wheeled stainless steel water tank trailers of 2000 litre capacity and 50 tractors to 24 urban local bodies in dry zones

BJP wants to drive out Bengalis from Assam: Mamata Banerjee

Bangla Chief Minister Mamata Banerjee on Tuesday accused the BJP government at the Centre and in Assam of trying to “drive out Bengalis” in the name of NRC.

“The BJP government at the Centre and in Assam are trying to drive out Bengalis (from Assam) in the name of NRC. They have left out 40 lakh people (out of NRC) under the guise of listing genuine voters,” said Mamata Banerjee. She was addressing the gathering at a government program in Cooch Behar district.

Referring to media reports the Chief Minister also said that recently one person committed suicide in Assam as his name did not feature in NRC but the names of his wife and son did.

“In Assam they (BJP) are trying to drive out Bengalis. In Gujarat they are trying to drive out Biharis. You (BJP) do such things and then make tall claims. Both cannot go on simultaneously,” the CM said. “Whether it’s Assam or Bihar, Bengal will help those who have come under attack in its own way,” she added.

She also attacked the Centre for its anti-people policies like demonetisation and the hasty implementation of GST. The CM said, “Those who try to create differences between Hindus and Muslims, drive wedges between different castes, I warn them – let people live peacefully. Everyone is a human being. Do not stir the communal plot by trying to divide people. Bangla will not tolerate such attempts.”

She also said that Centre does not pay Bangla the due compensation for natural calamities like floods and hailstorms. She said, the Centre is not doing the States a favour by giving these funds; these are taxes collected from the States. Had the Centre not taken any taxes from Bangla, she could have undertaken many more developmental projects, the CM added.

Regarding recent incidents of violence in BJP-ruled States, she said it had become dangerous to go to other States now as lynching has become rampant.

She also urged the media to report facts. She said some media houses were sold to the BJP and people have rejected them. She warned people about fake news emanating on social networking sites.

 

Chief Minister inaugurates various projects in Cooch Behar

Chief Minister Mamata Banerjee today inaugurated a number of infrastructure projects in the district of Cooch Behar from the Rasmela Ground in Cooch Behar town. Foundation stones were also laid for several projects. The CM also distributed the benefits of various schemes to beneficiaries in the district.

The projects which were inaugurated include a blood bank, two 33/11 kV sub-stations, bridge, Karmatirtha, 56 Anganwadi centres, Piped drinking water projects, widening and modernisation of 19 roads, district Health and Family Welfare Department store, LED street lamps among other things.

Projects whose foundation stones were laid include a bridge, classrooms in Cooch Behar College, fire-fighting equipment, dam along bank of Dharala River, road projects etc.

Highlights of the Chief Minister’s speech:

I have visited every corner of the State since the days of student activism. My association with Cooch Behar district goes back a long time. I have done a lot for the welfare of the people of this district. As railway minister, I had gifted many projects and railway lines to this district.

Cooch Behar has emerged as the best district in 100 Days’ Work. My best wishes to all.
We are constructing a bridge on Raydak river. We will connect Haldia with Mekhliganj.
We have set up ITIs, polytechnics, new university, medical college, engineering colleges and mother & child hubs in this district.

Cooch Behar was neglected for 70 years. It was during our tenure that Chhitmahal problem was solved.

We have increased the honorarium of ICDS, ASHA workers, civic volunteers and para-teachers.

All girls are eligible for Kanyashree now. They will build the society in the future. Girls are not burden on the family. They should stand on their own feet, shoulder to shoulder with boys.

Farmers’ old age pension has been hiked from Rs 750 to Rs 1000.

We have started Sikshashree scheme for SC/ST students. We are offering soft loans of Rs 10 lakh (domestic) and Rs 20 lakh (foreign) for higher studies.

We have already spent Rs 6,000 crore for Kanyashree scheme. We give cycles to the students of classes IX-XII.

We have set up Rajbanshi Akademi, Kamtapuri Akademi, and given recognition to Hindi, Urdu, Ol Chiki, Santhali, Kurukh and other languages.

We have started the Khadya Sathi scheme. Nearly 9 crore people receive rice at Rs 2 per kg.

We also offer compensation to farmers affected by hailstorm, floods and natural calamities.

We are paying off the debt incurred by the Left Front Government. Yet, we are running welfare schemes for every stage of life – from birth to death.

We provide Rs 2000 under Samabyathi scheme so that poor families can perform the last rites of their near and dear ones.

We provide monthly stipends to 2 lakh folk artistes. They are given musical instruments too, and also perform at government functions.

We provide a subsidy of 30% on loans taken by self-help groups.

Construction workers, masons, rickshaw pullers, taxi drivers, auto-rickshaw drivers, daily wagers have been brought under social security scheme.

Adivasis receive rice at Rs 2 per kg. They also get pension. We provide farming equipment to farmers. Handloom workers also receive necessary equipment from the government.

We have renovated Madan Mohan Mandir. Tourism Department will construct one more lodging facility for tourists.

We have declared Cooch Behar as a ‘Heritage City’. No other government thought of this in the past.

I would urge you to become self-sufficient by starting small enterprises.

In the past, people were scared of going to government hospitals. Now, we provide health insurance up to Rs 5 lakh. Our government is always with the people.

We have set up an SNCU here. Fair price medicine shops and diagnostic centres have been set up as well. Matri Jan facility has also been started.

We are distributing hens, chicken and goats for free. We encourage you to start rearing animals.

We have set up several Kisan Mandis and 19 Karmatirthas in this district.

Like Kanyashree, we have started Rupashree scheme. Financial assistance of Rs 25,000 is provided to people with income of less than Rs 1.5 lakh per annum for their daughter’s wedding. Those enrolled under social security scheme will get Rs 25,000 from the labour department.

Cooch Behar has been declared as an ODF district. We have set up 4.2 lakh toilets here.

Two industrial growth centres are coming up in Cooch Behar.

The construction of a road connecting Bhutan, Bangladesh and Nepal with north Bengal is nearing completion. People will benefit immensely. Trade will be boosted.

The assembly and parliamentary segments of Bangla begin from Cooch Behar. But this district was neglected for long. I want people of this district to prosper and live with their heads held high.

I never leave any work incomplete. Unlike the CPI(M), I do not desert projects after foundation laying.

Our government will never take any anti-people decision. We have reduced unemployment in the State by 40%.

Where there is a will, there is a way. Bangla will become the best in the world one day.

 

NRC deaths – Mamata Banerjee expresses her angst

Bangla Chief Minister Mamata Banerjee once again expressed her angst over the National Register for Citizens (NRC) in Assam. She said, there are reports of suicides because of NRC. She was addressing an administrative review meeting at Cooch Behar district, which shares its borders with Assam.

The CM said, “We do not discriminate between the citizens of Assam and Bengal. We love them both equally. But have you seen, there have been suicides in Assam because of NRC. We are neighbours. Don’t you feel sad? The name of one person is not in the (NRC) list, but names of his wife and children are there. This drove him to commit suicide.”

She added, “People are living peacefully in our State. They are living in harmony. But some people cannot tolerate this fact.”

 

Enclave dwellers should get land documents soon: Bangla CM

Chief Minister Mamata Banerjee exhorted the Cooch Behar district administration and the concerned departments to speed up the process of handing over land rights documents to the enclave dwellers. She even stated that if necessary, an Ordinance would be issued regarding the same.

The Chief Minister inaugurated “Utsav,” a newly constructed auditorium at a cost of Rs 14 crore in Cooch Behar. This was followed by an administrative meeting held at the same venue.

“Land rights documents have to be handed over to enclave dwellers. The process has to be hastened,” she stated. When informed that there were a few legal complications to this, the Chief Minister maintained: “We have to issue an Ordinance if required and later the laws can be amended. The process should be initiated within a week.”

Incidentally, a Land Bill Agreement had been signed between India and Bangladesh in 2015 which had resulted in 111 Indian enclaves with a land territory of 17,160 acres being transferred to Bangladesh and 51 enclaves from Bangladesh with a land territory of 7,110 acres being handed over to India. The largest enclave transferred to India is Poaturkuthi with 3,037 residents located in Cooch Behar district.

 

Awareness on hepatitis elimination in schools

The West Bengal Board of Secondary Education (WBBSE), or Madhyamik Board, has decided to make students aware about hepatitis elimination. For this the curriculum of class VIII syllabus is being modified. Stress will be laid on awareness about transmission of hepatitis through sexual intercourse.

This effort by the State Government is in consonance with the World Health Organisation’s (WHO) aim of eliminating hepatitis from the world by 2030.

A book has been written for the purpose, Swasthya ar Sharirshiksha (‘Health and Physical Education’), jointly by the School Education and Health and Family Welfare Departments. It has been prepared in consultation with medical and education experts

Besides lessons on safe sex and transmission of hepatitis through sex, included in the book are issues faced during teenage years as well as various other related issues faced by children during that period.

The class VIII syllabus has been chosen because that is the period when many get acquainted with these types of issues, and often are misinformed too.

Through the introduction of these topics in the syllabus, the State Government aims at creating a population of healthy, informed individuals, ready to take the plunge into adult life.
