Legendary actress Suchitra had withdrawn herself from public eye and became a recluse for over three decades. In the last 34 years, West Bengal Chief Minister and Trinamool Chairperson Ms. Mamata Banerjee was the only public figure she met. The actress, who had refused the Dada Shaheb Falke Awards from the Central government, had sent her daughter to receive the Banga Bivushan award from the State Government two years back. On January 5, 2014, the ailing actress wished to meet the West Bengal CM.

The Chief Minister gave a fitting tribute that the deceased legendary actress deserved, without compromising on her wish to be cremated in privacy. Here is an ode to the late actress, penned by the Chief Minister:

এখুনি এসো, কাল যদি ভাল না থাকি

ফোনটা এল বিকেলে। রবিবার, ৫ জানুয়ারি। বাইরের কোনও কাজ রাখিনি সে দিন। বাড়িতে বসে আমার আগামী বইয়ের জন্য লিখছিলাম। হঠাৎ বেলভিউ থেকে ফোনে মুনমুন। বলল, “একটু কথা ব” তার পরেই এক বিমুগ্ধ বিস্ময় আমার জন্য ফোনের ও পারে তিনি, সুচিত্রা সেন! গলাটা হয়তো একটু ভারী, তবে কথার মিষ্টতা আগের মতোই। আমাকে বললেন, “চলে এসো, তোমাকে দেখতে চাই।” জানতে চাইলাম, “কবে? আজই, না কাল?” জবাব এল, “এখুনি এসো। আজ ভাল আছি। কাল যদি ভাল না থাকি?”

ভাইপো অভিষেককে ডেকে নিয়ে পাঁচ মিনিটের মধ্যে বেরিয়ে পড়লাম। মনে অদ্ভুত এক অনুভূতি কাজ করছিল। এর আগে কোনও দিন তাঁকে সামনে থেকে দেখিনি। পরিচয় যা, সেটা পর্দায় দেখে। এবং যে কোনও বাঙালির মতোই উত্তম–সুচিত্রা জুটি সম্পর্কে চিরাচরিত আবেগের আমিও শরিক। সেই সুচিত্রার সঙ্গে দেখা করতে যাচ্ছি! সুচিত্রা সেন, আমাদের বিশ্বজয়ী দেবকন্যা!

ঠিক দু`দিন আগেই জানতে পারি, মহানায়িকা বেলভিউতে সুব্রত মৈত্রের চিকিৎসাধীন। সে দিনই নার্সিংহোমে খোঁজ নিতে গিয়েছিলাম। তবে তিনি যে হেতু দীর্ঘদিন স্বেচ্ছায় নিজেকে আড়ালে সরিয়ে রেখেছিলেন, তাই তাঁর সেই ইচ্ছাকে মর্যাদা দিয়ে দেখা করার চেষ্টা করিনি। বাইরে থেকে মুনমুন, রাইমা, রিয়ার সঙ্গে কথা বলে ডাক্তার মৈত্র, ডাক্তার সমরজিৎ নস্কর, বেলভিউয়ের সিইও প্রদীপ টন্ডনের কাছে সব খবরাখবর নিয়ে ফিরে আসি। শুধু প্রার্থনা ছিল, ঈশ্বর ওনাকে দ্রুত সুস্থ করে তুলুন। এ বার দেখা করার ডাক পাঠালেন `স্বপনচারিণী` নিজেই।

মুনমুন, রাইমা, ডাক্তার মৈত্র আমাকে নিয়ে গেলেন। মনে হল, যেন আমারই জন্য অপেক্ষা করছিলেন। প্রথম দেখা! সেই অনুভবটা ঠিক বলে বোঝানোর নয়। তাঁর কেবিনে ঢুকতেই কাছে ডাকলেন। আমার হাত দুটো নিজের হাতের মধ্যে নিয়ে কত আদর করলেন, মাথায় হাত বুলিয়ে দিলেন। বললেন, “খুব ভাল থেকো।” সে দিন আমারও সুযোগ হয়েছিল তাঁর হাতে–পায়ে–গায়ে হাত বুলিয়ে দেওয়ার। অনেক ক্ষণ কথাও হয়েছিল। খানিকটা সময় তো একেবারে একান্তে আমরা দু`জনে। বেশ হাসিখুশি সুচিত্রা সেনকে দেখে ফিরে এলাম। আসার আগে বললেন, “আবার এসো কিন্তু।”

এর পরে ১৬ জানুয়ারি পর্যন্ত তাঁর নার্সিংহোমে থাকাকালীন আমি রোজ গিয়েছি, শুধু এক দিন কলকাতায় ছিলাম না বলে যেতে পারিনি। বৃহস্পতিবারও সন্ধ্যায় দেখা করে এসেছিলাম। শুক্রবার সকালে গিয়ে দাঁড়ালাম তাঁর নিথর দেহের সামনে শেষ শ্রদ্ধা জানাতে।

তাঁকে দেখতে গিয়ে কোনও দিন ঘণ্টা দু`-তিন থাকতাম আমি। দ্বিতীয় যে দিন তাঁর কাছে যাই, সে দিন তুলনামূলক ভাবে তাঁর শ্বাসকষ্ট একটু বেশি। চিকিৎসকেরা বললেন, আমি থাকতে থাকতেই তাঁর রক্তে অক্সিজেনের মাত্রা বেড়ে গিয়েছে। কেন জানি না, আমি কাছে গেলে তাঁর রক্তে অক্সিজেনের মাত্রা অর্থাৎ স্যাচুরেশন বেড়ে প্রায় স্বাভাবিক হয়ে যেত এমন কথা ডাক্তার মৈত্র বৃহস্পতিবারেও বলেছেন। মুনমুন বলত, এটা কি মমতা–ম্যাজিক! তবে সে সবের মধ্যে আমি যাচ্ছি না। আমার কাছে অনেক বড় পাওনা হল তাঁর সে দিনের একটি কথা: “তুমি আমার কে হও?” কোনও কোনও সংবাদপত্র ও সংবাদমাধ্যমে কোনও ভাবে এই কথাটি প্রকাশিত হয়ে যায় বিকৃত এক ইঙ্গিত দিয়ে। যাতে মনে হতে পারে, সুচিত্রা সেন সে দিন এতই গুরুতর অবস্থায় ছিলেন যে, লোক চিনতে পারছিলেন না। খবর দেখে হেসেছিলাম। কাকে কী বোঝাব! কিন্তু আজ বলছি, এটা অতি বড় ভুল ব্যাখ্যা। আসলে স্নেহ–ভালবাসার কোন গভীর স্তর থেকে এমন কথা সে দিন তিনি বলেছিলেন, আমি সেটা জানি। তাই উত্তরে আমিও বলেছিলাম, “আমি তো আপনার পরিবারেরই এক জন, একেবারে আপন জন।” উনি হাসলেন। সারা মুখে শান্তির ছাপ।

সেই থেকে যত বার গিয়েছি, উনি কখনও কথা বলতে না–পারলেও ইশারায় কাছে ডেকেছেন। হাত ধরে থেকেছেন। মাথায় হাত বুলিয়ে দিয়েছেন। চা–কফি খেতে বলেছেন। গত পরশুও যখন গেলাম মুনমুনের সামনেই উনি হাত বাড়ালেন। হাতে সূচ ফুটিয়ে নানা রকম ডাক্তারি পরীক্ষা–নিরীক্ষা, টিউব–পাইপ ইত্যাদি লাগানোর জন্য তাঁর হাতের বহু জায়গায় কালশিটের মতো হয়ে গিয়েছিল। আমি সেখানে হাত বুলিয়ে দিতাম। উনি ভালবাসতেন সেটা। নার্সকে বলেছিলাম ভাল করে তিন বার মলম লাগিয়ে দিতে। জানতে চেয়েছিলাম, “খুব ব্যথা?“ উনি বলেছিলেন, “হ্যাঁ, খুব।“ কিন্তু নিজের রোগযন্ত্রণা নিয়ে কখনও কারওকে বেশি বিরক্ত করতে চাননি। অথচ মুনমুন–রাইমা–রিয়া এবং চিকিৎসকেরা যে কী আন্তরিক পরিশ্রম করেছেন ওনাকে সুস্থ করে বাড়ি ফেরানোর জন্য, তা আমি কাছ থেকে দেখেছি।

এই তো কয়েক দিন আগেই আমরা নিজেরা বলাবলি করলাম, উনি নিজেই যখন আর হাসপাতালে থাকতে চাইছেন না, তখন রবিবার বাড়ি নিয়ে যাওয়াই ভাল। দরকারে বাড়িতে হাসপাতালের মতো সব বন্দোবস্ত করে দেওয়া যাবে। তার আগে এক দিন খিচুড়ি খাওয়ার কথাও হল। উনি খিচুড়ি খেতে ভালবাসতেন। বললাম, এই শীতেই এক দিন খিচুড়ি রান্না করে আপনার বাড়ি নিয়ে গিয়ে সবাই মিলে মজা করে খাব। উনি শুনে হেসেছিলেন। দুর্ভাগ্য, কোনওটাই হল না।

তাঁর আরও একটি ভাল লাগার কথা জেনেছি। `হসপিটাল` ছবিতে তাঁর লিপে গীতা দত্তের গাওয়া `এই সুন্দর স্বর্ণালি সন্ধ্যায়, এ কী বন্ধনে জড়ালে গো বন্ধু` খুব প্রিয় ছিল তাঁর। বলেছিলাম, সুস্থ হয়ে বাড়ি ফিরলে এক দিন আপনার বাড়ি গিয়ে ওই গানটি শুনিয়ে আসব। সব কথাই এখন স্মৃতি! আমাদের সুন্দর বন্ধনে জড়িয়ে রেখে তিনি আকাশ মায়ের কোলে অন্য শান্তির নীড় খুঁজে নিলেন।

গত কয়েক দিন ধরেই তাঁর শারীরিক অবস্থা খুব স্থিতিশীল ছিল না। সেটা চিকিৎসকেরা তো বটেই, আমরাও বুঝতে পারছিলাম। তবু চেষ্টার ত্রুটি হয়নি। শেষের ক`দিন কথা বিশেষ বলছিলেন না। তারই মধ্যে তাঁর মন ভাল করার জন্য মজা করতে চাইতাম। খিচুড়ি খাওয়ানোর মতো হাল্কা প্রসঙ্গ তুলতাম। কিন্তু মনের কোণায় একটি দুশ্চিন্তা দানা বাঁধছিল।

বৃহস্পতিবার সন্ধেবেলা নবান্ন থেকে বেরিয়ে বেলভিউ যাওয়ার পথেই ফোনে জানতে পারলাম, তাঁর অবস্থা বেশ খারাপ। ডাক্তার মৈত্র, ডাক্তার নস্কর সকলেই ভেঙে পড়েছেন। তবু গিয়ে তাঁদের সকলের সঙ্গে কথা বলে আমার মতো করে জোর দেওয়ার চেষ্টা করলাম। তার পরে ঢুকলাম মহানায়িকার কেবিনে। তিনি চোখ খোলার চেষ্টা করছিলেন। হাত ধরলেন। চোখের কোল বেয়ে এক ফোঁটা জল গড়িয়ে এল। চিকিৎসক সুব্রত মৈত্র তাঁকে বললেন, “চিকিৎসার কারণে আপনাকে অনেক কষ্ট দিয়েছি। ক্ষমা চাইছি। আমাকে ক্ষমা করে দেবেন।” আসলে মহানায়িকা নিজেও আর চাইছিলেন না, কষ্ট পেতে। বরং স্বমর্যাদায় শান্তিতে তাঁর অভীষ্টলোকে চলে যেতে চেয়েছিলেন দ্রুত। তাই রক্ত পরীক্ষার জন্য সূচ ফোটালে বিরক্ত হতেন। নন ইনভেসিভ ভেন্টিলেশন বা বাই–প্যাপ লাগাতে গেলে হাত সরিয়ে দিতেন। ভেন্টিলেশনে না–দেওয়ার কথাও জানিয়ে দিয়েছিলেন আগেই।

এই অবস্থায় আমরাও জেনে গিয়েছিলাম, আর বেশি সময় নেই। তিনি আমাদের ছেড়ে চিরতরে চলে যাবেন যে কোনও সময়। দু`দিন আগে থেকেই তাই পুলিশ কমিশনার, চিকিৎসক সকলের সঙ্গে কথা বলে একটা ব্যবস্থা করে রাখতে উদ্যোগী হই। সবটাই গোপনে। কারণ কাজটি বড় নির্মম। তবু কর্তব্য তো করতেই হবে। আমরা চাইনি তাঁর শেষ ইচ্ছার কোনও রকম অমর্যাদা করতে। তাঁর পরিবার যেমন বলবেন, সে ভাবে সব করাটাই লক্ষ্য ছিল। মহানায়িকা নিজেকে জনবিরলে রেখেছিলেন। তাই শেষযাত্রা ও অন্ত্যেষ্টির ব্যবস্থা আগে থেকেই এমন ভাবে তৈরি ছিল যাতে তাঁর মুখ প্রকাশ্যে না আসে।

সুচিত্রা মানে কি শুধুই রোম্যান্টিক নায়িকা? গত কয়েক দিন তাঁকে কাছ থেকে দেখার পরে আমি কিন্তু এক অন্য সুচিত্রা সেনকেও আবিষ্কার করেছি। রোম্যান্টিক সুচিত্রা আমাদের সকলের মনের মণিকোঠায় চিরভাস্বর হয়ে আছেন, থাকবেন। আমরা যুগ যুগ ধরে তাঁর সেই চাহনি, সেই প্রেমের আবেগ, সেই মিষ্টতায় আচ্ছন্ন হয়ে আছি এবং থাকব। কিন্তু রোম্যান্টিক সুচিত্রা সেনের মধ্যে আরও এক জন আছেন। যিনি তেজস্বিতায় ভরপুর, প্রতিবাদী, অন্যায়ের বিরুদ্ধে মাথা তুলে দাঁড়ানোর সুচিত্রা সেন। তাঁর অভিনীত `দেবী চৌধুরাণী`-তে সুচিত্রার চরিত্রের এই দিকটি এমন ভাবে ধরা পড়েছে, যেটা কখনই অভিনয় বলে মনে হয়নি। আসলে নিজের মধ্যে সেই মানসিক দৃঢ়তা ছিল বলেই অত প্রাণবন্ত হয়েছে তাঁর অভিনয়। একই কথা বলব হিন্দি `আঁধি` ছবি সম্পর্কেও। সেখানেও ইন্দিরা গাঁধির চরিত্রের দৃপ্ত দিকগুলি নিজের মানসিক গঠনের ছকে ফেলে জীবন্ত করে তুলেছেন সুচিত্রা সেন। আমাকে কেউ কেউ প্রশ্ন করেছেন, `অন্যায়ের বিরুদ্ধে প্রতিবাদের জায়গা থেকে সুচিত্রা সেন কি আপনাকে বিশেষ নজরে দেখেছেন`? সেই উত্তর তো আমার কাছে থাকার কথা নয়। যিনি জানেন, তিনি আজ অন্য লোকের যাত্রী। তবে এটা বলব, আমাকে ডেকে পাঠানোর আগে তিনি নিশ্চয় আমার কাজের ধারা সম্পর্কে একটু আধটু জেনেছিলেন। আমার মাথায় তাঁর আশীর্বাদের হাত তো আমি পেয়েছি! সর্বোপরি তাঁর মনের দৃঢ়তা ছিল বলে মৃত্যু সম্পর্কেও এত উদাসীন হতে পেরেছেন তিনি।

আর ছিল ধর্মের প্রতি অগাধ আস্থা। তিনি রামকৃষ্ণ মঠের দীক্ষিত ছিলেন, সবাই জানি। কিন্তু তাঁর প্রতিদিনের কতটা সময় তিনি ধর্মাচরণে কাটাতেন, নিজের ঠাকুরঘরে একান্তে পুজো–অর্চনায় নিজেকে ডুবিয়ে রাখতেন সেটা বলার মতো। এই অসুস্থতার মধ্যেও নার্সিংহোমে মঠ থেকে ফুল ও চরণামৃত এসেছে তাঁর জন্য। তাঁর শেষযাত্রার আগে এসেছেন মঠের সাধুরা।

তবে `মুডি` ছিলেন খুব। মেজাজ খুশি থাকলে একেবারে হাসির ধারা। আবার কোনও কারণে মুড ভাল না–থাকলে বা বিরক্ত হলে মুখের রেখায় চরম অভিমানের প্রকাশ। আমি নিজেই এটা দেখেছি। যদিও সৌজন্যের মাত্রা কখনও ছাড়াতেন না। মৃত্যুর দু`দিন আগেও আমাকে হাত তুলে নমস্কার জানাতে ভোলেননি। আর ফিটফাট ছিলেন এতটাই যে, ঠোঁটের ক্রিমটাও ঠিকঠাক মাখিয়ে দিতে হতো।

সব শেষে সেই অনিবার্য প্রশ্ন। কেমন দেখতে ছিলেন এখনকার সুচিত্রা সেন? কেমন চেহারা ছিল তাঁর? এই লেখার সেই গোড়ার প্রসঙ্গে ফিরি। আমাদের সকলের স্বপ্নের নায়িকাকে প্রথম দেখতে যাওয়ার দিনে আমার মনেও এই কৌতূহল যে ছিল না, বলি কী করে! আর গিয়ে কী দেখলাম? শুনলে আশ্চর্য হবেন, ওনার চেহারা একেবারে আগের মতোই আটোসাঁটো। বয়স ছাড়া ভাঙনের ছাপ নেই। কারণ যাঁরা মাথা উঁচু করে চলেন, তাঁরা তো ভাঙতে জানেন না। তাঁর মরদেহের সামনে দাঁড়িয়েও সেই কথাটি বারবার মনে হচ্ছিল। একেবারে শান্ত, সুন্দর মুখ, যেন নিশ্চিন্তে ঘুমিয়ে রয়েছেন।

নিজস্বতায় অনড় থেকে এই চলে যাওয়া তাঁকে চিরজয়ী করে রাখল। আমরা শুধু সেই জয়ের সাক্ষী থাকলাম।

সরকারি হাসপাতালে বিনামূল্যের ওষুধ জোগানে দুর্নীতি রুখতে ওষুধের বরাত থেকে বিল মেটানো পুরো পদ্ধতি অনলাইনে সেরে ফেলার সিদ্ধান্ত নিয়েছে মমতা বন্দ্যোপাধ্যায়ের সরকার। এ বার সরকারি হাসপাতালের আউটডোরে রোগীরা যাতে নিখরচায় ওষুধ পান, তা নিশ্চিত করতেও স্বাস্থ্য দফতরের সহায়  অনলাইন পদ্ধতি।

আর তারই অঙ্গ হিসেবে আসছে অনলাইন প্রেসক্রিপশনের জমানা। দাঁড়ি টানা হচ্ছে আউটডোর টিকিটের উপরে ডাক্তারবাবুদের ওষুধ লিখে দেওয়ার রেওয়াজে। দুটাকার ওই আউটডোর টিকিটই উঠে যাচ্ছে। পরিবর্তে সরকারি হাসপাতালের বহির্বিভাগে শুরু হতে চলেছে রেজিস্ট্রেশন নম্বরের ব্যবস্থা।

সেটা কী রকম? স্বাস্থ্য–সূত্রের খবর: আউটডোরে আসা প্রতি রোগীর জন্য বরাদ্দ হবে একটা রেজিস্ট্রেশন নম্বর। চিকিৎসক রোগী দেখার পরে রোগীর রেজিস্ট্রেশন নম্বর উল্লেখ করে কম্পিউটারেই প্রেসক্রিপশন লিখবেন, যার একটি প্রিন্ট–আউট সই করে রোগীকে দেওয়া হবে। তা দেখিয়ে হাসপাতালের ফার্মাসি থেকে ওষুধ নিতে হবে। রোগীকে কোন ওষুধ দেওয়া হল বা হল না, ফার্মাসিস্টকে সেটা তৎক্ষণাৎ নথিভুক্ত করতে হবে কম্পিউটারে।

এবং সেই পুরো তথ্য অনলাইনে চলে যাবে স্বাস্থ্য ভবনে। স্বাস্থ্য–কর্তারা মাউসের ক্লিকে জেনে নিতে পারবেন, কোন হাসপাতালে কোন রোগী কী ওষুধ পেলেন, বা পেলেন না। ফার্মাসি কোন ওষুধ রাখছে, বা রাখছে না। কিংবা ডাক্তারবাবু স্টকের ওষুধের বদলে অন্য ওষুধ লিখছেন কি না। কেউ জেনেরিক নামের বদলে ব্র্যান্ড নামের ওষুধ প্রেসক্রাইব করলেও তা ধরা পড়ে যাবে বলে দাবি করছেন স্বাস্থ্য–কর্তারা।

আগামী মাসে হাওড়া জেলা হাসপাতাল, এমআর বাঙুর, এসএসকেএমের গ্যাস্ট্রোএন্টেরোলজি এবং এনআরএসের মেডিসিন বিভাগে এর `পাইলট প্রজেক্ট` শুরু হচ্ছে। ধাপে ধাপে এপ্রিলের মধ্যে তা সর্বত্র চালু করা রাজ্যের লক্ষ্য। গোটা প্রকল্পের জন্য ৬০ কোটি টাকা বরাদ্দ হয়েছে।

The state government threatened to launch an agitation against the Centre for withholding funds, which is leaving it in difficulties over allotting funds to departments and undertaking development projects.

After attending the Cabinet meeting at Nabanna, both state Finance and Industry Minister Amit Mitra and Mr Subrata Mukherjee, Panchayat Minister slammed the Centre for undermining the nation`s federal structure by withholding funds that are “the constitutional rights of the state”.

Mr Mukherjee will go on a two-day visit to Delhi on 22 January to meet Union Rural Development Minister Jairam Ramesh and Union Finance Minister Mr P Chidambaram.

Mr Mitra said the Centre has committed a grave constitutional impropriety by deducting Rs 425 crore that is part of the devolution of finances between Centre and state for the month of January despite an announcement made in the Budget Speech. 

“As per the Finance Commission, the Centre is supposed to return to the states 32.5 per cent of the total revenue earned from all the states and accordingly, West Bengal is to get 3.2 per cent. But the state has been denied its due,” Mr Mitra said.

“On 1 January, the state treasury received Rs 1379 crore instead of Rs 1804 crore from the Centre. We are extremely concerned over this and are in the dark as to what the treasury would receive in February,” said Mr Mitra.

The finance minister complained: “It is surprising that the Centre did not send any official communication to us before deducting our funds”.

Mr Mitra said that the deduction in the state funds receivable from the Centre will leave Bengal government in difficulty over allocating funds to the departments as assured in the Budget.

“It seems that the state alone is maintaining transparency and discipline in following Fiscal Responsibility and Budget Management Act,” he added.

Echoing him, Mr Mukherjee said rural projects like Pradhan Mantri Gram Sadak Yogana (PMGSY) and Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) might get hampered due to the non-release of Central funds.

The Central government is yet to clear Rs 4500 crore under the PMGSY. Neither have funds been sanctioned for constructing 3,500 new roads, Mr Mukherjee said.

Similarly, under the MGNREGS, Rs 100 crore was sanctioned to the state government against Rs 1200 crore last year, the Panchayat Minister added.

Legendary actress Suchitra Sen passed away earlier this morning at around 8.25 AM. She was admitted in a private clinic for the last 26 days for treatment. West Bengal Chief Minister Ms. Mamata Banerjee had been visiting her at the clinic from time to time. She was the only public figure Suchitra Sen had met in the last 34 years, except her doctors and next of kin.

After her sad demise, the West Bengal Chief Minister, who had arrived at the private clinic where the legend breathed her last, expressed her grief.

CM`s condolence message:

Suchitra Sen had a cardiac arrest around 8.25 AM in the morning and she breathed her last. Her passing away is a dreadful news to us, the film world and Biswa Bangla. It is a huge loss. Her talent is unmatched in this world. You cannot compare her with anyone else. This is a day of sadness for all of us.

Even the medical team that attended to her for the last few days are upset. You know that she had said no to ventilation. She kept herself away from public glare. She wanted to go away peacefully.

Her family decided to perform her last rites peacefully and quietly. They have requested me to request all of you to remain quiet and peaceful. They seek your support and cooperation. It has been decided by the family that the last rites will be performed at the Keoratala Crematorium.

I request all of you to stand by the family and cooperate with the administration.

She was an extraordinary woman. It is a great feat to remain away from public domain for so long. It is a rare spirit that today`s generation lacks. Everybody craves for publicity now. For 30-32 years she only spent time with her closest family.

For us, she was like family. All I can say is we have lost a very near and dear one, a remarkable, legendary lady. The state government will honour her with Gun Salute. The state government in February will open a coaching centre for candidates preparing for the Union Public Service Commission exam, through which IAS, IPS and IFS officers are selected.

The decision to open the centre was taken following a prod from the Chief Minister, who has complained several times about a dearth of IAS and IPS officers from the state. Bengal has a quota of 349 IAS officers. But around 150 posts are vacant.

The coaching centre will function from Administrative Training Institute in Salt Lake. Civil Service aspirants who want to join the institute will have to qualify an admission test, likely to be held by the third week of January.

Those who have cracked the West Bengal Civil Service Exam or the UPSC preliminary exam will be eligible for direct admission. The course fee will be affordable. According to the plan, some retired IAS officers will take classes. They will be assisted by a few serving IAS officers.

Chief Minister Ms. Mamata Banerjee had a meeting with chief secretary and the Rail Vikas Nigam Limited MD at Nabanna on Thursday to give a nudge to the Joka-BBD Bag and New Garia-Airport Metro projects that have run into several roadblocks.

The State Government may decide to waive the Rs 256 crore that the KMDA had demanded from RVNL, the implementing agency of the two projects. The KMDA charges the fee if any agency uses its land for construction purposes.

The Chief Minister also asked the urban development department to instruct the KMDA to issue a no-objection certificate to RVNL so it can continue work on laying tracks on the Bypass for the New Garia-Airport project,” said a source.

The Chief Minister made it clear that she wants the work to pick up pace and assured us of all support to ensure speedy execution of the two projects.

The Chief Minister`s intervention was an indication of how the government has changed its attitude towards infrastructure projects that are floundering because of encroachment and other reasons.

The meeting also decided that an IIT expert will be requested to conduct a study for building a pier on the Eastern Drainage Canal for which the urban development department is yet to issue a clearance. The pier will be part of the New Garia-Airport project.

The Trinamool Congress`s Hill unit has decided to take up a string of activities across the Darjeeling Hills to articulate the popular grievances of the people to the district administration.

Around a month ago, party`s Kurseong unit had raised several questions regarding the supply of drinking water in and around Kurseong municipality area. As per the leadership, several water reservoirs are in dire straits, resulting in polluted water being supplied to the residents of the Kurseong municipality area.

Now, they have decided to raise the health-related issues. Party`s Kurseong unit served a memorandum to the Kurseong sub-divisional medical officer on Tuesday, protesting against the dismal condition of the Kurseong hospital. The memorandum has highlighted various problems plaguing the hospital like shortages of doctors and technicians and insufficient supply of medicines and diet. Notably, for over three years, the hospital keeps running, devoid of specialists, including surgeons and orthopedics.

Party activists based in the Hills had recently met the GTA chief executive to press him for initiatives to solve the problems the hospital in Kurseong has been facing. The party leaders claimed they would act as watchdogs to see if the programmes conceived by the state as well as the central government are being implemented rightly in the Hills.

Uttarkanya, the mini-secretariat in North Bengal, will implement the state government`s policies as envisaged by Nabanna in Howrah for the development of six districts across the region, North Bengal Development Minister, Mr Gautam Deb said.

Chief Minister, Ms. Mamata Banerjee is set to inaugurate Uttarkanya on 20 January right before inaugurating the North Bengal Festival, the Minister said after he had visited the site of the mini-secretariat.

“Policies will be scripted at Nabanna in Howrah for north Bengal and Uttarkanya will implement them to speed up development for the region,” he added. “Over 20 important departments, including my department, will start functioning from Uttarkanya soon after its inauguration,” he said. He said besides information and culture, the public works department and some other important departments will start functioning from the secretariat in the coming days.

Chief Minister Ms. Mamata Banerjee will tour the Hills, as she arrives in North Bengal for the secretariat`s inauguration. She will return to Kolkata on 24 January. On January 22, she will hand over the keys of the renovated Roy Villa, the house where Sister Nivedita stayed till her demise, to officials of Ram Krishna Mission. On January 23, the State Government programme to celebrate Netaji Subhas Chandra Bose`s Birth Anniversary will be celebrated at Darjeeling.

Written in deep blue on white base, `Uttarkanya` was placed atop the building on Wednesday. The roof of the secretariat has been painted green, while the walls are being given a coat of the combination of white and sky blue paint. Various species of orchids will be brought from Kalimpong for the Green House at the secretariat, while ornamental fish will be released in the Lotus Pond.

Around 12 lakh pilgrims and devotees yesterday took the holy dip at Gangasagar at the most auspicious time of Sun`s transition to Makar Rashi (Capricorn). West Bengal Government made adequate arrangements for the pilgrims during their stay here. PHE and Panchayat Minister Subrata Mukherjee along with state Power Minister Manish Gupta were overseeing the arrangements.

More than 500 buses were deployed by different state transport wings to carry pilgrims from Howrah Station and Outram Ghat / Babu Ghat in Kolkata to Lot 8 (95 km) and Namkhana (109 km); the buses have been making round trips throughout the day from 10th January.

For the pilgrims there were temporary sheds at Sagar Mela ground where they could take rest. Arrangement of temporary toilets and cooking was made without compromising on the cleanliness of the mela ground. There was adequate arrangement for electricity. To avoid accidents, the district administration advised pilgrims against lighting any open fire at the mela ground. The pilgrim got atta, rice and other food materials at fair price at the mela ground.

For the first time, air ambulance service was introduced at the fair. This came handy when a 7-year old girl had to be shifted to Kolkata for an immediate operation after she met with an accident.

In addition to the existing health infrastructure at Ganga Sagar Island, temporary hospitals were operating round the clock at the Sagar Mela Ground, Kachuberia, Chemaguri, Narayanpur (Namkhana) & Lot 8 Point. Four First Aid Camps/Centres were established providing adequate number of public health personnel in Chemaguri crossing, Natun Rastar More, Kulpi More & Namkhana Railway Station. Even awareness programmes in the form of banners, leaflets and other mediums were conducted for the pilgrims.

Four barges and other vessels were pressed into service to carry nearly one lakh devotees to Kakdwip; the process will continue all through the night.

The Navy, Coast Guard, BSF and district police were patrolling the seas, river channels and fair grounds to ensure smooth passage of the annual event.

The State Government has started distribution of the cheques to Madhyamik, Higher Secondary and graduate students of poor families; the scholarships are aimed at encouraging meritorious students from poorer sections of the society to pursue higher education.

Student from the family of lower income group (Rs 50,000 per year) will get the scholarship for further studies. Students who secure 65 percent marks in Madhyamik will get Rs 10,000 for pursuing Higher Secondary education and Higher Secondary students scoring 60 percent marks would get Rs 10,000 for pursuing graduation courses.

A student, who has completed graduation with 55 percent marks, would get Rs 10,000 for higher studies.  Around 4000 students have applied for scholarships. It is a one-time scholarship.

This move by the West Bengal Government will surely benefit several thousand students who have to give up their education for financial reasons. The move again shows the humane side of the WB CM.
