Bangla’s tableaux, rejected by Centre, to be displayed in Kolkata

The Bangla Government had proposed the idea of showcasing Kanyashree, Sabujshree and Jal Dharo Jal Bharo in the State’s tableaux for the Republic Day parade in New Delhi. After the proposal was rejected by the Centre, the government has now decided to showcase the tableaux in the State’s Republic Day function in Kolkata

The significance and impact that these schemes and projects have had on Bangla, both socially and environmentally, are profound and widespread. They have helped to make the common people more aware. All of them champion important causes – empowerment of women, protection of environment and conservation of water.

The tableaux have been planned on a grand scale and hence would be a feast for the eyes. It is hoped that they would become popular with the people. the Centre may have rejected Bangla’s idea, but the people of the State always have the greatest of love and respect for the Maa-Mati-Manush Government of the State.

Foundation stone of State’s first Hindi University laid

Bangla Chief Minister Mamata Banerjee today laid the foundation stone of the first Hindi University in the State. The university will come up at Arupara in Howrah district.

The CM also inaugurated and laid the foundation stones for several other projects on the occasion. She also distributed benefits of various schemes to people from the stage.

Highlights of her speech:

Who could have thought the State Secretariat would be relocated to Howrah? We did it.

Swasthya Bhavan will be shifted to a 3 acre plot behind Nabanna soon. The work for DPR has begun.

Who could have thought, a helipad would come at Dumurjola? We have already set up 30 new helipads across the State.

New airports have come up at Malda, Balurghat, Andal and Cooch Behar. One more is coming up at Purulia.

Whenever someone from outside visits Kolkata, they say the city has progressed. This is poriborton. But a few jealous people refuse to acknowledge the change that has happened in the State.

Bangla’s Kanyashree scheme won the first prize from UN. Bangla is No. 1 in the world.

There is 50% reservation for women in local bodies. Women get maternity leave for 731 days.

We have done away with income ceiling for Kanyashree scheme. Everyone is eligible for the scholarship now.

We have distributed Sabooj Sathi cycles. 72 lakh SC/ST students have received Sikshashree scholarships. 2.12 crore minority students have also received scholarships, the highest in India.

58 lakh OBC students are now pursuing higher education. We have started Swami Vivekananda Merit scholarships for general caste students.

Before we came to power in 2011, there were only 12 universities in Bangla. We have set up 28 new universities in the last seven and half years. We laid the foundation for one more today. 10 more universities are in the pipeline.

We have done away with khajna tax and mutation fees on agricultural land.

We have waived off mutation fees on inherited land. You need not to go gazetted officers for attestations anymore. Our government has started self-attestations.

State Govt pays the full premium for crop insurance. The State Govt is funding the scheme entirely, not the Centre.

72 lakh farmer families will benefit from the Krishak Bandhu scheme.

We give financial assistance of Rs 5000 to pregnant women. We send ‘Matri Jaan’ to ferry mothers to hospitals.

Not only Bangla, people from Bihar, Jharkhand, Odisha also come to our State for free healthcare.

We have brought 7.5 crore people under Swasthya Sathi scheme. We are not a part of Ayushmaan Bharat scheme. It is hogwash.

We have issued the Swasthya Sathi cards in the name of women, recognising them as the head of the family. Even her parents will be eligible for insurance with that card.

Today we have laid the foundation stone for drinking water supply projects worth Rs 1488 crore. Another project worth Rs 1100 crore will be initiated tomorrow at Bankura.

Swapner Bhor scheme to provide employment-linked training to Kanyashree beneficiaries

The State Government’s flagship Kanyashree Scheme is now being extended, to provide training to the Kanyashree beneficiaries to make them employable.

Chief Minister Mamata Banerjee, who had given the name ‘Kanyashree’ has given the name to this scheme too – Swapner Bhor. Under this scheme, K2-level Kanyashree beneficiaries, that is, those who have crossed the age of 18 years, would be given the technical training.

Giving the above details, the State Women & Social Welfare Minister said that the scheme would be implemented soon. The training would be provided in collaboration with the Technical Education, Training and Skill Development (TET&SD) Department.

The K2-level Kanyashree beneficiaries get Rs 25,000, provided they satisfy two clauses – they should remain unmarried and should continue their studies. Now they would be provided technical training alongside their studies so that they don’t face much trouble getting gainful employment.

The training would be provided as per two categories – technical and mechanical. A K2 beneficiary has to apply online for any one branch, through the State Government’s Kanyashree website.

After the applications are accepted, the applicants would be provided counselling – regarding the course contents, benefits and types of employment opportunities available.

Every course would entail 300 hours of training. The trainees would be given a daily stipend of Rs 50. There are currently around 16 lakh K2 beneficiaries. Beneficiaries in the districts as well as in Kolkata would be given the training.

Massive improvement in public library infrastructure in Bangla

Today is National Library Day. Over the last seven years, the public library infrastructure in Bangla has undergone a sea-change.

The Directorate of Library Services of the State Government has been doing a lot to spread the light of knowledge to students across Bangla. Under the Trinamool Congress Government, the directorate has started several new services and programmes.

Significant achievements:

Public Library Day: Public Library Day in West Bengal for the year 2013-2014 observed in a befitting manner for the first time

Public awareness of Kanyashree: Public libraries raising awareness on iconic State Government projects like Kanyashree

Encouraging women: ‘Women’s Corners’ designated in many government and government-sponsored libraries to increase access to women readers including neo-literates, particularly in areas dominated by minorities and other marginalised segments of population

‘Read Your Own Book’ section: New initiative taken to open ‘Read Your Own Book’ section in State Central Library, where anybody with little or no space to read at home may come to the library with their own books

Improving infrastructure for backward castes: Emphasis being given on improvement of infrastructural facilities in the SC, ST, OBC and minority-concentrated areas, and the Hill Areas of Darjeeling district

Increase in funds for needy regions: Quantum leap in fund released for needy regions – Rs 3 crore for more than 125 public libraries in the Jangalmahal region, Rs 5 crore for more than 135 libraries in the Hill Areas of Darjeeling district, more than Rs 13 crore for libraries situated in the SC and ST-dominated areas

Study centres: Steps taken for opening of study centres in seven government public libraries for availing the study materials of Netaji Subhas Open University and of various competitive examinations; career guidance programmes held

Information centres: Information centres set up in several district, town and sub-divisional libraries

Plan to improve libraries: Long-term planning initiated to improve library services of the State; final report submitted to government recommending the short-term, mid-term and long-term measures that need to be taken up

Computer connection: More than 400 libraries given computers with internet connection for the benefit of the readers

Salary through account transfer on first day of month: Now salaries of all employees of all government-sponsored public libraries disbursed on the first day of every month directly in the individual employee’s name through public sector banks

Kanyashree & Sabuj Sathi earn Supreme Court’s high praises

The Bengal Government’s flagship girl child empowerment scheme, Kanyashree, a brainchild of Chief Minister Mamata Banerjee, has now earned the praise of the Supreme Court too.

A bench of judges of the highest court expressed this opinion during a hearing. The Trinamool Congress counsel in court said that 34 lakh schoolgirls have benefitted from the scheme.

The bench was also full of praises for Sabuj Sathi, the scheme in which bicycles are presented to all school students, both girls and boys, for travelling to school, often from long distances.

Fuel Price Hike: Abhishek Banerjee walks home as a mark of protest

The Trinamool Congress and several associations today took part in a huge protest rally at the foot of the Mahatma Gandhi statue on Mayo Road. Speakers highlighted the plight of the common man in the face of all essential prices going up because of the incessant rise in petrol and diesel prices. The rally culminated with a speech by All-India Trinamool Youth Congress President Abhishek Banerjee, in which he exhorted those present to continue with the protest by boycotting all transport and walking home from the protest rally.

 

Highlights of Abhishek Banerjee’s speech:

At the very beginning, I want to announce a special decision. After the culmination of today’s meeting, we are going to walk home and boycott transport to protest the fuel price hike. Those who are willing may please join us in this protest.

The prices of petrol and diesel have been going up every day for the past 16 days. There is no abatement, there is no compensation. This is affecting the prices of almost everything, hurting the common man badly. Very soon, thanks to the Modi government at the Centre, the price of petrol will reach a century. Before that, we must try to bowl the team out, so that the woes and suffering of the people all over the country will cease.

One after the other, the Modi government has been pursuing anti-people policies. But let me tell you, the Trinamool Congress is not a party that will welt to this continuous onslaught. With every new threat, we stand steadfast and know how to counter each of them. They promised “achhe din”, they promised jobs, they promised so many things…but all this is just talk. Very unlike what the Trinamool Congress has been able to do under the leadership of Mamata Banerjee. We have delivered what we have promised.

They are trying to dictate what the people should wear, what to eat, where to go, where to not go, whom to speak with, whom to meet – is this the freedom that people should be subjected to? For every juncture of one’s life, one is required to produce Aadhaar card. Is this not curbing one’s freedom and right to privacy? These are policies that the our party is vehemently against. We stand for the welfare of the people. That is our primary concern.

Another protest against the fuel price hike will be held by the Trinamool Youth Congress on May 31 in a similar manner. We will not stop till there is relief for the common man. The Karnataka poll outcome has sounded their farewell bell. We will bid them the remaining goodbye with the vote in 2019.

 

20 schemes that transformed Bengal in the last seven years

After coming to power in 2011, Chief Minister Mamata Banerjee and her Trinamool Congress Government have created a whole host of developmental schemes for the people of Bengal. As a result, the state has seen progress like never before.

As Maa, Mati, Manush Government completes seven years, let us take a look at 20 schemes that have transformed Bengal in the last seven years:

1. Kanyashree

One of the landmark programmes of the Trinamool Congress Government, the Kanyashree Prakalpa, launched in 2013, is a scheme for empowering the girl child through enabling their education and thus, preventing their marriage at an early age. It has three components, names K1, K2 and K3, for those in school, after school and in post-graduation, respectively.

The scheme has brought more than 48 lakh adolescent girls under its fold covering over 16,600 institutions across every corner of Bengal.

2. Sabuj Sathi

Sabuj Sathi is a scheme, launched in 2015, for gifting bicycles to students of classes IX, X, XI and XII, both boys and girls, to make it easier for even those living in far-off places, to come to school and go back home conveniently. The green-coloured bicycles have noticeably improved attendance and have proved to be a tool of student empowerment, just like Kanyashree.

There have been 70 lakh beneficiaries (that is, 70 lakh bicycles have been distributed) till date.

3. Khadya Sathi

Through the Khadya Sathi Scheme, launched in 2016, the State Government is ensuring food security for the people of the state, the hallmark of the scheme being giving 5 kilogram (kg) of rice or wheat per family member per month at Rs 2 per kg. There are special arrangements under this scheme for those below the poverty line, affected by the Cyclone Aila, working in tea gardens, living in the Jangalmahal region, those in Singur whose farmlands were snatched away for setting up industries by the Left Front Government, and a few other categories.

8.66 crore people, comprising about 90.6 per cent of the state’s population, have been covered under this scheme.

4. Sabujshree

Sabujshree is an innovative scheme which connects two noble causes – protecting the environment and promoting girl children. Under the scheme, launched in 2016, the mother of a new-born girl child is handed over saplings for free to plant in some place where it can be taken care of – so the tree grows up under her care just like her girl child. 15 lakh seedlings have been distributed so far.

5. Shikshashree

Shikshashree is a scholarship scheme, begun in 2014, for scheduled caste (SC) category students from classes V to VIII. The scholarship is being paid directly into the bank accounts of the students. During financial years 2014-17, almost 38 lakh students were covered under this scheme.

6. Gatidhara

Through the Gatidhara Scheme, launched in 2014, the government provides loans of upto Rs 10 lakh on easy instalment basis to enable people to buy cars, small trucks, etc. for commercial use, with a subsidy of 30 per cent or up to Rs 1 lakh over the sanctioned loan while repaying the loan. Families with a monthly income of Rs 25,000 or less qualify for financial support under this scheme.

As of March 2017, the total number of beneficiaries covered is 13,393 and the amount of subsidy disbursed is Rs 125 crore.

7. Gitanjali

Gitanjali is a housing scheme, introduced in 2011, meant for providing shelter to people belonging to economically weaker sections (EWS). A grant of Rs 70,000 is provided to a beneficiary in the plains whereas Rs 75,000 is provided to a beneficiary from the Hills region, the Sundarbans and Jangalmahal.

Till March 2017, benefits have been extended to 2 lakh 98 thousand 745 families.

8. Lok Prasar Prakalpa

The scheme, Lok Prasar Prakalpa was started in 2014 to rejuvenate the folk arts of Bengal coupled with the aim of disseminating social messages and information on the various developmental schemes run by the State Government. Folk artistes between 18 and 60 years of age receive a retainership fee of Rs 1,000, and in addition an opportunity for four performances per month, with Rs 1,000 paid for each. Senior artistes, that is, those above 60, receive a similar sum as monthly pension.

As of March 2017, benefits have been extended to nearly 1.94 lakh folk artistes.

9. Fair Price Medicine Shops

The purpose of Fair Price Medicine Shops (FPMS) or (in Bengali) ‘Najyamuller Aushadher Dokan’, first established in 2012, is to ensure round-the-clock availability of quality medicines, consumables, surgical items, implants, etc. at pre-approved discounted rates over the maximum retail price (MRP), to enable people from all economic backgrounds to buy them. These types of medicine shops are located at State Government-run hospitals and medical college-cum-hospitals.

Till March 2017, 112 Fair Price Medicine Shops have been set up, selling goods at discounts of 48 to 78 per cent on the MRP. As of December 2016, the total sales have been Rs 1,331 crore and patients availed discounts worth Rs 829 crore, with 2.93 crore prescriptions being served from these facilities.

10. Shishu Sathi

Shishu Sathi Prakalpa is a programme which was launched (in 2013) for providing free-of-cost operations for children up to the age of 18 years, covering the treatment of congenital cardiac diseases, cleft lip/palate and club foot. It is available at all State Government hospitals having paediatric facilities and at three private hospitals, namely, RN Tagore International Institute of Cardiac Sciences, BM Birla Heart Research Centre (both in Kolkata) and Durgapur Mission hospital.

About 12,000 children have received treatment through this scheme, so far.

11. Shishu Aloy

Shishu Aloys, launched in 2012, are a type of advanced Anganwadi Centres, aimed at making children ready for school at the age of 6 years. Here, children are prepared for schools in every possible way as well as provided with nutritious food; they also get medical assistance.

As of March 2017, 2,000 Shishu Aloys were developed across all districts and two more at the Dum Dum and Alipore Correctional Homes to facilitate children of inmates. On November 25, 2017, which is celebrated by the State Government as Shishu Aloy Dibas, 10,000 more Shishu Aloys were inaugurated across Bengal.

12. Pathasathi

The project consists of developing wayside facilities for travellers on national and state highways and other important roads, named ‘Pathasathi’, run by self-help groups, societies, West Bengal Tourism Development Corporation (WBTDC) or certain designated agencies. Each of these has a bathroom, a passenger’s waiting room, family rooms and a restaurant. A total of 67 such facilities are being constructed.

13. Swasthya Sathi

Swasthya Sathi, announced in 2016, is a cashless group health insurance scheme (that is, including families) for all those employed by the State Government’s departments, both permanently and part-time. It is meant for various categories of employees like panchayat functionaries, para-workers like ASHAs, anganwadi workers and civic police volunteers, contractual, part-time and daily wage earners under various departments, teachers and non-teaching staff of primary schools, secondary schools and government-aided madrasahs, and others.

As of March 2017, there were more than 35 lakh beneficiaries and their families enrolled. Later, in September, the benefits were extended to include a total of 55.5 lakh more government employees and volunteers and their families.

14. Sabala

Sabla is a scheme, begun in 2011, for adolescent girls, which aims to improve the nutritional and health status of girls between 11 to 18 years of age and equip them with life skills training and knowledge on family welfare, health and hygiene, and information and guidance on existing public services. It is being implemented on a pilot basis in seven districts namely, Cooch Behar, Jalpaiguri, Alipurduar, Malda, Nadia, Kolkata and Purulia through 29,444 Anganwadi Centres from 141 ICDS projects.

The benefits of the Sabla Scheme have reached 12.72 lakh girls between the ages of 11 and 18 years.

15. Anandadhara

The Anandadhara Scheme, initiated in 2012, is an anti-poverty programme for the rural poor, implemented through the organising of women into self-help groups (SHG). The number of blocks involved in the programme has increased from 32 during financial year 2012-13 to 158 during 2016-17, and consequently, the number of SHGs has increased from 3.18 lakh to 4.58 lakh, respectively. During 2016-17, the credit accessed from banks was Rs 3,329.81 lakh, against a target of Rs 3,274.9 lakh (101.68%)

16. Yuvashree

Yuvashree was launched in 2013 to extend financial assistance of Rs 1,500 per month to 1 lakh of the job seekers registered in the employment bank portal, launched earlier by the government, selected on the basis of criteria like education (those who have passed at least eighth standard) and age group (beneficiaries must be in the age group of 18 to 45 years). The recipients of the allowance are required to use it for training, vocational or otherwise, which will make them fit for employment.

17. Samabyathi and Baitarani

Samabyathi is a scheme, notified in 2016, for providing money to the next of kin of poor people in rural regions for organising their funerals. Rs 2,000 is paid disbursed per funeral. Since the introduction of the programme, 25,478 households have been benefited by this initiative and a sum of Rs 5.1 crore has so far been disbursed.

18. Swabalamban

Swabalamban is a scheme implemented through NGOs and companies for imparting vocational training to socially marginalised and distressed women, victims of trafficking, sex workers, the transgender community and women in moral danger, in the age
group of 18 to 35 years; if necessary, the upper age limit for such category of women is relaxed up to 45 years.

Beneficiaries successfully placed at renowned outlets like Wow Momo, Pantaloons, Kothari, Au Bon Pain and others. Thirty Kanyashree beneficiaries have been trained under the Swabalamban Scheme by Brainware as unarmed security guards, out of whom 16 have been successfully placed in different organisations.

19. Khelashree

The Khelashree Scheme, inaugurated in 2017, is a developmental initiative to encourage sporting activities. As per the scheme, Madhyamik and Higher Secondary schools, High Madrasahs, colleges, universities, all clubs from the first to the fifth divisions of the Kolkata League and all clubs and sports institutions which have been getting annual financial aids from the State Government, would be given five footballs each.

20. Safe Drive Save Life

The Safe Drive Save Life programme was started in 2016 to bring down road accidents in the State. It has been appreciated by the Supreme Court recently.

As a result of the programme, the number of road accidents in the state has reduced by 19.52 per cent. Naturally, the number of deaths and cases of injury have also come down by 11.5 per cent and 14 per cent, respectively.

Special Mention – Mission Nirmal Bangla

Bengal has constructed the most number of toilets as well as used up the highest amount of funds for constructing toilets. In 2013, Nadia became the first ODF district in India. The state reported 21,324 villages as ‘Declared ODF’, covering 1,929 GPs, till May 17, 2017, which is the highest in the country.

This initiative of the State Government achieved international recognition when it was selected as the first place winner for the 2015 United Nations Public Service Award in the category of ‘Improving the Delivery of Public Services’.

 

Kanyashree: A revolutionary welfare scheme for girl children

Since coming to power in 2011, Chief Minister Mamata Banerjee has been striving to bring about real change in the lives of women, among other things. For this, the Trinamool Congress Government has brought about numerous schemes and strengthened the policing system.

The foremost among the schemes is undoubtedly Kanyashree, a highly innovative approach to secure the life of the girl child, something for which the government has received numerous international accolades including the United Nations Public Service Award last June.

Kanyashree Scheme:

  • It was started on October 1, 2013 with the inspiration of the Chief Minister to put an end to child marriages in the state.
  • More than 40 lakh girls from about 15,500 institutions – schools, madrasahs, colleges, universities including open universities, vocational training schools, and even sports training centres – have benefitted till now.
  • More than 5,000 girls have been provided training in self-defence.
  • In North 24 Parganas district, a special educational and self-awareness programme called Kanyashree Dishari (meaning ‘Kanyashree path-finders’) has been started, involving Kanyashree Scheme beneficiaries.
  • Many Kanyashree beneficiaries are being given training for getting scholarships and for skill development.

কন্যাশ্রী – নারী ক্ষমতায়নে এক যুগান্তকারী প্রকল্প

২০১১ সালে ক্ষমতায় আসে মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়ের অধীনে তৃণমূল কংগ্রেস সরকার রাজ্যের শাসনভার গ্রহণ করে। তারপর থেকে প্রতি ক্ষেত্রে বাংলা এগিয়ে চলেছে উল্লেখযোগ্য ভাবে।
নারী ও শিশুদের ওপর অবহেলা, অপরাধ দেশের অন্যান্য অঞ্চলে যেখানে বেড়েই চলেছে, সেখানে এ রাজ্যে সরকার নারী ও শিশুদের উন্নয়নে নিয়ে অসাধারন প্রকল্প সমুহ। এই প্রকল্পগুলির অসাধারন সাফল্যও মাত্র এই ছ’বছরেই দেখা গেছে।

কন্যাশ্রী প্রকল্প:

  • মুখ্যমন্ত্রীর অনুপ্রেরণায় ২০১৩ সালের ১লা অক্টোবর এই প্রকল্প চালু হয়। এই প্রকল্পের উদ্দেশ্য বাল্যবিবাহ রোধ করা
  • রাজ্যের প্রতি অঞ্চলের প্রায় ১৫,৫০০ প্রতিষ্ঠান – প্রথা বহির্ভূত বিদ্যালয়, মাদ্রাসা, কলেজ, মুক্ত বিশ্ববিদ্যালয় এবং বিশ্ব বিদ্যালয় বৃত্তিমূলক প্রশিক্ষণ কেন্দ্র, শিল্প প্রশিক্ষণ, এমনকি ক্রীড়া প্রশিক্ষণ কেন্দ্রের প্রায় ৪০লক্ষ কিশোরীকে এই প্রকল্পের অধীনে আনা হয়েছে।
  • ৫০০০-এরও বেশী মেয়েকে আত্মরক্ষার প্রশিক্ষণ দেওয়া হয়েছে।

Bengal bags e-governance award for Sabuj Sathi, excise

Another feather has been added to Mamata Banerjee’s hat. Bengal’s Sabuj Sathi scheme and e-excise project have received the national award in e-governance. These projects were adjudged the best among 950 projects from 28 States. Union Department of Personnel Training wrote to the Bengal Government about these awards.
In 2013-14, Bengal had won the national award in e-governance for e-taxation. The State had also been honoured for the Kanyashree scheme. Now, the scheme of free cycle distribution has received national acknowledgement. 70 lakh cycles have been distributed so far, all through e-governance. The whole process, starting from procurement to the distribution of cycles, is done online. Sabuj Sathi scheme has brought about a social revolution in the State.
On the other hand, the state government started the e-excise project for regulating the sale of alcohol. Procurement and sale of alcohol is completely online. Bar coding system has been introduced. How much alcohol has been sold, what is the stock left with the retailer, all details are stored online. Revenue collection from excise has also increased as a result (from Rs 3,000 crore in 2013-14 to Rs 5,226 crore in 2016-17. The figure will reach Rs 8,700 crore in 2017-18).
Representatives from States like Haryana, Uttar Pradesh, Tripura and Assam have come to Bengal to study the e-excise project, so that it can be implemented in their States also.
After assuming power, Mamata Banerjee had laid a lot of stress on e-governance. E-tendering system was launched in 2012; the finance ministry follows the Integrated Financial Management System. Recently, files have been done away with and e-office system was launched by the government.

 

সবুজ সাথী, ই-আবগারি পেল জাতীয় ই-গভর্ন্যান্স পুরস্কার

অন্য সব রাজ্যের সঙ্গে প্রতিযোগিতায় রাজ্য সরকারের সবুজ সাথী প্রকল্প এবং ই-আবগারি প্রজেক্ট জাতীয় ই-গভর্ন্যান্স পুরস্কার ছিনিয়ে নিল। ২৮টি রাজ্য ও কেন্দ্রীয় সরকারের ৯৫০টি প্রকল্পের মধ্যে পশ্চিমবঙ্গের এই পুরস্কার প্রাপ্তির কথা চিঠি দিয়ে নবান্নকে জানিয়ে দিল কেন্দ্রীয় সরকারের ডিপার্টমেন্ট অব পার্সোনেল ট্রেনিং (ডিওপিটি)। এই পুরস্কারই যে মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়ের সাফল্যের মুকুটে আরও একটি পালক, তা আর বলার অপেক্ষা রাখে না।
২০১৩-১৪ সালে রাজ্য সরকার ই-ট্যাক্সেশনের জন্য জাতীয় ই-গভর্ন্যান্স অ্যাওয়ার্ড পেয়েছিল। সেই বছর কন্যাশ্রী প্রকল্পের জন্য সামাজিক ক্ষেত্রে ওই পুরস্কার দিয়েছিল কেন্দ্রীয় সরকার। এবার ছাত্রছাত্রীদের সাইকেল প্রদান অর্থাৎ সবুজ সাথী প্রকল্প সেই সম্মান পেল। এই প্রকল্পের ৭০ লক্ষ ছাত্রছাত্রীকে সাইকেল দেওয়া হয়েছে। সবটাই হয়েছে ই-গভর্ন্যান্সের মাধ্যমে। সেখানে সাইকেল কেনা থেকে সাইকেল বিলি সবটাই হয় অনলাইনে। সমস্ত হিসেব রাখা হয় কম্পিউটারে। এই সাইকেল বিলি আর্থসামাজিক ক্ষেত্রে বিপুল পরিবর্তন এনে দিয়েছে। পুরোটাই মমতা বন্দ্যোপাধ্যায়ের মস্তিষ্কপ্রসূত।
অন্যদিকে দেশি ও বিদেশি মদ বিক্রির প্রক্রিয়া নিয়ন্ত্রণে আনার জন্য ই-আবগারি প্রজেক্ট নেয় অর্থদপ্তর। মদ উৎপাদন বা আমদানি থেকে দোকানের বিক্রি, সবটাই হয় অনলাইনে। চালু হয়েছে বার কোডিং সিস্টেম। এর ফলে ভেজাল মদ নিয়ন্ত্রণ করা গিয়েছে। কোথায় কত মদ বিক্রি হচ্ছে, পাইকারি বিক্রেতার কাছে কত স্টক আছে, তার হিসেব থাকছে কম্পিউটারে। ই-আবগারি প্রজেক্টের অধীনে এক্সাইজ থেকে রাজস্ব আদায়ও অনেটা বেড়ে গিয়েছে। ২০১৩-১৪ আর্থিক বছরে যেখানে এই আদায় ছিল তিন হাজার কোটি টাকা, সেখানে ২০১৬-১৭ আর্থিক বছরে তা বেড়ে হয়েছে ৫২২৬ কোটি টাকা। বর্তমান আর্থিক বছর ২০১৭-১৮ তে তা বেড়ে কমপক্ষে ৮৭০০ কোটি টাকা দাঁড়াবে বলে আশা করা হচ্ছে।
হরিয়ানা, উত্তরপ্রদেশ, ত্রিপুরা ও অসম থেকে অফিসাররা ই-আবগারি সিস্টেম দেখতে এসেছিলেন। তাঁরা এখানকার সিস্টেম তাঁদের রাজ্যে লাগু হবে বলে রাজ্য সরকারের কর্তাব্যক্তিদের জানিয়েছেন।
মমতা বন্দ্যোপাধ্যায়ের সরকার ক্ষমতায় আসার পর ই-গভর্ন্যান্সের উপরে জোর দেওয়া হয়। ২০১২ সালে চালু হয় ই-টেন্ডার সিস্টেম। অর্থদপ্তরে চালু হয়েছে ইন্টিগ্রেটেড ফিনান্সিয়াল ম্যানেজমেন্ট সিস্টেম (আইএফএমএস)।বর্তমানে ফাইল প্রথা তুলে দিয়ে চালু হয়েছে ই-অফিস।

Bengal Govt to involve SHGs to manufacture low-cost sanitary napkins

Women in Purulia district have managed to destroy taboos related to the monthly cycle, through a project that aims at providing better sanitation and hygiene. It also allows some women to earn money. An SHG in Jaipur Purulia, has taken up the work of manufacturing sanitary napkins.
Last year in June, the District Rural Development Cell (DRDC) and UNICEF jointly mooted a proposal for a sanitary napkin production centre at Purulia to provide cheap sterilised napkins and advocacy on personal hygiene. The DRDC fulfilled the infrastructure requirements while UNICEF offered technical support. A pilot project was started in Jaipur in Purulia. ASHA workers have been roped in to distribute the end products.
Each month, the 30 women work on the two sterilisation machines to produce about 900 sanitary napkin packets. Besides retailing, the centre supplies napkins for hospitals, schools and SHGs.
A plan has been made to include the Kanyashree girls in the distribution list.

 

 

সস্তায় ন্যাপকিন তৈরী করবে স্বনির্ভর গোষ্ঠী

 

রাজ্য সরকার পুরুলিয়ার প্রত্যন্ত এলাকার গ্রামের মহিলাদের জন্য সস্তায় স্যানিটারি ন্যাপকিন তৈরীর প্রকল্প চালু করল। এবং এগুলি তৈরী করবে পুরুলিয়ার প্রত্যন্ত গ্রামের মহিলারাই। এতে কর্মসংস্থান যেমন হবে, পাশাপাশি গ্রামের মহিলারা অত্যন্ত কম দামে নিরাপদ স্যানিটারি ন্যাপকিনও পাবে।
স্যানিটারি ন্যাপকিন ব্যবহারের ক্ষেত্রে এখনও উন্নত দেশগুলির মহিলাদের তুলনায় বেশ কিছুটা পিছিয়ে আমাদের দেশের মহিলারা। তাই, ন্যাপকিন ব্যবহারের ক্ষেত্রে মহিলাদের সচেতন করতে এগিয়ে এল জয়পুর সমবায় ও কৃষি উন্নয়ন সমিতি। এই ধরনের স্যানিটারি ন্যাপকিন বানানোর জন্য জয়পুর এলাকার বেশ কয়েকটি স্বনির্ভর গোষ্ঠীর মহিলাদের প্রশিক্ষণ দিয়ে নিজে হাতে নিরাপদ উপায়ে কীভাবে স্যানিটারি ন্যাপকিন তৈরী করবে, তা হাতে কলমে দেখানো হয়।
জয়পুর সমবায় দপ্তরের প্রশিক্ষণ ভবনে প্রাথমিকভাবে এই প্রকল্পের ‘পাইলট প্রোজেক্ট’ শুরু হয়েছে। প্রসঙ্গত, কয়েকদিন আগেই রাজ্য সরকারের স্বাস্থ্য দপ্তরের উদ্যোগে রাজ্যের প্রতিটি এলাকায় আশা কর্মীদের মাধ্যমে মেয়েদের সস্তায় ভর্তুকিযুক্ত স্যানিটারি ন্যাপকিন বিলি করার প্রকল্প শুরু হয়েছে।
এই প্রকল্পে ভবিষ্যতে রাজ্য সরকারে ‘কন্যাশ্রী’ প্রকল্পে নাম লেখানো ছাত্রীদের অন্তর্ভুক্ত করার পরিকল্পনা আছে।
