Making Kolkata clean and green – KMC forms a new department

For a more integrated approach towards turning Kolkata into a clean and green city and at the same time, to reduce the level of air pollution, the three Kolkata Municipal Corporation (KMC) departments of Urban Forestry, Project Management Unit (PMU) and Parks & Gardens have been brought under a single umbrella.

While announcing this decision, the mayor of KMC reasoned that since the PMU’s work is mostly related to waterbodies, which in turn is linked to green issues, it makes perfect sense to link it with the other two. The civic body is taking a slew of measures for a clean and green Kolkata, and the merger of the three sections will speed up work in this regard.

In a related development, the mayor has held meetings with the Railways and the Kolkata Port Trust, which are custodians of substantial amounts of land in the city, to allow the KMC to take up plantations in vacant plots (which they would not put to use for any commercial purpose) under their ownership.

There is vacant land in areas like Majerhat that is owned by the Railways, and in Kidderpore and the Nimtala riverside area in north Kolkata, under the KoPT.

The KMC will take the opinions of experts to ensure planned and scientific plantation.

Bangla Govt to develop fireworks manufacturing as a viable industry

With a view to developing the manufacturing of fireworks as a major industry and control illegal manufacturing, the Bengal Government has decided set up fireworks manufacturing clusters across the State.

There are many villages where manufacturing firecrackers is the source of livelihood for many. The new policy would put a proper structure in place.

Manufacturing of fireworks is a recognised small-scale industry in the State, but it needs more organisation. Hence the Micro, Small & Medium Enterprise and Textiles Department is coming up with the policy of setting up manufacturing clusters.

The Government has roped in Fireworks Research and Development Centre (FRDC) to prepare a detailed project report (DPR) to set up a cluster of fireworks factories on 50 acres at Baruipur in South 24 Parganas.

Based on the DPR, manufacturing clusters will be set up in the districts of Hooghly, Howrah, Murshidabad and Purba Bardhaman.

The policy would ensure a single-window opportunity for acquiring license and environment certificate by interested manufacturers.

It would ensure that the families involved in the manufacturing of firecrackers get to work in a better, safe and hazard-free environment. The clusters will have facilities for testing of materials to ensure quality control. The processes for manufacturing would be standardised.

There will be separate entry and exit points at each of the units in a cluster and those will have proper working conditions like adequate light, air, safety measures, etc. Moreover, warehouses for storing highly inflammable materials will be properly planned.

KMDA to set up foot overbridges to smoothen traffic

Kolkata Metropolitan Development Authority (KMDA) has decided to set up a few foot overbridges on Kazi Nazrul Islam Sarani and Eastern Metropolitan Bypass for faster movement of traffic and safety of the pedestrians.

An underpass and a pedestrian footbridge will come up at Ruby intersection. The underpass will come up on the Mukundapur side while the foot overbridge will be constructed near the station of Garia-Airport Metro route. Experts suggested that there will be a huge concentration of people along EM Bypass and unless steps are not taken now, it will difficult to manage traffic and pedestrian movement in a few years’ time.

Foot overbridges will also come up at the intersection of Ajaynagar and Patuli. Both these areas are accident prone as pedestrians find it difficult to cross EM Bypass. The pedestrian flyover will create an uninterrupted flow of traffic along the stretch.

Foot overbridge will also come up at Dum Dum Park crossing. Once these foot overbridges come up, the time taken to travel to Kolkata Airport from Garia will lessen. Also, they will minimise the number of road accidents.

CD containing songs composed by Mamata Banerjee to be launched on Mahalaya

A CD containing songs composed by Chief Minister Mamata Banerjee will be released on Mahalaya. These songs have been sung by Indranil Sen, Lopamudra Mitra and Rupankar Bagchi.

Mamata Banerjee has written eight songs and composed the music for them too. Excerpts of the lyrics from two of the songs are: ‘Roudra chayae sakalbelae dustu misti hanshi, roder khelae barbar phire ashi,” and ‘Pal tol, pal tolre majhi’.

Despite her busy schedule, she composes songs while on tour and later adds tunes to them. It may be recalled that last August, Matri Maa, a CD containing nine songs written and composed Mamata Banerjee, was released during a function at Nazrul Mancha. It became a gold disc.

Mamata Banerjee is proficient with the electric organ, which she plays often in her spare time, after the days’ hectic work is done.

West Bengal State Science Fair 2018 begins

With the inspiration of Chief Minister Mamata Banerjee, the State Youth Services Department is organising the West Bengal State Student Youth Science Fair 2018, a competitive exhibition of science models.

This Science Fair is being organised in association with various departments of the State Government – School Education, Higher Education, Science & Technology and Biotechnology – West Bengal State Council of Science and Technology, Jagadish Bose National Science Talent Search, Birla Industrial and Technological Museum, Kolkata.

The district-level fairs began on September 12 and will continue till September 15. The state-level fair will be held from September 26-28, 2018.

There will be three groups in the competition – A (till Class X), B (till Class XII) and C (for college students).

Eminent scientists of the country will be present at the fair. University students can directly participate in state-level fair. Apart from this, direct entries of exceptional science models, prepared by non-student youth, will be exhibited in the non-competitive section of the fair.

Mamata Banerjee announces compensation for Majerhat Bridge collapse victims

Bangla Chief Minister Mamata Banerjee today visited the accident site at Majerhat where the flyover collapsed on September 4, 2018.

After inspecting the ongoing rescue and relief work, she addressed the media where she announced compensation of Rs 5 lakh for the family of the deceased person. She also announced compensation of Rs 1 lakh for those who were grievously injured and Rs 50,000 for other injured people.

Highlights of the Chief Minister’s speech:

This could have become a even graver tragedy. The casualty figure could have been higher. But the local people saved many lives. One life was lost, two people are missing. Those who were injured are being taken care of at several hospitals.

A life lost cannot be compensated by money. But, we will give a compensation of Rs 5 lakh to the family of the deceased and Rs 50,000 will be given to the people who were injured. Rs 1 lakh will be given to those who were grievously injured.

Our full team, along with locals, worked strongly and rescued people who were trapped within hours. The local people played a great role. I would not undermine their contribution with just words of thanks; we will reward them in due course of time.

An emergency meeting will be held tomorrow at 3:30 PM. Bangla is a river-centric place. There are many bridges here. Even, all documents are not in place. We will continue the monitoring work with all available technical experts.

Metro work is going on in the vicinity. Many locals also said that there were vibrations – almost like earthquake – during the construction work. For the last nine years, the work is going on.

I know the people of South 24 Parganas will be inconvenienced. The administration will take requisite steps to make people’s commuting easier.

Improvements in paddy procurement in seven years

The State Government has brought about a lot of improvement in the procurement of paddy and in the quality control mechanism of the foodgrains bought from farmers. Storage capacity infrastructure has also undergone a sea change.

A significant step has been the institution of NEFT mechanism for directly paying farmers through account transfer against the paddy bought from them. This process has made payment easier and quicker, and for this reason, was recently taken up as a model by the Centre for implementation across all States.

The Food & Supplies Department has notched up quite a few successes in the procurement of paddy and custom milled rice (CMR) during the last seven years.

They are as follows:

Krishak Bazars also as paddy procurement centres: From kharif marketing season (KMS) 2014-15, the purchasing of paddy through Krishak Bazars has become prevalent.

Procurement centres increased: In KMS 2014-15, 46 Krishak Bazars having the required infrastructural facilities were identified as centralised procurement centres (CPC). Over just four seasons, that number was increased to 325 (in KMS 2017-18). At the same time, cooperative societies continue to function as paddy procurement centres for CMR agencies; 950 cooperative societies functioned as such for KMS 2017-18.

Farmers incentivised: In order to incentivise farmers for bringing in their paddy to CPCs, in KMS 2014-15, Rs 15 per quintal of paddy was allowed over and above the MSP of Rs 1,360 per quintal. In KMS 2017-18, it was enhanced to Rs 20 per quintal.

Electronic means introduced for procurement and payment: From KMS 2016-17, it was made mandatory to employ e-procurement software capable of recording all relevant information of the farmers as well as recording the details of transactions and payments.

From KMS 2016-17, the system of payment of the price of paddy directly to the farmers’ bank accounts through NEFT was introduced, and was made mandatory from KMS 2017-18. Significantly, electronic payment through NEFT has been recently taken up as a model by the Centre.

Participation of women’s self-help groups: Participation of women’s self-help groups (SHG) and sanghas in paddy procurement is being encouraged. Till March 2018, 300 SHGs have participated in KMS 2017-18 and have procured 31,217 metric tonnes (MT) of paddy from 9,600 small and marginal farmers.

Distress sale eliminated: As a result of the Food & Supplies Department’s procurement initiatives, no distress sale of paddy has been reported in KMS 2017-18. The market rate of paddy has increased and thus it is above MSP across the entire State.

Enhancement of storage capacity

The Food & Supplies Department has created an additional 7.85 lakh metric tonnes (MT) of storage capacity during the period of 2011 to 2018. As a result, the storage capacity has increased from just 63,000 MT in FY 2010-11 to 8.48 lakh MT in May 2017.

Moreover, the department has taken up an ambitious project for the creation of another 3 lakh MT of storage space within the next two years at a cost of Rs 500 crore. With this project, the department will achieve self-sufficiency in the storage of rice.

Quality control mechanism

In order to keep a check on the quality of the foodgrains bought from farmers and of those available in markets, the Food & Supplies Department has taken several initiatives for upgrading laboratories and constructing new ones, through the Directorate of Inspection and Quality Control (I&QC).

Quality control (QC) laboratories in Kolkata (headquarters), Krishnanagar and Bardhaman have been upgraded and modernised. Specialised laboratory furniture and modern benchtop digital refractometers have been set up in the laboratories in Kolkata and Bardhaman.

Seventy-five mini QC laboratories have been set up in government warehouses and 120 in private warehouses.

A target has been set for the construction of four more zonal QC laboratories in Siliguri, Malda, Suri and Medinipur and 15 more laboratories in the offices of district controllers of food and supplies (DCF&S).

In the agriculture sector, Bangla has been one of the best-performing States, acknowledged by the Central Government several times and awarded the Krishi Karman Award for five consecutive years. The government has ensured that not just in production but in procurement and quality control too, processes are streamlined and modern methods adopted.

Bangla Govt starts eight new bus routes for Kolkata & suburbs

On August 17, the State Government started eight more bus routes covering Kolkata and its suburbs. West Bengal Transport Corporation (WBTC) would be running the buses on these routes.

AC midi buses would be run on six routes and non-AC buses on two. Thirty-eight AC buses would run on the six routes and four non-AC on the other two.

The six AC routes are: AC 35 (Milk Colony-New Town Shapoorji Pallonji), AC 36 (New Town-Barasat), AC 38 (Chiria More-Ecospace Business Park), AC 30S (Ultadanga Station- New Town Shapoorji Pallonji), AC 2B (Rathtala-Ballygunge) and AC 30 (Lake Town-Howrah).

The two non-AC routes are MX 3 (Kolkata Station-Airport Gate No. 1) and S 14D (Salt Lake GD Terminus-Garia).

Jatra industry on a path of revival, thanks to Bangla CM

Over the curse of the last few years, the jatra industry of Bangla is well on its way out of intensive care. Thanks to the special initiative of Chief Minister Mamata Banerjee, the glory days are gradually on their way back.

From 2012, the Bangla Government has been making serious efforts to revive the stature of everyone involved with jatra.

An annual Jatra Festival is held now, along with similar festival in various districts, all of which are organised by the State Government. More and more jatra artistes are getting registered with the government.

The annual remuneration of jatra artistes, provided by the government, has also increased. In 2012, it was Rs 6,000, now it is Rs 9,000. The government also provides some more types of grants.

The annual Bina Dasgupta Memorial Award and Shantigopal-O-Tapan Kumar Award were instituted by the Trinamool Congress Government. The former, an award for lifetime excellence in jatra craft, is being given since 2013 while the latter is being given since 2017.

Besides, two legends, Makhanlal Natta and Chapal Bhaduri, were bestowed the Bangabibhushan (in 2014) and the Banga Bhushan (in 2017), respectively – awards instituted by the Trinamool Congress Government.

 

Safe Drive Save Life: State Govt to install reflectors on road dividers

To prevent accidents at night, as part of the pioneering Safe Drive Save Life programme, the State Government has decided to install reflectors on road dividers.

The work between Golpark and Dhakuria in Kolkata has already started. Senior police officers say, during night, particularly when it rains heavily, drivers often fail to spot the dividers and hit them. In areas where there are small road dividers, drivers mount them after failing to negotiate lanes.

The reflectors will be seen from more than 50 feet away, even during rainy nights. Hence the installation of the reflectors will be of great help to drivers.

The State Transport Department has left no stone unturned to reduce the number of road accidents and to train drivers to pick up proper driving skills.
