E-governance and citizen-centric services
The State Land and Land Reforms (L&LR) Department has taken various measures to enable e-governance. These e-governance services can be accessed from the departmental website, www. banglarbhumi.gov.in. The important ones are described below.
E-Bhuchitra
Through e-mapping, all land records have been digitised, which can easily be accessed by everyone on the departmental website.
E-Nathikaran
By combining the property maps and other documents obtained from the e-bhuchitra service with the data obtained from land registration records, the department is wrapping up the process of mutation across the state. It has been completed in 344 blocks.
Land documents with digital signatures are being distributed from the land revenue offices of these 344 blocks. The state of progress can be checked from the department’s website. The dates of mutation-related hearings are now sent by SMS.
Of the 68,348 villages in Bengal, digital maps have been created for 67,522 villages. Of these, in the case of 52,272 villages, the digitised maps have been attached to land documents of the residents.
Due to e-governance, the time span for mutation and transfer of land has reduced from 60 to 120 days to 45 to 60 days. In the cases of changes in the character of plots, the hearings and subsequent efforts are over for the majority of plots. During financial year (FY) 2017-18, 19.58 lakh mutations and 56,000 cases of changes in the character of plots have been resolved.
Information centres have been opened at every land revenue office in every block, where all information is provided from between 5 to 15 minutes.
The Trinamool Congress Government has brought e-governance in order that all land-related work is done more skillfully and with complete transparence.
ই-গভর্নেন্স ও নাগরিক কেন্দ্রিক পরিষেবা বিতরণ
ভূমি ও ভূমি সংস্কার দপ্তর সাধারণ মানুষের খাতিরে নানারকম ই-গভর্নেন্স সংক্রান্ত উদ্যোগ নিয়েছে।
ই-ভূচিত্র- এই প্রকল্পের দ্বারা রাজ্যের সর্বত্র ভূমির রেকর্ড ওয়েব ভিত্তিক সংযোজন করা হয়েছে এবং তা সাধারণ মানুষ খুব সহজেই http://banglarbhumi.gov.in ওয়েব সাইটে দেখতে পারবেন|
ই-নথিকরণের সাথে সংযোজন- ই-ভূচিত্র দ্বারা প্রাপ্ত জমির দলিল এবং রেজিস্ট্রিকরণ দ্বারা প্রাপ্ত নথি সংযোজন করে যত তাড়াতাড়ি সম্ভব মিউটেশন প্রক্রিয়া শুরু করে দেওয়ার কাজ ইতিমধ্যে ৩৪৪ টি ব্লকে চলছে।
মিউটেশন প্রক্রিয়ার হাল হকিকত জানতে হলে সাধারণ মানুষ বিভাগীয় ওয়েব সাইট (http://banglarbhumi.gov.in) দেখতে পারবেন।মিউটেশন প্রক্রিয়া সম্পর্কিত শুনানির বিজ্ঞপ্তি এখন স্বয়ংক্রিয় পদ্ধতিতে এস এম এসে চলে যায়।
ডিজিটাল স্বাক্ষর প্রত্যয়িত ভূমি সংক্রান্ত নথি ৩৪৪ ব্লক ভূমি রাজস্ব অফিস থেকে বিলি করা শুরু হয়েছে।
৬৮,৩৪৮টি গ্রামের মধ্যে ৬৭,৫২২টির মানচিত্র ডিজিটাল করা হয়েছে এবং ৫২,২৭২টি মানচিত্র ভূমি দলিলের সাথে সংযোজিত করা হয়েছে।
মিউটেশন ও জমির হস্তান্তকরণ প্রক্রিয়া ত্বরাম্বিত করা হয়েছে। আগে যা করতে ৬০-১২০ লাগত তা এখন ৪৫-৬০ দিনে করা হচ্ছে।জমির চরিত্রের রদবদলের ক্ষেত্রে শুনানি এবং সংযুক্ত প্রক্রিয়া অনেকাংশে সরল করা হয়েছে। ২০১৭-১৮ অর্থবর্ষে ১৯.৫৮ লাখ মিউটেশন এবং ৫৬ হাজার জমির চরিত্রের রদবদলের ঘটনা মীমাংসা করা হয়েছে।
প্রত্যেকটি ব্লক ভূমি রাজস্ব অফিসে তথ্য সেবা কেন্দ্র খোলা হয়েছে। ৫ থেকে ১৫ মিনিটের মধ্যে যাতে সাধারণ মানুষ সঠিক তথ্য পান তার ব্যবস্থা করা হয়েছে।
এই সরকার তথ্য প্রযুক্তি এবং ই-গভর্নেন্স-র প্রতি জোর দিয়েছে যাতে ভূমি সংক্রান্ত যেকোনও বিষয়ে আরও বেশি দক্ষতা ও স্বচ্ছতার সাথে কাজ সম্পন্ন করা যায়।
