Centre`s claim on setting up the first all-women`s university is incorrect : Mamata Banerjee

West Bengal Chief Minister Mamata Banerjee on Friday said that the Centre`s claim on setting up the first all-women`s university is incorrect. In a post on her Facebook page, she referred to reports in a section of media, which said that the country`s first all-women university would come up in Rae Bareli. She said the Shreemathi Nathibai Damodar Thakersey Women`s University in Mumbai was the first university for women and has been functional for decades.
Chief Minster Ms. Mamata Banerjee`s Facebook post dated 12th July, 2013:
“A section of the press reports that the Union Cabinet has recently approved setting up of the country`s first University only for women. This information is not correct.
SNDT Women`s University, Mumbai, the first university for women in the country has been running for decades.
In fact, in the Eastern region, our new Government in Bengal is setting up the first women`s university at Diamond Harbour and has already enacted the Diamond Harbour University Act in January 2013 for this purpose.
Dr. Samita Sen has been appointed as first Vice-Chancellor of the University. Possession of land has been taken over and construction work will begin just after the rains are over.
Academic activity is to commence from the academic session of 2014-15.
The exclusive university for women is a big step forward to fulfill our commitment towards advancing higher education for women in the State. “

High turnout wins phase 1 panchayat polls

The Trinamool Congress Government truly succeeds in what is being widely called its first test of democracy, as the first phase of panchayat polls marked high turnout in the three Jangalmahal districts of Paschim Medinipur, Bankura and Purulia on Thursday, unlike expected by many. The three-tire panchayat polls in the most sensitive Paschim Medinipore district of Jangalmahal were largely peaceful.
Polling in the Jangalmahal was monitored by paramilitary forces and also aerially with senior police officers criss-crossing the three districts on an Air Force helicopter. The huge deployment of central forces in the villages and polling booths ensured that people could vote. Maoist squads were nowhere in the area. And unlike the last elections, they didn`t even give a poll boycott call.
Despite the acrimony for the past few months between the State Government and the State Election Commission and uncertainty over whether the poll would be held at all, voters in the three districts turned up in huge numbers. Despite the month of Ramzan, people came out in large numbers to cast their votes in minority-dominated blocks as well. There were long queues of voters, waiting to cast their mandate, even after sundown. The polling continued till late night.  Purulia constitutes 170 Gram Panchayats, 20 Panchayat Samitis; Bankura has 190 Gram Panchayat and 22 Panchayat Samitis; whereas Paschim Medinipur includes 290 Gram Panchayats and 29 Panchayat Samitis. Paschim Medinipur recorded 72% votes, Purulia and Bankura recorded 75% votes each at the end of the polling.
The district election officers expressed satisfaction over voting process. They said that it was largely peaceful and no major incident was reported.
According to State Election Commission sources, so far, re-polls have been ordered in three booths in Sabong and one at Saltora, Bankura, said an SEC official. “Polling was largely peaceful compared to 2008,” he added.
Chief Minister Mamata Banerjee was happy with the peaceful polling. “That voting is going on peacefully in Jangalmahal is a big thing“ She told reporters at Writers` Buildings before leaving for Hooghly to address an election meeting.
Despite efforts by the Opposition to create an atmosphere of violence, the polling showed democracy was safe under the Trinamool regime. In 2003 the panchayat poll had been held in a single day when 35 people were killed in clashes against 17 people killed in poll clashes in 2008 when polling was held in three phases. This year there is not a single report of casualty on the day of the poll.

Mamata Banerjee unplugged on Star Jalsha, Bangla Interview

West Bengal Chief Minister Ms. Mamata Banerjee shared some precious time from her extremely busy schedule to participate in an exclusive talk show aired on the Bengali channel `Star Jalsha`. She began by greeting `Namashkar` to the fellow guests in the programme who are eminent personalities of Bengal and pleaded to have a casual chat with them over a cup of tea.

In response to the question from the eminent footballer Syed Rahim Nabi, on the ` Jal Dharo Jal Bharo` scheme Ms. Banerjee said,  “From my childhood days I have had immense love for Mother Nature. I don`t know as a child why and how I felt so deeply for nature. I feel nature is like my mother`s `anchal`. I have seen that Purulia, Bankura, Birbhoom, Bardhaman, West Midnapur and other `lal mati` villages have major water crisis. People don`t get drinking water and water for irrigation. People`s suffering in these regions had moved me so much that I thought of the ` Jal Dharo Jal Bharo` scheme. The initiative was to dig and cut out ponds in the villages where there was water crisis. This could provide multiple benefits and advantages to the poor people like for example, the rainwater that previously got wasted could be stored in the ponds for agricultural use, villagers could practice pisciculture and improve their financial condition, flood disaster could be controlled, and most importantly biodiversity and natures beauty could be restored. Moreover, cutting of pond is a part of the 100 days work guarantee programme, hence villagers could cut ponds and earn an income. I had promised Bengal will have 50,000 ponds in 5 years, but you will be happy to know that more than that has been created in just 2 years. “

She added, “Imagine in Bengal we import fish from Madhya Pradesh and Andhra Pradesh, but why should this be the case? We have enough natural resources to meet the demand of fish in the State. The Govt. is already working on this project to improve the infrastructure so that Bengal can soon not only produce its own need but also export to other states, this will generate revenue for the state too. The completion will take time, but the process has started. “

Popular Bengali film actress Srabanti Chatterjee Biswas and film director Raj Chakraborty questioned the CM on women`s safety and security in the state. On a very serious note, Ms. Banerjee replied, “we have always severely condemn incidents of sexual violence against women and I feel there is a need for a massive social awareness. In the few resent cases the police have taken immediate action in arresting the offenders and even made charge sheets against them.  We need to appreciate the prompt police action. The Govt. has established 112 fast track courts in 2 years time, out of which 45 are especially structured only to address women`s grievances. This has been done because I have always believed that justice delayed is justice denied. We have established 19 Human Rights Courts in each district, we have set up Minority Bhawan, Khadya Bhawan, 341 blocks in Bengal is getting cold storages, kisan bazaars, warehouses, information technology institutions (it is), poly-technique colleges, the State will get 45 women police stations out of which 10 are already functional. We are doing as much as possible in every sector. We have taken action against culprits within 27 days of a rape incident. We are recommending life sentence and death sentence for sex offenders. No other state government has taken this step. We are the first. But here I would like to say that the people of Bengal will not forgive those who try to play petty politics on such grave issues. Bengal`s women, mothers and sisters are safe. When and if such incidents take place, the govt., police, judiciary and the society has to handle it sternly and punish the culprits so that these crimes are eradicated from the society. There are so many incidents that had taken place during the Left regime but no action had been taken. A senior leader like Jyoti Basu had said on the Bantala case that `such incidents happen`; but we say such incidents should never happen. Not even one. We will always take strong action. We have acted on party members for their wrong doings; we are impartial to crime and criminals and hence constitute a just and fair government. “

She added, “during the chit fund scam, the police arrested the accused from Kargil within days. Why the same was not possible during the Sanchaita-Sanchaini scam when the CMP ruled? I have announced a Rs. 500 crore fund for the depositors. As I did this some people started saying the chit fund company bought my paintings for cores. But I give my paintings to the news paper `Jago Bangla` in affidavits. I write books, I have to run the party. But some people are only up to spreading false allegations about me that have no limit.
In response to a question from Rahim Nabi on sports and alternative sports, Ms. Banerjee said, “many closed clubs in villages and districts have been reopened. 1500 clubs participate in an annual football tournament in Jangalmahal. I wanted to encourage women to participate in sports and you won`t believe I was surprised to find out the talent the rural girls possess. They can achieve any heights if they get proper training. We will make such provisions too. Govt. has given Rs. 2 lakh to 1500 clubs. The 3 major football clubs have received Rs 1 crore each. New clubs are also being encouraged. As Youth Sports minster I had started these initiatives. We encourage alternative sports and thus have taken many more initiatives. “

Eminent poet Joy Goswami stated that the Govt. has taken several initiatives to uphold Bengal`s rich culture, literature and heritage, like for example established Kaji Nazrul academy, Rajbangshi Bhasha academy, Birsha Munda academy, Nepali academy and many more. He asked the CM why such initiatives are not being highlighted and publicized by the media so that the common people get to know about it. In response the CM replied, “this is our misfortune that the people are not getting to know about the govt.`s effort. In every state people support the positive efforts of the govt. and help them to function better, but I am sorry to say and I do not want to hurt anyone`s sentiments, in Bengal people do behave like crabs and pull you down if you try to achieve something. We are fighting against this odd and do keep trust on the people. “

She added, “ media must pay a more responsible role, and just not sell any news as `Breaking News`. “

In response to a question asked by the popular Bengali film actor Dev, regarding the CM`s personal safety and security, Ms. Banerjee answered, “ I am not like a typecast Chief Minister, I`m more like a `didi` next door. I do not use the Chief Minister`s chair as well, I have bought a common man`s chair where I sit at the Writers` Building. I belong to a simple family, and that is my identity, that`s my pride. I started the trend of randomly inspecting hospitals as they were in a disastrous condition, no beds available and expensive medicines. The poor and the middle class were being made to face several other challenges. So we have started fair price shops. In 65 years of independence only 59,000 hospital beds were created whereas in 1 and half year we have created 10,000 hospital beds. Since independence 1300 seats in med colleges were created, but we managed to create additional 700-800 seats. 35 multi super hospitals are in making in the state, and old hospitals are being modernized. Work is being done in every district, this need lot of planning and we have done it in so little time. We don`t have money, we are in debt due to the previous government`s callousness, I`m generating extra income in the state, but the centre is taking away all the money. My life has been and will remain a struggle. I`m a fighter and will always strive hard to overcome all difficulties. I had promised the people of Bengal a change, ` Paribartan` and so my fight is for them. People know how I have struggled; CP(I)M had almost beaten me to death at Hazra, they are nasty but I don`t like such self publicities, so let`s not talk about it.“

“Jangalmahal is getting peaceful, Singur is getting justice, Hills are still a part of Bengal, tourism is flourishing in Darjeeling (all of you please visit the new sites we have inaugurated), villages are developing, medical facilities are being provided to people at 60% concession, new film cities are coming up, eco tourism is being promoted, education and business loans are being provided to the rural youth, electric power banks are created, in next 3 years Bengal will export power to other states, employment banks, land banks, land maps, land use policy, e-governance, e-tender in all departments, all women universities, Dwijendralal Ray Stadium, Satyajit Ray Stadium, and the list of our initiative in every sector continues. So much work is already completed and lot more is in the pipe line“ said the Chief Minister.

“We have started `Kanya Shree` scheme for the rural girl students of class 8-12 so that they get scholarship of Rs. 500 and as they turn 18 years the government will give them Rs. 25,000 so that they can opt for a higher study or any career path of their choice.  Their parents don`t have to worry or get them married off at an early age. This will also put a check on child malnutrition as young girls give birth to under nourished children. I believe health is wealth and the girls especially should be in very good health so that they give birth to a healthy new generation. This scheme will also prevent girl child trafficking. “ said the Chief Minister.

Ms. Banerjee said, “ I`m always intending to help people and be by the people. To make the development work in the state more widespread we need the Maa, Mati and Manush panchayat this time. I believe no government body should be corrupt, even if it is at the ground level panchayats, there should be proper supervision at every level. “

“ Entire Bengal is my family. `Ashar Alo` is a hope of ray for the people of Bengal. I am born in this golden land and hope to die here, but most importantly this land should always be a subject of pride in our hearts, “ she concluded.

Top CPI(M) leaders involved in huge SCAM. Stashing away crores in personal accounts

Rs. 16 crore in a current bank account is nothing unusual. But read beyond the first line of the news article that appeared in a leading daily today and it suddenly looks very unusual.
This State Bank of India (SBI) current account was active until April 23 this year. The joint holders of this account are Biman Bose and Nirupam Sen. Official address for this account: 31, Alimuddin Street. Average amount deposited in this account each day has been quoted at around Rs. 15 lakh.
CPI(M) claims that the account belongs to the State Committee of the party.
It is but natural to ask questions as to how two individuals could hold a joint account that belongs to a political party. How exactly was the accounting done? Since the account is in the name of Biman Bose and Nirupam Sen, was income tax paid by them? Also, interesting to note, is the fact that Biman Bose does not have a PAN card. It is really intriguing that an account holder with Rs. 16 crore as balance does not possess one!
Of course, sensing something is not adding up, CPI(M) has taken the initiative to quickly shut down this account and open a new one in the name of the party. Though not a bank requirement, Nirupam Sen`s PAN number has been provided for this new account too. This has certainly kept the intrigue alive.
The CPI(M) sees no wrong in this `blatant` incident as it has been the practice since the 80s. This joint account was first held by Biman Bose and Sailen Dasgupta. Later, in 2001, after the passing away of Sailen Dasgupta, Nirupam Sen`s name was introduced.
Even more interesting, all cheques drawn in favour of the State Secretary of CPI(M) got automatically deposited into this joint account! How exactly this clandestine process worked needs to be investigated thoroughly.
Appeals have been made to the Chairman of the State Bank of India and the Governor of the Reserve Bank of India to look into the matter.
`Historical blunder` is a favourite phrase of the CPI(M) but this historical error may cost them dear. All the explanations given by the party are sounding hollow. If this is just a glimpse of how things were when Bengal was under their regime, one has to shudder to think what else could be unearthed.
The Alimuddin Street leadership has a lot to answer to the people of Bengal. Just saying that they had overlooked this glaring irregularity is as good as saying that they think the people of Bengal can be hoodwinked into believing any explanation they dish out.
There are some serious questions for the CPI(M) to answer:
1. The media expose has spoken of two bank accounts. There may be a hundred more, in India and abroad, concealing the slush funds of CPI(M) leaders. Shouldn`t a serious investigation be called for?
2. How can party whole-timers, with no known sources of income, amass Rs 16 crore? Is there an explanation?
3. The former industry minister of West Bengal, as per his election affidavit, is worth only Rs 36 lakh. The SBI account shows him to possess at least Rs 8 crore (half the balance in the account). Is this not a breach of Election Commission rules and does this not amount to resorting to untruth?
4. The general secretary of the state CPI(M) says he has no PAN card but is still a co-holder of an account with Rs 16 crore in it? Does he expect us to believe he is naive? Or does he expect us to be naive?
We demand a special investigation from SBI, RBI and the Union Finance Ministry and we demand the CPI(M) come clean on this.

Women will govern the country besides managing households – Mamata Banerjee at Janai

All India Trinamool Congress Chairperson Ms. Mamata Banerjee, in the panchayat election meeting at Janai, Hooghly, on Thursday, renewing her stance on the Centre, alleged that the Congress-led UPA government was `selling out` the country for allowing FDI in retail with money going to `party funds`. “They are selling out the country and all the money is going to party funds, “ she said.
She said that LPG customers would have to shell out Rs 900 per cylinder from November instead of the present subsidized rate of Rs 450, the Trinamool Congress Chairperson said, “Petrol prices have been increased 50 times.“
Ms. Banerjee also recalled when AITMC quitting the UPA said it did it because the party did not deviate from its principles and commitment and was not bothered about ministerial positions.
Reiterating her opposition to the panchayat polls being held during Islamic month of Ramzan and the monsoons, the Chairperson said, “We were pressing for the elections during the last six months. We did not want it during Ramzan and in the thick of the monsoons. I would have objected even if polls were held during the Durga Pujas “.
Ms. Banerjee reiterated that the UPA government was not helping the cash-strapped state to tide over the huge 2.3 lakh crore loan burden left by the previous CPM-led government and alleged that Centre was helping the Marxist party.
Ms. Banerjee once again assured Singur farmers that their lands would be returned.  “I have taken a vow to see that the land within the Tata project is returned to its rightful owners. “
“We have created 50% reservation for women in Panchayat. Women will govern the country besides managing households“ Ms Banerjee said.
The AITMC Chairperson said, “I won the first challenge by ousting the Left front from power and now the second challenge is to oust the CPM from Panchayat system completely.  Good days are not far away for Bengal; Bengal will reclaim its lost glory once again and show the way to the nation. “
She thanked the people for giving her a patient hearing, braving a heavy downpour and urged them to vote for Trinamool Congress.

Supreme Court`s observation on the Singur Land Acquisition case is significant: Mamata Banerjee

Chief Minister Ms. Mamata Banerjee described the Supreme Court`s observation on the Singur Land Acquisition case as a significant and vital one.
The Supreme Court on Wednesday said that the land initially acquired by the previous West Bengal government for Tata Motor's car plant in Singur should now go back to the farmers as the plant is currently operational in Gujarat, and ruled out the company's arguments over its existing lease-hold rights over the land.
Ms. Banerjee said that this is what she had expected from the Supreme Court. “It is a welcome and important observation and we are quite happy. The agitation for returning land to unwilling farmers at Singur started in 2006. I took part in a hunger strike for 26 days. I love both agriculture and industries, both are important. This observation will provide encouragement to the farmers all over the world to protest against exploitation. It is a moral victory for us,'' Mamata Banerjee said.

I have been striving for the polls since last year – Mamata Banerjee at Lalgarh

AITMC Chairperson Ms. Mamata Banerjee on Monday at a panchayat election campaign in Lalgarh, West Medinipur said:
“We were forced to submit before the orders of the court to let the panchayat elections take place in the month of Ramzan as it is a constitutional obligation. Moreover, unlike them (the commission and the opposition), who didn't want the elections and proposed to snatch people's democratic rights, we wanted the polls, especially because the terms of Panchayat have either expired or will expire. We apologize that the elections are being held during Ramzan. We also condemn those who imposed it at this time. I have been striving for the polls since last year, but the Congress, CPI-M and BJP did not allow me to hold polls, fearing they would lose. They had gone to the court. I would have objected had the polls been ordered during Durga Puja as well.
We wanted to hold the elections in December. But our government was not allowed to go for the elections at that time. Later we also tried to hold the elections in March this year, but that time too, we failed to organize the polls due to many reasons. The state election commission had moved court and dates for holding the polls were changed thrice.
We wanted election. They did not want it. They wanted to deny the people to exercise their democratic rights.
I had urged the Centre to seal our state's borders with Jharkhand and Odisha after the killing of a district SP in Jharkhand. But it has not been done. “

The Rural Development Drive of the State Government

The present Government under the leadership of Mamata Banerjee has shown deepest concern to improve the infrastructural facilities of the rural Bengal which was hitherto neglected by the previous government. From May 2011, when the present Government came to power, constant processes of restructuring and newer schemes have been implanted and generated for the rural Bengal.

In 2012, the West Bengal Panchayat (Second Amendment) Act, 2012 was passed to enhance the extent of reservation of seats and offices in each tier of Panchayats for women from one-third to one-half (from “not less than one-third” to “not exceeding one-half”).
