Kalyan Banerjee asks a Supplementary Question on the effective implementation of the statutory social media guidelines

You see, guidelines do not having any statutory force. A guidelines is a guideline, [but] rules are different as they have statutory force going for them. Now the question is this: Of course, freedom of expression is there, freedom of speech is there but the way social media is being utilised, certain posts, memes, etc. are being made against even the honourable posts of the Prime Minister and the Chief Ministers. 

Does the government have any thought on bringing an Act to restrict, prohibit or rather, regulate these types of posts that are embarrassing and criticising people needlessly? Does the government have any plan to bring a law to penalise such post creators?
