Rural infrastructure projects under RIDF
Various infrastructural projects under three broad categories – agriculture and related sectors, social sector and rural connectivity sector – are implemented by the State Government, through the Panchayats and Rural Development (P&RD) Department, under the scheme of Rural Infrastructure Development Fund (RIDF). The government is financially assisted in this regard by the National Bank for Agriculture and Rural Development (NABARD).
Projects under RIDF are implemented through the Zilla Parishads, Siliguri Mahakuma Parishad and the Gorkha Territorial Administration (GTA).
During financial year (FY) 20170-18, till January 2018, proposals for 45 new projects (44 roads and one bridge) have been taken up for inclusion under RIDF, along with 64 spill-over projects. Of these, till January 2018, 59 projects have been sanctioned. For many, the work has also been started to be executed. Thus, proposals for the maximum number of proposals received from the various districts are regarding improvement of rural roads.
During 2017-18, a new initiative has been taken for the repair and maintenance of rural roads previously undertaken under RIDF and other schemes (except PMGSY). More than 2,500 km of roads is expected to be covered under this programme.
গ্রামীণ পরিকাঠামো উন্নয়ন তহবিল
গ্রামীণ পরিকাঠামো উন্নয়ন তহবিলের মাধ্যমে তিনটি বিভাগে গ্রামীণ পরিকাঠামো সংস্কারের প্রকল্প নেওয়া হয়েছে। তিনটি বিভাগ হল, কৃষি ও কৃষি বিষয়ক, সামাজিক ও গ্রামীণ যোগাযোগ। অর্থ দপ্তর নাবার্ডের মাধ্যমে এই তহবিলের জন্য আর্থিক সহায়তা করছে।
প্রকল্পের গুরুত্ব নিরধারন করে ঋণের শতাংশ ৮০ থেকে ৯৫ এর মধ্যে থাকে। বাকি টাকা রাজ্য সরকার প্রদান করে থাকে তার বাজেট বরাদ্দ থেকে।
শিলিগুড়ি মহকুমা পরিষদ ও জিটিএর অধীনের জেলা পরিষদগুলির মাধ্যমে পঞ্চায়েত ও গ্রামোন্নয়ন দপ্তর এই প্রকল্পগুলির কাজ সম্পন্ন করে থাকে। এক্ষেত্রে যেসব প্রকল্পের কাজ নেওয়া হয়, সেগুলি হল, রাস্তা, সেতু, নিকাশি, শিশু শিক্ষা কেন্দ্র, মাধ্যমিক শিক্ষা কেন্দ্র, গ্রামীণ বাজার, অঙ্গনওয়াড়ি কেন্দ্র নির্মাণ। তবে জেলাগুলি থেকে সবথেকে বেশী আবেদন আসে গ্রামীণ রাস্তা নির্মাণের।
২০১৭-১৮ অর্থবর্ষে জানুয়ারি ২০১৮ পর্যন্ত ৪৫টি নতুন প্রস্তাব গৃহীত হয়েছে (৪৪টি রাস্তা ও ১টি সেতু) যাতে ব্যয় হবে ১৯৬.৯৪ কোটি টাকা। এর জন্য নাবার্ডের থেকে ১৫৪.৬২ কোটি টাকা ঋণ চাওয়া হয়েছে। জানুয়ারি ২০১৮ পর্যন্ত ৫৯টি প্রকল্প বাবদ ১৬৫.২৯ কোটি টাকা অনুমোদন করা হয়েছে। এর মধ্যে কিছু প্রকল্পের কাজ ইতিমধ্যেই শুরু হয়ে গেছে। বাকি কাজ গুলিও খুব তাড়াতাড়ি শুরু হবে।
২০১৭-১৮ অর্থবর্ষে ২০১৮র জানুয়ারি পর্যন্ত ১০১.৬৫ কোটি টাকা দেওয়া হয়েছে চালু প্রকল্পগুলির জন্য। এছাড়া রাস্তা মেরামতি ও রক্ষণাবেক্ষণও করা হয়ে থাকে এই তহবিলের সাহায্যে।
