WB Govt to hold the first ever Cabinet meeting outside the state capital today
Chief Minister Ms. Mamata Banerjee will announce a major development project for North Bengal soon after she holds a Cabinet meeting at Uttar Kanya later today, the first ever outside the state's capital in the annals of Bengal's history since Independence.
North Bengal Development minister, Mr Gautam Deb said that the Chief Minister might urge the Cabinet to pass an extraordinary resolution.
“The Trinamool Congress-led state government will create another history tomorrow by holding a Cabinet meeting outside the state capital. No such meeting was held outside the capital since Independence,” Mr Deb told the press at Uttar Kanya, the government`s North Bengal mini secretariat. He added that there is no such branch secretariat in any other state in India.
The Minister also said that several departmental officials, following the state's notification, are now in Siliguri, functioning from the branch secretariat. “The financial advisor has been posted here and the Commissioner, Jalpaiguri division, Mr R D Meena has been working here as additional chief secretary,” the minister said.
“Inaugurating the branch secretariat on 20 January, the Chief Minister sought time, at least a month, to make all arrangements so as to enable the secretariat to function smoothly. We have 10 more days left to complete things,” Mr Deb added. He further said that the chief secretary and the home secretary would attend the Cabinet meeting slated today.
The Chief Minister will be flying to Bagdora and reach at Uttarkanya at 2.30 PM, the time the meeting is scheduled to begin. He said she will leave for the Dooars after the meeting is over, where she will be felicitated by the Akhil Bharatiya Adivasi Vikas Parishad at Malbazar in Jalpaiguri on 12 February. She will fly back to Kolkata on 13 February, he added.
Police in north Bengal are on high alert ahead of the Chief Minister`s visit. Siliguri Police Commissionerate will provide a fool-proof security ring for the Chief Minister at Uttar Kanya. Both the Siliguri Metropolitan Police and the Jalpaiguri District Police have put in place proper security measures from Bagdogra Airport to Uttar Kanya near Siliguri, and from the state's branch secretariat to the Dooars.

প্রশাসন কেবল নবান্নকেন্দ্রিক নয়, তা ছড়িয়ে পড়বে রাজ্যেউত্তরবঙ্গের শাখা সচিবালয় উত্তরকন্যা উদ্বোধনের দিনই এই বার্তা দিয়েছিলেন মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়। আজ, মঙ্গলবার সেই প্রতিশ্রুতিরই রূপায়ণ করতে চলেছে রাজ্য। উদ্বোধনের তিন সপ্তাহের মাথায় আজ, মঙ্গলবার শিলিগুড়ি লাগোয়া কামরাঙাগুড়ির উত্তরকন্যায় মন্ত্রিসভার বৈঠক হবে।
কলকাতার বাইরে কোনও স্থায়ী সরকারি পরিকাঠামোয় মন্ত্রিসভার পূর্ণাঙ্গ বৈঠক এই প্রথম। সোমবার উত্তরবঙ্গ উন্নয়ন মন্ত্রী গৌতম দেব বলেন, “এর আগে সিদ্ধার্থশঙ্কর রায় মুখ্যমন্ত্রী থাকাকালীন কলকাতার বাইরে কোনও জেলাতে গিয়ে মন্ত্রীদের সঙ্গে বৈঠক করেছেন বলে শুনেছি। কিন্তু এমন পূর্ণাঙ্গ মন্ত্রিসভার বৈঠক আগে হয়নি।” উত্তরবঙ্গের শিক্ষা, সেচ ও সড়ক যোগাযোগের কয়েকটি প্রকল্প নিয়ে বৈঠকে কথা হতে পারে। কিছু প্রকল্পের ছাড়পত্র দেওয়া নিয়েও সিদ্ধান্ত হতে পারে। গৌতমবাবু জানান, বৈঠকের আগে আলোচনাসূচি প্রকাশ্যে বলা যায় না। গুরুত্বপূর্ণ কিছু আলোচনা হলে, বৈঠকের পরে তা জানিয়ে দেওয়াই রীতি।
বিধানসভার অধিবেশন চলছে বলে মন্ত্রিসভার সব সদস্য এ দিনের বৈঠকে থাকতে পারবেন না। তবে মুখ্যমন্ত্রী ছাড়াও উত্তরকন্যায় মন্ত্রিসভার বৈঠকে থাকার কথা গৌতমবাবু, পঞ্চায়েত মন্ত্রী সুব্রত মুখোপাধ্যায়, অর্থ ও শিল্প-বাণিজ্য মন্ত্রী অমিত মিত্র, পূর্তমন্ত্রী শঙ্কর চক্রবর্তী, পরিকল্পনা দফতরের মন্ত্রী মণীশ গুপ্ত, গ্রন্থাগারমন্ত্রী আবদুল করিম চৌধুরী, নারী ও শিশুকল্যাণ মন্ত্রী সাবিত্রী মিত্র, খাদ্য ও সরবরাহ মন্ত্রী জ্যোতিপ্রিয় মল্লিক, শিক্ষামন্ত্রী ব্রাত্য বসু, পর্যটনমন্ত্রী কৃষ্ণেন্দুনারায়ণ চৌধুরী, বনমন্ত্রী বিনয়কৃষ্ণ বর্মন, বিজ্ঞান ও কারিগরি মন্ত্রী রবিরঞ্জন চট্টোপাধ্যায়, কারিগরি শিক্ষা ও প্রশিক্ষণ মন্ত্রী উজ্জ্বল বিশ্বাস, সেচ ও জলপথ মন্ত্রী রাজীব বন্দ্যোপাধ্যায়, পরিবহণ ও ক্রীড়ামন্ত্রী মদন মিত্রের।
থাকতে পারেন অন্য কয়েকটি দফতরের মন্ত্রীরাও। সুব্রতবাবু এ দিনই শিলিগুড়ি পৌঁছেছেন। থাকবেন মুখ্যসচিব সঞ্জয় মিত্র, স্বরাষ্ট্রসচিব বাসুদেব বন্দ্যোপাধ্যায়-সহ প্রশাসনের শীর্ষ কর্তাদের অনেকেই। গৌতমবাবু জানান, এখন বিধানসভার অধিবেশন চলছে। সে ক্ষেত্রে অন্তত ১০ জন মন্ত্রীকে বিধানসভায় থাকতে হবে। তাই বৈঠকে মন্ত্রিসভার সব সদস্য থাকতে পারবেন না।
২০ জানুয়ারি উত্তরকন্যার উদ্বোধনের পরে ১০টি দফতরের পরিকাঠামোও হয়েছে। তবে এখনও এই শাখা সচিবালয়ে বসেন উত্তরবঙ্গ উন্নয়ন মন্ত্রী। এখানে রয়েছে জিটিএ প্রধানের বসার ঘরও।
স্বাধীনতার পর থেকে উত্তরবঙ্গকে যে বঞ্চনার শিকার হতে হয়েছে, তার অবসান হতে চলেছে বৈঠকের সঙ্গে সঙ্গেই। মুখ্যমন্ত্রী উত্তরবঙ্গকে কতটা গুরুত্ব দেন, তা প্রমাণ হয়ে গেল।
