The State Youth Services and Sports Department will initiate the enrolment of retired sports personalities under the Swasthya Sathi scheme from April 1. Already more than 2.5 crore people are deriving its benefits.

Chief Minister Mamata Banerjee had made the announcement regarding this while addressing the Khelashree programme at Netaji Indoor Stadium last January. The initiative has been taken to ensure that veteran sports personalities do not face any problem in getting any sort of treatment.

According to a senior official of the Youth Services and Sports Department, the retired sports personalities can collect application forms from April 1 and from the same day the filled-up forms may be submitted.

The forms will be available at the office of the department at the New Secretariat Building and its offices in the districts, and also from the offices of the various sports associations. The forms will also be available online. The filled-up application forms will be sent to the State Health and Family Welfare Department as it is the implementing authority.

It may be mentioned that retired sports personalities will get a medical benefit of up to Rs 5 lakh per annum under the Swasthya Sathi scheme. The beneficiaries can avail treatment in more than 500 hospitals and nursing homes in the state, which are graded under three categories on the basis of services available. There is also an information support system through which related details may be obtained over phone.

১লা এপ্রিল থেকে অবসরপ্রাপ্ত খেলোয়াড়দের স্বাস্থ্য সাথীর আওতায় নাম নথিভুক্তিকরণ শুরু করবে রাজ্য ক্রীড়া ও যুব কল্যাণ দপ্তর। প্রাক্তন খেলোয়াড়দের স্বাস্থ্য সাথী প্রকল্পের আওতায় আনার কথা জানুয়ারি মাসে নেতাজী ইন্ডোর স্টেডিয়ামে অনুষ্ঠিত খেলাশ্রী অনুষ্ঠানে মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায় ঘোষণা করেছিলেন। এই প্রকল্পের আওতায় ইতিমধ্যেই ২.৫ কোটি মানুষ উপকৃত হচ্ছেন। প্রবীণ খেলোয়াড়রা চিকিৎসার জন্য কোনও অসুবিধার সম্মুখীন যাতে না হন, তাই তাদেরও অন্তর্ভুক্ত করা হল এই প্রকল্পে।

১লা এপ্রিল থেকে ফর্ম বিতরণের পাশাপাশি পূরণ করা আবেদনপত্র জমাও নেওয়া হবে।। এই ফর্ম পাওয়া যাবে নিউ সেক্রেটারিয়েট বিল্ডিঙে রাজ্য ক্রীড়া ও যুব কল্যাণ দপ্তরের কার্যালয়, জেলায় এই দপ্তরের অফিস ও অন্যান্য ক্রীড়া সংস্থার কার্যালয় থেকে। পরবর্তীকালে এই ফর্ম যাতে অনলাইনেও পাওয়া যায়, তার ব্যবস্থা নেওয়া হচ্ছে। ফর্ম জমা নেওয়ার শেষ তারিখ ৩০শে এপ্রিল।

আবেদনপত্রগুলি স্বাস্থ্য ও পরিবার কল্যাণ দপ্তরে পাঠাতে হবে, যেহেতু এই দপ্তর প্রকল্পটি বাস্তবায়িত করছে। এই পরিষেবায় প্রাক্তন খেলোয়াড়রা বার্ষিক ৫ লক্ষ টাকা পর্যন্ত চিকিৎসার সুবিধা পাবেন বিনামূল্যে। এই চিকিৎসা তারা ৫০০-রও বেশী হাসপাতাল ও নার্সিং হোমে পেতে পারবেন। এই চিকিৎসাকেন্দ্রগুলিকে তিন শ্রেণীতে ভাগ করা হয়েছে, কোথায় কিরকম পরিষেবা পাওয়া যায়, সেই নিরিখে। এই চিকিৎসাকেন্দ্রগুলিতে ইনফরমেশন সাপোর্ট সিস্টেম আছে, যেখানে ফোনের মাধ্যমে তথ্য পাওয়া যায়।

The Bengal Government has introduced an online system of pension, or e-pension, for the teaching and non-teaching staff of grant-in-aid colleges falling under the administrative control of the Higher Education, Science and Technology and Biotechnology Department.

The Higher Education minister Partha Chatterjee inaugurated the e-pension website at Bikash Bhawan on March 27. The portal will serve around 17,000 regular employees of the colleges.

The objectives of launching the portal are to provide an early alert to start the pension process by preparing employees’ profiles from the beginning of their services, receive an alert for profile-related changes, track pension status and maintain the pension processing time. The portal will also help the teachers and non-teaching staff to prepare e-service books in the future and enhance employee-level transparency.

 

শিক্ষক ও অশিক্ষক কর্মীদের জন্য চালু হল ই-পেনশন

গত ২৭শে মার্চ রাজ্যের উচ্চশিক্ষা মন্ত্রী বিকাশ ভবনে উদ্বোধন করেন ই-পেনশন ওয়েবসাইটের। এই ওয়েবসাইটের মাধ্যমে সরকারি ও অনুদানপ্রাপ্ত সমস্ত কলেজের শিক্ষক ও অশিক্ষক কর্মীদের পেনশন পাবেন। এই কলেজগুলি উচ্চ শিক্ষা, বিজ্ঞান ও প্রযুক্তি এবং বায়োটেকনোলজি দপ্তরের অধীনস্থ।

এই পোর্টালটি তৈরী ও রক্ষণাবেক্ষণ দায়িত্বে ন্যাশানাল ইনফরমেটিক্স সেন্টার। এই পোর্টালের মাধ্যমে ১৭০০০ রেগুলার কলেজ কর্মচারী উপকৃত হবেন।

এই পোর্টালের উদ্দেশ্য অবসরের আগে থেকেই কর্মচারীদের পেনশন প্রক্রিয়া শুরু করার ব্যাপারে সচেতন করা। এর ফলে শিক্ষক ও অশিক্ষক কর্মীরা ভবিষ্যতের জন্য ই-সার্ভিস বুক তৈরী করতে পারবেন। আর বাড়বে স্বচ্ছতাও।

The State Panchayats and Rural Development Department has set a target of creating 25 crore man-days for financial year (FY) 2018-19. The decision was taken at a recent high-level meeting attended by all senior officials of the department.

It was also decided that the state’s panchayats will have to ensure livelihood for 10 lakh families, mainly for the women associated with the self-help groups under the National Rural Employment Guarantee Act (NREGA) Scheme. Thus, every gram panchayat will have to make provision for livelihood of 300 families on an average.

Every panchayat will also have to take steps for the revival of rivers and underground reservoirs that have dried up. Stress will have to be laid on afforestation and maintenance of trees.

Since coming to power in 2011, Chief Minister Mamata Banerjee has given emphasis on rural development and in the past seven years, Bengal has made remarkable progress in the construction of rural roads and in 100 days’ work under NREGA.

Incidentally, Mamata Banerjee announced at an administrative review meeting on March 26 that South 24 Parganas has become the number one district in the country with regard to the implementation of 100 days’ work.

 

২০১৮-১৯ কর্মবর্ষে ২৫ কোটি কর্মদিবস তৈরী করবে পঞ্চায়েত দপ্তর

পঞ্চায়েত ও গ্রামোন্নয়ন দপ্তর ২০১৮-১৯ সালের জন্য ২৫ কোটি কর্ম দিবস তৈরীর সিদ্ধান্ত নিয়েছে। জিটিএ, শিলিগুড়ি মহকুমা পরিষদ এবং সমস্ত জেলাপরিষদকে এই মর্মে নির্দেশিকা পাঠিয়েছে দপ্তর। এই উদ্যোগের মাধ্যমে ১০ লক্ষ পরিবারের কর্মসংস্থান নিশ্চিত করবে পঞ্চায়েত। মূলত উপকৃত হবেন ১০০ দিনের কাজের সঙ্গে যুক্ত স্বনির্ভর গোষ্ঠীর মহিলারা।

প্রতিটি গ্রাম পঞ্চায়েতেকে অন্তত ৩০০ পরিবারের জন্য জীবিকা নির্ধারণ করতে হবে। এলাকায় যদি কোনও মৃত নদী থাকে, সেটার পুনরুজ্জীবন করতে হবে। বৃক্ষরোপণ ও গাছের রক্ষণাবেক্ষণে নজর দিতে হবে।

উল্লেখ্য, গত সাত বছরে ১০০ দিনের কাজে এবং গ্রামীণ সড়ক নির্মাণে বাংলা নজিরবিহীন কাজ করেছে। দক্ষিণ ২৪ পরগনা জেলা ১০০ দিনের কাজে দেশের সেরা হয়েছে।

West Bengal Transport Corporation (WBTC) has now taken another initiative to popularise trams, a heritage transport system, to be found only in Kolkata in the country.

People would soon be able to take trams on lease to set up restaurants and organise weddings. WBTC expects the romantic charm of trams to make these ventures popular.

Expressions of interest have been invited by the corporation. Some basic rules have been framed. Non-AC trams would be given on lease. Fitting ACs and the cost thereof would have to be borne by the lessee. Also, no cooking would be allowed inside the trams.

Two similar projects by WBTC have already been successful, according to WBTC officials. A tram has been converted into a museum and kept at the Esplanade terminus. While one bogey houses the museum, depicting the storied history of trams in Kolkata, the other houses a cafeteria. It has become quite popular. Another AC trams is being given on lease for birthdays and other events.

WBTC, seeing the popularity of its AC buses, plans to introduce more and more AC trams in the city.

There are currently 269 trams with the WBTC. Of these, only 45 to 46 are being used daily because of route optimisation. Hence, these extra trams are now being used for non-transport purposes.

 

ট্রামেই খোলা যাবে রেস্তরাঁ, বসানো যাবে বিয়ের আসর

শহরে এবার চলন্ত রেস্তরাঁ। থাকবে আমেজ করে বসে খাওয়ার ব্যবস্থা। পছন্দসই খাবারের স্বাদ চাখতে চাখতেই শহর ভ্রমণ। না, সাধারণ কোনও গাড়িতে, ‘হেরিটেজ’ ট্রামেই গড়ে উঠবে সেই রেস্তরাঁ। তার জন্য এবার ট্রাম ভাড়া দেওয়ার সিদ্ধান্ত নিয়েছে পশ্চিমবঙ্গ পরিবহণ নিগম। এইনিয়ে ইতিমধ্যেই আগ্রহপত্র চাওয়া হয়েছে বলে খবর। তবে শুধু রেস্তরাঁই নয়, নিগম অধিকর্তারা বলছেন, ভাড়া নিয়ে ঐতিহ্যের ওই ট্রামে কেউ বিয়ের আসরও বসাতে পারে। অনেকে বিয়ের মুহূর্তকে স্মরণীয় করে রাখতে আসর বসান জলযান, এমনকী বিমানেও। এবার পারবেন ট্রামেও।

রেস্তরাঁর জন্য ট্রাম ভাড়া দেওয়ার ব্যাপারে কয়েকদিন আগেই আগ্রহপত্র চাওয়া হয়েছে। আগ্রহপত্র জমা পড়ার পর তা পর্যালোচনা করে দেখা হবে, ইচ্ছুকরা ঠিক কী চাইছেন। আপাতত ঠিক হয়েছে, নির্দিষ্ট সময়ের জন্য নন-এসি ট্রাম ভাড়ায় দেওয়া হবে। তাতে এসি বসানো সহ যাবতীয় পরিকাঠামো তৈরি করে নিতে হবে বরাতপ্রাপ্ত সংস্থাকে। তবে কোনওভাবেই ট্রামের মধ্যে রান্না করা যাবে না। খাবার অন্যত্র তৈরি করে ট্রামে তুলতে হবে।

শহরে বিভিন্ন উন্নয়নমূলক কাজ চলছে। নিগমের হাতে ট্রাম রয়েছে কমবেশি ২৬৯টি। বর্তমানে দৈনিক গড়ে ৪৫ থেকে ৪৬টির বেশি ট্রামকে রাস্তায় নামে। তাই বাকি বহু ট্রামকে কীভাবে ব্যবহার করা যায়, তা নিয়ে পরিকল্পনা চলছিল কিছুদিন ধরেই। সেই সূত্রেই রেস্তরাঁর জন্য ট্রাম ভাড়া দেওয়ার সিদ্ধান্ত হয়েছে।

চলমান রেস্তরাঁর এই পরিকল্পনা সফল হবে বলেই আশায় রয়েছেন অধিকর্তারা। এর আগে শহরে ট্রাম-মিউজিয়ামের পরিকল্পনা ‘সফল’ হয়েছে। ধর্মতলা চত্বরে শহরের ঐতিহ্যবাহী ট্রামের ইতিহাস তুলে ধরতে একটি আস্ত ট্রামকে মিউজিয়ামে রূপান্তরিত করা হয়েছে। তার একটি বগিতে রয়েছে ক্যাফেটেরিয়া। সেখানে থাকছে চা-কফির সঙ্গে বিস্কুট, স্ন্যাকসের মতো খাবার। নিত্যদিন অনেকেই সেখানেই ভিড় জমান। দ্বিতীয়ত, বর্তমানে এক বগির এসি ট্রাম প্রমোদ ভ্রমণের জন্য চালানো হচ্ছে। জন্মদিন সহ অন্যান্য ‘ইভেন্ট’-এ তা ভাড়া দেওয়া হয়। এই প্রকল্পও অনেকটা জনপ্রিয় হয়েছে যাত্রী মহলে। বর্তমানে যাত্রী মহলে এসি বাস বেশ জনপ্রিয় হয়েছে। এবার ট্রামকেও জনপ্রিয় করতে শহরে আরও বেশি করে এসি ট্রাম চালানোর পরিকল্পনা করা হয়েছে।

The third edition of the Central Government’s annual Ease of Doing Business ranking for states, modelled on the international one conducted by the World Bank, has seen West Bengal jumping 15 places to top of the list. West Bengal was in the 16th position last year.

Data collected till March 28 on an online dashboard maintained by the Department of Industrial Policy and Promotion, which conducts the ranking, suggests so. Last year, DIPP had finalised a total list of 372 reforms in regulatory processes, policies, practices or procedures as part of the Business Reforms Action Plan 2017. This is spread across 12 key reform areas. Reforms successfully undertaken by each state are updated on the dashboard, with the result that states with the highest implementation of reforms securing the highest ranks.

The rankings only reflect the changing face of Bengal over the last seven years, under Chief Minister Mamata Banerjee. Through a series of administrative reforms, e-governance measures, and three successful editions of Bengal Global Business Summit, she has turned the state into ‘Best Bengal’.

 

 

শিল্পের পথ সহজ করার মার্কশিটে বাংলাকে ১০০-তে ১০০ দিল কেন্দ্র

শিল্পের গা থেকে লালফিতের ফাঁস আলগা করার বিশ্বব্যাঙ্কের দেওয়া ৩৬৯টি নির্দেশিকার সবকটি সঠিকভাবে লাগু করে কেন্দ্রীয় সরকারের মার্কশিটে ১০০-তে ১০০ পেল পশ্চিমবঙ্গ। তাই সঙ্গত কারণেই বাংলার স্থান প্রথমে। হিসেব মতে, কেন্দ্রীয় সরকারের কাছে পাঠানো তথ্যের ভিত্তিতেই ওই নম্বর পেয়েছে রাজ্য সরকার।

শিল্প গড়তে কোন রাজ্য কতটা আগ্রহী, তা জানতে প্রতিবারই সমীক্ষা করে কেন্দ্রীয় সরকার। ব্যবসা করার ক্ষেত্রে প্রশাসনিক জট কাটাতে রাজ্যগুলি কী কী পদক্ষেপ করল, তার জন্য র্যা ঙ্কিং হয় প্রতি বছর। এবার রাজ্যগুলির মূল্যায়ন চলাকালীন বাংলা ছিল একেবারে প্রথম সারিতে।

এদিকে, বিশ্ব বঙ্গ বাণিজ্য সম্মেলনের মঞ্চে দাঁড়িয়ে মুকেশ আম্বানি ঘোষণা করেছিলেন, ব্যবসা বা শিল্পের পথ সহজ করার কাজে দেশের মধ্যে এক নম্বরে পশ্চিমবঙ্গ। অর্থ ও শিল্পমন্ত্রী অমিত মিত্র থেকে শুরু করে মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়ও জানিয়েছেন, দেশের সেরা স্থানে রয়েছে রাজ্য। জানুয়ারির মাঝামাঝি সময়ে এ রাজ্যে বেঙ্গল গ্লোবাল বিজনেস সামিট হয়েছিল। সেই সময় রাজ্য ছিল এক নম্বরে। বাংলা এক নম্বর স্থান ধরে রাখায়, দিন কয়েক আগে ফের তা নিয়ে সোশ্যাল মিডিয়ায় সরব হয়েছেন মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়।

পশ্চিবঙ্গকে যে প্রথম স্থান থেকে সরানো কার্যত সম্ভব নয়, তা মনে করছেন শিল্প দপ্তরের কর্তারা।

The distribution of forms for Bengal Government’s Ruposhree Scheme started on March 28, 2018. Under the scheme, families whose annual income is Rs 1.5 lakh or less would receive financial assistance of Rs 25,000 from the State Government for the wedding of their daughters. Close to six lakh poor families will benefit from the scheme.

This is an idea conceived by Chief Minister Mamata Banerjee and was announced by the Finance Minister, Dr Amit Mitra, during the presentation of the State Budget.

The Trinamool Congress Government had started the Kanyashree Scheme in Bengal, another brainchild of Mamata Banerjee, in 2011 to enable girls to complete their education. This was later extended to the university level. The scheme has been a huge success and has been awarded by as high an international organisation as the United Nations.

Now, the Government has decided to help facilitate the marriage of poor girls too. Rs 1,500 crore has been allocated for the project.

Given below are the important details for availing the scheme:

Eligibility

  • Residents of Bengal
  • Annual income of bride’s family has to be Rs 1.5 lakh or less
  • The minimum age of the bride has to be 18 years, and of the groom, 21 years
  • Beneficiaries of Kanyashree can apply for Rupashree too

 

Availability of form

The form for the Ruposhree Scheme would be available at the offices of block development officers (BDO), sub-divisional magistrates (SDM) and commissioners of municipal corporations.According to government sources, later on, forms would be available online too.

  • Documents to be submitted along with the form
  • Photocopy of birth certificate
  • Details of the groom
  • Wedding card or any other proof of the wedding to be held
  • A signed undertaking saying that the bride is marrying of her own will
  • Electoral Photo Identity Card (EPIC), that is, Voter’s Card
  • Details of the bride’s bank account

 

How to obtain the grant

After all the documents along with the form are submitted, State Government officials will scrutinise them. If everything is found in order, Rs 25,000 would be deposited in the account of the bride.

 

 

রুপশ্রী প্রকল্পের জন্য এবার আবেদন করা যাবে

শুরু হল রূপশ্রী প্রকল্পের ফর্ম বিতরণ। যে সব পরিবারের বার্ষিক আয় ১.৫ লক্ষ টাকা বা তার কম, এমন পরিবারের প্রাপ্তবয়স্ক তরুণীরা বিয়ে করলে এই প্রকল্পের অধীনে এককালীন ২৫ হাজার টাকা করে পাবেন। আর পাত্রের ন্যুনতম বয়স হতে হবে ২১ বছর।

২০১৮-১৯ অর্থবর্ষের রাজ্য বাজেট পেশ করার সময় মুখ্যমন্ত্রীর স্বপ্নের এই প্রকল্প ঘোষণা করেন অর্থমন্ত্রী অমিত মিত্র।

২০১১ সালে ক্ষমতায় এসে রাজ্যে নারীকল্যানের জন্য তৎপর হয় রাজ্য সরকার। ২০১৩ সালে কন্যাশ্রী প্রকল্প চালু করেছিলেন মমতা বন্দ্যোপাধ্যায়। বাল্যবিবাহ রুখতে ও কন্যা সন্তানদের স্কুলে পাঠাতে বিশেষ সহায়ক হয়েছে এই প্রকল্প। সাফল্যের নিরিখে বিশ্বের দরবারে স্বীকৃতিও পেয়েছে কন্যাশ্রী। এবার দুঃস্থ পরিবারের মেয়েদের বিয়েতে প্রত্যক্ষ সাহায্যের হাত বাড়িয়ে দিল রাজ্য সরকার। এই প্রকল্পের জন্য ১৫০০ কোটি টাকা বরাদ্দ করেছে সরকার।

রূপশ্রী প্রকল্পের অধীনে বিয়ের দিন ঠিক হওয়ার পর ফর্ম পূরণ করতে হবে পাত্রীকে। সেই ফর্ম যাচাই করে বিয়ের ৫ দিন আগে ব্যাঙ্ক অ্যাকাউন্টে জমা পড়বে প্রাপ্য টাকা।এই প্রকল্পের জন্য আবেদনের ফর্ম মিলবে বিভিন্ন সরকারি দপ্তরে। যেমন,

১. বিডিও অফিস
২. মহকুমা শাসকের দফতর
৩. পুর নিগমের কমিশনারের দফতর রূপশ্রী প্রকল্পের ফর্মের সঙ্গে জমা দিতে হবে বেশ কিছু নথি।
১. জন্ম প্রমাণপত্র বা বার্থ সার্টিফিকেটের প্রত্যয়িত প্রতিলিপি।
২. জমা দিতে হবে পাত্রের বিস্তারিত তথ্য
৩. বিয়ের কার্ড বা অন্য কোনও প্রমাণ
৪. আবেদনকারী স্বেচ্ছায় বিয়ে করছেন বলে স্বীকারোক্তি দিতে হবে
৫. ভোটার আইডি কার্ড ও আধার কার্ড
৬. ব্যাঙ্ক অ্যাকাউন্টের বিস্তারিত

আবেদনপত্র ভর্তি করে ও সঙ্গে সমস্ত নথিসহ আবেদনপত্র জমা দিলে তা খতিয়ে দেখবেন সরকারি আধিকারিক। সব তথ্য নির্ভুল হলে বিয়ের ঠিক ৫ দিন আগে পাত্রীর ব্যাঙ্ক অ্যাকাউন্টে জমা পড়বে টাকা।আপাতত শুধুমাত্র সরকারি অফিসে ফর্ম মিললেও কিছুদিনের মধ্যে অনলাইনেও মিলবে রূপশ্রী প্রকল্পের ফর্ম।

The State Disaster Management and Civil Defence Department will set up Quick Response Teams (QRT) for each district of the state, including Kolkata. This will ensure better assistance to people during emergency situations.

Each QRT will function under the respective District Disaster Management Authority (DDMA). The main task of the QRTs will be to plunge into immediate action as soon as there is an alert for any natural calamity or emergency situation.

The QRTs will be made up of civil defence volunteers. The number of volunteers in each will depend on the number of sub-divisions in a district. The plan is to appoint 25 volunteers for each sub-division. So, for example, if a district has three sub-divisions, its Quick Response Team will have 75 volunteers.

A disaster management plan has been prepared for the districts, which includes mapping the areas vulnerable to natural calamities like floods, earthquakes, landslides, drought, fires, among others. The district-wise disaster management plan helps in carrying out proactive work, so that losses due to natural calamities are minimised.

The State Government has given a lot of importance for setting up a coordinated system to counter any disaster, be it natural or man-made. Earlier this year, it started a project, Apat Mitra, for providing training to youths in villages so that they can provide support to rescue operations during a disaster.

 

বিপর্যয়ে মৃত্যু-ক্ষয়ক্ষতি কমাতে প্রতি জেলায় বিশেষ ব্যবস্থা

যে কোনও বিপর্যয়ে একটি মৃত্যুও কাম্য নয়। রাজ্য সরকারের এই উদ্দেশ্যই সফল করতে এবার প্রতি জেলাতে তৈরী করা হচ্ছে ‘জেলা বিপর্যয় ব্যবস্থাপনা কর্তৃপক্ষ’ বা ডিসট্রিক্ট ডিজাস্টার ম্যানেজমেন্ট অথারিটি। পাশাপাশি, সব জেলাতেই তৈরী হচ্ছে ডিএমজির নিজস্ব ‘কুইক রেসপন্স টিম’। কলকাতা পুলিশের আদলে বিপর্যয় মোকাবিলা দপ্তরও এবার বিশেষ প্রশিক্ষিত উদ্ধারকারী দল তৈরী করতে চলেছে। এরা ২৪ ঘণ্টার জন্যই জেলাগুলিতে সতর্ক থাকবে যে কোনও বিপর্যয়ের মোকাবিলা করতে।

প্রতি জেলার ‘কুইক রেসপন্স টিম’ নিয়োগ হবে সেই জেলা থেকেই। এতে ‘কুইক রেসপন্স টিম’এর সেই জেলার ভৌগলিক সুবিধা ও অসুবিধা নিয়ে সম্যক জ্ঞান থাকবে যা উদ্ধারকাজের সময় বাড়তি সাহায্য করবে। প্রতি ডিডিএম-এর মাথায় থাকবে সেই জেলার জেলাশাসক। কলকাতার ক্ষেত্রে জেলাশাসকের জায়গায় থাকবেন পুরসভার কমিশনার।

প্রতি জেলার সাব ডিভিশনগুলিতে ২৫ জন করে ‘কুইক রেসপন্স টিম’-এর কর্মীদের রাখা হবে। প্রতি জেলায় থাকবে ১০০ জন করে ‘কুইক রেসপন্স টিম’-এর প্রশিক্ষিতকর্মী। জেলাশাসক নির্দেশে পরিচালিত হবে এই বাহিনী। নিচের স্তরে বাহিনীকে নির্দেশ দেবে ডিএমজির ফিল্ড লেভেল অফিসাররাই।

আলাদা আলাদা জেলার বিপর্যয়ের প্রকৃতি অনুসারে কি ধরনের প্রস্তুতি রাখা যেতে পারে, সেই সম্পর্কে একটি রূপরেখা তৈরী করবে। পাশাপাশি বিপর্যয়ের সময় করণীয় কর্তব্য সম্পর্কে মানুষকে ধারাবাহিক ভাবে সচেতন করার কাজও করবে।

The State Government is making efforts to revive and popularise fish dishes of Bengal, which were once considered delicacies and sumptuous items on the menu throughout the State. Owing to fewer cooks knowing how to make them, only a few of these dishes are made today, and that too in only a few homes and restaurants.

State Fish Development Corporation (SFDC), an organisation under the Fisheries Department, has decided to cook and deliver many of these once-popular dishes after they are ordered through its app. The service would start from Poila Boishak, the Bengali New Year’s day (the day falls on April 15 this year).

Among the dishes are katlar rosha, koi macher haragouri, methi diye mourala, rui macher jhol with sanjne danta, brinjals and bori, posto-based curry of prawns and sanjne danta, mocha chingri, chapila macher shukto, hilsa with kochur sak, various preparations involving shuntki or sun-dried fish, and tentul diye kancha macher tok.

The dishes will be delivered within three hours from the time of ordering. SFDC has bought six motorbikes to transport the food. Initially, the items would be rolled out from Birati to Tollygunge. Gradually, depending on demand, more routes would be added.

 

হারিয়ে যাওয়া মাছের পদ ফিরিয়ে আনছে মৎস্য নিগম

আগে মধ্যবিত্ত বাঙালির রোজকার পাত আলো করে থাকত কই মাছের ‘হরগৌরী’ বা চাপিলার চচ্চড়ি, কখনও আলু-পটল দিয়ে কাতলা মাছের রসার স্বাদে রঙিন হয়ে উঠত মধ্যানহভোজ।

আঠারো-উনিশ শতকের জিভে জল আনা এরম নানা মেছো রান্না বাঙালির পাতে ফিরিয়ে দিতে উদ্যোগী হল খোদ রাজ্য সরকার। বাংলা নতুন বছরের প্রথম দিনেই কলকাতায় পাওয়া যাবে এমন সব মাছের পদ। এজন্য একটি দল গঠন হয়েছে, যারা এই হারিয়ে যাওয়া রান্নার পদ বিভিন্ন গ্রাম থেকে জেনে নিচ্ছে।

কাতলার রসা বা কই মাছের হরগৌরী ছাড়াও থাকছে মেথি দিয়ে মৌরলা, সজনে ডাঁটা-বেগুন-বড়ি দিয়ে রুই মাছের ঝোল, চিংড়ি দিয়ে সজনে ডাঁটা-পোস্তর চচ্চড়ি, মোচা দিয়ে চিংড়ি, চাপিলা মাছের শুক্তো, ইলিশ দিয়ে কচুর শাক। থাকছে শুঁটকি মাছের বিভিন্ন পদ, তেঁতুল দিয়ে কাঁচা মাছের টক।

প্রসঙ্গত, জানুয়ারি থেকে বাড়ি বাড়ি মাছ বিক্রী শুরু করেছে নিগম, এবার রান্না করা মাছ বিক্রী শুরু হবে নতুন বছর থেকে। এজন্য নতুন অ্যাপ চালু করা হয়েছে। অ্যাপে ঠিকানা দিয়ে নির্দিষ্ট পদের অর্ডার করার তিন ঘণ্টার মধ্যেই খাবার টেবিলে এসে হাজির হবে সেই পদ। রোজ সকাল সাড়ে আটটা থেকে সন্ধ্যা সাড়ে পাঁচটা পর্যন্ত অর্ডার নেওয়া হবে। রাত সাড়ে আটটা পর্যন্ত ডেলিভারি দেওয়া হবে। এজন্য ছটি নতুন বাইক কেনা হয়েছে।

প্রথম ধাপে বিরাটি থেকে টালিগঞ্জ পর্যন্ত পরিষেবা চালু করছে নিগম, পড়ে এই পরিধি আরও বাড়ানো হবে।

The Bengal Government has decided to revive the lost glory of Darjeeling as an education hub. Gorkhaland Territorial Administration (GTA) is working hand-in-hand with the government on this venture.

New schools and colleges are being built in the district. Fifty-six new school buildings – 20 primary schools and 36 upper primary – are being constructed in Darjeeling district at a cost of Rs 26.48 crore. Forty-three more school buildings will be built by the State Government.

Two colleges are coming up in Siliguri sub-division within the new academic session – a Hindi-medium college at Hatighisha in Naxalbari block and another one in Ghoshpukur. Two industrial training centres (ITI) are also coming up in Siliguri sub-division, which will equip youths for the future with proper training.

The schools will come up in far-flung areas, from where students have to walk long distances to reach schools.

Incidentally, the State Government has plans to develop the town of Kurseong as an education hub. A campus of Presidency University will be opened there, along with a medical college. For proper development in all respects, Chief Minister Mamata Banerjee had last year made Kurseong a separate district.

দার্জিলিঙে শিক্ষার প্রসারে উদ্যোগী রাজ্য, পাশে জিটিএ। অনেক নতুন স্কুল ও কলেজ তৈরী করা হচ্ছে এই জেলায়।

সর্বশিক্ষা অভিযানের অধীনে জিটিএ অঞ্চলে ৫৬টি (২০টি প্রাথমিক ও ৩৬টি উচ্চ প্রাথমিক) স্কুল তৈরী করা হচ্ছে। আরও ৪৩টি স্কুল তৈরী হবে এখানে। স্কুলগুলি তৈরী হবে প্রত্যন্ত এলাকায় যাতে ছেলেমেয়েদের পড়াশোনার স্বার্থে খুব দূরে যেতে না হয়।

শিলিগুড়িতে দুটি নতুন কলেজ তৈরী করা হচ্ছে। তৈরী হচ্ছে দুটি ইন্ডাস্ট্রিয়াল ট্রেনিং সেন্টার। নতুন শিক্ষাবর্ষে শিলিগুড়ির দুটি নতুন কলেজে পঠনপাঠন শুরু হবে। কার্শিয়াঙে ইতিমধ্যেই গড়ে উঠছে একটি শিক্ষা হাব। প্রেসিডেন্সি ইউনিভার্সিটির একটি সেন্টার ও একটি মেডিক্যাল কলেজ নির্মাণ হবে কার্শিয়াঙে।

নক্সালবাড়ি ব্লকের হাতিঘিশায় একটি হিন্দী মাধ্যম কলেজ তৈরী করা হবে। অন্য একটি কলেজ তৈরী হচ্ছে ঘোষপুকুরে। এই কলেজটির জন্য ইতিমধ্যেই উচ্চশিক্ষা দপ্তর কলা ও বাণিজ্য বিভাগ চালু করার অনুমোদন দিয়েছে।
