Achievements of the Cooperation Department
Cooperatives comprise a major success story in Bengal. Empowering cooperatives societies, upgrading numerous societies to banks to overcome the problem of lack of banks in far-flung areas, and through loans from cooperative banks, creating lakhs of self-help groups (SHG) have enabled the rural populace of Bengal to enjoy an economic revival like never before.
In total, there are more than 28,000 cooperative societies having a membership of more than 78 lakh, and lakhs of self-help groups involving more than 18 lakh people.
Achievements during financial year 2017-18 (as on December 31, 2017)
New initiatives: As per the direction of Chief Minister Mamata Banerjee, initiatives have been taken to open 250 new banking points at cooperative societies in unbanked areas, enhance the total deposit of the cooperative sector from Rs 35,000 crore to Rs 1,00,000 crore, revive non-functioning cooperative societies, conduct timely and regular audit of such societies and enhance their memberships.
Crop loans: During financial year (FY) 2016-17, more than 50 per cent of crop loans, or Rs 3,018 crore, was extended by cooperative banks
Membership drives: A special initiative was taken to enhance membership of cooperative societies, as a result of which 1,51,602 new members have been enrolled by primary agricultural cooperative societies (PACS).
Crop loans: There are 23,70,281 Kisan Credit Card (KCC) holders and crop loans worth Rs 2,005.33 crore have been disbursed to 8,41,424 farmer-members.
Self-Help Groups (SHG): FY 2017-18 saw the creation of 1,721 SHGs and the credit-linking of 18,029 SHGs. Loans worth Rs 612.25 crore have been extended to SHGs.
Kharif marketing season (KMF): During KMS 2016-17, 28 lakh metric tonnes (LMT) of the 39 LMT of paddy procured was through cooperative societies.
Seed multiplication units: As part of the cooperative sector, 57 seed multiplication units have been set up; another three, involving Rs 1.14 crore, are to be completed soon.
Godowns: Four storage godowns, having a total capacity of 5,462 MT, have been constructed at a cost of Rs 2.73 crore.
Cold storages: Construction of six cold storages, having a total capacity of 49,000 MT, is going on at a cost of Rs 67.18 crore.
Samabay Bhavan: The purpose of Samabay Bhavans is to bring all the district offices and institutions of the cooperative sector under one roof to ensure smooth and hassle-free service. Bhavans in Bankura and Malda are under construction.
Sufala outlets: Sufala outlets are being opened across more and more districts to provide quality vegetables and grocery items to the masses at fair prices. For selling at these State Government-owned outlets, the government buys directly from the farmers thus helping them get remunerative prices. So far, 30 Sufala outlets have been opened across six districts and 70 Mobile Sufala outlets have been opened across seven districts.
Samabay Mela: ‘Samabay Mela 2017’ was organised from April 11 to 13, 2017 at Netaji Indoor Stadium, Kolkata to showcase the achievements and products prepared by the cooperative societies and self-help groups. At the function, Samabay Ratna, Samabay Bhushan and Samabay Shri awards were bestowed on cooperatives.
First-ever convention on cooperatives: The first convention on cooperatives in Bengal since independence was held on January 25, 2018 at the Netaji Indoor Stadium, Kolkata.
সমবায় দপ্তরের সাফল্য
গত ছয় বছরে রাজ্য সরকারের সমবায় দপ্তর সাফল্যের সঙ্গে কাজ করে চলেছে। ফলও মিলেছে আশানুরুপ।
দেখে নেওয়া যাক, এই দপ্তরের কিছু উল্লেখযোগ্য সাফল্যঃ-
- ২০১৬-১৭ সালে কৃষি ঋণের অর্ধেকটাই দিয়েছে সমবায় ব্যাঙ্ক। সমস্ত বেসরকারি ও রাষ্ট্রায়ত্ব ব্যাঙ্ক যেখানে সব মিলিয়ে ঋণ দিয়েছে ২৯৭০ কোটি টাকা, সেখানে সমবায় ব্যাঙ্ক এককভাবে ঋণ দিয়েছে ৩০১৮ কোটি টাকা।
- ২০১৭-১৮ সালে, সমবায় সমিতির সদস্য সংখ্যা বাড়ানোর বিশেষ উদ্যোগ নেওয়া হয়েছে। ফলস্বরূপ, ৩১শে ডিসেম্বর ২০১৭র মধ্যে প্রাথমিক কৃষি ঋণ সমবায় সমিতি ১,৫১,৬০২জন নতুন সদস্যর নাম নথিভুক্ত করেছে।
- ৩১শে ডিসেম্বর ২০১৭ পর্যন্ত কিষাণ ক্রেডিট কার্ড প্রাপকের সংখ্যা ২৩,৭০,২৮১ এবং ৮,৪১,৪২৪ কৃষককে ২০০৫.৩৩ কোটি টাকার শস্য ঋণ প্রদান করা হয়েছে।
- ২০১৭-১৮ অর্থবর্ষে ৩১শে ডিসেম্বর পর্যন্ত, ১,৭২১টি নতুন স্বনির্ভর গোষ্ঠী তৈরী করা হয়েছে এবং ১৮,০২৯ টি স্বনির্ভর গোষ্ঠীর সঙ্গে ক্রেডিট লিঙ্ক করা হয়েছে। ৬১২.২৫ কোটি টাকা ঋণ দেওয়া হয়েছে সমবায় গোষ্ঠীগুলিকে।
- ২০১৬-১৭ সালের খারিফ মরশুমে ৩৯ লক্ষ ধানের মধ্যে ২৮ লক্ষ মেট্রিক টন সমবায়ের মাধ্যমে সংগ্রহ করা হয়েছে।
- ৫৭ টি বীজ গুণ কেন্দ্র খোলা হয়েছে সমবায় দপ্তরের অধীনে। আরও তিনটি কেন্দ্র তৈরী করা হচ্ছে ১.১৪ কোটি টাকা ব্যয়ে।
- এই অর্থবর্ষে চারটি ৫,৪৬২ মেট্রিক টন ক্ষমতা সম্পন্ন গুদামঘর তৈরী করা হয়েছে ২.৭৩ কোটি টাকা ব্যয়ে। ৬৭.১৮ কোটি টাকা ব্যয়ে ৪৯,০০০ মেট্রিক টন ক্ষমতা সম্পন্ন ৬টি হিমঘর তৈরী করা হয়েছে।
- এই বছরে বাঁকুড়াতে সমবায় ভবন নির্মাণের কাজ শেষ হয়েছে। এই সমবায় ভবনগুলিতে সমবায় দপ্তরের সমস্ত জেলা অফিস ও প্রতিষ্ঠানগুলি এক ছাতার তলায় আসবে, ফলে, সাধারণ মানুষ সমবায় দপ্তরের সাহায্য পাবেন নির্বিঘ্নে।
- মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়ের উদ্যোগ, ‘সুফল বাংলা’ আগের বছর শুরু হয়েছে। ৬ জেলায় ৩০টি ‘সুফলা’ বিপণন কেন্দ্র, ৭ টি জেলায় ৭০টি ‘মোবাইল সুফলা’ বিপণী খোলা হয়েছে।
- ২০১৭ সালের ১১-১৩ই এপ্রিল নেতাজী ইনডোর স্টেডিয়ামে সমবায় মেলা অনুষ্ঠিত হয়। এই মেলায় সমবায় রত্ন, সমবায় ভূষণ, সমবায় শ্রী পুরষ্কার প্রদান করা হয়।
- স্বাধীনতার পর প্রথম সমবায় সম্মেলন অনুষ্ঠিত হয় ২৫শে জানুয়ারি ২০১৮তে। নেতাজী ইনডোর স্টেডিয়ামে অনুষ্ঠিত এই সম্মেলনের শীর্ষক ছিল ‘আর্থ সামাজিক উন্নয়নে সমবায়’।
- মুখ্যমন্ত্রীর নির্দেশানুসারে গ্রাম পঞ্চায়েত অঞ্চলে সমবায় ব্যাঙ্কের ২৫০টি নতুন ব্যাঙ্কিং পয়েন্ট খোলা হয়েছে। সমবায় ক্ষেত্রে জমা রাশি ৩৫০০০ কোটি থেকে বেড়ে ১০০০০০ কোটি হয়েছে।
