‘Jaya He’ programme dedicated to all hard working police personnel: Mamata Banerjee
With the success of the Kanyashree Scheme in the international arena, ‘women’s empowerment’ has been adopted by the Kolkata Police as the theme for their programme ‘Jaya He’. Chief Minister Mamata Banerjee was present at the programme.
On June 24, the Chief Minister received on behalf of the Bengal Government the Asia-Pacific region first prize at the United Nations Public Service Awards ceremony in the Netherlands for the Kanyashree project, which is her brainchild.
In all, 22 policemen and 12 policewomen performed in the programme, ‘Jai Ho’. The reason behind selecting the theme of women’s empowerment is to make girl children more aware about the opportunities available to them in Bengal, so that they can become self-dependent. At the same time, the presentation of this theme will also reflect on how girls from the State are becoming successful in all walks of life.
Last year, the ‘Jaya He’ programme on August 19 had featured 63 police personnel, including 12 female cops who participated in a performance directed by eminent dancer Alokananda Roy. The theme was the ‘Safe Drive, Save Life’ programme of the Kolkata Police. ‘Safe Drive, Save Life’ is another initiative devised by Mamata Banerjee.
Excerpts of the Chief Minister’s speech:
The police ensure our safety and security. They sacrifice their happiness for our well-being. They cannot devote enough time to their families. They serve the people day in and day out. They work tirelessly, without any rancour.
They are part of the rescue operations during floods. They help in disaster management during natural disasters. They take initiatives to prevent accidents. They are responsible for the maintenance of law and order. It is incumbent on us to treat them with a little sensitivity, humanity.
We started the ‘Jaya He’ programme in 2013. The name was conceived from the last line of the National Anthem. This evening is dedicated to all the hardworking police personnel. This is our way of showing our gratitude to them and saluting their conviction and courage.

কন্যাশ্রী সাফল্য থেকে অনুপ্রাণিত হয়ে কলকাতা পুলিশের অনুষ্ঠানের থিম নারীর ক্ষমতায়ন
প্রত্যেক বছরের মত এবছরও কলকাতা পুলিশ আয়োজন করেছে ‘জয় হে’ অনুষ্ঠানের। এবছরের থিম হল নারীর ক্ষমতায়ন। আন্তর্জাতিক স্তরে কন্যাশ্রীর সাফল্য থেকে অনুপ্রাণিত হয়ে কলকাতা পুলিশ এই সিদ্ধান্ত নিয়েছে। আজ নেতাজি ইন্ডোর স্টেডিয়ামে এই অনুষ্ঠানে উপস্থিত ছিলেন মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়।
গত ২৪শে জুন নেদারল্যান্ডের হেগ শহরে রাষ্ট্রসংঘের এক অনুষ্ঠানে ৬২টি দেশের ৫৫২টি জনকল্যাণমূলক প্রকল্পের মধ্যে বাংলার কন্যাশ্রী প্রকল্প জিতে নেয় প্রথম পুরস্কার। রাজ্য সরকারের প্রতিনিধি হিসেবে মুখ্যমন্ত্রী গ্রহণ করেন সেই পুরস্কার।
২২ জন পুরুষ ও ১২ জন মহিলা পুলিশকর্মী অংশগ্রহণ করেন ‘জয় হে’ সাংস্কৃতিক অনুষ্ঠানে। এই অনুষ্ঠানের থিম নারীর ক্ষমতায়ন করার একটি কারণ হল সচেতনতা বৃদ্ধি করা। গত বছর ‘জয় হে’ অনুষ্ঠানটির থিম ছিল ‘সেফ ড্রাইভ সেভ লাইফ’।
মুখ্যমন্ত্রীর বক্তব্যের কিছু অংশ:
পুলিশই কিন্তু আমাদের সকলকে নিরাপত্তা দেয়, সুরক্ষা দেয়। তাদের জীবনে আনন্দ খুব কম। এমনকি তাদের পরিবার পরিজনের এটা সবচেয়ে বড় গুরুত্বপূর্ণ দিক, তারা সময় দিতে পারে না পরিবারে। তা সত্ত্বেও পরিবার পরিজনরা তাদের ছেড়ে দেন মানুষের কাজ করবার জন্য।
কাজ করতে করতে কখন দিন হয়, কখন রাত হয়, কখন সকাল হয়, কখন দুপুর হয়, কখন বিকাল হয়, কখন সন্ধ্যা হয়, কখন নিশিরাত পেরিয়ে প্রত্যূষ আসে, অনেকেই আমরা বুঝতে পারি না। পুলিশের পরিবার’রাও বুঝতে পারে না। কিন্তু, তা সত্ত্বেও তাঁদের মধ্যে কোনও ক্লান্তি নেই, কোনও ক্ষেদ নেই, কোনও দুঃখ নেই, তাকে এগিয়ে চলতে হবে সমুখ পানে, ঠিক ডাকহরকরার মতন।
তাঁকে অন্ধকারে একটা টর্চ জ্বালিয়ে এগিয়ে চলতে হবে, বন্যা আসলে জলেও মানুষকে খুঁজে দিতে হবে। দুর্যোগ হলে, দুর্ভোগ হলে, তাকে এগিয়ে আসতে হবে। এক্সিডেন্ট হলেও এক্সিডেন্টের হাত থেকে বাঁচাবার জন্য তাঁকে উদ্যোগ নিতে হবে। চুরি ডাকাতি যাতে না হয়, তার জন্য তাকে প্রখর দৃষ্টি রাখতে হবে। আমরা যদি একটু ভালবাসা, একটু স্নেহ, একটু মানবিকতা, তাদের জন্য তুলে দিতে না পারি, তাহলে আমাদের আক্ষেপই থেকে যাবে।
এই ‘জয় হে’ অনুষ্ঠান আমরা ২০১৩ সাল থেকে করি। জয় হে নাম’টা কেন দেওয়া হল? জয় হে মানে ‘জয় জয় জয় জয় হে’ একটা ধাপ। অর্থাৎ আমরা তো সবসময় তাদের সমালোচনা করি; একটু পান থেকে চুন খসলে আমরা অনেক কথাই বলি। কিন্তু, আমরা কখনও বলি না, জয় জয় জয় হে। ওদের একটু জয় হে বলবার জন্যই আজকের এই সন্ধ্যাটা বাছা।
আসুন, ওদের সকলকে আমরা আমাদের অভিনন্দন জানাই, ভালবাসা জানাই, শুভেচ্ছা জানাই সমস্ত পুলিশ পরিবার’কে। পুজোর আগে দুর্গোৎসবের অনেক শুভেচ্ছা জানিয়ে যাই। খুব ভালো থাকুন, অনেক অনেক ধন্যবাদ, নমস্কার। জয় হিন্দ।
