Derek O’brien makes a Point of Order on the allocation of time order on speaking on Bills

Sir, Mr Naresh Gujral ji was called to speak at 6.22pm. My Point of Order is regarding Rule 37, which states, ‘No variation in the Allocation of Time Order shall be made except by the Chairman, who may make such variation if he is satisfied after taking the sense of the Council that there is a general agreement for such variation’. The general agreement we understood was till 6pm. If you called the speaker at 6:22pm, according to the Rule, you have to take the sense of the House and then ask him to speak. This is my limited point. Aap announce kiya, Sir? Chhay (6) bajne ke baad baithenge, aap announce kiya?
