Mamata Banerjee writes to Centre regarding 15th Finance Commission
In the light of the grave injustice that is assumed to be meted out to Bengal, Chief Minister Mamata Banerjee has written to the Central Government to reconsider its decision amending the census year to be considered by the XV Finance Commission for distribution of revenues by the Centre to the States, from 1971 to 2011.
According to the Chief Minister, this step by the Centre of moving its population base year would disincentivise the good governance of many States such as Bengal, which have managed to bring down the population burden.
Population is one of the criteria for determining the share of each State in the divisive pool. All the States and Union Territories are collectively allocated 42 per cent of the Central taxes collected each financial year. The remaining 58 per cent is for the Centre to use for national purposes.
She has stated in the letter, dated April 20, that if implemented, this step would result in Bengal losing between Rs 22,000 crore and Rs 35,000 crore from 2020-2025 (the period of implementation of the XV Finance Commission). This will cause huge deprivation to the State.
Mamata Banerjee has said that the move to change the base year had been done without consulting the States, which is against the spirit of the federal structure of the Nation.
According to the Chief Minister’s letter, the loss would be even more crucial for Bengal because of its huge debt burden, inherited from the Left Front regime.

কেন্দ্রের অদ্ভুত নিয়মে ক্ষতির মুখে পড়তে চলেছে রাজ্য। জনসংখ্যার ভিত্তিতে পঞ্চদশ অর্থ কমিশনের সুপারিশে আগামী ৫ বছরে ২৫ থেকে ৩০ হাজার কোটি টাকার কেন্দ্রীয় বরাদ্দ থেকে বঞ্চিত হতে চলেছে রাজ্য। রাজ্যের প্রতি এই বৈষম্যের প্রতিবাদ জানিয়ে প্রধানমন্ত্রীকে চিঠি দিলেন মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়।
ওই চিঠিতে তিনি লিখেছেন, পশ্চিমবঙ্গ ৬-৭ বছর ধরে বিভিন্ন সামাজিক প্রকল্প নেওয়ায় জনসংখ্যা বৃদ্ধি নিয়ন্ত্রণে এসেছে। তাতে যদি কেন্দ্রের বরাদ্দ কমে যায় তা রাজ্যের প্রতি অবিচার হবে বলে মনে করেন তিনি।
প্রসঙ্গত, এতদিন ১৯৭১ সালের জনগণনার ওপর ভিত্তি করে বিভিন্ন সামাজিক প্রকল্পের জন্য কেন্দ্রীয় বরাদ্দের অনুমোদন হত। কিন্তু, এবার পঞ্চদশ অর্থ কমিশন ২০১১ সালের জনগণনার ওপর ভিত্তি করে অর্থ বরাদ্দের সুপারিশ করেছে। তাতেই এই বিপত্তি। শুধু পশ্চিমবঙ্গেই নয়, দেখা যাচ্ছে, কেরল, কর্ণাটক, তামিলনাড়ুর মতো অ-বিজেপি শাসিত রাজ্যগুলোই এই বঞ্চনার কোপে পড়েছে। অথচ উত্তরপ্রদেশ, বিহার, ঝাড়খণ্ডের ক্ষেত্রে বরাদ্দ বেড়েছে।
মুখ্যমন্ত্রীর বক্তব্য, এ রাজ্যে কন্যাশ্রী, রূপশ্রীর মতো প্রকল্প নেওয়ায় ১৮ বছরের কমবয়সী মেয়েদের বিয়ের সংখ্যা কমেছে। দুটির বেশী সন্তান নেওয়ার ক্ষেত্রেও নিয়ন্ত্রণ এসেছে। বেড়েছে শিক্ষার হার। ফলে ২০১১ নয়, ১৯৭১ সালের ভিত্তিতেই অর্থ বরাদ্দ করা হোক।
