Secondly, what are the dates and contents of each file destroyed?

My third point is whether the government felt it was necessary to make digital or microfilm recording of contents of each file destroyed.

In fact I was quite shocked when I heard about this information that 11,100 files were destroyed. We know how the British were careful about this. They created the Archives of India where every document of the Government is kept; every historical document is kept and particularly the Home Ministry has the most important files. So we should be careful about that.

It has come to our notice that not 1,50,000 but 11,100 files have been destroyed. There was no relation of ‘Rastrapita’, Dr. Rajendra Prasad, Sri Lal Bahadur Shastriji with these destroyed files.

It is a good news that hon. home minister has assured us that according to the National Archives report, 52 files, 67 exhibits and approx. 11,100 pages relating to Mahatma Gandhi’s murder have been kept secure.

According to our reference and some books, I’m requesting to hon. Home Minister. Our Indian government also told us clearly that there are more than 100 files with our intelligence branch and PMO relating to Netaji Subhas Chandra Bose.

According to some books, more than 70,000 pages relating to Netaji Subhas Chandra Bose’s mysterious disappearance are with the Home Ministry.

I’m requesting the hon. Home Minister to disclose all those documents relating to our revolutionary leader Netaji Subhash Chandra Bose like the documents kept at National Archive related to Mahatma Gandhi and other national leaders.

Secret files and 70,000 pages which have been kept at home ministry, should it come out in front of public? Or be kept in National Archive?  It is a right of all the Indian people to know about Netaji’s mysterious disappearance.

That’s why I’m requesting our hon. Home Minister.

Suvendu Adhikari speaks against the Railway Budget | Transcript

Respected Chairman, Sir, I am very much thankful to you for giving me this opportunity to speak in this august House in the debate on the Railway Budget.

Sir, I am a second time Member. My senior colleague and ex-Railway Minister, Shri Dinesh Trivedi had very nicely spoken on the Railway Budget earlier during the day. He had exposed the anti-people Railway Budget presented by the NDA Government.

Sir, I am speaking on behalf of All India Trinamool Congress to strongly oppose the Railway Budget 2014-15. This Budget is completely anti-people. It is an aimless and baseless attempt by the Union Railway Minister.

This Budget has not reflected the budgetary project allocations and other distributions for the already sanctioned projects by the then hon. Railway Minister and our supremo Ms. Mamata Banerjee for West Bengal, Kerala, Assam and other important States of India. It is well-known that our leader, Ms. Mamata Banerjee was the Indian Railway Minster the second time from 2009 to 2011. During her glorious regime, she did not put any burden on common people by enhancing price of railway tickets and freights in the name of tackling odds and challenges of the India Railways. She had always fulfilled her social obligations to the common people of our country. During her regime, a great railway project ‘IZZAT Scheme’ was introduced at a monthly fare of only Rs. 25 for 100 kilometer journey for the social benefit of those who live below poverty line as per the recommendations of hon. MPs.

Sir, it is a matter of pleasure that a few days ago, the hon. Prime Minister inaugurated Jammu-Katra Railway line, which was also announced and sanctioned by the then Railway Minister and our supremo, the hon. Chief Minister of West Bengal, Ms. Mamata Banerjee. I would like to highlight multiple numbers of examples that would obviously show deprivation of West Bengal in this Rail Budget.

Swatantrata ke baad Bengal ke saath is tarah ka ved bhav kisine nahi kiya. Bengal se Swami Vivekananda aaye. Netaji SUbhas Chandra Bose paida huye. Bengal se Kaviguru Rabindranath Tagore ne internationally margdarshan kiya. Lekin kai kaam Bengal ke liye is tarah nahi hua.

Now, I would like to give some specific examples. The first example is of Kolkata Metro Extension Project. They are: Howrah Maidan to Salt Lake Sector V; BBD Bag to Joka; Noapara to Barasat; New Garia to Netaji Subhas Chandra Bose International Airport. The project was declared in 2009-10. It was sanctioned by the Railway Board and the Planning Commission. The cost of the project was Rs. 11,257 crore. The budgetary allocation in 2014-15 is only Rs. 538 crore. The balance required to complete the work is Rs. 10,719 crore.

Second example is wagon industry in Haldia. This was announced in 2011-12. It needs Rs.36.36 crore. You have allotted only Rs.24.80 crore. It still needs Rs.11.56 crore. Then comes the new coach factory at Kanchrapara-Halisahar Railway Complex. It was sanctioned in 2009-10. An amount of Rs.739.38 crore is needed to complete this project but you have allotted only Rs.39 lakh. Then, there is Adra Coach Factory. There is factory for manufacturing electric and diesel engine components at Dankuni.

Dakshineswar-Dum Dum-Barrackpore Metro extension comes in the constituency of Prof. Saugata Roy. He is sitting here. The project cost is Rs.1997.10 crore. The allotted amount in this Budget is only Rs.20 crore. It needs Rs.1977.10 crore. Then there is axel manufacturing factory at New Jalpaiguri. Then, there is Railway Research Centre at Kharagpur. Then money is needed for land acquisition for the Dedicated Freight Corridor Project (Howrah to Amritsar) which was announced in 2009-10. The project cost is Rs.656 crore. The allotted amount is Rs.286 crore. Rs.370 crore is needed for land acquisition.

Double line project from Baruipur to Magrahat, new line project from Bongaon to Bagdha, new line project from Dankuni to Furfura Sharif, new line project from Digha to Jaleswar up to Puri, new line project from Nandakumar to Balaiponda, Moyna, from Ramnagar to Egra and from Kanthi to Egra, new line project from Panskura to Haldia and from Rajgoda to Tamluk, new line project from Amta to Bagnan, new line project from Nandigram to Hijli Pirbaba via Jhellingham—all these 34 projects aapne barbad karne ke liye jo kaam karne the, NDA Govt ne rail mantra ke naate kaam kiya. Bengal ke logo ke saath is tarah ka ved bhav kabhi nahi hua.

In the light of the above, I would like to make some demands on the hon. Union Railway Minister, on behalf of our Party, All India Trinamool Congress, through you, Sir. My first demand is, please rollback the price hike in ticket fare and freight for the greater interest of the common people keeping in view that 50 per cent of the people in our country are still living below the poverty line. My second demand is that the proposal to inject FDI in the railway sector must be withdrawn for the economic and social interest of our country.

My third demand is that we are not begging for any new projects in West Bengal but our demand is very simple that the projects already sanctioned by the Railway Ministry in the Union Railway Budgets for the years 2009-10, 2010-11 and 2011-12 must be completed within the stipulated time period and requisite allocation for the projects must be made by the Union Railway Minister. When the hon. Minister is going to reply tomorrow, we expect his humble consent in this regard. We hope the hon. Union Railway Minister must honour ache din shuru hone ka nara diya hai. Isse aap pura kijiye yeh hamari mang hai.

Now, in this context, I would like to quote Gurudev Rabindra Nath Tagore:

Before I conclude my speech, I again reiterate our strong opposition to this anti-people Railway Budget for the year 2014-15. Thank you, Sir.

Trinamul Congress ka mein bahut bahut abhari hun, aur abhi charcha ho rahi thi, desh ko jodne ki baat. Aur yadi dekha jaye, yadi hindusthan ka koi bhi sar parichaye hai, to hindusthan ke teen parichaye hai.

Ek toh maa ganga jiski baat hum sab hamesha karte hai, jo sab jagah hai, aur dusra hai Himalaya. Kya aap Hindusthan ki kalapana kar sakte hai Himalaya ke bagayer? Kya aap Hindusthan ki kalapana kar sakte hai Ganga ke bagayer? Issi prakar kya aap Hindusthan ki kalapana kar sakte hai rail ke bagayer?

Hindusthan ka aaj Himalaya bhi ro raha hai, ganga bhi ro rahi hai, aur rail bhi ro rahi hai. Aur is rail ki aasun pochne ke liye hum san ka prayas hai aur shurwat mein toh mein Sadanand Gawda ji ka bahut hi abhinanadan karunga aur pichle itihas mein thoda sa jaunga kyunki mera aur Sadanand Gawda ji ka parichaye kafi purana hai unki muskaan bata rahi hai. Toh kyunki angrezi mein anuvad shayad unko karna pade toh mein angrezi mein uska visheshan karunga.

That my relationship with the Honourable Minister Sadanand ji goes very back we were like parallel two railway lines our naseeb were like two parallel lines we were going together but never met. We were neighbours in south avenue for a long time he became the Chief Minister of Karnataka I became the Railway Minister, look at the fate of both of us, as luck would have it and for good reasons, he was removed from Minister of Karnataka I don’t want to get into those backgrounds otherwise there is going to be shouting here, and I also had to, also had to resign for some good reasons for party discipline, he became, he became because you see we all are with our party and our party discipline becomes much more than individual, he has faced that and he won the elections in the Lok Sabha, I also won, he has taken.

At the end of the day let’s understand one thing very clearly, whether it is Sadanand Ji, whether it is you or whether it is me, we have all come because of the party sangathan it is because of the party discipline, so on those things we have to abide by the distract and the discipline of the party, and since you have brought the subject Mamata Ji has been absolutely pro poor and I don’t want to get derailed so let me come to the rail I hope once and for all that debate would be over. So as I was talking about Sadanandji that we have gone parallel and I am so very happy.

Mujhe badi khushi ho rahi hai ki there could not have been a better person a very transparent person and a very sincere person to become the Minister of Railways. Toh my compliments to him and I do hope that he would live upto the aspiration of the people. So before I, aapke upar, hum, humari jo tripani kar rahe hai uske upar bahut hi constructive ek soch hai, unhone apne shuruwad mein yeh bataya aur aage bhi aane wale din mein unko yeh pata chale ga ki kya hai aur unki speech mein bhi unhone bataya ki jab hum rail mantra nahi the tab humari bhi bahut demands thi jab hum bhi sochte the ki yeh kar denge who kardenge aisa kardenge waisa kardenge par jab hum rail mantra bane humein pata chala ki yeh kitna kitna difficult kathin kaam hai. Bahut kathin kaan hai, bahut bahut shukriya. So sir certainly inke piche sab padenge sansad, humein pata hai kaisa hota tha, unhein ek mahine mein anubhav ho gaya hoga sach maniye toh yeh sansad sab aate hai aur yahan tak ki hum jab gusalkhane mein jaate hai na unko bhi anubhav hogay wahan bhi aate hai, kyun aate hai yeh sansad kyun aate hai? hum wahan bhi jaate hai toh intezaar hota hai yeh sansad ek chitti ek overbridge, ek nayi rail line, ek conversion of gage, ek humari koi kisiki bahut asuvidha hai uski transfer, yeh sab sansad kyun aate hai.

Apne liye aate hai kya, they don’t come for their own personal work. They and mainly member of Lok Sabha jinhone chunav lada hai unhe yeh pata hai ki public ki demand kya hoti hai. Aur sir mein yeh kehna chahungi ki humare yahan sirf chaar demand hoti hai. Aur yadi koi asamarth ho toh humein bataye. Aap koi bhi kshetra mein chale jaiye, pehli deman hogi humein paani, peene ka paani jeene ka sadhan, dusri hogi humein sadak chahiye, sadak. Teesri hogi bijli ki. Aur uske baad hogi rail ki patri ki. Yadi mein galat hun to bataye aapko bhi yahi demand aapke kshetra se milege ki bhaiya humari gaye charne jaati hai, rail ki patri se hum ja nahi sakte hai, humein yahan ek level crossing chahiye, overbridge chahiye underbridge chahiye. Accha yeh bataye? Kya who bhi jo sab mang raha hai apne liye mang raha hai, MP apne liye kabhi nahi mangta hai. Hum jan prati nidhi hai, aur jan prati nidhi hone ke karan yeh jo pressure aaraha hai logo ka, humare bhaiyi behen yeh koi bahar se nahi aaye hai, yeh humare log hai aur unki maang vyapak maang hai, all their demands are absolutely genuine.

Ab aap hi batayi bastar ke log, Sir mere paas bastar ke log aaye the, us ilake ke log, aur bahut hi gusse mein the, kareeb 500 log aaye the, thi aap kya samajhte hai humara hissa Hindusthan ka hissa nahi hai kya? Aur kuch mahilayen wahan ro rahi thi ki jab hum wahan dilli mein aapke paas pehli baar aaye toh rail ka dabba dekha tha. Humne rail ka dabba dekha nahi tha, toh aap yeh bataye ki humare bastar ke ilake ya pichre ilake, unko humari akansha nahi hogi? Humari jungle mahal ki baat kar lijiye. Jungle bhai ek aisa ilaka tha, humare dost Salim bhai yahan bethe hai, ki wahan log bilkul trahiman hogaye the. Aaj humein yeh kehne mein bahut khushi hogi ki humari doctors Uma Soren us ilake se aati hai, bullet ke dwara nahi, ballot ke dwara shantipur with love and affection. With development Mamata Ji has won their heart and today Jungle Mahal is smiling and Jungle Mahal is peaceful. Iski wajah kya hai sir, iski baat mein kyun kehna chah raha hun, mein isliye kehna chahta hun ki bhayi yadi aap kahe rail commercially viable nahi hai, bhaiya aapka defense kaunsa commercially viable hai? Yeh puchna chahunga ki aapka kaunsa ki aapka paani ka kaunsa project commericially viable hai, aur aap batayiye ki aap jab college ya school kholte hai toh commercially viable hota hai? AAp yeh bhi batayi ki aap jab rasta banate hai aap yeh bhi sochte hai ki yeh commercially viable hai ki nahi? Toh yeh jo maap dand hai na ki yeh commercially viable nahi hai, humare samaye mein kya hota tha, aur yeh planning commission ka dekhiye ki kabhi nayi line aati th, humari sansad humari sansad ki sabhi pidhaye ek hi hai ki humein yeh line ki avyashakta hai hum ja hi nahi sakte, garib aadmi hai, ab usko aap batayi bhayiya ki yeh commercially viable nahi hai, toh who kahega ki thik hai jo karayega usko hum chunk ayenge.

Toh yeh commercially viable ki line ka shurwat hoti hai na sir toh usko planning commission mein diya jata hai, aur planning commission pata nahi apna kya planning karta hai aur kehta hai ki yeh viable nahi hai aur yeh nahi ho sakta hai. Aur Rail Mantri ko jawab dena padta tha us MP ko ki bhayiya yeh commercially viable nahi hai, toh mein rail mantra ji se kehna chahunga ki humare samay mein humne yeh pratha bandh kar di thi. Humne planning commission ko kaha tha bhayiya ap hi nipatiye MP se, aap hi unko chitthi likhiye jo likhni hai, par mere yahan Mamata Ji ne humein sikhaya hai ki Hindusthan ek social state hai yahan aaj bhi charcha hoti hai ki 30 rupaye mein ek garib ji sakta hai ya 32 rupaye mein ji sakta hai, aaj who do waqt ki roti nahi kha sakta, aap usko agar commercially viability ka sawal sikhate hai toh mein samjhta hun ki who uspe bahut nayansafi hogi, desh pe bahut nayansafi hogi. Pehle toh, hum iska map dand bilkul hata de toh kya hota hai? Aaj humari chavi kya hai, aur vastavik roop mein kya hai, Railway mein subsidy ji ko baat karte hai na sir, Railway ek vibhag hai jahan ameer garib ko subsidize karat hai. Yeh mein kyun keh raha hun? Kyunki aapka job hi fare aata hai, aapka job hi bhada aata hai who general dabbe se aata hai, 93% aapka aamdani hota hai who garib se. Aur us garib ko kahoge viable nahi hai aur Sir yeh paisa kahan jaata hai? Yeh paisa aap Sadanand Ji jaata hai (break) Raj(break) mujhe use koi pareshani nahi hai, mein complain nahi kar rah hun, who jaata hai Rajdhani mein, Shatabdi mein aur humne bhi socha tha hum wifi lagayenge, hifi lagayenge koi galat baat nahi hai, par aapki prathamikta kya hai? Kya hai prathamikta, aap yadi prathamikta nahi dekhenge ki who garib humlog to safar karte hai, kabhi humko Kashmir jaana hota hai kabhi humko chhutyon mein Gua jana hota hai, par who garib lachari mein safar karta hai. Uska safar lachari mein hai, kya aap usko bologe ki aap safar nahi karoge? Yeh commercially viable nahi hai, desh ko aapko bachana hai toh aapko yeh sab nahi karna padega kyunki jab jodne ki baat aati hai humne ek kavita, humare budget ke bashan mein kahi thi mein dauhraha chahta hun. Aur who yeh hai –
“Desh ki rag rag mein daudti hai rail
Desh ki rag rag mein daudti hai rail
Desh ke ha rang ko jodti hai rail
Dharam jaati Paati nahi janti hai rail,
Chote bade sabhi ko apna maanti hai rail”

Yeh Hai apni rail ki takat Sir, aur yeh rail ki takat humien kisne di hai? Hum jab Mantri hote hai tab hum samajhte hai ki yeh takat humne di hai, magar yeh takat us garib gangman ne di hai. Humare rail ke itne saare karamchari hai, humare rail ka itna bada parivar hai sir, abhi yeh rail sangathan chal raha hai unki itni lachari hai, aur yadin aap yeh aakre dekhe na, toh zyaada se zyaada maut, zyada se zyaada toh nahi kahunga par kaafi maut rail karamchari ki hoti hai, who apne jaan pe khel jata hai par who rail ko bachata hai. Toh aaj jitni bhi uplabdi hui hai, mein kehna chahunga ki aap abtak ki kamyabiyon se tumhare naam karta hun, (break) ab tak jitni kamyabiyan hui who tumhare naam karta hun hare k ki lagan ko mein jhuk ke salaam karta hun. Yeh hai humare rail ke karamchari aur yeh rail ke karamchari itne honhar hai, ki hum humaesha baat karte hai ki China ki railway aisi hai, China ki railway waisi hai, aur aapko pata hai kitne paise China rail deti hai, sarkar deti hai Sir. Hum yadi 10 ya 12 Billion US dollar dete hai, 10 ya 12 outlay, Chinese ka outlay hai 16 Billion US dollar, aur agar yeh hum compare karte hai toh humari chavi kya hai? Hum ek bahut dilchasp ghatna batana chahenge aur who ghatna yeh hai ki James Bond ki picture ki ek shooting ho rahi thi, aur shooting ke dauhran humein contact kiya gaya Danielle Greg, aur unki office se call aya ki hum Hindusthank ki railway mein shooting karna chate hai. Who picture relase bhi hui uska naam tha Skyfall. Toh humne 3 sharte rakhi, 3 sharte kyat thi? Ek sharth yeh thi ki bhayi rail dabbe ke chat par musafir sawar hote hai who nahi dikhayenge aap. Safety, safety mein compromise nahi karenge, aur teesri humari sharth thi ki James Bond, who thoda mazaak mein tha, par unhone who bhi maan liya, ki james Bond Indian Railway ke liye ambassador ho jayenge. Duniya mein yeh kahenge ki Indian railway is stronger than James Bond. Toh yeh sab sharte unhone maan li par ek sharth nahi maani, aur who kya sharth thi, ki upar dabbe mein jo musafir sawar karte hai ki bhayi Hindusthan mein hum isliye toh aaye hai, that there will be a scene that James Bond is going to fight on the roof of the railways, otherwise why will we come to India. That I said that I will never permit, I will never show Iindia into a poor light but this is a fact. Hum, fir humein yaad aaya ek dilchasp gaana tha chaiyan chaiyan who bhi rail ke roof mein hua, toh humari yeh parichaye hai kya humlog roof mein sawari karte hai? Toh kahin na kahin yeh jo humari sawari hai who hakeekat hai, aur kaun sawari karte hai roof pe? Who fir garib, garib ko jaana hai apni manzil pe. Who bechara naukri karta hai kahin ka kahin, usko apna pet palan karna padega. Toh yeh chavi hum ek taraf se kehte hai, mein koi aapki burayi nahi kar raha hun, abhi hum kuch padhenge usse aapko pata chalega. Yeh do chiz hum batayenge, aapne budget ka humara zikar kiya (background others talking) aapne budget ka humara zikar kiya, Rudy, Rudy (no I am not leaving) I think we are on a very serious talk so I think whatever light part of it is over. You know, you know when you talk about my budget let me give you the facts. I am going to read, (interruption) Sir I am going to read. If you allow me I am going to read. I am going to read something Sir if you allow me Sir, it says it is a anti people budget without taking effective step to ensuring poor people, this announcement( interruption) Listen this announcement has been made for an expensive journey. Yeh kiska bayan hai sir, yeh hai BJP ka bayan. (interruption) Yeh bayan hai humare dost Mukhtar Abbas ka, aur yeh bayah kab aya tha/I am not yielding/I am not yielding, yeh bayan tab aaya tha, (yeh bayan tab aaya tha) jab rail ke bhade humne 2 paise badhaye the, 16 % nahi badhaye the, 2 paise badhaye the. Usko bhi, usko bhi Mamata ji ne nahi maana tha, usko bhi nahi mana tha, Sir yeh mein nahi Manungi, aur mein dusri baat bata raha hun Sir. Aur ek bayan bata raha hun, ek bayan aur bata raha hun, kripya karke sun lijiye, kripya karke sun lijiye aur mein sanjit ki saath saath yeh bayan bata rahu, ki aapne jo rail ka budget badhaya hai, who bahut hi galat kiya. And dimisnishing the supremacy of Parliament aap meherbani karke suniye. Aap yeh (interruption) yeh galat baat hai,Rudy sahib aap suniye. AAp kripya karke suniye. Rudy sahib aap shayad bhul gaye hai ki aap satta paksh mein hai aap opposition ki baat chor dijiye, aap satta paksh mein hai. To ek, (laughs) ek dusri baat kahunga, dusra bayan aaya tha, dusra bayan kya aaya tha? Apne yeh jo bhada banaya hai, who anti poor hai, aur apne jo bhada banaya hai that is before the parliament, and you are diminish (break) diminishing the supremacy of the parliament, aur turant yeh bhada ko wapas lijiye, yeh kiska bayan tha, jo humare bhi dost hai, yeh kiska bayan tha jo humare bhi dost hai, manya us samaye ke Mukhya Mantri Gujarat, aur ab ke Pradhan Mantri, Shri Narendra Modi. Matlab yeh dauhra n, ab kya hota hai ki hum jab is tarah hote hai humari disha ek hoti hai, humara dhyan ek hota hai, humara lagao ek hota hai. Hum jab us taraf chale jaate hai, toh humara pura sharer badal jaata hai, soch badal jaati hai, nazar badal jaati hai, nazariya badal jaata hai, disha badal jaati hai, sab badal jaata hai. Mein, mein, mein samajhta hun ki aisa kyun hota hai, ki aajtak ki jo baate hai, aaj tak ki jo baate hai, wahan se ho rahi hai, aap wahan bethkar uska virudh karte the, aur shayad hum bhi karte hai aur isliye hum kehte hai Rudy sahib ki agar rail ko bachana hai toh ek hi upaye hai, ek hi upye hai Sir, sur mile tumahra aur humara toh sur bane hum sabka, nahi to yeh sab besura hoga, sur mile tumahra aur humara aapka aur humara sur mil jaye toh rail bahut surili ho jaye, toh agar rail ko surili banana hai toh aapko kahin aur nahi jaana hai, (interruptions) nahi nahi, hum sur mila rahe hai, aapko kahin aur nahi jana hai.

Aapko kahin aur nahi jaana hai, aapko kahin aur nahi jaana hai, hum ek pankti padh le Sir? These are, Delhi-Chandigarh-Amritsar, Pune-Mumbai-Ahmedabad, Hyderabad-Dwarka- Chennai, Howrah-Haldia, Chennai-Bangalore, Delhi-Agra, Varanasi. Toh mein kehna kya chah raha hun ki Sir aaj agar aapko railway ko bachana hai Sir, toh uske 3 hi tarike hai, who tarike kya hai sir, who tarike yeh hai ki kahan sa aata hai, paisa kahan se aata hai, yaa toh aapka budgetary support sarkar degi, aapka internal revenue generation hoga, aapka joh udhar le aap ek jo hote hai national project wahan se aayega, kul sab milakar paisa aapko aap yeh samajhte hai rail apne aap mein saksham hogi, apne aap mein pura jo apna rail yeh apna resource generate karegi toh yeh kabhi nahi hoga. Aapko yeh bhi hum batayein chahe who China ho, chahe who japan ho chahe who America ho, jahan jahan rail ki tarakki hui hai, sab jagah sarkar ne paisa diya hai. Basic Gross Budgetary Support, jo humne China ki baat ki sarakar deti hai. Japan mein 6 company hai, niji company jo niji train hai who chalati hai (interruption) Shinkansen jo chalati hai woh kaise chalati yeh, uska basic infratruscture pura sarkar ne diya hai, aur meherbani karke aap railway ko pura alag se mat dekhiye, jahan jahan pragati hui hai, aap koi bhi desh lelijiye, abhi Chin ki baat ho raha hai, Japan, Europe, America, jahan jahan rail ki suvidha aam janta ke liye acchi hai wohi ek civilized country ke layi hai, aur sab jagah Sir, har jagah par, har jagah par, sarkar ne madad ki hai. Aap itne bade rail ko aap lawaris chor do, aur keh do commercially it is not viable mein kehna chahunga ki aaj samay aayahai, mere saath bhi sarkar ki ladayi hui thi. Us samay Vitta Mantri the hamare hon. President. Maine Manmohan jee se jhagda kiya, kahaan ki Sir aap rail ke liye paise nahi denge?

Twelfth Five Year Plan envisages one trillion US dollar in infrastructure. Out of this one trillion dollar, 50 per cent will come from Government and 50 per cent will come from private sector. Yadi hum one trillion dollar ka 50 pratishat lete hain, toh us samay 50 lakh crore hota tha. 50 lakh crore mein Railway ka 10 pratishat yani 5 lakh crore na de toh planning ka matlab kya hai? Yadi 5 saal ki baat karein toh 50 hazar crore per year you should get. But what is the Railways getting?

Sir, now the time has come where we have to see either the Railways as just a mode of poor man’s transportation from point ‘A’ to ‘B’, or as something which will add two and a half per cent to the GDP. I tell you with all my authority under my command and whatever little knowledge I have learnt from the Railways, it is not very difficult to get the Railways going. Unless and until the Government of India comes forward and gives that kind of support, it will never ever be viable. It will never add to the economic growth of the country. So, that is why, let us all together put our heads in that way.

I also want to add that you must make amendments to the dedicated freight corridors. Why I am saying this because you said that you want the best freight-halt railways. It can never happen unless and until you have more powerful engines. Today what engines we have cannot even compare to any other country. They are at least seven times more in terms of capacity; every third wagon has an engine; and their trains are much longer. That is why, even to control inflation, you have to have robust freight movement.

Bengal has a proposed investment of Rs. 1.2 lakh crore: WB CM

West Bengal Chief Minister Ms MamataBanerjee held an administrative meeting in Paschim Medinipur today. Shealso addressed a public meeting at the Kachchari Maidan in Salboni fromwhere she innaugurated 37 projects. The Chief Minister also laid the foundationstones for 28 new developmental projects and gave away services to the peopleof the district.

The 37 projects that were inaugurated by the Chief Minister a CT Scan unit at Jhargram District Hospital, pipelinedwater supply projects , women`s wings of Jhargram, Shalboni and Lalgarhcolleges, polytechnic colleges, women`s hostels, schools for girls, new roads amonga host of other projects.

The Chief Minister also laid the foundationstones for important projects like super specialty hospitals, marketing hubsand training centres, solar-powered irrigation projects, hostels etc. She distributed cheques of schemes like Kanyashree, Nijo Bhumi Nijo Griho, Kisan Credit Cards, Anandadhara, pension for folk artistes.

The Chief Minister will chair anotheradministrative meeting at Purba Medinipur on July 15, 2014.

Ms Banerjee, who inaugurated a plant of OCLIndia in Bengal`s Salboni today, said she would visit Singapore accompanied byrepresentatives of various chambers of commerce and said her visit was aimed atbringing in foreign investments to the state.

Ms Banerjee said Paschim Medinipur district hadalready received investments amounting to Rs 40,000 crore, adding that thearea had huge investment potential.

The Chief Minister said the governmentalready had a land bank of 1,000 acres at Goaltore in West Midnapur for settingup industries.

The state had a proposed investment of Rs.1.2 lakh crore which had huge job creation potential, she said.

Comparing state and national figures, shesaid that West Bengal`s growth in domestic product terms was higher than thatof the country as well as that of industry and services sectors.

There were 35,000 MSME units in the stateemploying 3.5 lakh persons, she said.

The state witnessed zero man-days lost ascompared to 78 lakh during the Left Front`s era, she said, adding that thegovernment was opposed to bandhs and closure.

She also pointed out that the Centre haddeducted Rs. 1 lakh crore as debt and interest payment, “but still we aregrowing. We should work with a positive mindset and grow peacefully,” shesaid.

MNCs to groom ITI students in Bengal

Innovative measures to modernize theexisting systems have been a benchmark of the Trinamool Government. Now, tomake the students of the ITIs trained in a better way, the technical educationdepartment of the State will associate itself with the Korean multinationalelectronic giant Samsung.

The MNC will look after the all roundactivities of 5 Industrial Training Institutes (ITI) in the State, right fromadmission to employment. The ITIs are Gariahat, Gariahat (Women), Howrah Homes (Shibpur),Kalyani and Chandannagar (Women.

Samsung will associate itself with counselling,admission, courses and employment of the students in these ITIs. It will alsointroduce contemporary courses for students. The state government is in a dialoguewith a few more such companies that have shown their interests in groomingstate ITI students.

Preparations for Maa, Mati, Manush Dibas rally on July 21 underway

The Trinamool Congress has convened ameeting today at Trinamool Bhavan where MLAs belonging to Howrah, Nadia, Northand South 24-Parganas would also be present to discuss about observation of theMartyrs` day on 21 July.

The meeting would be addressed by theTrinamool Congress All India General Secretary. Trinamool Congresssupporters even from outside the state especially from Assam, Manipur andTripura will attend the party programme to observe 21 July as Martyr`s day atEsplanade.

It is learnt that he would discuss aboutthe arrangement where about four lakh party activists and supporters aresupposed to attend the meeting. This year on 21 July, the party would alsocelebrate its victory in the last Lok Sabha poll where the Trinamool Congresswon 34 seats.  The party did notcelebrate its victory or take out any victory rally after the Lok Sabha pollresults were out. So on 21 July, people from different parts of the districtespecially from the Hills, North Bengal and Jangalmahal would throng at theEsplanade.

Theparty is trying to book special trains to bring its supporters from NorthBengal and Junglemahal. Today, the party would discuss accommodation and foodfor those who will arrive a day before the occasion.

Mr Roy would specifically assign thecouncillors and MLAs from Kolkata and Howrah to attend the party supporters whoare coming from North Bengal, Bankura, Purulia, Birbhum and West Midnapore atHowrah and Sealdah stations and would accommodate them in Netaji Indoor stadiumand other private lodges in Burrabazar areas. The party has instructed thedistrict presidents and MLAs to bring the party activists and supporters fromneighbouring districts on the day of the programme.

Boost for Bengal: State receives fresh investment proposals worth Rs 1600 crore

A day after the announcement by Singapore`s Changhi group toraise stake in the Bengal project, the industrialization process in the stategot another boost on Saturday .

The Rs 8,000-crore Emami Group and Vikram Solar, UtkarshTubes and Shakambhari Gagan Ispat have announced Rs 1,600-crore freshinvestment proposal in the presence of the state commerce and industriesminister Amit Mitra at a meeting organized by the MCC Chamber of Commerce &Industry. Besides, Shyam Infra, Emami and UAL Industries have reiterated theircommitment to go ahead with their earlier announced projects worth Rs 3,000crore.

Emami Group director Manish Goenka said that it is planningto expand the Mukundapur facility of AMRI with an investment of Rs 150 crore.”We will double the number of beds there,” he added. Goenka also said it isgoing ahead with the Rs 500crore cement grinding unit in Raghunathpur and anintegrated hospital with nursing college in Rajarhat with an investment of Rs500 crore. “We have got 5 acres for the Rajarhat project. We will soon startwork on this. The group is in talks with a Singapore-based consultant fordesigning,” he added.

Shakambhari Ispat is investing Rs 850 crore in Purulia foran integrated steel and power plant. Deepak Kumar Agarwal, chairman and MD ofShakambhari, said it is buying 175 acres near its existing facility in Puruliafor the project. “The project should be completed by the end of 2016. We willset up a 37 MW power plant along with 600 tonne per day rolling mill and 200tonne per day pig iron plant. Our existing facility has abillet and sponge ironplant,” he said, adding that the group is also planning to set up a coalwashery there.

Gyanesh Chowdhary , director of Vikram Solar, said they areinvesting Rs 500 crore in next 2 years for expanding capacity in their Faltafacility.

The combined employment in these projects will be over2,500. Minister Amit Mitra said, “This shows that a lot is happening. In fact,Changhi of Singapore has rated our industry policy as the best among all Indianstates,” he added. Mitra again tried to allay fears of the industrialists onland and said that the state had over 3,000 acres to offer to industry inRagunathpur, Kharagpur and Panagarh.

MCI restores all medical seats in Bengal after intervention by WB CM

An SOS from Chief Minister Ms. Mamata Banerjee to Union HealthMinister has helped restore all 1045 medical seats in Bengal that had earlierbeen scrapped by Medical Council of India citing inadequate infrastructure.

The relief came after the state government gave anundertaking that the colleges would meet MCI`s guidelines on infrastructure andfaculty within a year.

On June 14, the MCI had restored 400 seats in the state. On Saturday,it lifted the freeze on another 200. The rest will be reinstated within a week,MCI member from Bengal Sudipto Roy said.

The ice began to melt only after Ms. Banerjee took up thematter and wrote to the Union health minister seeking his intervention. She pointedout the plight of bright students whose careers were under threat despiteattaining high ranks in the West Bengal Joint Entrance Examination.

MCI representative from West Bengal, Sudipta Roy, said: “TheCM`s letter to the Union health minister helped sort out the imbroglio.”

“We are really very happy that the MCI has cleared all theseats and this will give enough opportunity to the students who have clearedthe Joint Entrance Examination and are aspiring for medical career,“ Directorof Medical Education, Sushanta Banerjee said.

Environment conducive for industries in Bengal: WB Industry Minister Amit Mitra

The West Bengal Finance Minister Dr Amit Mitra sends a message of industry-friendly environment in the State to investors.

Here is what he said:

  • The Trinamool Congress Government has paid Rs 1 lakh crore as debt repayment and interest in three years.
  • If the Centre had granted a moratorium or formulated a structural debt repayment plan, West Bengal would not have had so much of difficulty in repaying its debts.
  • We need the Central government to write this off through financial instruments and this would save us Rs. 1 lakh crore [as debt repayment in the three years that the Trinamool Congress has been in power in the State].
  • With this money [Rs 1 lakh crore], we could have made hospitals, schools, colleges, and roads. We hope that the legitimate demand of the people of West Bengal will be listened to by the Centre.
  • The state`s tax revenue receipts in 2014-15 is expected to be Rs 45,413 crore against Rs 21,128 crore in 2010-11.
  • West Bengal was identified as a debt-stressed State along with Kerala and Punjab. For the financial year 2013-14, Rs 28,000 crore was cut from our treasury as debt repayment and interest.
  • When we came into office in 2011, we were faced with over Rs 2 lakh crore as debt that had accumulated since the previous government`s regime. In the first year, all our tax revenue had gone as debt repayment. This year, we will be paying more than Rs 45,000 crore as debt repayment.
  • There are over 3,000 acres of land available under the West Bengal Industrial Development Corporation and the West Bengal Industrial Infrastructure Development Corporation.
  • The financial consultant appointed for Singapore`s Changi Airport has declared Bengal`s industrial policy the best.
  • Every department in the State government is collaborating with one another to boost industries.
  • Direct investment worth Rs 3,200 crore has been brought in by this government.
  • The Investment brought in generated 4,500 direct employments and 10,000 indirect employments.
  • Our focus would be on reducing the documentation process required to start a new business to three pages. We have already brought down the required number of pages from 99 to seven. I am now pushing for three pages of documentation to start new businesses.
  • An integrated financial management system is being planned to put in place a technology-backed mechanism to track monetary movements in government coffers.
  • Industry wants ease of doing business and lowering of transaction costs. The integrated financial management system will be ready in three to four months and every rupee of the government will be caught in the system.
  • Our government`s demand to get this central debt waived is legitimate.
  • The Shakambhari Gagan Group will invest Rs 851.68 crore in Madandih, Purulia, under Shakambhari Ispat & Power, to set up an integrated steel plant and captive power plant. It has already acquired 175 acres and has applied for clearances under 14Y for holding land beyond the ceiling.
  • UAL will set up an autoclaved aerated concrete block manufacturing unit in Bagnan, Howrah. The estimated cost of the project is close to Rs 96.47 crore.
  • The Emami Group will invest Rs 500 crore each in a cement grinding and captive power unit in Raghunathpur, Purulia and a hospital and nursing college in Rajarhat.
  • Shyam Infra, Vikram Solar and Utkarsh Tubes & Pipes plan to pump in Rs 2,000 crore, Rs 500 crore and Rs 152.67 crore, respectively.
