Kanyashree acclaimed for e-Governance
Ever since Mamata Banerjee led Maa, Mati, Manush Government took office, the Bengal Government has been leading the strife to digitise the process of governance. These efforts have been recognised with various awards, specially in the spheres of e-governance, e-taxation and digitisation of financial and welfare schemes.
One of the key reasons for the Bengal Government’s flagship scheme, Kanyashree, bagging the large number of awards and receiving such recognition is that it has been digitally managed from the day of its founding, making it more accessible and transparent. The NIC has developed the software for free; there was no pilot project or dry run. The project had gone live and online from day one and without digitisation, it wouldn’t have been possible to encompass 41 lakh beneficiaries.
Any girl student wishing to join the scheme has to fill up a government form manually and get it certified by the head of the institution that she satisfies the criteria that family income is within Rs.1.20 lakh and that she is unmarried. The bank is now ready to open an account for the candidate. The institution uploads the data online, which will be accepted only if it carries a legitimate bank account number. Existing infrastructure to pay salaries has come in handy for the Kanyashree project. As of 2015, there were 15,613 institutions which have started Kanyashree and 7,000 had e-connectivity. Schools and colleges in remote areas without e-connection have been empowered to avail of the community centre services, which have been set up by the panchayat department for online data entry for its various schemes.
The scheme in itself has been celebrated on a number of competitive forums for its e-governance aspect.
It has won
(a) Manthan Award for Digital Inclusion for Development (South Asia and Asia Pacific) 2014 under the category of E-Women and Empowerment
(b) National E-governance Award 2014–2015 awarded by the Department of Administrative Reforms and Public Grievances, Government of India,
(c) Order of Merit Award, 2015 for Smart Governance,
(d) CSI-Nihilent Award for e-governance, 2014-15,
(e) United Nations WSIS Prize 2016 Champion in e-Government Category
The accolades received by the scheme are indicative of its huge success and the massive change it has been able to herald in Bengal. The state, earlier known to be affected by high incidence of child marriage, has now emerged as a ground for women empowerment and increased incidence of secondary and higher education among women.
Achieving this has been no mean task, and the farsightedness of the Chief Minister’s e-governance aim has shown and paved the way to it.
ই-গভার্নেন্সের জন্য বিশ্ববন্দিত কন্যাশ্রী
মমতা বন্দ্যোপাধ্যায় মুখ্যমন্ত্রী হওয়ার পর থেকে ই-গভার্নেন্সের ওপর দিয়েছেন এবং বাংলাকে এগিয়ে নিয়ে চলেছেন। রাজ্য সরকারের ই-গভরনেন্স, ই-ট্যাক্সেশন, অর্থনৈতিক ও সমাজ কল্যাণমূলক প্রকল্প পেয়েছে বিভিন্ন পুরস্কার ও স্বীকৃতি।
পশ্চিমবঙ্গের গর্ব কন্যাশ্রী প্রকল্প যে এত সাফল্য অর্জন করেছে তার মূল কারন প্রথম দিন থেকেই ডিজিটাল পদ্ধতিতে কাজ হয়েছে এই প্রকল্পের। এর ফলে প্রকল্পতে এসেছে স্বচ্ছতা। NIC একটি সফটওয়্যার তৈরি করে সম্পূর্ণ বিনামুল্যে। কন্যাশ্রী প্রথম দিন থেকে ছিল ডিজিটাল, নয়তো এত কম সময়ে ৪১ লক্ষ মেয়েকে এর আওতায় আনা সম্ভব ছিল না।
যারা এই প্রকল্পে আবেদন করতে চায় তাদের একটি ফর্ম ফিল আপ করতে হবে ও সেটা তাদের শিক্ষা প্রতিষ্ঠানের প্রধানকে দিয়ে অনুমোদন করাতে হবে। এর ফলে প্রমানিত হবে সে অবিবাহিতা ও তাঁর পরিবারের বার্ষিক আয় ১,২০০০০ টাকার কম। এরপর ব্যাঙ্কে তার একটি খাতা খোলা হবে। এবার ওই শিক্ষা প্রতিষ্ঠান ব্যাঙ্কের খাতার নম্বর ও বাদ বাকি তথ্যাদি অনলাইনে পেশ করবে।
২০১৫ সাল পর্যন্ত ১৫,৬১৩ টি প্রতিষ্ঠান কন্যাশ্রী প্রকল্পে যোগ হয়েছে, যার মধ্যে ৭০০০টি প্রতিষ্ঠানে ছিল ইন্টারনেট সংযোগ। প্রত্যন্ত অঞ্চলে যেসব স্কুল কলেজে ইন্টারনেট সংযোগ নেই, তারা যোগাযোগ করেন কমিউনিটি সেন্টারে। এই সেন্টারগুলি তৈরি করেন ওই অঞ্চলের পঞ্চায়েত দপ্তর বিভিন্ন প্রকল্পের জন্য অনলাইন ডেটা এন্ট্রি পরিষেবা দিতে।
ই-গভরনেন্সের জন্য কন্যাশ্রী প্রকল্প বিভিন্ন পুরস্কার পেয়েছে।

৫. ই-গভার্নেন্সের জন্য ২০১৬ সালে পায় United Nations WSIS Prize 2016 Champion সম্মান পায় কন্যাশ্রী প্রকল্প।
এই বিপুল জনপ্রিয়তা থেকে সহজেই বোঝা যায় এই প্রকল্প কি পরিমাণ সফল এবং রাজ্যের সামাজিক জীবনে এনেছে কতটা পরিবর্তন। মুখ্যমন্ত্রীর দূরদর্শিতায় এই প্রকল্পটি প্রথম থেকে ই-গভার্নেন্সের মাধ্যমে চালানোয় আজ এই প্রকল্প সাফল্যের শিখরে।
