Sir, under Rule 72 in the Rules of Procedure, I beg to oppose the introduction of the Code on Social Security Bill 2019. This Bill says that it’s a follow up of the Labour Conference in 2003, a 16-year-old convention is being brought here and so many Acts are there — Employees Provident Fund Act, Employees State Insurance Act — they want to put everything in the same Bill. This was being wanted by the capitalists, industrialists and chambers of commerce of the country. No central trade union has ever demanded that social security legislation should be brought under one umbrella. This idea of rigging labour code is a punishment to the workers. They have made it more complicated instead of making simple.
The separate Acts were there when our Provident Fund dues are not given, when ESI dues were not deposited by the owners. We could take recourse to the legislations. That’s why Sir, now they have included, they have linked this to the insolvency of bankruptcy code. Under insolvency and bankruptcy code, NCLT is not able to deal with all the problems and now they are making it further complicated. That’s why Sir I say that I am opposed the introduction of the Bill. It should be immediately referred to the Standing Committee on Labour headed by Bharat Srihari Mahtab.
