Community Health Centre Management Initiative ensuring access to healthcare for rural people
The State Panchayats and Rural Development (P&RD) Department, through the programme, Community Health Centre Management Initiative (CHCMI) intends to create awareness among the rural people about the various public health services rendered by the Government.
For implementing CHCMI, the P&RD Department has engaged the three tiers of the Panchayati Raj Institution (PRI), that is, Gram Panchayat (GP) (village level), Panchayat Samiti (block level) and Zilla Parishad (district level), the Village health Sanitation and Nutrition Committee (VHSNC) and Government officials associated with the programme.
The sensitisation and training of people at all the three levels – PRI, VHSNC and Government – is almost complete.
Approximately 99 per cent of the Panchayat Samitis, 97 per cent of the Gram Panchayats and 1.81 lakh participants have been trained through sensitisation programmes on various aspects of public health. The same has been imparted to around 3 lakh members of the VHSNCs, along with training on preparation of micro-level plans. VHSNC is a booth-level committee on public health.
Another aspect regarding the community health programme that needs to be mentioned is the approval of, till January 2018, 1,565 homeopathic dispensaries, 222 ayurvedic dispensaries and six unani dispensaries.
By implementing these programmes, the State Government, through the institution of Panchayati Raj, is ensuring all-round improvement in the health of the rural population of Bengal.
পঞ্চায়েতে জনস্বাস্থ্যের প্রতি জোর পরিবর্তনের বাংলায়
২০১১ সালে ক্ষমতায় আসার পর মমতা বন্দ্যোপাধ্যায়ের নেতৃত্বাধীন তৃণমূল সরকার রাজ্যের সার্বিক উন্নয়নে জোর দিয়েছেন। সমস্ত দপ্তরের উন্নয়নের জন্য নেওয়া হয়েছে একগুচ্ছ পদক্ষেপ। নজর দেওয়া হয়েছে গ্রামীণ স্বাস্থ্যের প্রতিও।
Community Healthcare Management Initiative কিংবা জনস্বাস্থ্য ব্যবস্থাপনা উদ্যোগের মাধ্যমে পঞ্চায়েতএলাকায় গ্রামীণ মানুষদের মধ্যে জনস্বাস্থ্য সংক্রান্ত বিভিন্ন প্রকল্পের বিষয়ে সচেতনতা বাড়ানো হয়ে থাকে। ত্রিস্তরীয় পঞ্চায়েত, Village Health, Sanitation & Nutrition Committee (গ্রামীণ স্বাস্থ্য, স্বচ্ছতা ও পুষ্টি সংক্রান্ত কমিটি) ও সরকারি আধিকারিকদের সহায়তায় এই প্রকল্পের কার্যকারিতা ও সঠিক তহবিলের ব্যবহারের জন্য প্রশিক্ষণ দেওয়া হয়।
সচেতনতা কর্মসূচীতে সমস্ত ব্লকের সমস্ত ত্রিস্তরীয় পঞ্চায়েতের নির্বাচিত সদস্যদের যুক্ত করার কাজ ইতিমধ্যেই করা হয়েছে। এই কর্মসূচীতে জানুয়ারি ২০১৮ পর্যন্ত ৯৯% ব্লক ও ৯৭% গ্রাম পঞ্চায়েতের প্রায় ১.৮১ লক্ষ মানুষকে জনস্বাস্থ্য সংক্রান্ত প্রশিক্ষণ দেওয়া হয়েছে। চাহিদা অনুযায়ী বিশেষজ্ঞদের দ্বারা প্রশিক্ষণের ব্যবস্থাও থাকছে।
গ্রামীণ স্বাস্থ্য, স্বচ্ছতা ও পুষ্টি সংক্রান্ত কমিটি বর্তমানে গ্রামীণ জল ও স্বচ্ছতা সংক্রান্ত কমিটি প্রাথমিক স্তর হিসেবে কাজ করে।
এছাড়াও, ২০১৮ সালের জানুয়ারি মাস পর্যন্ত ১৫৬৫টি হোমিওপ্যাথি ডিসপেনসারি, ২২২টি আয়ুর্বেদিক ডিসপেনসারি, ৬টি উনানি ডিসপেনসারি অনুমোদিত হয়েছে। ২০১৮-১৯ সালের বাজেটে এই বাবদ ৩৫ লক্ষ টাকা ধার্য করা হয়েছে।
