Satabdi Roy speaks on The National Institute of Design (Amendment) Bill, 2019

Thank you Madam for allowing me to speak on The National Institution of Design Amendment Bill, 2019. We support this Bill.

This Bill concerns Madhya Pradesh, Assam, Haryana, Andhra Pradesh. Why not West Bengal. We have the National Institute of Design in Dumdum. If these States are getting the chance to award degrees, Bengal should also get the chance.

I have some submissions:

The Institute must provide job opportunities to pupils on a regular basis. Degrees are useless without job opportunities.

To make them worthy of competing internationally, the infrastructure and facilities must be good.

There must be more degrees and courses related to fashion and design. Nowadays even what dress will match with what, which bag to carry also comes under design.

The Chairperson must be an eminent academist, scientist or technologist or professional or industrialist to be nominated by the minister.

Must provide more study options for the students.

Provide reservation in various courses for SC, ST and OBC students.

Also, we have “the campus of an institute may be established by such institute at any place within India or outside.” If we have a campus outside of India, then why call it a ‘National Institute’? And I want to know who will provide the funds?

Additionally, just like IITs and IIMs are creating more campuses all over India, there should be more campuses of National Institute of Design across the country so that more students come here to study.
