Cable operators to be included in Swasthya Sathi, Social Security schemes: Mamata Banerjee
Chief Minister Mamata Banerjee today spoke at a conference of the State’s MSOs and cable operators at Netaji Indoor Stadium, Kolkata. She announced that all cable operators are henceforth being brought under the State Government’s Social Security Scheme and Swasthya Sathi group health insurance scheme. She also set up an advisory body to look into the issues faced by cable operators.
Highlights of the Chief Minister’s speech:
- A cable television network advisory body would be created, to be chaired by Firhad Hakim. The other members would be Moloy Ghatak, Aroop Biswas, Sovan Chattopadhyay, DGP, CP, Chairman of Press Accreditation Committee and three invited members (two of whom would represent broadcasters and one representing the MSOs). Everyone would have to sit together in order to solve the problems faced by cable television operators.
- The Labour Minister would see to the signing of a tripartite agreement between cable operators, MSOs and broadcasters so that all parties benefit.
- I have regards for all channels. Since cable television is an industry, if the MSOs want, they can form a joint venture with the State Micro, Small and Medium Enterprises Department, through which the Government will be able to arrange for various training programmes for them.
- In all, 25,000 cable operators and their 1.3 lakh family members would be brought under the Swasthya Sathi Scheme. They would get Rs 5 lakh per family per year for medical treatment.
- Cable operators would be brought under the Rupashree Scheme.
- Cable operators would be brought under the Social Security Scheme. After crossing 60 years, they would get a pension of Rs 1,500 per month and a one-time grant of Rs 2 lakh. If the operators meet with any accident, they would get Rs 60,000 for operations. While in office, for natural death, they would get Rs 50,000 and for accidental death, Rs 1.5 lakh. Businesses worth up to Rs 20 lakh would be exempt from GST.
- To solve the problem of low-hanging overhead cables (for transmitting cable signals), which are an eyesore, a model system would be set up based on PPP model by all concerned together.
- We need the cooperation of cable operators in running the community development programmes to be conducted by the police across the state.
- In every district, there would be a nodal officer, representing MSOs and cable operators for liaising with the police.
কেবল অপারেটরদের সামাজিক সুরক্ষা, স্বাস্থ্য সাথী প্রকল্পের আওতায় আনা হবে: মুখ্যমন্ত্রী
আজ নেতাজি ইন্ডোর স্টেডিয়ামে রাজ্যের এমএসও এবং কেবল অপারেটরদের একটি সম্মেলনে উপস্থিত ছিলেন মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়। মঞ্চ থেকে তিনি ঘোষণা করেন যে কেবল অপারেটরদের সামাজিক সুরক্ষা, স্বাস্থ্য সাথী প্রকল্পের আওতায় আনা হবে। অপারেটরদের সমস্যা নিরসনের জন্য তিনি একটি উপদেষ্টা কমিটি গঠন করেন।
মুখ্যমন্ত্রীর বক্তব্যের কিছু অংশ:
- কেবল টিভি নেটওয়ার্ক উপদেষ্টা কমিটি গঠন করা হবে, চেয়ারম্যান হবেন ফিরহাদ হাকিম। এ ছাড়া থাকবেন মলয় ঘটক, অরূপ বিশ্বাস, শোভন চট্টোপাধ্যায়, ডি জি, সিপি, প্রেস অ্যাক্রেডিটেশন কমিটির চেয়ারম্যান, এবং তিনজন আমন্ত্রিত সদস্য থাকবেন যাদের দুজন ব্রডকাস্টার-দের থেকে থাকবেন এবং একজন থাকবেন এম এস ও-দের থেকে। সবাইকে বসে কথা বলে সিদ্ধান্ত নিতে হবে যাতে অপারেটরদের সাহায্য হয়।
- শ্রম মন্ত্রী দেখবেন যাতে অপারেটর, এম এস ও এবং ব্রডকাস্টারদের একটি চুক্তি হয়, যাতে সব পক্ষরই ভবিষ্যতে সুবিধা হবে।
- সব চ্যানেলকে আমি শ্রদ্ধা করি। কেবল টিভি একটা ইন্ডাস্ট্রি, এম এস ও –রা যদি চান তাহলে সরকারের ক্ষুদ্র ও কুটির শিল্প দপ্তরের সাথে একটা জয়েন্ট ভেঞ্চার গঠন করা যেতে পারে, সেখানে বিভিন্ন রকম ট্রেনিং এর মাধ্যমে আমরা এদের সাহায্য করব।
- ২৫ হাজার কেবল অপারেটরদের এবং তাদের পরিবারের ১ লক্ষ ৩০ হাজার সদস্যদের স্বাস্থ্য সাথী প্রকল্পের আওতায় আনা হবে। চিকিৎসার জন্য বছরে পরিবার পিছু ৫ লক্ষ টাকা পাবেন।
- রূপশ্রী প্রকল্পের অধীনে আনা হবে কেবল অপারেটরদের।
- সামাজিক সুরক্ষা প্রোগ্রামের আওতায় আনা হবে কেবল অপারেটরদের। কেবল অপারেটরদের ৬০ বছর বয়সের পর তারা পেনশন পাবেন দেড় হাজার টাকা এবং ২ লক্ষ টাকা পাবেন। অপারেটররা কোনও দুর্ঘটনায় সম্মুখীন হলে তাঁদের অপেরেশনের জন্য ৬০ হাজার টাকা পাবেন। কর্মরত অবস্থ্যায় স্বাভাবিক মৃত্যু হলে পাবেন ৫০,০০০ টাকা কোনও দুর্ঘটনায় মৃত্যু হলে পাবেন ১.৫ লক্ষ টাকা। ২০ লক্ষ টাকা পর্যন্ত যারা ব্যবসা করবেন তাঁদেরকে জি এস টি দিতে হবে না।
- রাস্তায় ওভারহেড তারের সমস্যা মেটাতে পিপিপি মডেলে সবরকম সংস্থা-কে নিয়ে একসাথে বসে একটা ‘মডেল সিস্টেম’ গড়ে তোলা হবে। তাহলে দৃশ্যদুষণ হবে না এবং অপারেটরদের কাজ করতেও সুবিধা হবে।
- রাজ্য জুড়ে পুলিশ যে ‘কমিউনিটি ডেভেলপমেন্ট’ প্রোগ্রাম করবে তাতে অপারেটরদের সাহায্য চাই।
- প্রত্যেক জেলায় পুলিশের সাথে যোগাযোগ রাখার জন্য এমএসও-দের এবং অপারেটরদের একটি করে নোডাল অফিসার রাখতে হবে।
