Soon after Industry Minister Dr Amit Mitra delivered an inspiring inaugural speech at the Business @ Bengal summit, jointly organized by Bengal Chamber of Commerce & Industries and Non Resident Overseas Association of Bengal, a team of 35 business honchos from 21 foreign industrial houses paid a visit to the Industrial Food Park at Sankrail, Howrah to check the infrastructure and facilities present there. The visit proved to be encouraging for the West Bengal Government as the visitors were overwhelmed by the state-of-art facilities there.

The delegation that attended the business meet spoke to the members of other companies already present at the Sankrail Industrial Food Park and were impressed about the road connectivity, power supply system and the absence of labour-related problems.

The delegation also had a meeting with the Flower & Vegetable Suppliers Association of Calcutta. Lu Lu Group and the Quality Group, which were a part of this delegation, will be investing in flower import business in the state soon. The state business houses may also bag foreign contracts regarding exports of fruits and vegetables. Besides, the Middle-East based Alumasa group has been offered land in the Haldia Industrial park for setting up an Aluminum Exclusion factory.

‘শিল্পবান্ধব’ পুরসভার বার্তা দিতে শুক্রবার হলদিয়ার শিল্প সংস্থাগুলিকে নিয়ে বৈঠক করল হলদিয়া পুরসভা। এ দিন হলদিয়ার বিভিন্ন শিল্পসংস্থার প্রতিনিধিদের সঙ্গে আলোচনা করেন হলদিয়ার পুরপ্রধান দেবপ্রসাদ মণ্ডল। ২০১৩ সালের সেপ্টেম্বরে বাম বোর্ডকে সরিয়ে হলদিয়া পুরসভায় তৃণমূল ক্ষমতায় আসার পর এই প্রথম শিল্পসংস্থার মুখোমুখি হল তারা।

Health Department of the State Government is taking up a new scheme to digitise all the data regarding availability of blood in different government-run blood banks. In another two months, details like the number of units of different blood groups available and in which blood bank, will go online.

E-governance had been a prime initiative of the new government led by Trinamool Congress. Now, for helping the common people, details of the stocks of all the 58 Government Blood Banks will be available online. As a result, those in need of blood will not have to run from one blood bank to another in times of crisis.

Once all the blood banks are connected, the details will be available on public domains. The Swasthya Bandhu Helpline will also provide such details.

মাস দুয়েকের মধ্যেই কোন সরকারি ব্লাডব্যাঙ্কে কোন গ্রুপের রক্ত কত পরিমাণে মজুত আছে, সাধারণ মানুষ সেই তথ্য অনলাইনে পেয়ে যাবেন৷ স্বাস্থ্য অধিকর্তা বিশ্বরঞ্জন শতপথী জানান, 'ব্লাডব্যাঙ্কের তথ্য সাধারণ মানুষের কাছে পৌঁছে দিতে বদ্ধপরিকর সরকার৷ তাই আমরা চেষ্টা করছি সরকারি ৫৮টি ব্লাডব্যাঙ্ককে অনলাইন সিস্টেমের মাধ্যমে জুড়ে দিতে৷' এ ছাড়াও, সূত্রের খবর, অনেক সময় সরকারি ব্লাডব্যাঙ্কের বিরুদ্ধে অভিযোগ উঠেছে, রক্ত মজুত থাকা সত্ত্বেও রোগীকে রক্ত না–দেওয়ার৷ তাই কর্মীদের সত্যতা যাচাই এবং নিজেদের ভাবমূর্তি উজ্জ্বল করতেই এহেন উদ্যোগ নিয়েছে সরকার৷ 

কী কী তথ্য পাওয়া যাবে অনলাইনে? স্বাস্থ্য দপ্তর সূত্রে খবর, রাজ্যের ৫৮টি ব্লাডব্যাঙ্কের কোথায় কোন ইউনিটের কত রক্ত মজুত রয়েছে, তার সম্পূর্ণ খতিয়ান মিলবে এই সুবিধা লাগু হওয়ার পর৷ অর্থাত্‍‌ ‍, চিকিত্‍সকের কাছ থেকে রিক্যুইজিশন পেলেই রোগীর আত্মীয়রা জেনে নিতে পারবেন, ঠিক কোন ব্লাডব্যাঙ্কে সেই মুহূর্তে সংশ্লিষ্ট ইউনিটের কত রক্ত মজুত রয়েছে৷ রোগীর পরিবার কী ভাবে নিতে পারবে এই সুবিধা? একবার সমস্ত ব্লাডব্যাঙ্ক ইন্টারনেট মারফত যুক্ত হয়ে গেলে, স্বাস্থ্যবন্ধুতে ফোন করে তো বটেই, পাবলিক ডোমেনেও (যেমন সরকারি ওয়েবসাইট) মিলবে এই তথ্য৷ 

সরকারের এহেন উদ্যোগকে সাধুবাদ জানাচ্ছেন চিকিত্‍সক থেকে রোগীর আত্মীয় সকলেই৷ 

Swami Vivekananda and his mission to serve the mankind, is a great source of inspiration for West Bengal Chief Minister. On the occasion of his 150th birth anniversary, a year-long celebration has been taking place throughout the State.

Now at the concluding part of the celebration, for the first time, West Bengal Government organized a colourful ceremony to pay homage to Swamiji at Red Road today. Swami Suhitananda, Secretary Maharaj, Ramkrishna Mission Math and Mission, Belur Math graced the occasion. 

Thousands of school children, including those from Jangalmahal, Sunderbans, Dooars, new recruit police constables, contingents of EFR, RAF, SAP participated in the parade. Cultural groups from Bani Chakra, Darjeeling, Chhau dancers and others made wonderful presentations. 

115 ambulances to serve the patients in far-flung rural areas were also flagged off on the occasion. 

Apart from today`s parade, a week-long programme `Vivek Chetana Utsav` is being held across the state at block level. The utsav started on 5th January and will continue till 12th January. The Chief Minister herself participated in the Vivek Chetana Utsav in Jhargram.

WB CM paying tribute to Swami Vivekananda

A siren will mark the 151st birth anniversary of Swami Vivekananda on 12th January at the hour of his birth. On that day All India Trinamool YUVA will also take out a rally from Swamiji`s ancestral home till the Gandhi statue on Mayo Road.

The State Government has received a whopping six lakh applications from girl students for scholarship and grant under the Kanyashree scheme launched in October, 2013. Out of these, 50,244 applications seeking scholarships and 2,705 applications seeking the one-time grant have already been approved. 

This unique project was taken up to prevent child marriages.

While a number of factors contribute towards girls dropping out of school, human rights research shows that the greatest obstacles to girls` education are child marriage, pregnancy and domestic chores, and ensuring that girls stay in school is one of most effective protective measures against child marriage.  In the above context, the Government of West Bengal, following the vision of the Chief Minister Ms. Mamata Banerjee, decided on creating an enabling environment for elevating the education, health and nutrition status of women and children through Kanyashree scheme.

The scheme aims at improving the status and well being of girl child by:

• Discouraging early marriage of girls to ensure compliance with the legal provisions pertaining to the minimum age at marriage.
• Incentivize through scholarships, the continuation of education of the girl child in Secondary and Higher Secondary classes and those undergoing vocational training or sports training.
• Improving IMR and MMR by delaying the age of marriage and consequently increasing the median age of first birth
• Reducing the incidence of drop outs, especially amongst girls from poor families.
• Eradicating undernutrition and mal-nutrition of girl child.
• Preventing trafficking and exploitation of the girl child.

Socio-economic revolution through legislation

West Bengal has an adolescent (10-19 years) population of 1.73 crores, out of which 48.11% are girls. The age group 10-14 years forms 9.3% of the total population while 15-19 forms 9.7% of the total population. WHO has identified this age group as the period of preparation for adulthood during which several key developmental experiences occur like acquiring social and economic independence, development of identity, the acquisition of skills needed to carry out adult relationships and roles and the capacity for abstract reasoning. While adolescence is a time of tremendous growth and potential, it is also a time of considerable risk during which social contexts exert powerful influences.

Child marriage is one such social concern and a violation of children`s rights. According to DLHS – 3 (2007-08), West Bengal shows the fifth highest prevalence of child marriage amongst all the  states with 54.7% currently married women (age 20-24) being married before 18. The incidence is even higher in rural areas (57.9%). Every second girl in the high prevalence child marriage districts of West Bengal – Murshidabad (61.04%), Birbhum (58.03%), Malda (56.07%) and Purulia (54.03%) – were married off before they reach 18, the legal age for girls to get wedded.

Under the Kanyashree scheme, unmarried girls between 13-18 years and studying in VIII -XII standards in an institute affiliated to the state government are eligible for a scholarship of Rs 500 per annum. This apart, there is a provision for one-time grant of Rs 25,000 for unmarried girls between 18 and 19 years pursuing higher education or a vocational or sports course in a state-government affiliated institute.

দেশের শিল্প মহলের সঙ্গে তাঁর দীর্ঘ দু`দশকের ঘনিষ্ঠ সম্পর্ক। কখনও কেন্দ্রীয় বাণিজ্য মন্ত্রকের উপদেষ্টা হিসেবে। কখনও আবার বণিকসভা ফিকি–র সেক্রেটারি জেনারেল হিসেবে। রাজ্যের শিল্প দফতরের দায়িত্ব নেওয়ার পরে বৃহস্পতিবার প্রথম কোনও বণিকসভার অনুষ্ঠানে এসে সেই পরিচয়কেই পুরোদস্তুর কাজে লাগালেন অমিত মিত্র। বুঝিয়ে দিলেন, তিনি শিল্পমহলের কাছের লোক। একই সঙ্গে একেবারে কর্পোরেট কায়দায় `পাওয়ার পয়েন্ট প্রেজেন্টেশন`-এর মাধ্যমে লগ্নির গন্তব্য হিসেবে রাজ্যকে বিপণন করলেন লগ্নিকারীদের সামনে।

দেশের প্রাচীনতম বণিকসভা বেঙ্গল চেম্বার অব কমার্স এবং অনাবাসী বাঙালি শিল্পপতি ও শিল্পকর্তাদের সংগঠন নন রেসিডেন্ট ওভারসিজ অ্যাসোসিয়েশন অব বেঙ্গল বৃহস্পতিবার একটি শিল্প সম্মেলনের আয়োজন করেছিল। `বিজনেস অ্যাট বেঙ্গল` শীর্ষক এই সম্মেলনের প্রধান বক্তা ছিলেন অমিত মিত্র।

বস্তুত, রাজ্য সরকার যে লগ্নিকারীদের সঙ্গে সরাসরি যোগাযোগ রেখে তাঁদের সমস্যা সমাধানের চেষ্টা করবে, সে কথা এ দিন নিজের বক্তৃতায় বুঝিয়ে দিয়েছেন অমিতবাবু। শিল্প প্রস্তাব আসার তিন সপ্তাহের মধ্যে প্রকল্পে ছাড়পত্র দেওয়া এবং বিভিন্ন দফতরের কাছ থেকে ছাড়পত্র আদায়ে লগ্নিকারীদের যাতে সমস্যা না–হয়, সে জন্য রিলেশনশিপ ম্যানেজার নিয়োগের কথা আগেই ঘোষণা করেছে রাজ্য। অমিতবাবু এ দিন জানান, পাঁচটি বড় প্রকল্পের জন্য পাঁচ জন ম্যানেজার ইতিমধ্যেই নিয়োগ করা হয়েছে। যাঁরা লগ্নিকারীদের সঙ্গে সরাসরি সরকারের যোগসূত্র।

বিনিয়োগ করার জন্য যে সব শর্ত পূরণের দিকে তাকিয়ে থাকেন শিল্পপতিরা, সে সব ক্ষেত্রেই রাজ্য দ্রুত এগোচ্ছে বলে এ দিন দাবি করেছেন নতুন শিল্পমন্ত্রী। যেমন, শ্রম, শিক্ষা, মানবসম্পদ, তথ্যপ্রযুক্তি, সাধারণ অর্থনীতি, আর্থিক বৃদ্ধির হার, এক জানলা ব্যবস্থা ইত্যাদি। নিজেরই হাতে থাকা অর্থ দফতরের সাফল্যের উদাহরণ টেনে বলেছেন, আগের আমলে কোষাগারের যে বেহাল দশা ছিল, এখন তার অনেক উন্নতি হয়েছে। গত বছরে রাজস্ব আদায় বেড়েছে ৩১ শতাংশ। এবং সেটা সম্ভব হয়েছে কর আদায়ের ক্ষেত্রে তথ্যপ্রযুক্তির ব্যাপক ব্যবহারের ফলে।

শিল্পের জন্য দক্ষ কর্মী গড়ার কাজেও সরকার তৎপর বলে দাবি করে অমিতবাবু বলেন, গত আড়াই বছরে রাজ্যে ৫টি নতুন বিশ্ববিদ্যালয় তৈরি হয়েছে। এ ছাড়াও প্রতিটি ব্লকে আইটিআই এবং প্রতিটি মহকুমায় একটি করে পলিটেকনিক তৈরির পরিকল্পনা রয়েছে সরকারের। এ কাজে শিল্পমহলের সাহায্য চেয়ে অমিতবাবুর মন্তব্য, “আপনারা সবাই এগিয়ে আসুন। প্রতিটি বণিকসভা কয়েকটি আইটিআই–র দায়িত্ব নিলে দক্ষ কর্মী পেতে অসুবিধা হবে না।“

নতুন শিল্পমন্ত্রীর এই দৃষ্টিভঙ্গিকে স্বাগতই জানিয়েছে শিল্পমহল। অমিতবাবু এ দিন দাবি করেছেন, শিল্পের জন্য জমির কোনও অভাব নেই। রাজ্যের ২৩টি শিল্পতালুকেই ৩ হাজার একরের বেশি জমি রয়েছে। শিল্পপতিদের প্রতি অমিতবাবুর আহ্বান, “আপনারা কালকেই শিল্পতালুকে গিয়ে জমি দেখে আসুন। শিল্পোন্নয়ন নিগম সব ব্যবস্থা করে দেবে।“

অমিতবাবুর দাবি, রাজ্যের অন্যত্রও বড় শিল্পের জন্য জমির অভাব নেই। যেমন, পুরুলিয়ার রঘুনাথপুরে বা পশ্চিম মেদিনীপুরের গোয়ালতোড়ে। রাজ্য সরকারের ঐকান্তিকতায় শিল্প মহল মোটের উপর সন্তুষ্ট।

Chief Minister Ms. Mamata Banerjee urged the parliamentary secretaries to monitor work in their departments as well as their respective districts in a meeting at Nabanna.

The Chief Minister made it clear that the parliamentary secretaries will be made accountable just like the ministers in case of incomplete projects in the departments.

She asked them to monitor projects and find out areas that need special attention, following which, they have to assist in expediting those.

The Chief Minister told the parliamentary secretaries to approach her directly in case they do not get necessary cooperation from the minister or secretary of the department. She said that non-cooperation will not be treated as an excuse for non-performance.

The Chief Minister asked the parliamentary secretaries to interact with the district magistrates on a weekly basis and ensure that the projects are completed on time. She told them that the parliamentary secretaries have been given full freedom to work but they should act promptly.   

West Bengal Chief Minister made it clear in the Mumbai business summit Bengal held in August last year that she means business; she explained in details the initiatives taken up by the state government to attract more investments. Accordingly, the Government of West Bengal also framed new industrial and land policies.

That the policies were accurate and the vision were steering the state in the right direction, was proved once again as Kolkata hosted yet another business meet `Business @ Bengal`, organized jointly by the Bengal Chamber of Commerce & Industries and Non Resident Overseas Association of Bengal from January 9 to 10.  Around 50 representatives from different countries are participating in this meet, to discuss investment and business opportunities in the state.

Industry Minister Dr. Amit Mitra inaugurated this meet. He informed the participants about the new projects taken up by the government. He also informed the august gathering of the big-ticket investment proposals received by the State.

He informed the participants about the single-window clearance system set up by the Government. He talked about the Industrial Task Force formed by the CM and the creation of a post called the Relationship Manager to act as a bridge between the Govt and the investors.

On the contentious issue of land, the Industry Minister assured the participants that land was not an issue if the investor was really willing to invest in the state. He told that WBIDC alone has 3263 acres of land in the 23 industrial parks in the state currently; the major ones are located at Raghunathpur, Kharagpur, Panagarh and Goaltore.

In terms of human resources, the minister highlighted the success of West Bengal Govt is promoting higher education. He said that the Govt has formed 6 new universities in the last two and a half years and a Bill has been passed by the Assembly allowing private universities in the state.

For skill development, the Government is planning to set up one ITI in every block.  The Minister asked the business houses to adopt ITIs, 20 to begin with. He stressed on the need for industry to play an active part in the framing of curriculum. He also shared the plan of the Govt to open 63 new polytechnic colleges in the state – one in every sub division – and asked the business chambers to act as mentors to these colleges.

Citing the example of Raymonds, the Industry Minister Dr Amit Mitra urged investors to set up training centres in the state. He said that Nokia and Samsung are also eyeing such centres across West Bengal. That the atmosphere is conducive for investment is exemplified by the success of the Govt in ensuring peace in Jangalmahal and Darjeeling. Ideological conviction and development work helped the WB CM in winning hearts at these places, commented the minister.

Lastly, the minister talked about the success of WB Govt in expanding e-governance. He informed that every department in the state follows only the e-tendering process, which has resulted in 31.57% growth in tax collection.

Birbhum District Administration is riding high on the developmental wave initiated by Chief Minister Ms. Mamata Banerjee.  By 2015, the district will be transformed into `Nirmal Jela`. Under the `Nirmal Bharat Avijan`, 1 lakh 90 thousand families will be included in the 100 days` work scheme to carry out this process. 50 thousand families of Birbhum district have already been aided to build proper sanitation system in their homes. Another 50 thousand families will be having the same facility by March 31, 2014. By March 31, 2015, all families in the district will have similar facilities.

Chief Minister Ms. Mamata Banerjee has already set the deadline to turn the state into a `Nirmal Rajya`. By March 31, 2017, every home in the state will have proper sanitation facilities.

In another developmental drive, the 100 days` work scheme will be utilized in the district of Purulia for rural electrification.  The state government has taken a grand initiative to electrify every household in the state by December 2014. To bring more pace into the work being done, rural workers will now be doing constructions work for rural electrification, under the 100 days` work scheme. Power Minister Mr. Manish Gupta recently held meetings with the district administration both at Purulia and Bankura to finalise the finer details.

The Trinamool trade union will hold a convention of auto operators and unions on January 9 to discuss issues like indiscriminate fare hike, abrupt change of routes, rude behaviour with passengers and rampant violation of traffic rules.

Indian National Trinamool Trade Union Congress (INTTUC) leaders who will address the convention will drive home the message that any operator flaunting Trinamool links and violating rules would be sternly dealt with, said a leader of the organisation.

INTTUC State President Dola Sen will be among the leaders who will address the gathering. “We might call some senior police officers to speak,” Ms. Sen said.

The decision to call a convention by the Trinamool trade union was taken at a meeting Transport Minister Madan Mitra held on Tuesday with his department`s officials and representatives of the city traffic police and the public vehicles department.

Representatives of seven districts, including North and South 24-Parganas and Howrah, would attend the January 9 convention.

Chief Minister Ms. Mamata Banerjee was deeply concerned over the manner in which some auto drivers were demanding high fares. She instructed the authorities to look into the matter when reports reached her that auto drivers were extorting passengers during the bus strike.
