Jal Dharo Jal Bharo Scheme – A successful programme for water conservation
Jal Dharo Jal Dharo is a flagship scheme of the Trinamool Congress Government, overseen by the Water Resources Investigation and Development (WRI&D) Department.
The Jal Dharo Jal Bharo Abhiyan was launched in 2011 with the objective of conserving precious water resources through all kinds of water bodies, viz. tanks, ponds, reservoirs, canals, etc., and through artificial recharging of underground water via rooftop rainwater harvesting. These conservation measures, in turn, provide wage security for rural people through labour-intensive jobs.
Besides preserving naturally formed bodies of water, the department is engaged in the creation of water bodies through the construction of water detention structures and re-excavation of tanks and other water bodies. Check dams, water harvesting tanks, surface flow minor irrigation schemes, etc. are being constructed for arresting surface run-off water for utilisation in supplementary irrigation and for other purposes during dry spells.
Apart from agricultural activities, pisciculture and animal husbandry are being promoted for using these water bodies, resulting in additional income for rural people.
The excavation and re-excavation work is also being engaged in under the NREGA programme in convergence with the Panchayats and Rural Development (P&RD) Department. Mass awareness campaigns are regularly conducted by the State Government regarding the importance of conserving water.
During financial year 2018-19, excavation and re-excavation of 3,370 water bodies will be taken up.
Some achievements of Administrative Calendar 2017
Minor irrigation projects: The potential of minor irrigation projects has been created across 74,606 hectares through new installations and through the revival of 2,305 minor irrigation schemes.
Minor irrigation projects in arid districts: Minor irrigation schemes numbering 786, with an irrigation potential of 25,311 hectares, have been completed across the arid districts of Birbhum, Bankura, Purulia, Jhargram and Paschim Medinipur.
Renovation of tanks: As part of the Jal Dharo Jal Bharo Scheme, 37,146 tanks (reservoirs) have been created and/or renovated, out of which 8,327 have been by the WRI&D Department and 28,819 in convergence with the P&RD Department.
জল ধরো জল ভরো – জল সংরক্ষণের এক অভিনব প্রকল্প
২০১১-১২ অর্থবর্ষে জল ধরো জল ভরো অভিযানের সূচনা করা হয়। এই অভিযানের মূল উদ্দেশ্য জলের যথাযথ সংরক্ষণ করা। তার জন্য ট্যাঙ্ক, পুকুর, রিসারভার, খাল ইত্যাদি তৈরী করা।
এই প্রকল্পের মাধ্যমে এর মাধ্যমে একদিকে জল সংরক্ষণ যেমন করা হচ্ছে, তেমনই যারা পুকুর কাটছে সেই দিনমজুররাও কাজের মাধ্যমে মজুরি পাচ্ছেন।
প্রাকৃতিক জলাশয়গুলির সংরক্ষণের পাশাপাশি, ওয়াটার ডিটেনশন সেন্টার কাঠামো তৈরী ও ট্যাংক এবং অন্যান্য জলাশয়ের পুনরায় খননের মাধ্যমে এই দপ্তর জলাশয় তৈরীর কাজও করছে। জল ধরে রাখার জন্য চেক বাঁধ, জল সংগ্রহের ট্যাংক, ভূপৃষ্ঠস্থ ছোটখাট সেচ প্রকল্প ইত্যাদি নির্মাণ করা হচ্ছে, যাতে পরে দরকার মত ওই জল সেচ ও বিভিন্ন প্রকল্পে ব্যবহার করা যায়।
কৃষি কাজ ছাড়াও, মৎস্যচাষ, ও পশু প্রতিপালনের কাজেও এই জলাশয়গুলি ব্যবহার করার পরামর্শ দেওয়া হচ্ছে, যাতে গ্রামীণ মানুষের আয় বাড়ে।
১০০ দিনের কাজের অধীনে ট্যাঙ্ক ও বিভিন্ন জলাশয়ের খনন, পুনঃখননের কাজ করা হয় পঞ্চায়েত ও গ্রামোন্নয়ন দপ্তরের সহযোগিতায়। এ বিষয়ে ব্যাপক জনসচেতনতা কর্মসূচী চালু হয়েছে সারা রাজ্য জুড়ে। ২০১৮-১৯ অর্থবর্ষে, বিভিন্ন প্রকল্পের মাধ্যমে ৩,৩৭০টি জলাশয় খনন করা হবে।
২০১৭ সালের প্রশাসনিক ক্যালেন্ডারের সাফল্য
বিভিন্ন প্রকল্পের অধীনে ২,৩০৫টি ক্ষুদ্র সেচ প্রকল্প বাস্তবায়িত করার ফলে ৭৪,৬০৬ হেক্টর জমিতে ক্ষুদ্র সেচের সম্ভাবনা তৈরী হয়েছে।
জল ধরো জল ভরো প্রকল্পের অধীনে ৩৭, ১৪৬ ট্যাঙ্ক তৈরী করা হয়েছে, যার মধ্যে ৮,৩২৭ ট্যাঙ্ক তৈরী হয়েছে পঞ্চায়েত ও গ্রামোন্নয়ন দপ্তরের সহযোগিতায়।
বীরভূম, বাঁকুড়া, পুরুলিয়া, ঝাড়গ্রাম ও পশ্চিম মেদিনীপুরের মত রুক্ষ অঞ্চলে ৭৮৬টি বিভিন্ন ধরনের ক্ষুদ্র সেচ প্রকল্পের অধীনে ২৫,৩১১ হেক্টর জমিতে সেচের সম্ভাবনা তৈরী হয়েছে।
