Rajya Sabha MP Saket Gokhale’s Point of Order under Rule 95 on the requirement of a Member to be given at least 24 hours to move amendments to a Bill

Sir, I refer to Rule 95 in the Rules of Procedure and Conduct of Business. Under this Rule, hon. Members are to be given, at least, 24 hours to move Amendments to a Bill. A Bill is passed in the Lok Sabha at 2 o’clock in the night. Next day, in the morning, it is brought in. So, when do hon. Members get the time to move Amendment? We are just seeing a copy of the Bill right now. We need some time, at least, to move Amendments to the Bill. It is a very serious legislation. So, Sir, an hour and a half is not enough for us to read the Bill and move our Amendments. We need a little bit of time to do that.
