এবার জনতার দরবারে রাজ্যের পঞ্চায়েত দপ্তর৷ তথ্যপ্রযুক্তির প্রয়োগে রাজ্যের কোন পঞ্চায়েতে কোথায় কতটা কাজ এগোল, প্রতিনিয়ত তার সুলুকসন্ধান নিয়ে ছবি–সহ ওয়েবসাইটে দেওয়ার পরিকল্পনা নিয়েছে রাজ্য সরকার৷ এ ক্ষেত্রে সংশ্লিষ্ট পঞ্চায়েতের বাসিন্দাদের কোনও অভিযোগ থাকলে, তা সরাসরি সরকারের কাছে নেট–এসএমএসের মাধ্যমে দায়ের করা যাবে৷ এককথায়, সামাজিক অডিটের বৃত্তের মধ্যে রাজ্যের পঞ্চায়েত ব্যবস্থাকে আনার কাজ পুরোদমে শুরু হয়ে গিয়েছে৷

সুব্রত মুখোপাধ্যায়ের নেতৃত্বে রাজ্যে পঞ্চায়েত ব্যবস্থা কাজের নিরিখে বিস্তর প্রশংসা কুড়িয়েছে৷ এমনকী, ডিসেম্বরে পঞ্চায়েতমন্ত্রীকে ওয়াশিংটনে আমন্ত্রণ জানিয়েছিলেন বিশ্বব্যাঙ্কের কর্তারা৷ রাজ্যে বিশ্বব্যাঙ্কের অনুদানপুষ্ট 'ইনস্টিটিউশনাল স্ট্রেনদেনিং অফ গ্রাম পঞ্চায়েতস' প্রকল্পে ইতিমধ্যেই রাজ্যের এক হাজারটি গ্রাম পঞ্চায়েতে আর্থিক সহায়তা মিলছে৷ আরও তিনটি জেলার ১,২১১টি গ্রাম পঞ্চায়েত এই প্রকল্পের অন্তর্ভুক্ত হয়েছে৷ জলপাইগুড়ি ও দার্জিলিং বাদে রাজ্যের বাকি ৫টি জেলাকে এর আওতায় এনে প্রায় ৯০ শতাংশ গ্রাম পঞ্চায়েতকে প্রকল্পের অধীনে আনতে বিশ্বব্যাঙ্কের কর্তারা উত্‍সাহিত করছেন সুব্রতবাবুকে৷ সেই মোতাবেক রাজ্যের অর্থদপ্তরের অনুমোদন নিয়ে কেন্দ্রীয় অর্থমন্ত্রকের কাছে প্রস্তাবের খসড়া পাঠানোর তত্‍পরতা শুরু হয়েছে৷

একটি বিশেষ সফটওয়্যার বানানোয় উদ্যোগী হয়েছে পঞ্চায়েত দপ্তর৷ পাশাপাশি, পঞ্চায়েতকর্মীদের দেওয়া হবে জিপিএস প্রযুক্তিসম্পন্ন মোবাইল৷ এর জন্য টেন্ডার প্রক্রিয়াও শুরু হচ্ছে৷ কারণ দেখা গিয়েছে, অনেক সময়েই গ্রাম সংসদের সভায় বৈধ ভোটারদের যে ন্যূনতম ১০ শতাংশের হাজির থাকার কথা, সেই সংখ্যা না–থাকলেও হাজিরার খতিয়ানে পরিকল্পিত ভাবে জল মেশানো হয়৷ এমনকী, সই জাল করার মতো গর্হিত ঘটনাও চোখে পড়েছে৷ এবার থেকে পঞ্চায়েতকর্মীরা জিপিএস সম্বলিত মোবাইলে ওই সব সভার ছবি তুলে, বিশেষ সফটওয়্যারের মাধ্যমে তা পঞ্চায়েত দপ্তরে পাঠাবেন৷

দ্বিতীয়ত, কোন পঞ্চায়েতে কোন কাজ কতটা এগোল, তা–ও নির্দিষ্ট সময় অন্তর ছবি তুলে দপ্তরে পাঠাতে হবে৷ উন্নয়ন প্রকল্পের কাজ সময়মতো শেষ হলে ভালো৷ নইলে সংশ্লিষ্ট পঞ্চায়েত আধিকারিকদের বিরুদ্ধে ব্যবস্থা নেওয়া হবে৷ সামগ্রিক ভাবে, একটি ওয়েব–ডেস্ক বানানোর পথে এগোচ্ছে পঞ্চায়েত দপ্তর৷

তৃতীয়ত, সাধারণত গ্রামে গ্রামে পঞ্চায়েত ভবনে অভিযোগ জমা দেওয়ার জন্য বিশেষ বাক্সও থাকে৷ বাস্তবে দেখা যায়, তাতে কোনও বিষয়ে অভিযোগ জমা দিয়ে গ্রামবাসীদের হা–পিত্যেশ করে দিন গুনতে হয়৷ এবার নেট বা এসএমএসের মাধ্যমে অভিযোগ দায়ের করা যাবে৷ নির্দিষ্ট সময়ের মধ্যে তার জবাব বা প্রতিকারের খতিয়ানও মিলবে৷ এই সংক্রান্ত পাইলট প্রজেক্টটি এপ্রিল মাস থেকে বর্ধমানে শুরু হবে ৷ পরে সারা রাজ্যে তা ছড়িয়ে দেওয়া হবে৷

দুর্বৃত্ত দমনে রাজ্যে শ্রেষ্ঠত্বের শিরোপা পাচ্ছে দক্ষিণ ২৪ পরগনা ও বর্ধমান জেলার পুলিশ৷ যৌথ ভাবে ওই দুই জেলাকে পুরস্কৃত করবে রাজ্য সরকার৷ আগামী ৭ ফেব্রুয়ারি এক অনুষ্ঠানে দুই জেলার পুলিশ সুপারদের হাতে পুরস্কারটি তুলে দেবেন মুখ্যমন্ত্রী মমতা বন্দোপাধ্যায়৷ রাজ্য সরকার নিযুক্ত বিচারকরা এই দুই জেলার পুলিশ ব্যবস্থাকে অত্যন্ত সন্তোষজনক বলে প্রশংসা করেছেন৷

রাজ্য পুলিশ সূত্রে জানা গিয়েছে, ৪০টি বিষয়ে খোঁজ নিয়েছেন বিচারকরা৷ তার মধ্যে আইনশৃঙ্খলা তো আছেই, পাশাপাশি মহিলাদের নিরাপত্তা ও দুষ্কৃতীদের মোকাবিলা ইত্যাদি ক্ষেত্রে জেলা পুলিশের `পারফরমেন্স` বিচার করেছেন তাঁরা৷ রাজ্যের অতিরিক্ত ডিরেক্টর জেনারেল (ট্রাফিক) অরুণ গুপ্তা জানিয়েছেন, “রাজ্যের প্রত্যেকটি জেলায় ঘুরে ঘুরে তথ্য সংগ্রহ করেছেন বিচারকরা৷ শুধু পুলিশের সঙ্গে কথা না বলে সাধারণ মানুষের বক্তব্যও শুনেছেন তাঁরা৷

সেই বিচারক দলে এডিজি (ট্রাফিক) ছাড়াও ছিলেন আইজি (টেলিকম) বিনয় চক্রবর্তী ও আইজি (ট্রাফিক) কল্যাণ মল্লিক৷ তাঁরা বিভিন্ন বিষয়ে মার্কশিটও তৈরি করেছেন৷ বিচার্য বিষয়ে অস্ত্র উদ্ধার, দাগি দুষ্কৃতী গ্রেপ্তার, চোরাই ও লাইসেন্সবিহীন গাড়ি আটক ও জমে থাকা অভিযোগের নিষ্পত্তির সংখ্যা এবং রাজনৈতিক সংঘর্ষ থামাতে দক্ষতা ইত্যাদিকে অত্যন্ত গুরুত্ব দেওয়া হয়েছে৷

৪০টি বিচার্য বিষয়ের প্রত্যেকটিতেই বর্ধমান জেলা ৯৭–৯৮ শতাংশ নম্বর পেয়েছে বলে সংশ্লিষ্ট পুলিশ সুপার সৈয়দ হোসেন মহম্মদ মির্জা দাবি করেছেন৷ অন্য দিকে, দক্ষিণ ২৪ পরগণার ক্ষেত্রে সুন্দরবনের নিরাপত্তায় পুলিশের দক্ষতা আলাদা ভাবে বিচারকদের নজর কেড়েছে ৷ এ ব্যাপারে জেলায় ৩৪টি থানার প্রায় হাজার চারেক পুলিশকর্মীর ভূমিকা অত্যন্ত উল্লেখযোগ্য ছিল৷“

দক্ষিণ ২৪ পরগনা জেলার ২৫০ জন মহিলা পুলিশকর্মী সমান দক্ষতার সঙ্গে ট্রাফিক ব্যবস্থা সামাল দিয়েছেন৷ ভবিষ্যতে মহিলাদের নিয়ে পৃথক ইউনিট তৈরির পরিকল্পনাও আছে৷ সাগরমেলার মতো বড় উত্‍সবে ভিড় সামলানো, উপকূলের নিরাপত্তা রক্ষা, নতুন নতুন স্পেশাল অপারেশন গ্রুপ তৈরি করে দুষ্কর্ম সামাল দেওয়ার কাজে দক্ষতাও বিচারকদের নজর কেড়েছে৷

এই দুই জেলার পুলিশকে ওই দক্ষতার স্বীকৃতিস্বরূপ ৭ ফেব্রুয়ারি নেতাজি ইন্ডোর স্টেডিয়ামে পুরস্কৃত করবেন মুখ্যমন্ত্রী মমতা বন্দোপাধ্যায়৷  নিজেদের কাজে অবিচল থাকার জন্য এমন পুরস্কার পুলিশকর্মীদের মনোবল বাড়াবে বলে ৷

The state government has decided to form a separate force for coastal areas, on the lines of Coast Guards. The Home Secretary, WB Police DIG, and several other senior officials visited Sagar Islands on Monday to take stock of the safety measures in the coastal regions of West Bengal. They held several meetings with Coast Guard officials also.

The Home Secretary of West Bengal Basudeb Bandyopadhyay said, “We are indeed planning to form a new force for coastal areas.” The state will train this force just like their central counterparts. Government will seek Central assistance for setting up infrastructure.

The force will be modelled after Indian Reserve Battalion. One battalion will be formed initially; requisite permission has been sought from the Centre. According to the Home Ministry officials, Centre has given a go ahead in principle, although verbally.

রাজ্যের উপকূল নিরাপত্তাকে আরও জোরদার করতে পৃথক বাহিনী গড়ছে রাজ্য সরকার৷ রাজ্যের উপকূলের নিরাপত্তাকে আরও জোরদার করতে পৃথক বাহিনী গড়া হচ্ছে৷ রাজ্যের উপকূলবর্তী এলাকার পরিস্থিতি খতিয়ে দেখতে সোমবার রাজ্যের স্বরাষ্ট্রসচিব, রাজ্য পুলিশের ডিজি–সহ উচ্চপদস্থ অফিসারদের এক প্রতিনিধিদল পৌঁছেছেন সাগরদ্বীপে৷ উপকূল রক্ষী বাহিনীর শীর্ষকর্তাদের সঙ্গেও বৈঠক করেন তাঁরা৷

রাজ্যের স্বরাষ্ট্রসচিব বাসুদেব বন্দ্যোপাধ্যায় জানিয়েছেন, “নতুন বাহিনী আমরা গড়ছি৷ তার প্রস্ত্ততি চলছে৷” কোস্ট গার্ডের মতোই এই বাহিনীকে প্রশিক্ষিত করা হবে৷ বাহিনী গড়ার পাশাপাশি তার পরিকাঠামো গড়ার ক্ষেত্রেও কেন্দ্রের সাহায্য পাওয়া যাবে৷

ইন্ডিয়ান রিজার্ভ ব্যাটেলিয়নের ধাঁচে এই উপকূল বাহিনী গড়তে চাইছে রাজ্য৷ প্রথমে এক ব্যাটেলিয়নের একটি বাহিনী গড়া হবে৷ তার জন্য রাজ্যের তরফে কেন্দ্রের অনুমতি চাওয়া হয়েছে৷ এ বিষয়ে দিল্লির মৌখিক ছাড়পত্র মিলেছে বলেও জানিয়েছেন রাজ্য পুলিশের শীর্ষকর্তারা৷

গত আড়াই বছরে পশ্চিমবঙ্গে মমতা বন্দ্যোপাধ্যায় দলের জেলাওয়াড়ি সংগঠনকে সুসংহত করেছেন। বিরোধী থেকে শাসকের আসনে বসার পরে স্বভাবতই বেশ কিছু রাজনৈতিক এবং প্রশাসনিক চ্যালেঞ্জের মুখোমুখি হতে হয়েছে মমতা বন্দ্যোপাধ্যায় এবং দলকে। সে সব সামলে সর্বভারতীয় সাধারণ সম্পাদক মুকুল রায়ের মাধ্যমে কখনও উত্তর–পূর্বাঞ্চল, কখনও উত্তরপ্রদেশে ভোটে লড়ার পরিকল্পনা তৈরি করা হয়।

২০১৪ সালের লোকসভা নির্বাচন সম্পর্কে তৃণমূলের নিজস্ব বিশ্লেষণের ভিত্তিতেই ভিন্ রাজ্যেও দলকে ভোটে নামানোর কথা ভাবা হয়েছে। পশ্চিমবঙ্গের পাশাপাশি অন্যত্রও লড়াই করে আঞ্চলিক দলগুলির মধ্যে সবচেয়ে বেশি আসন কুড়োনোই লক্ষ্য তৃণমূলের। সেই লক্ষ্যে পৌঁছলে সর্বভারতীয় রাজনীতিতে নির্ধারক শক্তি হয়ে উঠবেন মমতা বন্দ্যোপাধ্যায়। প্রধানমন্ত্রী কে হবেন, তা মমতা বন্দ্যোপাধ্যায়ই ঠিক করবেন।

মুকুলবাবুর কথায়, “সাধারণ মানুষ বুঝবেন যে, মমতা বন্দ্যোপাধ্যায় ধূমকেতুর মতো রাজনীতিতে এসে হঠাৎ আমজনতার কথা বলতে শুরু করেননি। এক দীর্ঘ রাজনৈতিক লড়াইয়ের মধ্যে দিয়ে ধাপে ধাপে সংসদ সদস্য, কেন্দ্রীয় মন্ত্রী এবং মুখ্যমন্ত্রী হয়েছেন।”

পশ্চিমবঙ্গে ভোট শুরু হবে এপ্রিলের মাঝামাঝি থেকে। এ রকম একটি নির্ঘণ্ট হলে মমতা বন্দ্যোপাধ্যায় পশ্চিমবঙ্গ ছাড়াও অন্য রাজ্যে প্রচারে যাওয়ার সুযোগ পাবেন। আগামী নির্বাচনে দেশ জুড়ে এক নতুন ভূমিকায় নামতে চলেছেন মমতা বন্দ্যোপাধ্যায়।

The state government has begun the process of preventing employees from taking unauthorised leaves, asking all departments what action they had taken against those who remained absent without sanction.

In a letter to all department secretaries, the personnel and administrative reforms (P&AR) department has also said that leave registers should always mention the reasons for absence and the name of the sanctioning official.

The P&AR department, the cadre-controlling authority of the state government, has instructed all departments to inform it about unauthorised leaves whenever they are taken so that it can keep a record of errant employees.

In the letter, the P&AR department says that some employees remain absent from duty unauthorised for long periods or extend an authorised leave without any intimation to the leave-sanctioning authority. However, it is generally not informed to the department what action has been taken by the administrative department. The letter says such practices hamper administrative work, adding that unauthorised leaves went unnoticed. The P&AR department said that if action was not taken against errant employees, others could get demoralised.

While evaluating performance for promotions and salary increments, the P&AR department found that the departments had not mentioned in the yearly reports on officials the action taken for unauthorised leaves. In the registers maintained by most departments, no remarks were made against leaves without sanction.

The letter, part of efforts to restore work culture in Bengal, comes days after the government stripped employees` union leaders of the right to take special casual leaves to hold conferences. It also curbed the practice of taking casual leaves on strike days, penalising employees for doing so.

The administration is also amending a service rule that shields secretariat employees, who are mostly clerical staff, from being transferred out of Kolkata, a move apparently aimed at keeping a leash on union bosses.

Senior state government officials said the Left government had not taken any step to prevent employees from taking unauthorised leaves. The P&AR department has mentioned in the letter that the practice of taking unauthorised leaves had continued for years. The Trinamool government`s move is an attempt to restore Bengal`s work culture. The past government did not take any step for fear of antagonizing the Co-ordination Committee, the powerful CPM-backed umbrella organisation of employees.

There are six penal measures for violating service rules. The measures include issuing a caution notice to dismissal from service following disciplinary proceedings.

The Mamata Banerjee led Trinamool government on Monday urged private hospitals in the city to use the recently-launched chopper service to ferry patients who fail to reach the city from districts and neighbouring states during an emergency because of transportation problems.

At a meeting with representatives of 11 private hospitals, transport minister Madan Mitra appealed to them to book flying hours in advance so that the air ambulance service could be made available to patients.

Apollo Gleneagles, BM Birla Heart Research Centre, Belle Vue, Peerless and Woodlands are among the hospitals that had sent officials to the meeting. The hospitals have been asked to get back to the government on the proposal within 15 days.

“We requested the hospitals to avail themselves of the chopper service so that the culture of flying in critical patients from distant areas for rendering advanced health care catches up in the state,” the minister said. “We want to start the service with a hospital booking at least three-four hours a month.”

On the directions of WB CM Ms. Mamata Banerjee, the government has recently started chopper service to some prominent destinations in the districts, such as Ganga Sagar, Santiniketan, Durgapur, Malda and Balurghat.

The transport department has tied up with Pawan Hans, a public sector company, for running the service. The helicopters take off from the Behala Flying Club. Pawan Hans is also slated to provide helicopters especially equipped with emergency medical gadgets and drugs to fly critical patients.

At the meeting, Mitra proposed setting up air-ambulance base at two places — Behala Flying Club for hospitals in Alipore and other parts of south Calcutta, and Salt Lake stadium for those off the Bypass.

The government has told the hospitals that each flying hour might cost a patient around Rs 2 lakh. “But there will be subsidy and a patient’s family can opt for the facility by paying Rs 1.25 lakh. That’s the initial offering,” said a transport department official.

Undoubtedly, this humane decision by the WB Govt will touch the lives of many people in dire need of medical services.

After taking a tough stand against strikes to end the legacy of the Left Front rule, the Mamata Banerjee-led Trinamool government now wants labourers to tone up their muscles and minds in gyms and augment industrial output. 

The state Labour Department is going to set up gyms at several locations of the industrial belt in Barrackpore and other areas to enable labourers to increase productivity and also to help many of them get out of the pernicious addiction to alcohol. 

A senior official of the labour welfare board said the department has over 30 centres spread over Howrah, Hooghly, North 24-Parganas, Darjeeling and Jalpaiguri for the welfare of the labour force. These centres are to be converted into gyms. 

State Labour Minister Purnendu Bose has already spoken to the state Sports Department for starting gyms in the Barrackpore industrial belt and Belur as early as possible. He said the previous Left Front government had set up several computer centres, but many of these are still unused. These can be used to set up gyms. 

Besides, the state Labour Welfare Department is also planning to use vacant fields as playground for the labourers and their family especially children.

“A lot of young boys from labour families are very good players, while many young labourers have talent which they can nurture in these playgrounds. Due to unavailability of space they are unable to hone their talent,” Mr Bose said.

“A relaxed mind could be very helpful for industrialisation. Our department is also repairing government-run tourist lodges so that workers can spend time there,” he added.

The state labour welfare board will supply footballs, volleyballs and carrom boards. 

Bengal is ahead of Gujarat, Tamil Nadu and Maharashtra in terms of credit flow in the Micro Small and Medium Enterprises (MSME) sector. The state has improved on the credit-deposit ratio count with banks lending more to MSME units in Bengal.

Chief Minister Ms. Mamata Banerjee in her Facebook post said, “I wish to share with you a significant achievement in the MSME sector in West Bengal. We are No.1 in credit flow in the MSME sector in the country. During April to September 2012, the credit flow from banks in MSME sector in Bengal was the highest at Rs 4,331 crore,” she posted.

Bengal has the highest credit off take during April-September 2013 with a flow of Rs 8,900 crore in this sector. “This is more than 105% increase on year-to-year basis,” the CM said.

The CM cited this as Bengal’s achievement over other states when their average growth is below 50%. “This has been possible due to the persistent follow up of the West Bengal government in providing entrepreneurs all necessary assistance for setting up and running business successfully,” the post said.

The micro, small and medium enterprise department has lined up a series of projects to be launched in the coming few months like launching of the UNESCO rural craft hub, organising a mini synergy MSME in Siliguri, launching a Biswa Bangla showroom in Kolkata airport, foundation stone laying of a silk park and launching of honey processing cluster in Malda. Already a Biswa Bangla Haat has been opened at the Rajarhat eco park.

The department has launched the `Shilpa Abhijan` initiative in the districts so that entrepreneurs can start business on their own and develop clusters of micro and small-scale industries. The government has already announced a host of incentives in the MSME Policy 2013-14, including capital investment and interest subsidy on term loans, electricity duty waiver, reimbursement of entry tax, refund of central sales tax and stamp duty waiver depending on location.

All India Trinamool Yuva, one of the youth wings of Trinamool Congress observed Swamiji`s 151st birth anniversary on 12 January, 2014 with due honour and glory. A procession, led by National President of All India Trinamool Yuva, Abhishek Banerjee started from Swamiji`s ancestral home at Simla Street at 2 PM and culminated at the base of Gandhi statue on Mayo Road.

Many leaders of the party were present on the occasion. Trinamool State President Subrata Bakshi, Trinamool MP and Leader of the party in Lok Sabha Sudip Bandyopadhyay, party MLA and Parliamentary Secretary Dr Nirmal Majhi, Chief Whip of the West Bengal Govt Sovandeb Chattopadhyay walked with the rank and file of Trinamool on the occasion.

The procession was led by a bike procession and a horde of tableaus depicting Swamiji`s life and quotes. Several cultural programmes were also being held in the procession. Thousands of party members and ordinary citizens joined the rally that crisscrossed vast areas of North and Central Kolkata. At the end of the rally, party leaders addressed the people at the base of the Gandhi statue of Mayo Road.

Speaking on the occasion, National President of Trinamool Yuva, Abhishek Banerjee said that Swami Vivekananda`s ideals should inspire people to pledge for building a new India. Asking party workers to come forward to dedicate themselves to the cause of nation building, Abhishek said it was time for second Independence and that we must throw our weight behind Mamata Banerjee – like we did in 2011 – and help her win Delhi. It was time to decimate the Congress party to a signboard, he added.

Drawing several anecdotes from Swamiji`s life, Sovandeb Chattopadhyay asked Trinamool workers to imbibe the principles espoused by the great monk, just like party supremo Mamata Banerjee does.

A patriotic saint, a man who stood tall both literally and figuratively and created ripples not only in India but also in the West, Swami Vivekananda was much more than a religious figure. In my opinion, he is the greatest saint India has seen. “Arise, awake and stop not that till the goal is reached” was his clarion call to the youth and it`s a message that resonates with us even today.

India celebrates National Youth Day on the occasion of Vivekananda`s birth anniversary. The West Bengal Government celebrated Vivek Utsav in the state in 2012, to mark the beginning of Swamiji`s 150th birth anniversary. The closing ceremony is being observed as Vivek Chetana Utsav, which was flagged off with a grand parade on Red Road on 10 January, 2014.

All India Trinamool Yuva, one of the youth wings of Trinamool Congress will pay due respect to the youth icon – Swami Vivekananda, on his 151st birth anniversary on 12 January, 2014. A procession, led by National President of All India Trinamool Yuva, Abhishek Banerjee will begin at 2 PM from Swamiji`s ancestral home at Simla Street. The procession is slated to culminate at the base of Gandhi statue on Mayo Road. The rally will be followed by a short street corner meeting at Mayo Road.
