CM attends State Planning Board meeting

West Bengal Chief Minister Ms Mamata Banjeree convened a meeting with the State Planning Board on 16th September 2013 at Writers` Building. Although the department held regular meetings, it was after 41 long years that a Chief Minister was also present.

Ms Banerjee not only preceded the meeting but also took an active participation. She asked intellectuals, former IASs and ministers to present proposals for the short-mid-term and long-term planning for the development of the state. Suggestions and opinions were also exchanged.

The Chief Minister`s presence in the meeting not only boosted the enthusiasm of the members but also elevated the level of the meeting.

Former IAS officer and MP Mr Nitish Sengupta, physicist Mr Bikash Sinha, planning and development minister Mr Rachpal Singh, state power minister Mr Manish Gupta, and PWD minister Dr Sudarshan Ghosh Dastidar were present in the meeting. 

Investments pour in Bengal

Industry in Bengal is growing at a faster pace than the national average i.e. 3.12%. In Bengal, Industry grew by 6.24%
West Bengal has realised the highest ever industrial investment this year compared to that of in the past five years. This comes to fore on a day when the Bengal Chief Minister Mamata Banerjee held a meeting with industrialists in Mumbai to woo them to set up industries in the state.
According to the latest report on the country’s industrial scenario released by the Department of Industrial Policy and Promotion under the Union Ministry of Commerce and Industry, from January-July, West Bengal has realised a net industrial investment of Rs 1,331 crore. This comes from 18 industrial units that have been either set up newly or are expansions of the existing ones. The investment figure is only up to the month of July and thus has the prospects of going up further by the end of the year.
In 2009 the state had recorded an investment of Rs 632 crore, in 2010 Rs 1,163 crore, in 2011 Rs 325 crore and in 2012, the investment figure stood at Rs 962 crore.
At the beginning of its third year, the Trinamool Congress government has surpassed the previous records with five months still left in the calendar.
Moreover, another 41 investment proposals worth Rs 1,744 crore are pending. The Trinamool Congress government assumed power in Bengal in May 2011. Notably all these investments have just come from the small-scale industries which the Trinamool Congress Govt. is also promoting as par its current Industrial policy. Most of the investments were from leather, textile, readymade garments and the food or food processing sectors. And with Reliance Cements project in Purulia, big ticket investments have also started to come up in the state.
West Bengal’s economy is looking up. Statistics bear this out. The state GDP grew 7.6 per cent in 2012-13, as opposed to the national figure of 4.96 per cent. Growth in industry, agriculture and services all outpaced national growth rates.
According to the Department of Industrial Policy and Promotion, Ministry of Commerce and Industry, between January and July 2013, Bengal has realized the highest ever industrial investment. There are still five months to go in 2013. Forty-one investment proposals worth Rs 1,744 crore are pending. This year will break records. The Sajjan Jindal Group’s steel plant, Anil Ambani’s Rs 600 crore cement venture in Raghunathpur (Purulia), The JV between Singapore’s Changi Airport and Bengal Aerotropolis for a new airport in Andal (near Durgapur), which is to get its final clearances in a few weeks, are all in a line, which are among the big-ticket investments in the state. The big story in the coming months will be the disinvestment in Haldia Petrochemicals. Six bidders – three from the public sector and three from the private sector – are participating in an auction conducted by Deloitte. It is a thoroughly professional arrangement. The politicians are not interfering.
The chief minister is not showing undue interest. There is not even a hint of cronyism.
This is what business wants. This is what business is getting in West Bengal. This is what business in coming to appreciate about the Trinamool Congress-led government. Land, which used to be problem in the state, will no more be a problem as West Bengal Chief Minister Mamata Banerjee herself stepped in to reassure industry that land would not be a problem if they have a good investment proposal. Addressing the members of the core committee on industry, she said: “Land will not be a problem if you have serious proposals on hand… we have enough land in various districts.”
The core committee is a government-industry interface announced by Mamata Banerjee at her first industry summit in June 2013. She has recently begun chairing its meets held every two months with the scope expanded to include several other Ministries. The initiative, taken in May 2013 was seen as a renewed bid on Mamata Banerjee’s part to regain industry confidence. The chief minister also assured that the state government would ready this month, its industry policy. The policy draft has already been circulated and comments have been received. She also highlighted the need for skill development programme for the youth, seeking industry support for this endeavour.

West Bengal Chief Minister Ms Mamata Banerjee inaugurates Synergy MSME 2013 at Milan Mela.
Excerpts from the Chief Minister`s speech: 
“I am really obliged that today in presence of all of you, in this august gathering the focus of the content is service delivery and bringing all stake holders under one umbrella.
You will appreciate that the West Bengal Government against all odds have generated 2 lakh employment opportunities in the MSME (Micro, Small and Medium Enterprise) sector. In future we are expecting to generate 1 crore employment in the sector and hence the MoU has been signed between the MSME department and other departments.
Our Govt. has already announced the industrial policy, textile policy and MSME policy. We are planning to launch the Procurement Policy to increase ancillarisation and vendor linkage, this will benefit the entrepreneurs. By this we hope to increase the procurement of goods by the government departments to 15 – 20 percent.
In today`s world economic crisis, I feel the small and medium industries have the stability and potentiality. There are some countries those have not been affected in the economic disaster because of their stable small and medium enterprise policy.
This 6 days conclave will provide clarifications for all queries so that the subject is not delayed.  All my departments will extend cooperation and provide single window clearance to the industrialist. This is the beauty and duty of the conclave.
If you compare the previous year`s numbers to that of now, you will be happy to know the government`s progress. In 2009 -2011, before our government came into power there were only 7008 small and medium enterprises in the state whereas now it is 22,000.
I`m thankful and grateful to UNESCO for setting up 10 rural craft hubs in the State. In future more such initiatives will be implemented and training will be provided to 1 lakh unemployed youth to set up enterprises.
Land is not at all a hindrance for the small and medium industry; we have set up the land bank, land map, employment bank, power bank. There is no crisis of any resource availability here in West Bengal. The state has a perfect situation where you can invest your money.
You are the captains of the industries, you have your social networks and corporate responsibilities, I want industry in the small districts for the poorest of the poor. 
At this occasion we are very happy to announce the launch of `Biswa Bangla Brand`, the logo of which I have designed myself. `Shilpa korun Bangla gorun` is the slogan. Exclusive products under this brand will be marketed in India and abroad.
While big industries are essential, MSME is the way forward. So, invest in backward areas of the state especially Cooch Behar and (East and West) Midnapore districts and we will provide you incentives and subsidies. Incentives are being provided to 34 small and medium industries by waivering the long standing electrical dues.

The Bengal model for Maa, Mati, Manush

In the wake of the present economic condition in the country where the common man is striving hard to meet the basic necessities of life like food and medicine, it is incredible how the Maa, Mati, Manush Government of West Bengal, against all odds, is making utmost effort to reduce the burden on the people of the state.

Nationwide the plight and misery of the common man is the same and it is seeking mercy from the sky-high price of essential commodities. The situation would have been no different for the people of West Bengal had the State Government not reacted to the issue with a humanitarian outlook. There have been a number of interventions by the State Government to reduce the burden on the people of the State. 

Chief Minister Mamata Banerjee has introduced the concept of `fair price` – to combat the constant price rise in both food items and medical services. It is a mechanism to keep the prices of essential commodities under control and set up a pricing benchmark to be followed by the market. The fair price stalls are gentle reminder to the traders – don`t inflate the prices, people have an alternative.

Fair price Food Carts

The State Government has set up food cart all across the capital. There are about 21 mobile food carts or vans moving across the city of Kolkata. These mobile vans are selling poultry, fish, vegetables and fruits at reasonable prices, much lower than the market price.

During the holy month of Ramadan these `fair Price` mobile vans sold fruits as well. Usually during this time of the year, the prices of fruits soar because of the high demand. These carts have kept fruits within the reach of ordinary citizens. 

This initiative has drawn a positive response from the consumers and hence it is an accomplishment. This initiative also shows how governments can take a proactive stance to ease the burden of the common man.

Besides this initiative the Chief Minister has also set up a Task Force that regulates the price of food produce from time to time in various markets of the State.

The Chief Minister herself also pays surprise visits to the daily markets to get an accurate picture of the reality.

In yet another initiative to curb the accelerating price of food items the Mamata Banerjee government announced a scheme to allow big private investors to directly procure farm produce. The scheme titled Brihat Krishak Bazar Yojana or the mega farmer market programme, seeks to connect the local market to high-growth demand centres and weed out middlemen.

A study by Global AgriSystems in four metros, including Kolkata, zeroed in on middlemen – no less than five to six in every veggie trade – and the `dada tax` (protection levy). The study also points out that 15-25% of the vegetable produce is wasted due to lack of storage.

Chief minister Mamata Banerjee`s plan to set up a Brihat Krishi Bazar in every district may prove to be the perfect solution. Brihat Krishak Bazar will be set up in every district and a sum of Rs 150 crore will be invested to set up the centres.  The state government will give the private developers licenses to procure, store and process agriculture produce under the Agriculture Produce Marketing Committee (APMC) Act.

The objective of the scheme is to pave way for investments in the post-harvest infrastructure in Bengal. The overall goal is to pass on maximum share of consumers` returns to the primary producers or to increase the earnings of farmers.

This initiative also vouches for the Chief Minister`s pro FDI stance.

Fair price medicine shops 

The ill practices and the unaffordable services of the medical world are extensive and known to all. A menace that the doctors should have rather curbed, fueled it instead. Doctors recommend medication without taking the cost into consideration. A common tablet prescribed for diabetics can be made available to patients for Rs. 30 per strip instead of Rs. 170 – if only the generic name was known and it was prescribed accordingly. A patient can save up to Rs. 140.

Another example is the commonly used medicine for high blood pressure, which costs Rs 94.90 for 15 tablets. The same medicine can be made available to patients for Rs. 22 per strip – if only the generic name was known and it was prescribed accordingly. So the patient can save Rs. 73. The list of examples can go on. 

Fair Price Medicine Shops are a definitive way forward for the common man, but before that, the common man needed to be freed from the clutches of a corrupt medical system that has a debilitating effect on the psyche, even as it drains every last penny in their pockets. 

The government is also selling stents, a vital device for cardiac patients, through these outlets offering a mammoth 67 % discount on the MRP of the life-saving device. The devices are priced at Rs. 19,000 and Rs. 36,000 each while the MRP is Rs. 60,000 (chromium-cobalt device) and Rs 1,10,000 (drug eluting device). Competing products in the market cost around Rs. 1.20-Rs 1.30 lakh. Private sector hospitals almost always use these products. The State Government is also planning to sell insulin for 54% less at these fair price medicine shops. 

So the Chief Minister of West Bengal Mamata Banerjee besides introducing the concept of Fair Price Medicine Shops in Kolkata last year also made it clear that doctors cannot prescribe medicine names but have to prescribe the generic names of medicines.

People welcomed the initiative. The government wishes to open 35 fair price medicine shops across the state, of which 24 are already operational. This initiative has bought much-needed relief to people who are burdened with rising costs in almost all fields. 

Fair Price Medicine Shops set up in the various government hospitals by West Bengal government have attracted the attention of the Centre. Union Ministry of Health and Family Welfare have appreciated the move taken by the Mamata Banerjee government for patients to get medicines with up to 67 per cent discount on MRP. In a letter to all the state governments, Union Ministry of Health has asked other state governments to follow the West Bengal model for the benefit of poor patients. 

The West Bengal government is also planning to launch Fair Price Diagnostic Centers by early next year at the government hospitals in the state. Patients can avail important diagnostic procedures like Digital X-ray at minimal prices at these centers. Dialysis would cost between Rs 700 and Rs 500, whereas CT scan would cost Rs 525; MRI for the brain can be performed for Rs 2250. 

This would force a complete overhauling of the health sector, by ushering in price restructuring even by private diagnostic centers. More people would be able to afford treatment and sustain it. It would give the much needed fillip to the health sector and would benefit a large number of people in the state.

`Hotasha bhango, jibon goro` – Mamata Banerjee at Kolaghat

West Bengal Chief Minister Ms Mamata Banerjee on Friday was on her fourth day of district visit. She is on a tour of the districts to gather first-hand knowledge about the progress of various state government projects. She has already completed the tours of North 24 Parganas, South 24 Parganas and Howrah. On Friday she visited Purba Medinipur.
She held a high-level review meeting with the top officials of the Purba Medinipur district administration. Mamata Banerjee held the meeting with the Sabhadipati, District Magistrate, Superintendent of Police, all the Sub-Divisional Officers, Block Development Officers, and Ministers. In the meeting the Chief Minister reviewed the progress of the various development schemes in the district and the work of the district administration.
After the meeting with the top district administration officials, Ms Banerjee held a public meeting and announced a slew of projects in the district. She announced that the Moyna-Tamluk road, the road to Digha, a popular tourist resort would be widened. Ms Banerjee announced many flood control measures to taken up to control flood in the district.
 
Mamata Banerjee also expressed unhappiness over the delay by Centre in giving environmental clearance to the proposed eco-tourism project at Nayachar in Purba Medinipur district. Demanding immediate clearance for the project, she said that the Rs 268-crore project had the potential to generate employment for 10,000 people. “We have proposed an eco-tourism project at Nayachar. But it is held up due to non-availability of environmental clearance from the Centre. We are trying for the project to be cleared immediately. There is a meeting scheduled for Sept. 20 in this regard. It would give a fillip to industrial development in the region, “ she said at the rally.
She also said that the state government would build the necessary infrastructure like housing, hospital and schools in the region for fishermen and their family.
She announced that the state government had received a grant and an assurance for Rs 1,300 crore from the Centre for the Ghatal Master plan. The project, set to be executed in the Purba and Paschim Midinipur districts, is designed for drainage- cum-flood control. “If time is lost, everything is lost,“ she said.
Encouraging the youth of the region she said, “no struggle goes unrewarded. Accept every challenge and excel in whatever you do. Nobody can keep you from reaching the top even if you start from the bottom as long as you keep excelling. I always say `hotasha bhango, jibon goro`. You are the future of Bengal. I think hotasha bhango, jibon goro should be the slogan for our scheme for the unemployed. The government will give Rs 1,500 a month to 1 lakh unemployed youths registered with the state`s employment bank.“
The Chief Minister also distributed bicycles to some students in the meeting.

Shishu Sathi Scheme : A project close to Chief Minister`s Heart

A four year old girl was the first beneficiary of the State Government`s `Shishu Sathi Scheme`, a brain child of Chief Minister Mamata Banerjee. She had promise to provide free treatment to children who need heart surgeries, irrespective of how rich or poor the parents are. 
Four other children with cardiac complications have been operated upon so far. The cost normally is around Rs 2 lakh at the hospital. Under the State Government`s `Shishu Sathi Scheme`, the hospital charge about Rs 90,000. The government bears the entire amount.
In a major boost to child health care in West Bengal, the State Government has joined hands with three private hospitals and government hospitals to provide free paediatric cardiac surgery to 3,000 children each year under the initiative named `Shishu Saathi` or `Friends for Children` that flagged off on Aug 21 this year.
The Bengal Government had taken the initiative to conduct medical tests under the Rashtriya Bal Swasthya Karyakram, in state-run schools, with a logical conclusion to provide treatment. The State also decided to bear all expenses for the treatments of any student needing surgery for cardiac ailments.
After screening at various schools in the 341 blocks of Bengal 8000 cases were detected that required cardiac surgery. A target has been set to have all these cases operated this year itself. 
The government has tied up with three private hospitals – BM Birla Heart Research Centre and RN Tagore Institute of Cardiac Sciences in Kolkata and Mission Hospital in Durgapur – for the free-surgery scheme. Seth Sukhlal Karnani Memorial Hospital, B.C. Roy Memorial Hospital for Children and R.G. Kar Medical College and Hospital are some of the government hospitals that have cutting-edge facilities for paediatric care. 
Surgeries for ailments like congenital cataract, cleft lips and cleft palates would soon be brought under the Shishu Sathi Scheme.
The project is extremely close to the Chief Minister`s heart.
Highlights of the Shishu Sathi Scheme:

  • All children are eligible irrespective of family income

The UPA is clearly cheating the public, insulting the Parliament – Derek O`Brien, AITC MP and Chief Whip at Rajya Sabha

Derek O`Brien, AITC MP and Chief Whip at Rajya Sabha addressed a press conference at Trinamool Bhavan, spoke on advertisement released on Vendors Bill by UPA. The bill is not yet passed in the Parliament.

Excerpts from the speech:

“The Street Vendors Bill proposed by the UPA Government is still under active consideration in Rajya Sabha. But the UPA government has already released advertisements on the same, both in print and digital media.

A discussion on the bills is scheduled for during the Winter Session, members may suggest amendments. In spite of this fact there has been a media release with the pictures of the Prime Minister and UPA Chairperson in the advertisement.

It is mentioned in tiny font at the bottom of the advertisement `Union Cabinet approved the proposal on the Street Vendors Bill on 17th August 2012, the Bill is under the consideration of the Parliament.` The UPA is clearly cheating the public as well as insulting the Parliament.

Clause 108 in the Constitution states when a bill is under consideration it is the property of the parliament.

There has to be some moral and some ethics displayed by the UPA. This is unbelievable and shocking. “

I request the young talent of Bengal to work for the development of the State – Mamata Banerjee

West Bengal Chief Minister Ms Mamata Banerjee addressed a public gathering at Panchla in Howrah to inform people about different Govt. initiatives taken for the common people in the district.
Excerpts from the Chief Minister`s speech:
“ I have completed a holistic administrative meeting with the various departments in the district of Howrah before coming here. I have taken a complete stock of the situation here. You may say that the Writer`s Building has walked up to you to address your issues. Numerous developmental projects are in place in the district and many more are in the pipe line so that the present and next generations get a better life. We are looking at the development of all, right from the interests of the fishermen, farmers, youth, women, children, SCs, STs and OBCs to sports, education, employment and many more.
238 bus and 600 taxis have been given permits to ply between Howrah and Kolkata. This will facilitate developmental work. This will improve the infrastructure of the district.
Every household will get electricity and drinking water facility. Many new roads are being constructed and old ones are being renovated. A huge sum of money has been sanctioned to carry out these projects.
Within next 5 years all people in the state will have shelter; all districts will get fair price medicine shops. We have already inaugurates district hospital at Howrah. We have inaugurates fair price shop at Uluberia hospital. Udaynarayanpur state general hospital is being upgraded. 15 crore has been sanctioned for the up gradation of Howrah state general hospital. From November fair price diagnostic centers will be started. It has already been implemented in Kolkata. Next we will include insulin in the fair price medicine shops. There are many more initiatives but I have time to mention only a few. 
Many Industrial hubs will be created at Howrah itself that will generate employment for 50,000 people. State Govt. is dedicated to better the employment scenario in Bengal. Cold storage is being constructed. All 341 blocks will get ITIs. Mega Power Park and industrial parks are coming up. Many more people will get employed here. There are employment banks, please enroll to avail the facilities provided in this scheme as well. 
The local artisans and folk performers are also being provided opportunities to make some extra earning by making them participate in government advertisements.
Kanyashree project will be implemented from October 1st this year for the development of girls. It is for every girl from all communities. No discrimination. Every girl will get education. Every girl will get a job and eventually be independent. 
I request the young talent of Bengal to work for the development of the State. It will help them as well as the State.
 
I only care for Maa, Mati, Manush and if you all live better, I will live better.

Be positive, be effective, maintain communal peace and harmony – Mamata Banerjee in South 24 Parganas

The West Bengal Chief Minister Ms Mamata Banerjee held an administrative meeting with all departmental ministers, district officials and police officers at Pailan; later she addressed a gathering at Sarisha in South 24 Parganas.

Excerpts from the Chief Minister`s speech:

“After the win in the panchayat elections the Maa, Mati, Manush Government has started the initiative to make district visits to take stock of the ongoing developmental project. We are bringing the `Mahakaran` to the districts. Even if you cannot reach us, we will reach you. This is a small but very important initiative to make the common people aware of the various schemes the government is launching for their benefit and betterment. I will visit 9 districts before Durga Puja and the rest will be completed after the Pujas.

We inaugurated Hilsa Research Centre at Diamond Harbour today. State Government is encouraging pisciculture through ` Jal Dharo Jal Bharo ` project. Bengal will soon be self sufficient in the fish production. The fishermen will be given identity cards so that in case of any mishap there is no confusion with their identity with Bangladeshi fishermen or as a matter of fact any other country or state`s fishermen.

313 new bus routes have been finalized. In future district head quarters will directly be connected to Kolkata to make communication and coordination smooth for speedy development. Jetty and launch services are being modernized. This will help tourism flourish.

Onion, betel leaf and chilly farming are being given importance. Modern cold storage will be created to store excess farm produce and save them from rotting. It will also help to meet the demand during times of low productivity. All this needs to be planned in advance which the previous government failed to do.

Kanyashree will be implemented from October 1st this year. 10,000 girls who are 18 years and above and still continue education will receive Rs. 25,000 each. 13 -17 years old girls will get Rs 500 scholarship each who are enrolled in any educational institution of course. We have created employment banks and 1 lakh unemployed youth will be given Rs. 1500. This will start from October 3rd. Everyone must enroll to get jobs. 1 crore youth will be recruited in the MSME sector.

All Women`s University is being established in Diamond Harbour. The academic sessions will begin from next year. We have planned 4 new universities in the state in 2 years whereas the previous government has only managed 1 in 34 years.

Our fair price medicine shop models are being replicated all over the country. We have introduced the concept so that the poor people can avail medical services at lower costs. 5 multi-super hospitals have been started in the district.

I would like to make an appeal to all of you to be positive, be effective and be cool. Do not indulge in anti-social activities. Maintain communal peace and harmony. Celebrate all festivals will equal zeal and vigour. “

We are working for the benefit and development of all – Mamata Banerjee at Barasat

The West Bengal Chief Minister convened a high level administrative meeting with all ministers and district officials in North 24 Parganas today to monitor the development projects and addressed other issues in the district. 
She later addressed a public meeting where she said “ I conduct such meetings and organize these programmes to create awareness among the public so that they come to know about the initiatives the government is taking for them to help them raise their heads high and live life better. The government is working for the people and the people must be aware of the facilities that are being made available to them. “
“Right from constituting disaster management teams to allotting carts to the vegetable vendors, Swarojgar yojana, Gramonnayan yojana, cycle and scholarship distribution, the facilities for fishermen and artisans, we have not left out any sector. We are working for the benefit and development of all“ She added.
The Chief Minister said, “we have increased the subsidy for self-help group from 20% to 30% and we are creating 100 markets all over the state so that the self-help groups can sell their products easily. We have taken the initiative to create 341 kisan bazaars in all the districts. We have announced 2 more fair price medicine shops in this district at Bhatpara and Baranagar. Our fair price projects are a model for the entire country now. We are giving 50-60% concession so that the poor people can avail medicines and sustain treatments. We are also giving stents required for heart operations, at government hospitals for Rs. 40,000 which is otherwise sold for Rs. 1.5 lakh. We are planning to establish 51 fair price diagnostic centers in the state. We are also planning to include insulin in fair price medicine shops at 54% rebate. We are distributing cancer medicines for free in various districts. “
Ms Banerjee said, “ as par my promise, we are implementing the Kanyashree project from October 1st, 10000 girls who are 18 years and above will receive Rs. 25,000 each. 13 -17 years old girls will get Rs 500 scholarship each. 1 lakh unemployed youth will get Rs. 1500, this scheme will be implemented from October 3rd this year. Minority girls received 1 lakh 60 thousand cycles, plus the Jangalmahal and Sundarban region girls have also got 45,000 cycles. “
“ We are creating a Brand Bangla for the MSME sector, where thousands of youth will get employment. Fishermen will receive identity cards. Artisans will be given work for government scheme publicity which will fetch them some income“ She added.
The Chief Minister requested, “Do not indulge in or support partition, violence or any other anti-social activities. Work for good, be at peace and be healthy, that will help the society at large to excel. I would like to congratulate the District Magistrate for the developmental initiatives implemented in North 24 Parganas. For the development of panchayats, `Mission Drive` has been started from September 1st, please be a part of the programme and help develop your region. “
“I would like the police to increase their mobility in the region and control the border regions well.  To politicians, I would like to say that resort to developmental politics only.
