WB CM unleashes a surge of development for Adivasis in Dooars
Chief Minister Ms. Mamata Banerjee assured Adivasi leaders in the Dooars region that she would do everything to protect their rights unto death. The Chief Minister in her speech at Malbazar challenged the Congress-led Centre to confront her party politically instead of depriving Bengal of its legitimate due. “The Centre keeps spending a lot from the exchequer on advertisements to retain power. But it is not inclined to address the problems the people are facing nor is it interested in deepening the roots of education in Bengal,” she said.
“The Centre has been pushing for big advertisements from the government coffers to advance their political interests, but it does not allot funds for the 100-day job scheme and Sarva Shiksha Avijan for Bengal. They should rather spend money from their own wallets instead of so wantonly squandering away public funds for political purposes,” she said, addressing an official programme at the Army Ground in Malbazar in Jalpaiguri.
Coming down heavily on the Congress, she said: “Those who dare challenge me will be finished. If they betray us people will reply them politically,” she said, adding that Bengal will lead India.
CM said her government is committed to all-round development of the Adivasi people. She would see to it to stop the tribal lands from being grabbed by others, the CM stressed.
Ms. Banerjee also attacked tea planters, alleging they frequently abandon tea plantations and flee.
“We will not go with the `separatist` movement. We will fight for our land the legal way,” she declared.
The Chief Minister inaugurated 18 projects and laid foundation stones for 38 projects in this region by `remote control` from the Army Ground.
At the function Akhil Bharatiya Adivasi Vikas Parishad (ABAVP) felicitated her with their highest honours `Singi Dayee` and `Marang Gomke`, Ms. Banerjee spoke in Sadri language, the dialect the tea workers across ethnic spectrum converse. She averred her government is leaving nothing to rise up to the developmental aspirations of the Adivasi people.
The state ABAVP president, Mr Birsa Tirkey, has been taken on board, she informed and said, “We have recovered lands belonging to Adivasis grabbed by others for the tea plantations in north Dinajpur.”
The Chief Minister was thanked and was compared to `Rani of Janshi` for having declared a holiday on Karam Puja and setting up a separate Tribal Development Department to cater to their needs.
The CM also suggested Adivasi leaders lodge complaints with the district magistrate if others grab their lands. “The state government will take prompt action after receiving the complaints,” the CM said while responding to Mr Tirkey`s complaints, which were mentioned in a memorandum served to the CM on the podium today.
The Chief Minister thanked Adivasi leaders and the people present at the Army Ground here for the felicitation. “It is a great honour for me. I am grateful and will remain ever grateful,” she said.

আদিবাসী মেয়েদের জেদের সামনে পিছু হটতে হল মুখ্যমন্ত্রীকে। মঞ্চে ওঠার আগে তাঁর পা ধুইয়ে দিতে কলসি করে জল নিয়ে হাজির ছ`জন আদিবাসী মহিলা, সঙ্গে জল ধরার গামলা। হাতে সাদা তোয়ালে। আয়োজন দেখে মুখ্যমন্ত্রী বলে উঠেছিলেন, “না না, এ সব কেন?” কিন্তু শেষ অবধি জিত হল আবেগের। প্রথা মেনেই একটি বড় পাত্রে এক এক করে দু`টি পা রাখলেন মুখ্যমন্ত্রী। তা ধুইয়ে, মুছে, তাঁর কপালে টিপ পরিয়ে, গালে চুমু খেয়ে, সাদরে বরণ করা হল তাঁকে। ঘোষণা হল, এখন থেকে মমতা বন্দ্যোপাধ্যায় তাঁদের `সানগি দাই।` যার মানে, বীরাঙ্গনা। স্বাধীনতার পর এই প্রথম ডুয়ার্সের আদিবাসী সমাজ কাউকে এই সম্মান দিল। বুধবার মালবাজার সেনা ময়দানে আদিবাসী বিকাশ পরিষদের অনুষ্ঠানে মমতা বন্দ্যোপাধ্যায় পেলেন এই সম্মান।
কে এই সানগি দাই? তিনি প্রায় আড়াই হাজার বছর আগের এক আদিবাসী বীরাঙ্গনা। মগধের রাজা অজাতশত্রুকে বর্তমান বিহারের রোহতাসে রুখে দিয়েছিলেন তিনি। পরপর তিন বার বিম্বিসারপুত্রের আক্রমণের হাত থেকে রক্ষা করেছিলেন আদিবাসীদের দুর্গ। মমতা বন্দ্যোপাধ্যায়কেও তেমনই রক্ষাকর্ত্রীর ভূমিকায় দেখতে চায় আদিবাসী সমাজ, তা স্পষ্ট হয়ে গেল বুধবার। আদিবাসী বিকাশ পরিষদের রাজ্য সভাপতি জানান, বর্তমান মুখ্যমন্ত্রীর লড়াকু মনোভাব, ও আদিবাসীদের নানা দাবি –দাওয়া পূরণের জন্য আন্তরিকতা দেখেই ওই সম্মান দেওয়ার সিদ্ধান্ত সর্বসম্মত ভাবে নেওয়া হয়। তাই মুখ্যমন্ত্রী আপত্তি করলেও, প্রথা মেনেই তাঁর পা ধোয়ানো হয়।
সেই সঙ্গে আদিবাসী বিকাশ পরিষদের সর্বভারতীয় নেতারা জানিয়ে দিলেন, আগামী দিনে তাঁরা মুখ্যমন্ত্রীর সঙ্গেই থাকতে চান। অভিভূত মুখ্যমন্ত্রী বলেন, “আমিও ওঁদের সঙ্গে থাকব। সকলে মিলেমিশে বাংলাকে আরও এগিয়ে নিয়ে যাব।“
ইতিহাস আর ঐতিহ্যের এমন অনুসরণ বর্তমানের প্রত্যাশাকেও স্পষ্ট করল। আদিবাসীদের অধিকার রক্ষা করবেন মমতা, এই প্রত্যাশা। প্রায় দেড়শো বছর আগে উত্তরবঙ্গে চা বাগান ও রেললাইন পাতার কাজ করাতে ছোটনাগপুর মালভূমি এলাকা থেকে আনা হয়েছিল ডুয়ার্সের আদিবাসীদের। নথি বলছে, তাঁদের অধিকাংশই দীর্ঘ পথ হেঁটে ডুয়ার্সে ও উত্তরপূর্ব ভারতে পৌঁছেছিলেন। বংশপরম্পরায় ডুয়ার্সেই চা বাগান ও তার লাগোয়া এলাকায় রয়ে গিয়েছেন। কিন্তু এখনও তাঁরা যেন উত্তরবঙ্গে ব্রাত্য।
আদিবাসীরা চান ভাষার অধিকার। তাঁদের আদি ভাষা সাদ্রি ও কুরুক –এ পড়াশোনার কোনও ব্যবস্থা হয়নি, সংরক্ষণেরও ব্যবস্থা হয়নি। হিন্দি কিংবা ইংরেজি মাধ্যমে পড়াশোনা করতে হয়। দুই, জমির অধিকার। দীর্ঘ দিন এলাকায় বাস করেও জমির পাট্টা হাতে পাননি বহু আদিবাসী। তিন, আদিবাসীদের বিশেষ অধিকার তৈরির প্রত্যাশা। চার, কাজের অধিকার এবং যথাযথ মজুরির অধিকার।
মুখ্যমন্ত্রী ইতিমধ্যেই দাবিগুলিকে গুরুত্ব দিয়েছেন। তিনি আদিবাসীদের জমির পাট্টা দেওয়ার প্রতিশ্রুতি দিয়েছেন। চা শ্রমিকদের মজুরি বাড়াতেও উদ্যোগী হয়েছেন। রেশনের বাইরেও পাঁচটি বন্ধ চা বাগানে দু`টাকা কেজি দরে চাল দেওয়ার সিদ্ধান্ত নিয়েছেন। আলাদা আদিবাসী দফতর গড়ে নিজেই দায়িত্ব নিয়েছেন। করম পুজোয় আদিবাসীদের সরকারি ছুটির ব্যবস্থা করেছেন। বিরসা তিরকে বলেন, “স্বাধীনতার পরে এ যাবৎ কোনও দল আমাদের এ সব দাবিকে গুরুত্ব দেয়নি।“
এ দিন মালবাজারের সভা মঞ্চ থেকে ১৮টি প্রকল্পের উদ্বোধন ও ৩৮টি প্রকল্পের শিলান্যাস হয়েছে। কয়েক হাজার সাইকেল বিলি হয়েছে। পাট্টা দেওয়া হয়েছে। নানা প্রকল্পের ভাতা বাবদ চেকও বিলি করা হয়েছে। মুখ্যমন্ত্রী তাঁর এক ঘণ্টার বক্তব্যে বারেবারেই আদিবাসীদের নানা সমস্যার সমাধানের জন্য তাঁর সরকার কতটা আন্তরিক, তা বোঝানোর চেষ্টা করেছেন। সেই সঙ্গে প্রাপ্য টাকা না দেওয়ায় কেন্দ্রকে দুষেছেন মুখ্যমন্ত্রী। তাঁর কথায়, “আমরা বিশ্বাস করেছিলাম। কিন্তু, আমাদের সঙ্গে বিশ্বাসঘাতকতা করা হয়েছে। রাজনৈতিক ভাবে তার মোকাবিলা করব। আমরা ভিক্ষা চাই না। আগামী দিনে অধিকার আদায় করে নেবে বাংলা।“
