Bengal Panchayat system strengthened by ISGP, show assessment reports
In order to expedite the developmental initiatives for the improvement of social economic conditions of rural masses in Bengal, the capacity of the Panchayat functionaries is being strengthened through the dedicated programme – Institutional Strengthening of Gram Panchayat – ISGP by the Panchayat and Rural Development department of the Bengal Government.
2With the purpose of developing selected Gram Panchayats as strong delivery institutions, enabling them to deliver various services effectively and efficiently, the project is funded by the World Bank through soft loans.
In the first five years, the support was restricted to around 1000 Gram Panchayats in nine districts the State, under ISGP-I, which have shown better performances following assessment based on some objective criteria.
Now, the projects ISGPP –II is running in the State and a total of Rs 318,65 crore has been released under this project till January 2018 during FY 2017-18, The budget proposal for this project for the FY 2018-19 has been Rs 319 crore.
Bengal Government is committed to the welfare of people living in rural areas, and the success of the ISGP programme is a testimony to that commitment.
পঞ্চায়েতের প্রাতিষ্ঠানিক উন্নয়নে সাফল্য
পঞ্চায়েত অঞ্চলে কিছু নির্দিষ্ট প্রকল্পের মাধ্যমে গত ছয় বছরে গ্রামীণ জনসাধারণের আর্থ-সামাজিক অবস্থার উন্নতির জন্যে একটি প্রকল্প শুরু করা হয়েছে। যার পোশাকি নাম আইএসজিপি (ইনস্টিটিউশনাল স্ট্রেন্থেনিং অফ গ্রাম পঞ্চায়েত) বা গ্রাম পঞ্চায়েতের প্রাতিষ্ঠানিক সশক্তিকরণ। রাজ্য সরকারের পঞ্চায়েত ও গ্রামোন্নয়ন দপ্তর এই কাজ করছে।
বিশ্ব ব্যাঙ্ক থেকে পাওয়া সফট লোনের মাধ্যমে গ্রাম পঞ্চায়েতগুলিকে যথেষ্ট দক্ষ করে তোলাই এই প্রকল্পের উদ্দেশ্য, যাতে তারা উন্নয়নমূলক কাজ আরও ভালো ভাবে সুসম্পন্ন করতে পারে।
গত পাঁচ বছরে, আইএসজিপি-১ প্রকল্পের অধীনে ৯টি জেলায় ১০০০টি গ্রাম পঞ্চায়েতকে এই সফ্ট লোন দিয়েছে বিশ্ব ব্যাঙ্ক। বর্তমানে আইএসজিপিপি-২ প্রকল্পের কাজ চলছে। ২০১৭-১৮ অর্থবর্ষে জানুয়ারি, ২০১৮ পর্যন্ত এই প্রকল্পে ৩১৮.৬৫ কোটি টাকা ব্যয় হয়েছে।
এই প্রকল্পে ২০১৮-১৯ সালের বাজেটে ৩১৯ কোটি টাকা ধার্য করা হয়েছে।
