Saugata Roy seeks clarifications from minister regarding The Recycling of Ships Bill, 2019

The Minister is young; he might be piloting a Bill for the first time. I congratulate him. But if I read the whole Bill it appears that the whole power is given to an authority. ‘Central government shall by notification designate an officer not below the rank of Joint Secretary to the Government of India as the national authority’. This means that the total authority will be vested on one officer of the Joint Secretary rank; an IAS officer. 

Ship making is an industry where the maximum involvement is of the workers who deal with everything hazardous. I propose to the Minister, maybe he will agree that instead of giving power to one single IAS officer, you have a three-member authority. Like in ports, you have a workers’ representative, you have a ship-makers’ representative, instead of giving the whole power to an IAS officer. This is not a labour friendly Bill.

Jo kaam karte hai, jahaz todne ke liye, recycle karne ke liye unka chinta aapne nahin kiya hain. Port Trust ke law mein wahan labour representative rehta hain, dock labour board mein labour representative rehta hain. Kyun aap yahan par ek authority ko pura power denge, jahan labour ka koi representative nahin hai? Yeh hona nahin chahiye. Main kahunga, main appeal karunga ki is ke barein mein aap zara sochein.
