Despite demonetisation and GST, Bengal’s economic performance has been very good: Mamata Banerjee
Despite the adverse effects of demonetisation and the hasty implementation of goods and services tax (GST) on the economy, the performance of Bengal in the financial sector during the fiscal year 2017-18 has significantly improved, due to the Trinamool Congress Government’s focussed and persistent approach.
Chief Minister Mamata Banerjee put out a Facebook post yesterday, detailing the various aspects of the financial performance.
Plan expenditure
Grown by 16.5% as against our target of 11%, from Rs 49,609 crore during 2016-17 to Rs 57,778.60 crore during 2017-18
This is 5 times the total plan expenditure of Rs 11, 837.85 crore during 2010-11
Capital expenditure
Grown by nearly 59%, from Rs 12,028.50 crore during 2016-17 to a record Rs 19,084.70 crore during 2017-18
This is 8.5 times the total capital expenditure of Rs 2,225.75 crore during 2010-11
State’s tax collection
Significant increase in Bengal’s tax collection – from Rs 45,647 crore during 2016-17 to Rs 52,971 crore during 2017-18, a gross increase of Rs 7,324 crore
Mamata Banerjee also put out in her message that the above significant improvements in performance have been possible due to the government’s consistent and close monitoring of finance, as well as the holding of more than 400 administrative review meetings, and public distribution programmes at state, district and block levels. The administrative review meetings enable the Chief Minister and top administrative officials to get direct input from district and block officials about their needs.

নোটবন্দি ও জিএসটি সত্ত্বেও বাংলার অগ্রগতি ভালো : মুখ্যমন্ত্রী
নোটবন্দি ও জিএসটি সত্ত্বেও রাজ্যের অর্থনীতির নানা সূচকের ক্ষেত্রে চোখে পড়ার মতো উন্নতি হয়েছে৷ ট্যুইট করে সোমবার সাফল্যের এই কথা জানান মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়৷
তাঁর মতে , ‘নোটবন্দির ক্ষতিকারক ও নেতিবাচক প্রভাব এবং তাড়াহুড়ো করে জিএসটির রূপায়ণ সত্ত্বেও পশ্চিমবঙ্গের অর্থনীতি গত আর্থিক বছরে জোরকদমে এগিয়েছে৷ আমরা আগের চেয়ে ভালো ফল করেছি৷ এর কারণ আমরা সংহত ভাবে সঠিক দৃষ্টিভঙ্গি নিয়ে এগিয়েছি৷ আমাদের নজরদারিতে কোনও খামতি ছিল না৷ আমরা গত আর্থিক বছরে রাজ্য -জেলা -ব্লক স্তরে চারশোটিরও বেশি প্রশাসনিক পর্যালোচনা বৈঠক ও জনবণ্টন বৈঠক করেছি৷ ’
রাজ্যের অর্থনীতির মূল ক্ষেত্রগুলিতে সাফল্যের নজির হিসাবে নানা পরিসংখ্যানও পেশ করেছেন মুখ্যমন্ত্রী৷
পরিকল্পনা খাতে ব্যয়ঃ
পরিকল্পনা খাতে গত আর্থিক বছরে খরচ হয়েছে ৫৭ ,৭৭৮ কোটি টাকা৷ ২০১৬ -১৭ সালে তা ছিল ৪৯ হাজার কোটি টাকা৷ খরচের যে লক্ষ্যমাত্রা ধার্য হয়েছিল সেই ১১ শতাংশের জায়গায় তা বেড়েছে ১৬.৫ শতাংশ হারে৷ আর ২০১০ -১১ সালে এই খাতে খরচ ছিল ১১, ৮৩৭ কোটি টাকা৷ তার তুলনায় হালে পরিকল্পনা খাতে ব্যয় ৫ গুণ বেড়েছে৷
মূলধনী ব্যয়ঃ
অন্য দিকে , মূলধনী খাতে খরচ ২০১৬ -১৭ সালে ১২, ০২৮ কোটি টাকা থেকে বেড়ে গত আর্থিক বছরে দাঁড়িয়েছে ১৯ , ০৮৪ কোটি টাকায়৷ এই বৃদ্ধি প্রায় ৫৯ শতাংশ হারে৷ ২০১০ -১১ আর্থিক বছরের তুলনায় মূলধনী খাতে ব্যয় বেড়েছে সাড়ে আট গুণ৷
রাজস্ব আদায়:
গত আর্থিক বছরে রাজ্যের নিজস্ব রাজস্ব আদায়ের অঙ্ক ৫২ , ৯৭১ কোটি টাকা৷ ২০১৬ -১৭ সালে তা ছিল ৪৫ , ৬৪৭ কোটি টাকা৷ সামগ্রিকভাবে কর আদায় বেড়েছে ৭৩০০ কোটি টাকা।
