Bengal CM forms 11-member Health Regulatory Commission
Bengal Chief Minister Mamata Banerjee today announced the formation of a 11-member West Bengal Health Regulatory Commission that will arbitrate complaints of medical negligence filed under The West Bengal Clinical Establishment (Registration, Regulation and Transparency) Act.
The Commission will also will monitor the billing and performance of the private hospitals and nursing homes in the state. The new law, aimed at ensuring transparency in functioning and activities of private clinical establishments, was passed in the state assembly on March 3 and signed by the Governor on Thursday.
Besides monitoring the activities of private hospitals and nursing homes, the new law also has the provision of imposing penalty on medical facilities in case of violation.
Justice Asim Kumar Roy, subject to the approval of Chief Justice of Calcutta High Court, will be Chairperson of the Commission. Members of the Commission will be Dr Sukumar Mukherjee, Dr Gopal Krishna Dhali, Dr Abhijit Chowdhury, Dr Makhanlal Saha, Dr Madhusudan Banerjee, Dr Maitreyee Banerjee, Sanghamitra Ghosh, Anuj Sharma, Praveen Tripathi and Madhabi Das.
Addressing reporters at Nabanna, the CM said: “Not all establishments are bad. This Commission is for those who are misusing healthcare. The government has a social responsibility. People must have a recourse to justice. Healthcare is not like promoting business. It is a service.”
“This law will show the way to the entire country. Every State must have a similar law,” she added.
১১ সদস্যের স্বাস্থ্য কমিশন গঠন করলেন মুখ্যমন্ত্রী
বিধানসভায় স্বাস্থ্য বিল পাশ হওয়ার ঠিক চোদ্দ দিনের মাথায় আজ গঠিত হল ১১ সদস্যের স্বাস্থ্য বিষয়ক কমিশন। ওয়েস্ট বেঙ্গল ক্লিনিক্যাল এস্টাব্লিশমেন্টস (রেজিস্ট্রেশন, রেগুলেশন অ্যান্ড ট্রান্সপারেন্সি) বিলটি গতকাল আইনে পরিণত হয়। স্বাস্থ্য পরিষেবায় স্বচ্ছতা আনতে, রোগীদের হয়রানি বন্ধ করতে ও চিকিৎসায় গাফিলতি রুখতে এই আইন।
রাজ্যের বেসরকারি হাসপাতাল ও নার্সিংহোমের বিলিং এর ওপর নজর রাখবে এই কমিশন। পাশাপাশি আইন লঙ্ঘন করলে হাসপাতালগুলির ওপর জরিমানা চাপাবে কমিশন।
কমিশনের চেয়ারম্যান হিসেবে বিচারপতি অসীম কুমার রায় এর নাম প্রস্তাবিত করেছে রাজ্য সরকার। কমিশনের বাকি সদস্যরা হলেন ডঃ সুকুমার মুখার্জি, ডঃ গোপালকৃষ্ণ ঢালি, ডঃ অভিজিত চৌধুরী, ডঃ মাখনলাল সাহা, ডঃ মধুসূদন সাহা, ডঃ মৈত্রীয়ী ব্যানার্জি। এছাড়া থাকছেন সঙ্ঘমিত্রা ঘোষ, অনুজ শর্মা, প্রবীণ ত্রিপাঠি ও মাধবী দাস।
নবান্নে একটি সাংবাদিক সম্মেলন করে মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায় বলেন, যারা স্বাস্থ্য পরিষেবার অপব্যবহার করছে তাদের জন্য এই ব্যবস্থা। স্বাস্থ্য প্রমোটিং এর মতন কোন ব্যবসা নয়। চিকিৎসা একটি সেবা। মানুষকে সুবিচার দেওয়া সরকারের সামাজিক কর্তব্য। মানুষকে সবরকম সুরক্ষা দিতে হবে।
তাঁর কথায় এই আইন আগামী দিনে দেশকে দিশা দেখাবে। সব রাজ্যে এই আইন প্রণয়ন করা উচিত বলে মন্তব্য করেন মুখ্যমন্ত্রী।
