Saugata Roy makes a Zero Hour mention on the interference of governors in the day-to-day administrative matters of states

FULL TRANSCRIPT

Sir, I am raising a point regarding the maintenance of federalism in the country. The Central Government is interfering in the administration of the States through its nominated Governors. Sir, koi ek bhi shabd rules ke bahar nahi bolunga, ek bhi nahi. The States of West Bengal, Tamil Nadu, Kerala, Telangana, Andhra Pradesh, Punjab, Rajasthan, Maharashtra and Jharkhand are experiencing such types of problems. The nominated Governors are interfering in the day-to-day administration. They are calling for police officers, and also for the chief secretaries. In Tamil Nadu, the Governor has returned one Bill passed by the assembly. In West Bengal, the Governor is refusing to sign a bill unanimously passed in the assembly.

Sir, ek bhi shabd, ek bhi shabd, [tell me] whether I am saying one word outside the Constitution. I am mentioning that this Centre-State matter is a basis of federalism. The Centre appoints the Governor supposedly in consultation with the State Government, but not with the concurrence of the State Government. The Home Minister is here; he is the controlling authority of the Governors, all of them come to Delhi and see him. Can’t he tell the Governors to stop tweeting or interfering in the day-to-day affairs of the States, and restraining them and [telling] them to sign files and legislations passed by the legislative assemblies? If this goes on, Sir, yeh agar chalega, toh desh mein juktarashtriya dhancha nahin chalega. <mic turned off>
