The State Self-Help and Self-Employment Department has decided to involve rural women through self-help groups (SHG) in the procurement of paddy from farmers. To make it fast and error-free, the Government would provide them with tabs. The training would begin from June and July, in stages.

Already, almost 4,500 SHGs are involved in procuring paddy. For this work, the SHGs will be getting Rs 31 per quintal. Rice mill owners will be responsible for collecting the paddy and transporting them on lorries to their mills for the rice to be extracted, as they do now. The Food and Supplies Department is paying the cost of transportation.

Besides empowering, involving village women has another advantage. Since SHG members from a village would go to farmers from the same village to buy their paddy, prior acquaintance will help them to convince the farmers to sell to the State Government. Thus the Government’s stocks will be kept up to the mark.

চাষিদের কাছ থেকে ধান সংগ্রহের জন্য রাজ্য সরকার এখন অনেকটাই নির্ভর করছে স্বনির্ভর গোষ্ঠীগুলির উপর। এই কাজ করার জন্য স্বনির্ভর গোষ্ঠীর মহিলাদের প্রশিক্ষণ দেওয়ার উদ্যোগ নিয়েছে খাদ্য দপ্তর। আগামী জুন-জুলাই মাস থেকে এই প্রশিক্ষণ পর্ব শুরু হবে। মহিলাদের যাতে বেশি দূর না যেতে হয়, তার জন্য স্থানীয় বিডিও অফিসে প্রশিক্ষণ দেওয়ার ব্যবস্থা করা হচ্ছে বলে খাদ্যমন্ত্রী বলেন।

ধান সংগ্রহের কাজ করার জন্য গোষ্ঠগুলিকে ‘ট্যাব’ দিয়েছে দপ্তর। ট্যাব কীভাবে চালাতে হয় তা শেখানো ছাড়াও ধান সংগ্রহ করার ব্যাপারে প্রয়োজনীয় প্রশিক্ষণ দেওয়া হবে। ইতিমধ্যে প্রায় সাড়ে চার হাজার স্বনির্ভর গোষ্ঠী ধান সংগ্রহ শুরু করেছে।
স্বনির্ভর গোষ্ঠীর মহিলাদের আরও বেশি করে ধান সংগ্রহ প্রক্রিয়ায় যুক্ত করতে চাইছে দপ্তর। এতে প্রতিকূল অবস্থার মধ্যেও ভালো পরিমাণ সংগ্রহ হবে বলে আশা করছেন অধিকর্তারা। গ্রামের মধ্যে থেকে চাষির দোরগোড়ায় গিয়ে ধান কিনছে গোষ্ঠীগুলি। গ্রামের বাসিন্দা হওয়ায় স্বনির্ভর গোষ্ঠীগুলির মহিলারা ভালো করে জানেন কোন চাষির ঘরে ধান আছে। ওই চাষিদের কাছে গিয়ে তাঁরা সরকারের কাছে ধান বিক্রি করার অনুরোধও করছেন।

ধান কেনার জন্য গোষ্ঠীগুলি কুইন্টাল পিছু প্রায় ৩১ টাকা কমিশন পাচ্ছে। তারা শুধু ধান কিনে ট্যাবের মাধ্যমে তার হিসেব পেশ করে একজায়গায় কেনা ধান জড়ো করে রাখছে। ওই ধান লরিতে বোঝাই করে নিয়ে চলে যাওয়া হচ্ছে রাইস মিলে ভাঙানোর জন্য। রাইস মিল কর্তৃপক্ষই এই কাজ করছে। ধান নিয়ে যাওয়ার পরিবহণ খরচ তাদের দিচ্ছে খাদ্য দপ্তর।

In a bid to increase the storage capacity of food grains in Bengal, the state Co-operation department has decided to develop 23 modern storage facilities in the districts.

The step has been taken following directions and vision of Chief Minister Mamata Banerjee to strengthen the cooperative infrastructure that will ensure increase in storage capacity of food grains.

The 23 store houses will be developed at a cost of Rs 240 crore and each of the store houses will be of a capacity of 10,000 metric tonne. So with construction of the store houses by the cooperation department, there will be an increase in the storage capacity by 2.30 lakh metric tonne.

The store houses will be developed on the land owned by the department and there would be requirement of around three acres to set up each of the store houses. The land will also be identified soon.

The state co-operation department has also set a target of procuring 30 lakh metric tonne paddy through co-operative societies in the current procurement year and a seminar was recently held at Netaji Indoor Stadium in this regard in which the Chief Minister had directed to take measures to create the necessary infrastructure.

At the same time, as many as 17 more store houses will be set up by the state Food and Supplies department. NABARD is giving the amount to the state government as loan to set up the store houses under the Warehousing Infrastructure Fund of the Rural Infrastructure Development Fund (RIDF).

It may be mentioned that the storage capacity of food grains is 62,000 metric tonne in 2010-11. At present, it has increased to around 6.10 lakh metric tonne with several steps being taken by the state government in the past six years that will further increase with the setting up of the upcoming store houses.

 

রাজ্যে তৈরী হবে আরও ২৩টি গুদামঘর

জেলায় জেলায় ২৩টি অত্যাধুনিক গুদাম তৈরীর সিদ্ধান্ত নিয়েছে রাজ্য সমবায় দপ্তর। রাজ্যে খাদ্যশস্য ঘাটতি মেটানোর যে প্রচেষ্টা শুরু করেছেন মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়, সেই উদ্দেশ্যে এই সিদ্ধান্ত নেওয়া হয়েছে।

প্রতিটি গুদামের ধারন ক্ষমতা হবে ১০০০০ মেট্রিক টন। সুতরাং ২৩টি গুদামঘর নির্মাণ সম্পন্ন হলে, রাজ্যে গুদামের ক্ষমতা আরও ২.৩ লক্ষ মেট্রিক টন বাড়বে।
রাজ্য সমবায় দপ্তরের লক্ষ্য চলতি বছরে সমবায়ের মাধ্যমে ৩০ লক্ষ মেট্রিক টন চাল উৎপাদনের। সম্প্রতি এই উদ্দেশ্যে নেতাজী ইনডোর স্টেডিয়ামে একটি সেমিনার অনুষ্ঠিত হয়, যেখানে মুখ্যমন্ত্রী প্রয়োজনীয় পদক্ষেপ নিতে নির্দেশ দেন। এর পাশাপাশি আরও ১৭টি গুদাম নির্মাণ করবে খাদ্য ও সরবরাহ দপ্তর।

প্রসঙ্গত, ২০১০-১১ সালে রাজ্যের গুদামে খাদ্যশস্য রাখার ক্ষমতা ছিল ৬২০০০ মেট্রিক টন। বর্তমানে সেই ক্ষমতা বেড়ে ৬.১০ লক্ষ মেট্রিক টনে পৌঁছেছে। ভবিষ্যতে এই ক্ষমতা আরও বাড়ানো হবে রাজ্য সরকারের সহায়তায়।

The Bengal Food and Supplies department will set up district-level monitoring committees in all the districts of Bengal to monitor the distribution of essential food grains across the state. The committee will also ensure that the people are getting quality food grains.

Bengal Chief Minister’s brainchild ‘Khadya Sathi’ has brought a revolution across the state as 8.34 crore people from Bengal have already been covered under this scheme. Around 91 percent of the state’s total population is getting rice and wheat at a subsidised rate of Rs 2 per kg.

Earlier, the department had a capacity of storing 62,000 metric tonne food grains but many more godowns have come up with a total capacity of holding more than 6 lakh metric tonne of food grains. The department has a target of setting up godowns with a total capacity of 14 lakh metric tonnes.

The state government has also increased the allotment of funds for procuring more food grains.

 

খাদ্যশস্য বণ্টনের ওপর নজরদারি করতে প্রতি জেলায় গড়া হবে মনিটারিং কমিটি

খাদ্যশস্য বণ্টনের ওপর নজরদারি করতে প্রতি জেলায় রাজ্য খাদ্য ও সরবরাহ দপ্তর গড়বে মনিটারিং কমিটি। খাদ্য ও সরবরাহ মন্ত্রী বলেন, প্রতিটি জেলার সদরে একটি করে মনিটারিং কমিটি গড়া হবে। এই কমিটি নজর রাখবে রেশন ব্যাবস্থার ওপর। বিশ্ব খাদ্য দিবসের অনুষ্ঠানে তিনি এই কথা বলেন।

খাদ্যশস্যের গুনমানের ওপরেও নজর রাখবে এই কমিটি। রেশন দোকান ও অন্যান্য যেসব কেন্দ্রগুলিতে খাদ্যশস্য বণ্টন করা হয়, সেগুলি পরিদর্শন করবে এই কমিটি।

মুখ্যমন্ত্রীর সাধের ‘খাদ্য সাথী’ প্রকল্পের দৌলতে রাজ্যে বিরাট পরিবর্তন এসেছে। ইতিমধ্যেই এই প্রকল্পের আওতায় ৮.৩৪ কোটি মানুষ এসেছে। এই প্রকল্পের সুবিধা পাচ্ছে প্রায় রাজ্যের ৯১শতাংশ মানুষ। উপকৃত হয়েছে সিঙ্গুর, পাহাড় ও জঙ্গলমহলের জনসাধারণ। এই প্রকল্পের আওতায় মানুষ ২ টাকা কেজি দরে চাল পায়।

প্রসঙ্গত, উত্তরবঙ্গের টোটো উপজাতিকে সম্পূর্ণ বিনামুল্যে চাল, ডাল ও অন্যান্য খাদ্যশস্য দেওয়া হয়।

In a unique initiative, the state Food and Supplies department has tied up with the Health department to distribute free food grains among mothers and their newborns suffering from malnutrition.

Under this new scheme, the Food Supplies department will distribute various food grains including rice, pulses, wheat and soyabean among mothers and their children on the basis of the list provided by the state 2.

The State Food and Supplies Minister said that a pack weighing around 9 kg of food grains will be supplied for the mothers and their babies suffering from malnutrition every month. They would be able to avail the service for one year since a mother gives birth to a child and suffers from malnutrition. One packet will be distributed among each family in a month and they will be able to avail the benefits for one year.

 

অপুষ্টিতে আক্রান্ত মা ও শিশুদের ফুড প্যাক দেবে রাজ্য সরকার

একটি অভিনব উদ্যোগে রাজ্য খাদ্য ও সরবরাহ দপ্তর জোট বেঁধেছে স্বাস্থ্য দপ্তরের সঙ্গে যাতে করে অপুষ্টিতে আক্রান্ত মা ও শিশুদের খাদ্য সরবরাহের পরিকল্পনা করা যায়। এই নতুন প্রকল্পে, খাদ্য সরবরাহ দপ্তর চাল, ডাল, গম, সোয়াবিন বিতরণ করবে মা ও শিশুদের রাজ্য সরকারের তৈরি করা লিস্ট অনুযায়ী।

খাদ্য মন্ত্রী বলেন, ৯ কিলো ওজনের একটি ফুড প্যাক দেওয়া হবে প্রতি মাসে মা ও শিশুদের। ওই পরিবারগুলি এই পরিষেবা পাবে ১ বছর। স্বাস্থ্য দপ্তর খাদ্য ও সরবরাহ দপ্তরকে একটি লিস্ট দেবে যেখানে অপুষ্টিতে আক্রান্ত মা ও শিশুদের নাম নথিভুক্ত থাকবে, যার ওপর ভিত্তি করে এই প্যাকেজ তৈরি করা হবে।

এই প্যাকে থাকবে ১কিলো চাল, ২কিলো ডাল (দুরকম), ১কিলো সোয়াবিন, ১কিলো গম। এই প্যাক তৈরিতে সরকারের খরচ হবে ৪৫০টাকা। মন্ত্রী বলেন, আরও একটি নতুন প্রকল্প আসবে সোনাগাছির যৌনকর্মীদের জন্য, এইচআইভি আক্রান্ত, কুষ্ঠ পীড়িতদের জন্য। এদেরও বিনামুল্যে খাদ্য শস্য প্রদান করা হবে। একটি স্পেশ্যাল টিম তৈরি করা হবে যারা এদের বাড়ি বাড়ি গিয়ে ফুড প্যাক বিতরণ করবে।

The Bengal Food and Supplies department has decided to transfer money for procurement of paddy directly to the bank account of farmers.

The step has been taken so that farmers do not get unnecessarily harassed while collecting cheques and again while depositing them in the Branch in which they have their accounts. Moreover, the system was time consuming.

With the introduction of the mechanism of direct transfer of money to their respective accounts, they do not have to wait for the cheque to get cleared. They just need to go to their banks and update their pass books to check whether the money is showing in the available balance of their account or not.

The State Food & Supplies Minister, said: “The new system of transferring money directly to the account of farmers would get introduced by mid December.”

Meanwhile, the State Food & Supplies department has constituted four Vigilance Squad Teams for inspection of godowns in different districts.

At the beginning of every Kharif season, the department needs to inspect the store houses in districts to tally the report given by them on the remaining stock of food grain and the reality.

This time four teams have been constituted and they started the inspection from Friday. The officials found that the report given on the remaining stock was correct during the inspection that was carried out in South 24-Parganas on Friday.

The inspection was conducted in South Dinajpur on Saturday. The State Food & Supplies Minister said: “Inspection would be carried out in distributor and dealer level this time. If needed, the department may also take the help of the Criminal Investigation Department and local police.”

The State Food Department has set up six ration shops outside the gates of five closed tea gardens, so that the tea garden workers, along with the people living in the fringe areas of those five closed tea gardens, can get the benefit of procuring ration from those shops.

State Food Minister Jyotipriya Mullick said in the Assembly lobby that these ration shops have been set up by the Food Department, each at a cost of Rs 6.24 lakh. The minister said that ration shops have been set up outside Red Bank, Surendranagar, Dekhlapara, Dalmore and Kathalguritea tea gardens, with two being set up outside Kathalguri.

The Minister alleged that during the Left Front tenure, tea garden managers were given charge of ration shops and “after we came to power we found out that these managers most of the time failed to distribute ration evenly among the closed tea garden workers, which led to starvation.”

The Minister further said that his department has chosen some efficient self-help groups to run these ration shops and that these groups are now effectively running the ration shops outside these closed tea gardens.

At present, 1.03 lakh workers, their family members and those living adjacent to these closed tea gardens are the beneficiaries of Chief Minister Mamata Banerjee’s special package of rice at Rs 2 per kg. He said Rs 1,080 crore is being spent on the special package and a total of 3.28 lakh people are the beneficiaries of this package.

The West Bengal Government is taking initiative to start Food Security schemes all over the State by the coming August. The new schemes have already been implemented South Dinajpur in April and Coochbehar in May.

This month, Uttar Dinajpur will be brought under this scheme and by July, it will be implemented in Nadia, Maldah, Jalpaiguri, Howrah and Hooghly.

Through this scheme, around 6.01 crore people in the State, below poverty line, will get rice at Rs 2/kg.

Incidentally, the West Bengal Government now pay subsidy to provide rice at Rs 2/kg to 3.28 crore people in the State.

Since, the scheme will be operated through ration shops, those will be also under strict vigil and will not be able to do any illegal selling of stocks.

The State Government had made a survey last year and the names of the beneficiaries are being listed according to the survey report. The State Government will also provide digital ration cards to the people who will be under this scheme.

The names of the people enlisted under this scheme are also being put up in the website of the state Food Department for transparency.

In 2014, West Bengal Essential Commodities Supply Corporation (WBECSC), under the state food and supplies department, had launched its own retail chain of commodities, to promote exclusive products of the state in agriculture and food sector, with a distribution outlet in Kolkata called ‘Roudra Brishti’.

The government is now planning to take ‘Roudra Brishti’ outlets to the districts so that people of the entire State can benefit. The state food and supplies department had called for tenders from various municipalities in the State and got a fabulous response. Several municipalities like Coochbehar, Jalpaiguri, Suri, Nabadwip, Barasat, Madhyamgram have expressed interest.

At these outlets while consumers will get branded commodities at discounted prices, producers of agricultural products will also get a fair price. Currently, average daily transactions at ‘Roudra Brishti’ outlets is worth Rs 50000. They register monthly profit of Rs 10-12000 as per the minister.

Food and Supplies Minister Jyotipriyo Mullick said, “We did not set up ‘Roudra Brishti’ with profit in mind. Our aim is to provide goods to people at a fair price. We are glad these outlets are making profits.”
